In the assessment of system's developmental maturity, metrics are used for making effective and efficient decisions. This paper introduces the combination of two metrics used in systems development, i.e. Systems Readiness Level (SRL) and Equivalent System Mass (ESM), in order to make a more informed decision in the developmental planning of Exploration Life Support Systems. We then expand upon this approach by utilizing an optimization model that seeks to maximize a system's readiness (i.e. SRL) given a budgetary allowance expressed in terms of ESM. We conclude with an articulation of this optimization model utilizing a generic space system.

In this thesis, the impact of the newly implemented Work Information Management System (WMIS) on civil engineering operations managers' was examined. The main purpose was to determine if WIMS impacted managers' perceptions of various job factors including task variety, task identity, task significance, autonomy, feedback, job pressure, difficulty/skill level, job satisfaction, amount of dealing with others, centralization, formalization, and organizational politics. Managers, ranging from the Chief of Operations to shop foremen, were surveyed. Data were collected from five organizations that had implemented WIMS, the test group, and from five organizations that had not implemented WIMS, the control group. The test group's responses were compared against the control group's responses to determine the impact of WIMS. The results indicated that the test group perceived dealing with others a more essential part of their jobs than the control group. When subdivided into levels of managers, the results indicated test group senior managers perceived their jobs to be more significant and test group operational managers perceived their jobs to require a higher skill level than the control group's corresponding level of managers. Responses to open-ended questions indicated the overall perception of WIMS is positive. WIMS is greatly aiding the handling of work documents, and in turn, helping managers improve their effectiveness.

This report exemplifies the application of the Systems Quality Requirements Engineering (SQUARE) methodology developed by the Software Engineering Institute's Networked Systems Survivability Program on an asset management application. An overview of the SQUARE process and the vendor is presented, followed by a description of the application under study. The nine-step process of requirements engineering is then explained, and feedback on its implementation is provided. The report concludes with a synopsis of the findings and recommendations for future work. This report is one of a series of reports resulting from research conducted by the SQUARE Team as part of an independent research and development project of the Software Engineering Institute.

This thesis develops a concept and initial system definition of a Humanitarian Aid and Disaster Relief (HADR) Operations Management Platform (OMP) that supports various stakeholders involved in time critical humanitarian response efforts. The concept for the OMP explores the various functions necessary to manage HADR operations to include facilitation of information exchange, collaboration among disaster responders, and a common operating picture (COP) that informs decision makers of the operational environment. The development of the OMP uses system engineering methodologies and a tailored development process to identify the requirements, functions, and architecture necessary to support the platform. The OMP concept also includes multiple data sources for near real-time information and support tools for assessments, planning, implementation, execution, and evaluation. This thesis also assesses advances in technology and applications to more effectively support and manage HADR efforts. As such, the OMP takes into consideration how current HADR operations are conducted today, and the role of virtual volunteers in supporting the platform. These virtual volunteers support the HADR effort by conducting tasks virtually via their computers and an internet connection anywhere in the world.

The launch site processing flow involves operations such as functional verification, preflight servicing and launch. These operations often include hazards that must be controlled to protect human life and critical space hardware assets. Existing command and control capabilities are limited to simple limit checking durig automated monitoring. Contingency actions are highly dependent on human recognition, decision making, and execution. Many opportunities for Integrated System Health Engineering and Management (ISHEM) exist throughout the processing flow. This paper will present the current human-centered approach to health management as performed today for the shuttle and space station programs. In addition, it will address some of the more critical ISHEM needs, and provide recommendations for future implementation of ISHEM at the launch site.

This report describes design of a database management system called MIDAS which stands for Management of Information for Design and Analysis of Systems. The system is designed to handle large matrix data of different types. A prototype system is first implemented. The system is re-designed to improve its efficiency. Capabilities of the system are described. It is evaluated in the engineering environment by solving systems of linear equations. The system is flexible; its buffer size, page size and number of pages can be changed. Variations of these parameters is studied and their effect on the system performance is evaluated. It is concluded that the application programs must be developed carefully to efficiently use a database management system. In addition, application programmer must be somewhat knowledgeable of the internal workings of the system.

