The National Security Strategy of the United States of America clearly states that the United States welcomes our responsibility to lead the world in a great mission of freedom and human dignity. With President Bush's approval rating at an all-time low in numerous polls as a result of the war in Iraq American citizens and Congressional leaders are asking what is our policy in Iraq as well as our way ahead in this global war on terrorism? This project will analyze the strategic leadership of the administration and how that leadership has been applied to the global war on terrorism through its current policies and strategy formulation and implementation. The analysis will then assess whether our current strategy is working and whether a change in policy and/or strategy is recommended in order to succeed in the global war on terrorism.

The United States Army War College educates strategic leaders who function as national security professionals who develop and implement national policy and strategy, as well as oversee the resources of the state Therefore, graduates must understand how policy and strategy are formulated The Army War College has developed a strategy formulation model to educate the Army's future security leaders This model is a linear process, with internal and external forces and trends of the strategic environment influencing the process in a linear fashion The actual process, however, is nonlinear, and the strategic environment is chaotic In addition, the Army War College model stops at the national strategy level and does not include the development of subordinate strategies Since graduates of the Army War College function at strategic levels from national to theater level, they must understand the process through these levels This paper presents foundational concepts and definitions to establish a conceptual basis, evaluates the existing United States Army War College Strategy Formulation Model, and presents an improved strategy formulation model that adequately addresses the nonlinearity and complexity of the process, and chaotic nature of the strategic environment.

To increase its apparent solubility and to reduce its biovariability, solid dispersion fluid bed processing technology was explored, as it produces highly dispersible granules with a characteristic porous structure that enhances dispersibility, wettability, blend uniformity (by dissolving and spraying a solution of actives), flow ability and compressibility of granules for tableting and reducing variability by uniform drug-binder solution distribution on carrier molecules. Materials and Methods:: Main object of this quality risk management (QRM) study is to provide a sophisticated “robust and rugged” Fluidized Bed Process (FBP) for the preparation of LCDP tablets with desired quality (stability) and performance (dissolution) by quality by design (QbD) concept. Results and Conclusion:: This study is principally focusing on thorough mechanistic understanding of the FBP by which it is developed and scaled up with a knowledge of the critical risks involved in manufacturing process analyzed by risk assessment tools like: Qualitative Initial Risk-based Matrix Analysis (IRMA) and Quantitative Failure Mode Effective Analysis (FMEA) to identify and rank parameters with potential to have an impact on In Process/Finished Product Critical Quality Attributes (IP/FP CQAs). These Critical Process Parameters (CPPs) were further refined by DoE and MVDA to develop design space with Real Time Release Testing (RTRT) that leads to implementation of a control strategy to achieve consistent finished product quality at lab scale itself to prevent possible product failure at larger manufacturing scale.

This report is the second in a five-phase process designed to locate the most suitable sites for the long-term management of material dredged from three naval bases located in southeastern Virginia. These bases include the Naval Weapons Station, Yorktown, VA; the Naval Supply Center, Cheatham Annex, Williamsburg, VA; and the Naval Amphibious Base, Little Creek, Norfolk, VA. The long-term management strategy (LTMS) used in this process consists of evaluating existing management options, formulating the alternatives, performing a detailed analysis of the alternatives, implementing the LTMS, and conducting a periodic review and update of the LTMS. The purpose of such an LTMS is to provide a consistent, logical procedure by which alternatives can be identified, evaluated, screened, and recommended so that the dredged material placement operations are conducted in a timely and cost-effective manner. This report provides an assessment of various open-water, confined, and beneficial-use disposal options. Based on the results of Phase II, recommendations are made for Phase III of the LTMS process.

The present study was conducted to evaluate the status of Urban dairy retailers in Gujarat state. The study covered all districts of the state and information was collected by using a questionnaire. After analysing the collected data it could be it can be concluded that policies such as – A special drive for increasing the number of FSSAI Licence holders among Urban Retailers should be undertaken, A scheme of Recognition and giving cash prize/awards/ certificates to leading retailers who fulfil the criteria set by Milk unions/ Federation, Awarding equipment/ deep freezer, visi freezer etc, on subsidised rates to retailers achieving specified sales target, promote and support “new start-ups”, ONE DAY training cum awareness programme every year (At the cost of Dairy/ Federation/ Government) should be started for Retailers / centre man.

Production competition has emerged as a major objective in major weapon systems acquisition. The complexity and length of the acquisition process, and the expense involved in major weapon systems requires that early and careful planning be conducted in order to achieve production competition. In this thesis, the researcher defines and identifies the characteristics and roles of the acquisition strategy, the acquisition plan, functional implementation plans, and the contracting strategy. The concept of production competition and the feasible methodologies for pursuing it are investigated. Contracting strategy formulation is studied in detail and program issues that are consistently encountered in contracting strategy formulation are presented. A methodology for identifying problem issues in contracting strategy formulation is developed and analyzed. The study concludes that the role of the contracting officer and the contracting strategy is not sufficiently recognized nor defined in the critical role of integrating functional requirements and objectives into an integrated acquisition plan. At the outset of the Revolutionary War, America, when compared to the British, lacked in every aspect of national power, to include a strategy for the war. By September of 1776, General George Washington combined his pre-revolutionary war military experiences with the lessons he learned from the initial battles with the British to develop a winning strategy for fighting the British. This paper analyzes General George Washington as the central figure in the formulation of American strategy and traces the development of that strategy through Washington's youth to the raids at Trenton and Princeton.

On November 7, 2006 strategic planners representing Belize's security organizations and other government agencies reconvened to address the final piece of their National Security Strategy formulation process. Meeting in Belize City, these planners spent the next three and one-half days discussing the assignment of policy objectives and supporting agencies and recommendations for a redesigned national security framework capable of executing and monitoring security policy. In order to formulate recommended changes that would strengthen the executive branch's strategic planning capabilities, planners reviewed current Belizean government processes and organizations and studies examples of foreign national security systems. As in the two previous workshops conducted in June and August 2006, they were assisted by teams from the US Army War College and the United Kingdom's Ministry of Defense Security Sector Development Team.

An organization's production system (i.e., how it builds its products) is also of strategic importance, directly affecting, for example, that organization's ability to deliver new products quickly (i.e., its time to market). The production strategy for a software product line is the high-level description of how the production system realizes both the core assets and products. The production strategy is derived from the organization's business strategy and is intended to coordinate the actions of the core asset and product developers. The strategy describes how the product line practices should be employed so that the product line organization will achieve its production goals. This technical note describes a technique, which is based on well-known procedures for defining and evaluating a business strategy, for formulating the production strategy of a production system. An example of strategy creation is provided.
