During this period, almost 71,500 feature stories and news items were analyzed. However, the main purpose of this edition is to provide the reader with an overview of Soviet rhetoric, propaganda slogans, themes and topics directed to Russian military forces during February 1984. This report contains a summary of propaganda themes from the Russian language newspaper 'Red Star' 'Krasnaya Zveda'. With a circulation of several million copies, this 'daily' newspaper is the official publication of the Ministry of Defense. In particular, it represents the views and articulates the issues important to the Main Political Administration of the Soviet Army and Navy, which is responsible for the political reliability of all Soviet military forces. During February 1985, the editors of Krasnaya Zvezda (Red Star), the official publication of the Soviet Ministry of Defense, allocated over 44 percent of international and foreign affairs space (in Red Star) to topics and events that concerned the United States. During the month, the editors allocated 48 percent of its coverage of the United States to the subject of the arms race and arms limitation. The vast majority of the articles and editorials concerned reagan's plans for Star Wars and military activities in space. In February, 11 percent of Red Star's coverage of American hegemony and imperialism concerned 'Reagan's War in Nicaragua. For almost three years, the Russian propaganda machine has repeatedly exploited American political, economic and military actions in Latin America.

The feature stories and news items that appear in Red Star are intended to provide daily guidance to the Soviet military political cadre concerning domestic and international issues/events. Men and women in the Soviet armed forces receive political instruction and Marxist interpretation of current events (foreign and domestic) on a daily basis. For more than five years, Soviet propagandists, media commentators, and high-ranking Soviet officials have been consistent and uncomprising in their tough and demanding rhetoric about the dangerous, warmongering and anti-Soviet policies of the United States government. For over five years, the United States has received an average of 60% of the total negative and/or abusive rhetoric in Red Star devoted to foreign governments. During January 1985, the editors of Krasnaya Zvezda (Red Star), the official publication of the Soviet Ministry of Defense, allocated over 44% of international and foreign affairs space (in Red Star) to topics and events that concerned the United States. The primary purpose of this edition is to provide the reader with an overview of Russian rhetoric, propaganda themes, slogans and topics which have been directed to the military forces of the U.S.S.R. during January 1985. It first examines Soviet perceptions and reporting of international events and then considers Red Star's coverage of Soviet domestic and military topics.

Propaganda analysis of the DPRK Constitution. 

During June 1984, the editors of Krasnayz Zvezda (Red Star), the official publication of the Soviet Ministry of Defense, allocated over 31 percent of the international and foreign affairs space to activities and events of the United States. In this regard, the Kremlin repeatedly underscored the following propaganda themes, slogans and headlines: U.S. Army Special Operations Forces plan to conduct secret and subversive activities all over the world. Neutron artillery shells; new military adventures in Southeast Asia. The White House expands its ties with China and Reagan is prepared to wage nuclear war; and Rapid Deployment Forces participate in the RIMPAC-84 military exercises. In June, 34 percent of all print coverage about 'Yankee Imperialism' pertained to Central America. Moscow repeatedly used misinformation and tough rhetoric about 'Reagan's War' against Nicaragua. Propagandists repeatedly emphasized that the lessons of World War II will never be forgotten by the people of the U.S.S.R. and that Western historians falsely claimed that the United States saved Europe during World War II. The editors of Red Star provided guidance and instruction to the Communist Party and Komsomol organizations in the Soviet armed forces.

