Audio- Surveillance 1. Within the U. S. Government, this Agency has per- formed the preponderance of research and develop- ment in the audio surveillance field. through contracts with outside resources. During the past few years, the Agency has developed relationships. with a number of major (and minor) commercial concerns and govern- ment laboratories which have provided exceptional research and development support. This support has been augmented by the personal interest (and respect for the. Agency R&D program) of a number of leading U. S. scientists, engineers, and corporation executives. The R&D staff of the Agency has been able to exploit this broad and deep support for the creation of techniques and devices to meet the various operational environments and opportunities. 2. There is no single audio surveillance system that is suitable for all operations. Consequently, a variety of techniques have been. investigated. Many of the possible solutions have been discarded but a number of systems have been. found operationally useful. Today, the systems available and in use include: 25X1 3. Each of the above basic categories includes a number of different systems.. The success of the total audio surveillance program is. reflected in the B. Audio Surveillance Countermeasures Approved For Release 2005/03/24: CIA-RDP82R00025R000400120006-3 25X1 25X1 Approved For Release 2005/03/ 4^:=CIA.!DP82R00025R000400120006-3 Training programs. have been. expanded to insure that inspectors are knowledgeable of all aspects of counter- measures equipment and techniques. In the protective field most agencies conduct extensive briefings for all employees being assigned overseas on the threat from hostile technical penetration. In. addition, emphasis has been placed on providing installations with secure conference rooms, speech privacy systems., telephone security .and in-place detection capabilities. II. U.S.S.R. CAPABILITIES. A. Audio Surveillance 1. Any estimate of the audio surveillance capabilities of the Soviets must center around the KGB and should take into. account the total scientific and technical facilities in. the USSR available to the KGB. There are fifty laboratories and seven schools in the USSR identified as concerning themselves, with R&D in electricity, electronics and related matters.. There are thirty R&D establishments in Moscow and four more near that city. One of these latter four is, known as Kuchino and is reported to be the principal R&D and production facility for the KGB. It is divided into four sections, employs some 700 people and a review of the breakdown of the sections reveals a most complete attention to, audio surveillance equipment to include chemistry, optics, radio receivers, telephones, cypher devices and micro-miniaturization. Approval of Minutes The minutes of the 90th meeting were approved as published. a. The Lock course is now being held for 5 CIA officers. The Audio Countermeasures Techniques course will start on 28 January. This will be followed by the Advanced Telephone and Signal identif ication courses, 25X1 b. The Center is expecting in mid-April as a replacement 2 5X1 The Center s i as a staff of 5 instructors. c. Contractors from Texas Tech University are due the week of 28 January to begin discussions on the video tapes to be made for the Center. 3. ~ progress Report 25X1 4. I Pro ress Report The Department of State has notified the US Embassy, Moscow, of the status of plans for the new Chancery. The preliminary design concept on massing of buildings on site within height limitations has been completed and approved. Informal discussions with the Soviets on this preliminary concept are planned about 18 March. 5, Reports by Members a. The Acting Chairman introducE:d a draft DoD Directive which recommended that Department of the Army Technical Surveillance Counter- measures personnel be given their advanced training at the ITC. Since this would involve training an additional 20 to 40 persons annually, which translates to 2 to 5 courses covering a si -mo h period, the Chairman suggested that Mr. Fischer check with of the ITC. Mr. Fischer said that the ITC would probably need a i Iona instructors but would check with to determine if this additional training could be given without restructuring the ITC or disrupting its present training program. Ilis specific questions, however, ranged to surveillance of foreigners in the US and to national security leaks. The Chairrrian conirnetrted that Mr. Jones appeared to he on a "fishing" expedition and recommended that the TSCC maintain a low profile, even though the Committee, being primarily interested in clef'ensive measures, would probably not he bothe red. (b) The Chairman reported briefly on the present state of DCID 1/11 which delineates the future staffing and responsibilities of the TSCC. The draft directive is still in the Security Committee, held up by intra-CIA problems with disposition of certain of the directive's responsibilities. 6. 12DTIC ADA398901: Microwave Magnetic Solitons In Ferrite Films - Physics And Devices For Radar, Electronic Countermeasures, And Surveillance

The program has: (1) developed prototype microwave soliton delay line devices; (2) developed new device concepts based on the phase and velocity characteristics of solitons; and (3) applied Brillouin light scattering techniques to soliton characterization. New types of solitons, in the form of 'dark' surface wave solitons and backward volume wave solitons for in-plane magnetized yttrium iron garnet (YIG) films, were generated, detected, and modeled. Soliton formation, propagation, decay, reflection and collision properties were measured and modeled on the basis of the one dimensional nonlinear Schrodinger equation. Parametric pumping and feedback techniques were developed to amplify solitons and self generate eigenmode soliton signals. Brillouin light scattering (ELS) experiments were able to sample directly the wave vector make-up of the soliton signals. Soliton pumped spin waves were also observed and analyzed by the BLS technique. In addition, (1) time and space resolved capability has been added to the ELS system; (2) a new space and time resolved inductive magnetodynamic probe (IMP) technique has been developed and applied to the characterization of soliton delay line devices; and (3) a new frequency filtering technique has been used to self generate trains of both bright and dark solitons and produce a phase locked frequency comb.

