The aim of this monograph is to conduct an evaluation of the two most predominant experimental theoretical constructs -- Effects-Based Approach to Operations (EBAO) and Design -- and confront the challenge of integrating practical elements of the two constructs into the cyclic operations process: plan, prepare, execute, and assess. The research finds that these two alternative conceptual approaches to operational thought -- EBAO and Design -- have irreconcilable differences. Whereas EBAO applies a systems perspective to develop solutions through center of gravity and nodal link analyses, Design focuses on deriving a deeper systemic understanding through heuristic thinking and learning. In practice, overly reductive and algorithmic additions to the original EBAO concept, such as System of Systems Analysis (SOSA) and Operational Net Assessment (ONA), discredited EBAO in the eyes of numerous U.S. Military senior leaders. Having fallen short on meeting its promise of good prediction, EBAO must return to its original principles to retain any relevancy in today's complex operational environment. Nevertheless, integration is possible considering the similarities the constructs have in methodological technique. Of the two approaches, Design is the superior approach for operating in complex environments. Complimented by select EBAO elements and offering a broader holistic thinking and learning methodology, Design significantly enhances the commander-driven activities of the operations process. This paper suggests a recommended change to the operations process construct to improve operational praxis.

The monograph proposes that Colonel Douglas A. Macgregor represents an Agent of Change for the United States Army. In 1997 Colonel Macgregor published the book, Breaking the Phalanx, A New Design for Landpower in the 21st Century (BTP). This book questioned the Army's continued adherence to a Cold War paradigm and proposed that a new operational concept supported by organization, doctrine and cultural changes could revolutionize the military's capabilities. Colonel Macgregor proposed concepts for improving the Army's integration into the joint community and modifying the Army's organizational and cultural. Lieutenant Colonel Macgregor believed emerging information technologies combined with significant changes in the national security environment promised a revolutionary advancement of the Army Army's capabilities if synchronized with corresponding changes in doctrine, organization, and culture. The proposals in BTP remain controversial. As with the cliche one man's terrorist is another man's freedom fighter, one man's agent of change is often viewed by others as simply a disenfranchised complainer. The monograph next provides an analysis of the environment confronting the United States Army during the time period of 1991-2003. Scholars who write about justice and the city rarely consider the practices and processes of urban design, while discourses on urban design often neglect concerns about justice. The editors of Just Urban Design take the position that urban design interventions have direct and important implications for justice in the city. The contributions in this volume contextualize the state of knowledge about urban design for justice, stress inclusivity as the key to justice in the city, affirm community participation and organizing as cornerstones of greater equity, and assert that a just urban design must center and privilege our most marginalized individuals and communities.