This research assessed the effectiveness of engineering management of the Royal Australian Air Force (REEF) F/RF-111C Weapon System by Headquarters Support Command (HQSC) Logistics Engineering (LOGENG) Sub-Branch. The research was limited to considering the organization, functions and responsibilities of HQSC LOGENG Sub-Branch, modification management, configuration management and technical publication management. The division of engineering responsibilities within the RAAF and existing engineering management policy and procedures as detailed in various technical instructions and publications were documented. The strengths and weaknesses of various organization structures were then described. Measures of organization effectiveness, modification management and configuration management were addressed. Formal interviews were conducted to determine the existing level of effectiveness of engineering management.

This report is a management summary of the capabilities provided by the Facilities Engineering Equipment Maintenance System (FEEMS). FEEMS, a subsystem of the Integrated Facilities System (IFS), was developed for use by the installation-level Directorate of Facilities Engineering to support recurring maintenance activities on critical equipment and systems in Army facilities. FEEMS is designed to operate with IFS and uses code structures common to IFS. The interface of FEEMS and IFS will eliminate the need to use separate work order, labor, equipment, and material reporting systems; however, it is imperative that the Facilities Engineer (FE) develop a thorough plan for recurring maintenance before implementing the system. This report provides an overview of the FEEMS functions, implementation procedures, and benefits and costs related to the system. The FE can use this report to evaluate the potential application of FEEMS to a given situation and to evaluate the requirements for such an application. (Author)

The tasks described in the contract included: (1) Update CIWS DLMF (Depot-Level Maintenance Facility) Management Guide. Review the current Preliminary Program Management Plan for the CIWS DLMF for adequacy and provide engineering and other technical support needed to rewrite the plan. (2) Assist in the formulation of a CIWS Failure Data Analysis Center by developing a preliminary Failure Data Analysis Center (FDAC) Management Plan encompassing the Center's responsibilities, operation and management. (3) Provide engineering support to develop a Technical Repair Standard specimen that is tailored to satisfy the requirements of organic repair/testing of CIWS CCAs (Circuit Card Assemblies) and modules. (4) Provide continuing engineering, management, and logistic support as required to assist NOSIH, in the development, implementation, and operation of DLMF acquisition management program for the CIWS, for FCS Mk 92, and Gun Mount Mk 75.

Implementing information systems (IS) is expensive and sometimes unsuccessful due to low levels of system user acceptance (Legris, Ingham, & Collerette, 2003). For this reason, IS research has focused, in part, on variables contributing to system user acceptance of technology. As a part of this effort, Davis (1989) theorized and tested the technology acceptance model (TAM) to describe how system user characteristics influence patterns in technology use. Pan et al. (2003) successfully replicated the TAM by identifying a causal relationship existing among students' perceived ease of use of WebCT, perceived usefulness of WebCT, their attitude toward WebCT, and their actual use of the course management system. They also succeeded in expanding the original TAM by adding subjective norms in addition to computer self-efficacy. These studies were conducted using students in a course on psychology. One of the two primary purposes of this study was to not only replicate this study with students in another psychology course, but to also contrast the TAM model results with results obtained from students in an engineering course. The second purpose of this study was to determine whether this model is as applicable to psychology students as to engineering students. The research question answered in this study was: Is the covariance structure of the academic TAM invariant (the same) across the psychology and engineering student data? This study included 460 students in both psychology (n = 230) and engineering (n = 230) classes using WebCT for a Web-enhanced course. The results suggest that the academic TAM is as applicable to engineering students as it is to psychology students with respect to WebCT as a course management system, although perceptions of peer pressure and professor expectations play a more prominent role for engineering students and perceptions of WebCT ease of use has a greater impact on psychology students. If it is the goal of an institution to build student acceptance of a course management system, if for no other reason than to secure student satisfaction, then these results suggest that interventions should vary by the course sequence students are designated to take (Contains 4 figures, 6 tables, and 1 footnote.)

We examine the feasibility of predicting and subsequently managing the future evolution of a Complex Adaptive System. Our archetypal system mimics a competitive population of mechanical, biological, informational or human objects. We show that short-term prediction yields corridors along which the system will, with very high probability, evolve. We then show how small amounts of 'population engineering' can be undertaken in order to steer the system away from any undesired regimes which have been predicted. Despite the system's many degrees of freedom and inherent stochasticity, this dynamical 'soft' control over future risk requires only minimal knowledge about the population's composition.