He has asked all member agencies to inform him as soon as possible of their training requirements, especially for the Audio Countermeasures Techniques and the Advanced Telephone courses. Both have been in increasing demand and the Director expects each of them to be conducted twice in the second half of 1974. I suggested that a summary of the activities of the ITC be prepared for the Associate Deputy to the DCI for the Intelligence Community, The Chairman and members agreed with the suggestion andT _j will consult with on the preparation of the summary. The Chairman, after polling the members, stated that the Committee had no problems with the draft. The Chairman reported an unusual incident which took place in Moscow during the visit of Secretary of Commerce Dent. A crew member, Maj. Brown, who had remained alone in his hotel room, was visited by a Soviet who entered the room. unannounced carrying a long metal probe with a nail-like protuberance on one end trailing a wire leading back to the hallway. The intruder touched all metal objects in the room, con- tinuing to do so even after noticing Maj. Brown. He completed his work in about five minutes and departed. reported that DCID 1/11 is on the DCI's desk. The Director will now select a permanent Chairman of the Security Committee who presumably will review the charter of the new committee before the Director signs it. 6. Action Requested: That you approve a new Director of Central Intelligence Directive DCID) to codify policy on technical surveillance countermeasures (TSCM). (FOUO) ck round: In 1964 Ja formal structure was first established under DCI authority to a ress problems. This was the USIB Technical Surveillance Countermeasures Committee, which was subsumed as a subcommittee under the DCI Security Committee (SECOM) in a 1974 reorganization. The committee and subsequent subcommittee on TSCM matters has served well as a forum for the Community to develop coordinated procedures to defend against hostile technical penetration. The subcommittee is actively engaged in a broad range of TSCM matters, including policy and technical guidance, evaluation of devices targeted against U.S. and allied facilities oversight of research and development of TSCM equipment and operation of the U.S. government's central training facility for TSCM personnel. (C) 3. Discussion: Although the DCI SECOM structures for TSCM policy coordination, training, analysis of devices found, etc., work well and are supported by the Community, there is no current policy statement defining res onsibilities. TSCM. Accordingly, issuance of a DCI Directive specifying those responsi- bilities is needed to avoid confusion and possible redundancy. In addition, TSCM is the only major security discipline under DCI and SECOM cognizance for which there is no extant directive. The aggressive use by hostile intelligence services of audio surveillance against U.S. installations has been well documented. In the course of combating such activities, it has become abundantly clear that telephone instruments and systems are particularly vulnerable to exploitation and have often been used to penetrate sensitive targets. 2. The Technical Surveillance Countermeasures Committee recognizes that it is vitally important to protect telephone equip- ment located in areas where classified information is discussed. With this in mind, the attached draft entitled "Telephone Security" has been prepared to provide information and guidance to U.S. government agencies on measures which can be taken to prevent eavesdropping through the use of telephone equipment. 3. This draft is forwarded for the information of the USIB. The fully-subscribed Advanced Telephone course ended 21 June. This course and the Fundamentals course, which usually precedes it, are the introduction to audio countermeasures. The one-week Signal Identification course will begin 8 July and a new course on the subject of audio countermeasures receivers will be offered on 22 July. This latter course is designed to help the ACM technician use receivers more effectively against modern clandestine transmitters. The ITC staff has approved the material to be used in six hours of video tapes being produced by the 25X1 University affiliate. The Center has also contracted for the purchase of about 50 hours of video tapes from 25X1 Inc. , on the subjects of semiconductors, integrated circuitry, digital communications, etc. These are tapes from the company's Learning Center and are available commercially as graduate-level courses. The present staff of the Center stands at five instructors. The Director of the ITC has asked the members of the TSCC to consider furnishing additional instructors in anticipation of the Center losing two in the near future. 3.
