It would be very much appreciated if you would designate an appropriate officer to address the Intermediate Course on Foreign Affairs on CIA Activities, with special reference to the foreign field, on September 4, 1952. The Intermediate Course is a four months' full-time train- ing program for Foreign Service Officers of Classes 4 and 5 returning from the field. It is de:-.igned to provide a compre- hensive survey of U. S. foreign policies and programs and to give the officers training in the analysis and solution of foreign policy problems. The present group comprises twenty officers, about half of whom have recently returned from assign- ments in Germany. The entire group has been cleared for access to Top Secret material. The proposed lecture on CIA Activities is planned as one of a group of three lectures on the general topic of the Collection of Intelligence. Talked at some length with Ed Lyerly. Legal Advisor's Office. Department of =hate. He pointed out that the instructors originally were hired as independent contractors to avoid application of the prohibition against employment of aliens. Originally the fact situation met the contract in that they were only used for one or two lectures a week but subsequently they were used pretty much on a full time basis. 2. Subsequently the Internal Revenue Service has queried their status and apparently is preparing to issue a ruling that they are employees. Consequently it is likely that GAO would follow the same path. Lyerly stated that the matter has not been forced on them from either the Congress or other outside sources. In fact they are proposing to solve the problem by either of two methods - (1) corrective legislation in amendments to the Foreign Service Act or (2) by including further exception in the annual appropriation. 3. Lyerly agreed completely with our difficulties in seeing any reasonable way in which we could assist in this problem. In any event. it was his view that the Department could probably ride out the situation, arguing. if the questions were raised, that these people are independent contractors and not within the law. Even if this argument is lost, he felt they had a reasonable chance of granting their pay on a quantum merit basis. STATINTL 4. On Friday, September 11, 1953 of the Office of Training conferred with Norman Burns, Robert Freeman and Howard Sollenberger at the Foreign Service Institute in order to determine the extent to which current reorganizations within the Department of State and specifically the Foreign Service Institute, have affected, or are likely to affect, the capabilities of the Foreign Service Institute to conduct training services that have been provided in the past and projected for the future. 2. In essence, it appears that the capabilities of the Institute to provide the training services in which the Office of Training has an interest have been little affected. Reduction-in-force of the Institute's staff, with one exception, has affected personnel involved in activities of little concern to the Agency. Except for release of the Institute's Russian instructor, Mr. Trager, the staff of the Language Training Branch has not been affected. Since most of the training services provided CIA by the Institute have been in the language field, the Institute's capabilities, at least as of this date, remain fundamentally unchanged. 3. With reference to the possibility of any future reductions-in-force that might affect the Institute, Mr. Burns, the Director, feels confident that any reductions imposed upon the Institute will not be reflected in language b. In conclusion, it seems reasonable to presuae that the capability of the Foreign Service Institute to continue services of concern to the Agency has not changed, and is not likely to change. July 3, 1962 1 AVANT to welcome you all to the White t h,usc and to tell you that I am very ap- cciative to have a chance to say a word to This is a matter in which I have been ^::uly interested, and with the support of (;cncral Taylor, our Military Representative at the White House, the Department of Dc- frnsc, the Department of State, the AID A!,clicy, CIA, and the other groups in Gov- crnnrcnt,! we riave been attempting to put a N,d deal more emphasis in recent months ,,n this problem of counter-insurgency. It iris so many ramifications, as you know from your analysis of it, and it requires a mastery 4,f so many different areas of national, inter- n:itional life that it has required, I know, study by all of you at the Foreign Service hotitut:c, and will require continued analysis l,y all of you, I hope, after you graduate, so that we can improve our courses. The Foreign Service Institute has done an cxccllcnt job in laying this out. We are anxious that all of the military colleges crnpltasize this phase of our struggle. We are anxious that beginning really at the three tuiiitary academies, that they attempt to in- . ulcae an interest in this phase of military life. We are anxious that all those who are promoted in the career services of the For- cign Service itself, of the CIA, and the AID agency and the military d partments, that all of their, particularly the senior officers, have had at least some contact with this subject at various schools so that we become really far more expert than we have ever been in the past. 