The collapse of the Ottoman Empire brought about significant changes for the political structure of the Middle East. The Kurds emerged as one of the largest ethnic groups striving for independence. However, Kurdish efforts at independence failed despite periods of significant opportunity. This thesis aims to address why Iraqi Kurds have failed to establish an independent state. Three main theoretical explanations are offered: the degree of internal cohesion, external recognition, and balances of power. The theoretical explanations are considered in the context of historical periods of opportunity, primarily focused on the post-Ottoman period, post-1991 Gulf War, and post-2003 U.S. invasion of Iraq. Analysis of Kurdish history reveals that no single factor was responsible for the lack of Kurdish independence. Instead, internal cohesion is interdependent with external recognition and regional balances of power. Kurdish internal fragmentation negatively impacted efforts for independence, which was reinforced by proxy relationships and the interests of other states. Furthermore, strategic interests of powers such as Britain and the United States undermined the Iraqi Kurds’ ability to attain external recognition. In the most recent era since 2003, Iraqi Kurds have made significant strides toward increased autonomy. However, the historical factors of internal fragmentation, regional balance of power, and lack of external recognition continue to undermine independence.

Supreme Court Angry Over Failure Of State Governments to Stop Mob Lynching. 

As noted in the Canada First Defence Strategy and reiterated in the more recent US Quarterly Defence Review, instability and state failure in distant lands can directly affect our own security and that of our allies. Development of a predictive model has become both a topical issue and an increasingly important area of research in academic and policy communities. This is the second report documenting CAE's support to DRDC's continuing efforts to develop an Early Warning Model (EWM) of state instability. The conceptual framework for an EWM was developed in a previous project, though without a data set to validate assumptions and the general hypothesis. The focus of the current project was to collect and code events data and integrate it with structural data that will ultimately be used to calibrate and validate the conceptual model. A descriptive framework was established and incidences of failure identified using the methodology developed by Carleton University's Country Indicators for Foreign Policy (CIFP) project. Events data were then collected for the 24 months preceding these instances of state failure. Periods of relative stability for these states were also identified and events data collected for these periods. These events were distinguished as eroding or bolstering state Authority, Legitimacy or Capacity, including the severity of the challenge recorded. An inter-coder reliability test was conducted to confirm coding consistency. The results were compared with data available through Virtual Research Associates (VRA) , thus affording an opportunity to gauge the merits of human (versus machine) coding. The research effort concluded that human coding is more discriminating but also considerably more time consuming. An extensive data base has been developed and analysis commenced, which will continue beyond the submission of this report.

Lithium-ion battery safety remains a significant concern, as battery failure leads to ejection of hazardous materials and rapid heat release that can potentially cause propagation from cell to cell resulting in a total catastrophic failure event. Development of effective mitigation strategies necessitates the controlled study of battery failure events to build a database and improve understanding of important characteristics relating to safety, such as heat release, hazardous materials ejection, and thermal propagation. The U.S. Naval Research Laboratory (NRL) has been conducting a myriad of these battery failure experiments for several years, investigating a variety of different battery chemistries, geometries, abuse scenarios,and analysis techniques. In this report, different states of charge and packing configurations of a commercially available 18650 lithium-ion battery are studied to determine their impact on heat propagation, internal battery temperatures, radial temperature distributions, and failure characteristics. Internal temperatures were obtained by designing and fabricating 18650 surrogate cells with embedded thermocouples which contained no active materials and were reused for multiple failure tests.

We present an analysis of a variational coherent-squeezed state that has been discussed in the literature as a potential ground state for the spin-boson model. We show that when the system-size scaling of the spin-bath coupling is included properly, all squeezing effects and non-universal physics vanish in the thermodynamic limit. We also present finite-size corrections to the renormalisation of the spin's coherence, showing that squeezing effects are also absent to leading order in the inverse bath-size.

State and local education officials in New Jersey tout the state's high school graduation rate as the highest in the nation. At the same time, independent research indicates that 40 percent of students in Newark drop out and only half of African-American students in urban districts graduate. Meanwhile, there is increasing concern in New Jersey over the meaning of a high school diploma as a sign of academic achievement in a state where nearly 20 percent of students are unable to pass the mandatory High School Proficiency Assessment required for graduation, but still receive a diploma by passing the Special Review Assessment, raising concerns that this may provide a "back door" to a diploma for students who have not been adequately educated. This study documents the public costs of high school dropouts in New Jersey. It calculates the annual cost of New Jersey dropouts caused by reduced tax revenue, increased Medicaid costs and increased incarceration costs. It also documents the employment impact that dropouts have on the New Jersey economy. It examines objective evidence from the labor market to assess whether employers value a high school diploma as highly in New Jersey as in other states. Finally, the study examines how competition from private schools raises public school graduation rates, and it calculates the dollar value of the public benefits that would follow from increasing New Jersey's public school graduation rates by enacting even a modest school choice program. (Contains 10 figures, 7 tables and 33 endnotes.) The increasing volume and manner of violent deaths in Mexico nearly doubled in 2009 to just over seven thousand. Mexico appears capable of devolving into a failed state status where an insurgency threat could potentially thrive. These indices depict Mexico as potentially very near collapse. This monograph examines the contradiction among experts of Mexico and Latin America to determine whether the increased cross-border criminal violence reflects an unintended side effect of democratization and economic globalization, or a signal for the eventual failure of Mexico as a nation-state. The monograph determines that Mexico will not fail. The violence along the US-Mexico border and within Mexico reflects a reaction by criminal organizations to the aggressive counter-narcotic policies enacted by President Calderon. President Calderon, having run for election as an anti-corruption conservative candidate, continues to pursue an aggressive policy as representative of the will of the people as expressed in free and fair elections after nearly 7 decades of single-party rule. Despite significant economic challenges and a deteriorating security situation in localized areas, the empirical evidence indicates that Mexico as a nation-state demonstrates clear national durability.