This thesis establishes a Forecasting Enrollment Management (FEM) system within the Monterey Peninsula Unified School District (MPUSD). In particular, it examines the effect the forecasting of student enrollment since the untimely departure of the Deputy Superintendent (DepSup) who had performed the function as Chief Enrollment Official for over two decades. The closure of the Fort Ord Army Facility had a significant impact on the accuracy of enrollment projections and inadvertently affected the funding for special program allocations and staffing. The MPUSD has within its control twenty- three schools that service over 12,000 students each year using public funds. Four schools are located within military housing communities and typically service the school-age military dependents residing nearby. Each yearâ s funding is determined by an estimate projected from the previous yearâ s enrollment. The District is required to provide a budget request by April 15 th of each school operating year. The school district currently has no computational model adequate for projecting student enrollment; MPUSD uses a working group process to achieve its objective. A model that can more precisely project the number of students in each future year is developed; it can provide a more efficient enrollment management process and provide the necessary checks and balances for the current method. The thesis considers independent community related variables and historical data, and shows that prior-year enrollment figures can forecast future -year enrollment projections with smaller variance than the current working group method.

Materials and equipment used for real property maintenance activity (RPMA) work, which includes construction, maintenance, and repair, are for the most part, peculiar to the Directorates or Divisions of Engineering and Housing (DEH) and are required in sufficient on-hand quantities to ensure responsiveness to the DEH's primary mission. As a result, DEHs procure and store their own inventories of RPMA materials and equipment at DEH-controlled warehouses, shops, and self-help centers. Most RPMA materials are procured through the Government's wholesale supply system or by local purchases. More than 10 years ago, DEHs around the world began using an automated information system called the Facility Engineering Supply System (FESS) to help manage their supplies. FESS is still fully operational and considered by many in the field to be a useful DEH automated system. The FESS is an automated inventory control and supply management system that improves material security, reduces the need for manual stock control, simplifies financial accounting, and accumulates necessary management information for periodic reporting. The nature of supply operations in today's Army precludes stand-alone systems. Therefore, over the past 10 years FESS has been upgraded to interface with a number of Army and DoD automated systems.

This presentation will discuss the requirements that will enable NASA to capture and make available the ''meta data'' or ''simulation biography'' data associated with a model. The presentation will also describe the requirements that drive how NASA will collect and document relevant information for models or suites of models in order to facilitate use and reuse of relevant models and provide visibility across NASA organizations and the larger M&S community.

The DLG processor is a Univac 1100 series computer program designed to read, modify, manipulate, and replace symbolic images. DLG is controlled by a set of user supplied directives and operates from a data base of stratified information which can be merged with the symbolic images. Data bases can be constructed and maintained in the mass storage media using the DLG directive language.

This paper provides a technical overview of Integrated System Health Engineering and Management (ISHEM). We define ISHEM as "the paper provides a techniques, and technologies used to design, analyze, build, verify, and operate a system to prevent faults and/or minimize their effects." This includes design and manufacturing techniques as well operational and managerial methods. ISHEM is not a "purely technical issue" as it also involves and must account for organizational, communicative, and cognitive f&ms of humans as social beings and as individuals. Thus the paper will discuss in more detail why all of these elements, h m the technical to the cognitive and social, are necessary to build dependable human-machine systems. The paper outlines a functional homework and architecture for ISHEM operations, describes the processes needed to implement ISHEM in the system life-cycle, and provides a theoretical framework to understand the relationship between the different aspects of the discipline. It then derives from these and the social and cognitive bases a set of design and operational principles for ISHEM.

Studies at ESOC have demonstrated the feasibility of a flexible and powerful Engineering Database Management System in support for spacecraft operations documentation. The objectives set out were three-fold: first an analysis of the problems encountered by the Operations team in obtaining and managing operations documents; secondly, the definition of a concept for operations documentation and the implementation of prototype to prove the feasibility of the concept; and thirdly, definition of standards and protocols required for the exchange of data between the top-level partners in a satellite project. The EDMS prototype was populated with ERS-l satellite design data and has been used by the operations team at ESOC to gather operational experience. An operational EDMS would be implemented at the satellite prime contractor's site as a common database for all technical information surrounding a project and would be accessible by the cocontractor's and ESA teams.

