As each subsequent program built upon the successes of previous programs, they similarly learned from their predecessors' failures. While some failures were spectacular and captivated the attention of the world, most only held the attention of the dedicated men and women working to make the missions succeed.

The onset and evolution of Saharan Air Layer (SAL) episodes during June-September 2002 are diagnosed by applying principal component analysis to the NCEP reanalysis temperature anomalies at 850 hPa, where the largest SAL-induced temperature anomalies are located. The first principal component (PC) represents the onset of SAL episodes, which are associated with large warm anomalies located at the west coast of Africa. The second PC represents two opposite phases of the evolution of the SAL. The positive phase of the second PC corresponds to the southwestward extension of the warm anomalies into the tropical-subtropical North Atlantic Ocean, and the negative phase corresponds to the northwestward extension into the subtropical to mid-latitude North Atlantic Ocean and the southwest Europe. A dust transport model (CARMA) and the MODIS retrievals are used to study the associated effects on dust distribution and deposition. The positive (negative) phase of the second PC corresponds to a strengthening (weakening) of the offshore flows in the lower troposphere around 10deg - 20degN, causing more (less) dust being transported along the tropical to subtropical North Atlantic Ocean. The variation of the offshore flow indicates that the subseasonal variation of African Easterly Jet is associated with the evolution of the SAL. Significant correlation is found between the second PC time series and the daily West African monsoon index, implying a dynamical linkage between West African monsoon and the evolution of the SAL and Saharan dust transport.

Reacting to potential on-orbit collision risk in an operational environment requires timely and accurate communication and exchange of data, information, and analysis to ensure informed decision-making for safety of flight and responsible use of the shared space environment. To accomplish this mission, it is imperative that all stakeholders effectively manage resources: devoting necessary and potentially intensive resource commitment to responding to high-risk conjunction events and preventing unnecessary expenditure of resources on events of low collision risk. After 10 years of operational experience, the NASA Robotic Conjunction Assessment Risk Analysis (CARA) is modifying its Concept of Operations (CONOPS) to ensure this alignment of collision risk and resource management. This evolution manifests itself in the approach to characterizing, reporting, and refining of collision risk. Implementation of this updated CONOPS is expected to have a demonstrated improvement on the efficacy of JSpOC, CARA, and owner/operator resources.

An investigation of the effect of mean local node-crossing time on the evolution of Sun-synchronous orbits was undertaken during Phase-A orbit analysis for the National Oceanic and Atmospheric Administration (NOAA) O,P,Q environmental spacecraft. That analysis added to the growing body of evidence that individual Sun-synchronous missions, at differing node-crossing times, experience nodal drift rates that can differ in both magnitude and direction. A Sun-synchronous orbit is obtained by means of a nodal drift rate approximating the 0.9856-degree-per-day apparent precession of the position of the mean Sun. This drift rate is achieved through the interaction of the orbital semimajor axis and inclination in Earth's geopotential field. Influencing perturbations include atmospheric drag and, most important, the effects of solar gravitation on inclination. The present analysis examines a series of Sun-synchronous orbits with mean local node-crossing times at 1-hour intervals from 6 a.m. to 6 p.m. It considers the fixed geometry of each orbital plane with respect to both the Sun and the diurnal atmospheric bulge, then analyzes the influence of these features upon the evolution of the semimajor axix and inclination and thus upon the rate of the nodal drift in the course of 1 year.