'I'bis most ancient form of warfare, going hack as it has to its earliest beginnings, has become far more important than it has ever been in the past, and it is going to become more important in the future. As the great ,weapons become more deadly and as more and more nations possess them, there will be of course, as has been very clearly pointed out by those who make themselves our ad- versarics, more and more emphasis on this kind of war, insurgency, guerrilla, and the other kind of struggle, the so-called wars of liberation. So that as the thermonuclear weapons get higher and higher in their megatonnage, and as there becomes less and less occasion to use them, then of course there will be more and more emphasis on this kind of struggle. This is not merely a military effort, but it also requires, as I have said, a broad knowledge of the whole development effort of a country, the whole technique of the National Government to identify themselves with the aspirations of people. The problem, of course, that we face is that in so much of the world the problems that the people face are so staggering, and there is no immediate answer to them. The United States does not have sufficient capital itself to make an immediate imprint. We can join the countries and encourage them and offer them hope and indicate that they are moving, but even in a country with the resources of Mexico, with the population in- creasing nearly 3~/Z percent, with i out of every 20 children getting beyond the sixth grade, and a country with the highest stand- ard of living in Latin America, we can see how serious are the problems that so much of the world faces. And therefore this tech- nique of the guerrilla, where you need only one guerrilla, and it requires 15 or 20 troops to track him down, and where you have so much misery which can be exploited, offers a very effective weapon for the overthrow of legitimate governments. We sometimes take some encouragement in the fact that there are so many obvious evidences of a desire of people to be free and a desire of people to maintain their anti- Communist position. An objective of the Department of State's Foreign Service Institute (FSI) in its agenda for change is diplomacy for global competitiveness (DGC). For the language school, this means training to enable students to actively and skillfully represent the United States abroad, take leadership roles furthering U.S. competitiveness, understand the target culture and be able to function linguistically and otherwise within it, explain and advocate effectively American values, systems, and products, and promote relations between the U.S. and the host country. A list of general principles guides its implementation, and an extensive list of topics relevant to DGC, with reference to both the U.S. and target countries, has been developed. These topics range from economic and commercial issues through politics, social issues, culture, and environment. FSI language classes aim at equipping students with general professional proficiency, at Level 3 in oral skills. It uses a variety of teaching methods and a curriculum that includes complex knowledge of the target country. Under DGC, officers need to be both knowledgeable about the target culture and language and also be activists for the United States within that culture's values and traditions. This requires considerable conversational skills and strategies to present policies favorably. (MSE)

On the whole the individual lectures given at the Foreign Service Institute by CIA personnel were good. They covered the assigned subjects and were partially understandable by those who were completely familiar with the organization and functions of the CIA. 2. It is my belief, however, that the members of the audience (Class 5 and 6, Foreign Service Officers) did not have the necessary background to understand, and were therefore confused and befuddled. The lectures were not logically scheduled and. therefore resulted in needless overlapping and duplication. 3. It is recommended that: a. CIA lectures be given consecutively, without interspersing them with other lectures. b. CIA lectures be organized in logical sequence with a general lecture covering the functions and organization of the CIA as the first lecture. (A chart should be used.) Subsequent lectures should include a full introduction of the speaker, and the organizational location of the subject to be covered, c. All speakers should be familiar with the ground being covered by the other CIA speakers. The dates are. 14 September - 9 October 26 October - 20 November 25 January - 19 February 5 April 30 April 14 June - 9 July The NIS is a four-week course on counterinsurgency given for representatives of U. S. Government Agencies, CIA's quota is eight at each course, Nominations from the Agency candidates are due in OTR three weeks before the course begins. The early deadline is necessary to provide time for the Office of Training to prepare papers for review by the Subcommittee on Training, Special Group (CI). The Form 136, "Training at a Non-CIA Facility" is used to apply for the NIS and is processed through Central Cover Staff before it is sent to the Registrar, OTR. He must be able to perform in the country-team exercises as the CIA Chief of Station. His grade should be GS- 14 or above. Participants from other Agen- cies in the Government represent USIA, Department of State, AID and DOD and are at the ambassadorial and senior military levels. The subject matter includes the study of developing nations--crit- ical nations designated so by the Special Group (CI) and with the U. S. Government's resources and activities in assisting host governments, in countering insurgency on both the policy and the operational levels. The development of internal defense plans and the function 'of the country team in U. S. Missions are also covered extensively. A recently added feature of the seminar is a one-day visit to CIA for a program of lectures by Agency offi- cials.