A strong, systematic and well-executed management system will be able to minimize and coordinate workload. A number of committees need to be developed, which are joined by the department staffs to achieve the objectives that have been set. Another important aspect is the monitoring department in order to ensure that the work done is correct and in line with the Washington Accord's requirements. A strong academic management system consists of four main sections namely activities organization and evaluation, documentation system, ongoing improvement and information sharing. This paper focuses on the importance of the third aspect, which is the documentation system. It is crucial to establish a systematic and efficient documentation system that reflects all the efforts that have been done in the program courses. The Faculty of Engineering and Built Environment of Universiti Kebangsaan Malaysia ("The National University of Malaysia") has taken a number of measures in upgrading its document management. The performance of teaching folder submission has increased significantly for all departments.

This effort produced a basic design and partial implementation of a distributed database management system (DDBMS) for use in the AFIT Digital Engineering Laboratory. The objectives of this thesis were to lay out the requirements for a DDBMS, to design a simplified implementation of one, and to accomplish a partial implementation of that design. The requirements analysis used the Structured Analysis and Design Technique (SADT) to document the DDBMS requirements. The analysis, independent of any hardware or specific algorithmic implementation, covers all aspects of a DDBMS, including routing and execution of queries and updates, DDBMS initialization and reconfiguration, and recovery from network malfunctions. The detailed design expanded the SADT diagrams of the requirements analysis for specific methods of executing queries and updates in the DDBMS. These methods were selected to limit the scope of that design. Structure charts were produced using the SADT diagrams as a reference, specifying parameters and algorithms for the modules. Only the part of the design that handles DDBMS queries was implemented. The implementation was greatly simplified to exclude partitioning and optimization. Two DDBMS nodes were connected via the Digital Engineering Laboratory network. These were, in turn, connected to host computers that evaluate queries and return the resulting relation. Currently, many old universities in Thailand have been facing the occurrence of lecturer massive retirement. This leads to the large amount of newly Ph. D. graduate recruitment for taking immediate responsibilities to teach and conduct research without mentoring by senior staff as well as in new universities. Therefore, this paper aims to propose the "Knowledge Management System Based Mentoring" which could be used to share and disseminate research experiences of the senior staff to enhance the abilities of newly Ph.D. graduate staff in the universities to supervise Ph.D. students to get the qualified research outputs. Knowledge engineering is employed to capture the effective mentoring practices particularly on Lateral Thinking in higher education. The Knowledge Management System had been implemented in department of Knowledge Management, The College of Arts, media and Technology, Chiang Mai University to mentor five newly Ph.D. graduate staff. The study explored the effectiveness of KMS in the case study of Ph.D. program in Knowledge Management is elicited from three senior professors (in social science, mathematics, as well as computer science and knowledge management) and modeled in CommonKADS. The Knowledge Management department is utilizing this mentoring knowledge for improving the research performance. The major output of the study is the effectiveness of "Knowledge Management System" KMS that helps to enhance abilities of newly Ph.D. graduate staff to supervise Ph.D. students productively.

Over a four-year period beginning in 1985, the Air Force will purchase and install 130 Work Information Management System minicomputers at a cost of almost 100 million dollars. Currently there is no consolidated guidance available to help the Work Information Management System Project Managers install and implement the system at their bases. The Civil Engineering Work Information Management System (WIMS) Planning Guide fills that gap. This guide is designed to be used as a map to lead a base level civil engineering organization to the ultimate destination of an organization successfully using WIMS.

IFS is a Standard Army Multicommand System. It was functionally designed by the Army Corps of Engineers and technically developed by the US Army Computer Systems Command. IFS records and reports estimated and actual costs associated with the maintenance and operation of army installation facilities. Included is an inventory of installation facilities, conditions, statistical data, and a history of maintenance and operational costs relative to these facilities. Also a data base is maintained for vertical reporting of installation level operation and maintenance requirements as well as status and performance in the planning, programming, budgeting and accounting of projected and actual expenditures for the operation and maintenance of army real property. There are three subsystem functions within IFS, Assets Accounting (AA), Facility Engineering Management Subsystem (FEMS), and Real Property Maintenance Activities (RPMA).

The use of an engineering data management system to facilitate the extensive stress analyses of the space shuttle orbiter thermal protection system is demonstrated. The methods used to gather, organize, and store the data; to query data interactively; to generate graphic displays of the data; and to access, transform, and prepare the data for input to a stress analysis program are described. Information related to many separate tiles can be accessed individually from the data base which has a natural organization from an engineering viewpoint. The flexible user features of the system facilitate changes in data content and organization which occur during the development and refinement of the tile analysis procedure. Additionally, the query language supports retrieval of data to satisfy a variety of user-specified conditions.

