1DTIC ADA538381: A Systems Architecture And Advanced Sensors Application For Real-Time Aircraft Structural Health Monitoring

Aircraft are being pushed beyond their original service life, increasing the potential for structural failures. A catastrophic in flight failure of an F-15 bulkhead and severe cracking in the C-130 Wing rainbow fitting are two recent examples that have caused major problems for the Air Force. Previous Aircraft Structural Health Monitoring Systems research primarily explored using a system during the ground maintenance phase. This research will explore a Real-Time Aircraft Structural Health Monitoring System (RTASHMS) that includes a ground phase as well as an in-flight phase. The RTASHMS will continuously analyze structural hot spots, detect critical structural damage or cracks and will alert pilots and maintainers of potential trouble before a catastrophic structural failure. Current sensor technology has limited the construction and use of a reliable aircraft structural health monitoring system. This research will compare the capabilities of current sensor technology with the capabilities of a new cutting edge sensor. The new sensor shows promise in advancing a reliable RTASHMS from theory to reality.

3DTIC ADA488830: MODEL-Based Methodology For System Of Systems Architecture Development With Application To The Recapitalization Of The Future Towing And Salvage Platform

The United States Navy owns four salvage ships and four towing ships that will reach the end of their 40-year life expectancy in 2019. The program manager for these vessels has a set of desirable performance requirements for a new ship class, T-ARS(X), which combines the capabilities from both the salvage and towing ship classes. The need to develop a recapitalization strategy based on either designing a new ship class based on these desirable requirements or purchasing commercial capabilities based on the salvage and towing community's needs is paramount. Meanwhile, the Department of Defense (DoD) has shifted defense planning from the specific service requirements generating system (RGS) acquisition to the Joint Capabilities Integration and Development System (JCIDS) approach that focuses on requirements generation based on customer need. This thesis explores how to use systems architecting principles in the context of model-based systems engineering (MBSE) to incorporate the capabilities needed for towing and salvage recapitalization into a cohesive framework for developing the T-ARS(X) requirement specification. The CORE design tool is used to implement the MBSE architecting process using the Naval Architecture Elements Reference Guide (NAERG) and standardized operational tasks to create DODAF v1.5 products from system models. The requirements generated from the architecture model are compared with the current, combined towing and salvage-capable commercial platforms for analysis. Based on the methodology presented, the towing and salvage community now has the basis to perform a capabilities-based analysis of alternatives (AoA) for the T-ARS(X) recapitalization.

8THE APPLICATION OF SYSTEMS ENGINEERING/SYSTEMS ARCHITECTURE PRACTICES AND TECHNOLOGY TRANSFER TO SHORTEN DOD ACQUISITION CYCLES

Department of Defense acquisition life-cycle time frames can be improved through the use of technology transfer activities and industry partners, but only if increased rigor is applied to technology transfer processes. The application of systems engineering and systems architecture practices to current and previously described technology transfer methods has been studied in the literature, and new methodologies have been described. The result is an improved technology transfer process that increases knowledge sharing and reduces the risk realized by commercialization partners. Implementation of these techniques will improve efficiencies within federal technology transfer offices and make government-developed technologies available to the warfighter with shortened acquisition times through the commercial market. Improving government-industry partnerships will provide real benefits to the warfighter, the government research base, and the overall commercial economy of the United States.

Department of Defense acquisition life-cycle time frames can be improved through the use of technology transfer activities and industry partners, but only if increased rigor is applied to technology transfer processes. The application of systems engineering and systems architecture practices to current and previously described technology transfer methods has been studied in the literature, and new methodologies have been described. The result is an improved technology transfer process that increases knowledge sharing and reduces the risk realized by commercialization partners. Implementation of these techniques will improve efficiencies within federal technology transfer offices and make government-developed technologies available to the warfighter with shortened acquisition times through the commercial market. Improving government-industry partnerships will provide real benefits to the warfighter, the government research base, and the overall commercial economy of the United States.