The United States Supreme Court case, Meese v. Keene, in which the justices narrowly defined the meaning of the term "political propaganda," failed to address adequately the complexities of the issue. In this case it is necessary to bring together divergent views about communications in the analysis of the legal problem, including historical methods of information control, case law, the arguments in the case, social science findings, and press model research. The case centered on the right of the government to label certain films as "political propaganda." In Meese v. Keene the Court: (1) failed to deal with the questions about persuasion from the body of knowledge that exists; (2) considered some and rejected other "evidence" without regard for the role of theory in science; (3) took a very limited view of social science research as evidence; and (4) did not consider studies on the role of free expression in democracies. The majority in Meese v. Keene took the view that the term "political propaganda" is neutral, but except for the narrow legal fiction of statutory language, this cannot be satisfactory. The dissenters argued that the label burdens discourse without serving a strong governmental interest. Rather than promoting pluralism, the use suggests a singular view of "truth." Moscow initiated a major propaganda campaign to emphasize the role of the USSR as a world peace maker. Our usual reaction has been to dismiss this important movement as irrational without close examination, while other Chinese Communist statements are taken at 'face value'. This set of alternatives is seen as necessarily misleading as alien to the essential nature of communication, which is outlined as a basis for a set of general principles for better analysis and interpretation of political messages. The 'Thought of Mao' movement is analyzed in terms of three stages. For each Mao's own statements and position are examined in relation to statements about these by the Party, and the prevailing Chinese political context. These successive stages involve a shift from pragmatic to psychological to ideological-religious emphasis, yet this development exhibits a certain unity when viewed with reference to Chinese culture and history. Related considerations suggest that we should be cautious about counting on major changes if Mao is displaced or dies.

Nabokov’s “Signs and Symbols” (1958) is a short story that baffled its readers when it was first published in The New Yorker in 1948 and continues to be an enigma to many readers. The compact style, lack of plot and backstories, and the enigmatic mental disorder of the protagonist largely constitute this enigma, and makes the short story a writerly text open to multiple interpretations. This paper uses this theory as a critical perspective to analyze how the protagonist’s mental disorder, ‘referential mania,’ reflects the nationalist and divisive right-wing political strategies of German and American populists of World War II and the Cold War. It also compares this portrayal with the reflection of ‘politics of fear’ in “99 Red Balloons” (1985), a protest song produced by Nena in Cold-War Germany.

The paper draws the following conclusions: 1. There is no way to counter these activities and ultimately seize the initiative other than vastly to increase our own utilization of international organizations, movements and groups despite the enormous sums of money and amount of effort that will be required. 2. With a circulation of several hundred thousand copies, this 'daily' newspaper is the official publication of the Soviet defense establishment. In particular, it represents the views and articulates the issues important to the Main Political Administration of the Soviet Army and Navy, which is responsible for the political reliability of all Soviet military forces. The feature stories and news items that appear in Red Star are intended to provide daily guidance to the Soviet military political cadre concerning domestic and international issues/events. Men and women in the Soviet armed forces receive political instruction and Marxist interpretation of current events on a daily basis. Red Star is used as the guide for political instruction; it contains the approved picture of issues and events, and outlines the nature of the hostile world to the Soviet military. Therefore, this report provides insights concerning the structured view of the events and the world picture as perceived by the Soviet soldier.

In May 1982, the Soviet Union reacted sharply to President Reagan's foreign policy speech of May 9th. Moscow's rhetoric and propaganda was bitter and sarcastic in regard to all aspects of the President's foreign policy statements. The official news media headlined that: Reagan's suggestions are unreasonably favorable for Washington and its policy of nuclear supremacy; Reagan did not even mention Pershing II missiles, the neutron bomb or the Trident program; Reagan attempts to appease the European peace movement, but insists on U.S. military supremacy. The Kremlin heightened the tone and scope of its propaganda campaign to support the theme that 'the United States is scuttling detente while the Soviet Union favors immediate disarmament, an end to the arms race, and the prevention of nuclear war.' The official Soviet print media strongly underscored that Washington is not at all serious about disarmament and arms reduction.

The data in this report reflects Soviet print media emphasis and propaganda trends for over three years -- June 1979 through June 1982. During this period, almost 40,800 feature stories and news items were analyzed. However, the main purpose of this edition is to provide the reader with an overview of Soviet rhetoric, propaganda themes and topics directed to Russian military forces during June 1982. This report contains a summary of propaganda themes from the Russian language newspaper Red Star. During October 1984, the editors of Krasnaya Zvezda (Red Star), the Russian language newspaper and official publication of the Soviet Ministry of Defense, allocated 27 percent of international and foreign affairs space to activities and events of the United States. The Kremlin continued to distort the following events and/or issues as part of its worldwide disinformation program. In October 1984, 36 percent of Red Star's coverage dealing with the topic of American hegemony and imperialism concerned Reagan's war in Central America and the Caribbean. During the past two years, the Kremlin has repeatedly exploited American political, economic, and military events/actions in Latin America.