This effort includes evaluating reported cost analyses and performing appropriate modifications to information systems. This information is transferred monthly to the US Army Materiel Command (AMC) Headquarters. Reporting requirement changes have resulted in the modification of the operational information system, and the development and integration of an upgraded information system for tracking VE and OSCR cost analyses. Data validation between the operational information system and the upgraded information system was required during development of the upgraded information system software package.

In the first phase of this study, reported here, researchers gathered information to define the current automation status of the Directorates of Engineering and Housing (DEHs). A series of questionnaires on Army standard, nonstandard, and user-developed ('home-grown') automated data processing packages was sent to DEHs at 80 installations. Volume I presents the results of the survey. Volume II lists, by division, the major tasks performed by the Army installation DEHs and identifies the automated systems or applications used to support those tasks. This research memorandum determines the relations between sustaining engineering (SE) usage, methods of management, and system quality. Principal components analysis was used to combine multiple measures of effectiveness into a single measure of aircraft quality and multiple program characteristics into a single measure of high-level management. Levels of SE usage were used with these measures to determine the relations, if any.

The U.S. Army Construction Engineering Research Laboratory (USACERL) was tasked by the Facilities Engineering Division, Office of the Assistant Chief of Engineering (now part of the U.S. Army Engineering and Housing Support Center) to conduct an indepth study of the Facilities Engineering Management System (FEMS), a methodology developed to manage and maintain the Army's real property. FEMS is used by Headquarters, Department of the Army; the major commands; and Army installation Directorates of Engineering and Housing (DEHs). The overall study goals are to describe how the Facilities Engineering management process is conducted, how Facilities Engineering functions are actually carried out, and to determine what changes are needed in each functional area of the DEH. This report presents a review of the functional areas in selected DEHs based on data collected on seven site visits using a structured interview format. The purpose of the site visits was to describe how Facilities Engineering functions are actually carried out.

The Value Engineering (VE)/Operating and Support Cost Reduction (OSCR) Office of the Industrial Operations Division (IOD), Systems Engineering and Production Directorate (SEPD), Research, Development, and Engineering Center (RDEC), US Army Aviation and Missile Command (AMCOM) is responsible for performing system engineering cost analyses for weapon systems from design through full scale production. This effort includes evaluating reported cost analyses and performing appropriate- modifications to information systems. This information is transferred monthly to the US Army Materiel Command (AMC) Headquarters. Reporting requirement changes have resulted in the modification of the operational information system, and the development and integration of an upgraded information system for tracking VE and OSCR cost analyses. Data validation between the operational information system and the upgraded information system was required during development of the upgraded information system software package.

The principal objective of this program is to develop a Fiber Optic Engineering Sensor System (FOESS) including sensors, telemetry, and displays for applications such as damage control, system control (i.e., propulsion or steering) and intrusion defense systems for ship, aircraft and shore applications. This objective is being achieved by research and engineering effort conducted in three, originally four, contractually defined phases.

This regulation impediments Department of Defense Instruction 5000.36. It updates Army system safety engineering and management policy and reflects realignment of Army Staff safety responsibilities, reorganization of the research, development, and acquisition process, risk management procedures, and updates terminology. It applies to all systems and facilities. It applies during all phases of the life cycle of systems or facilities. The concepts also apply to smaller procurement and acquisition program such as those at the installation level. Medical-related material may require more intensive management, including coordination with other Government agencies.

Organizations implement information systems (IS) for various reasons such as streamlining daily functions and keeping pace with changes in technology. Influence behaviors demonstrated by key leaders in reference to the implementation of such information systems play a key role in their acceptance and success. This research looks at a specific case of IS implementation and the role influence behaviors played in the successfulness of the system. This research is a case study of the Air Force Institute of Technology's (AFIT) implementation of an academic support system called my.afit.edu. Interviews and documentation gathered from key parties involved in the implementation provided a basis for understanding the implementation effort and the effect influence behaviors had on the successfulness. This research showed how the use of positive influence behaviors by key leaders results in a successful implementation effort. In addition to the use of positive influence behaviors by key leaders, the success of the implementation effort is tied to management and implementers and their ability to address user concerns early in the implementation effort.