Experimental observations of initial yielding, strain hardening, and fracture of Zamak-3 tubes for various states of combined stress are presented. Testing temperatures of 32 and 78 F were employed. These observations are compared with predictions of R. von Mises (Keitschrift fur Angew. Math. und Mech., 8:161-185, 1928) Tresca, and maximum reduced stress theories of initial yielding and with isotropic and kinematic theories of strain-hardening. Fracture data are compared with the Griffith theory of rupture for brittle materials. It is concluded that Zamak-3 behaves as an essentially isotropic material in which yielding is independent of mean stress. Multiple loading path test results agree rather well with the predictions of kinematic hardening theory in conjunction with the Tresca yield criterion. Fracture results conform to a maximum normal stress theory which coincides with the Griffith theory for the stress combinations investigated.

To be useful, steady state thermodynamics (SST) must be self-consistent and have predictive value. Although consistency of SST was recently verified for driven lattice gases under global weak exchange, I show here that it does not predict the coexisting densities in athermal stochastic lattice gases under a nonuniform drive. I consider the lattice gas with nearest-neighbor exclusion on the square lattice, with nearest-neighbor hopping (NNE dynamics), and with hopping to both nearest and next-nearest neighbors (NNE2 dynamics). Part of the system is subject to a drive $D$ that favors hopping along one direction, while the other part is free of the drive. Thus the steady state represents coexistence between two subsystems, one far from equilibrium and the other in equilibrium, which exchange particles along the interfaces. The dimensionless chemical potential $\mu^*(\rho,D) = \mu/k_B T$ for the lattice gas with density $\rho$ is readily determined in studies of a uniform system. Under the nonuniform drive, however, equating the chemical potentials of the coexisting subsystems does not yield the coexisting densities. The steady state chemical potential is, moreover, different in the coexisting bulk regions, contrary to the basic principles of thermodynamics. These results cast serious doubt on the predictive value of SST.

A study was performed in which several gear failure prediction methods were investigated and applied to experimental data from a gear fatigue test apparatus. The primary objective was to provide a baseline understanding of the prediction methods and to evaluate their diagnostic capabilities. The methods investigated use the signal average in both the time and frequency domain to detect gear failure. Data from eleven gear fatigue tests were recorded at periodic time intervals as the gears were run from initiation to failure. Four major failure modes, consisting of heavy wear, tooth breakage, single pits, and distributed pitting were observed among the failed gears. Results show that the prediction methods were able to detect only those gear failures which involved heavy wear or distributed pitting. None of the methods could predict fatigue cracks, which resulted in tooth breakage, or single pits. It is suspected that the fatigue cracks were not detected because of limitations in data acquisition rather than in methodology. Additionally, the frequency response between the gear shaft and the transducer was found to significantly affect the vibration signal. The specific frequencies affected were filtered out of the signal average prior to application of the methods.

Heart Failure (HF) is a cardiovascular condition with high morbidity and mortality that conditions one of the most critical problems in public health. Despite advances in recent decades, patients continue to have major cardiovascular events and marked reduction in their quality of life. Sodium-Glucose Cotransporter Type 2 Inhibitors (SGLT2 Inhibitors) initially entered the market to treat hyperglycemia in patients with type 2 diabetes mellitus (T2DM), however the discovery of the cardiovascular benefits in patients with HF, regardless of the presence or absence of T2DM positioned it as a new pillar in clinical management. In this state-of-the-art review resulting from a comprehensive literature search (Medline, Cochrane and EMBASE), we describe the impact of SGLT2 Inhibitors on mortality and rehospitalizations in patients with HF and we propose a therapeutic plan for patients with HF to maximizes the benefits.

In this study, four frame specimens were tested: two with concentric window and door openings in the infills, and two with eccentric window and door openings. The serviceability limit of the infilled state was determined by evaluating the structural behaviour of infilled reinforced concrete frames with openings. The results indicate that frames with centrally located openings exhibit a reduction in lateral load capacity. The damage characteristics are influenced more by the location of the opening than by its percentage. When the opening is positioned closer to the edge of the masonry panel, the structural performance improves. Initial cracking occurs at a lateral drift of 0.2%, while crushing of the masonry panel occurs at approximately 2%. In frames with centrally located openings, the segment near the loaded column is more prone to damage, whereas the segment farther from the loaded column shows increased vulnerability.

This is the first quantitative analysis of mechanical reliability of all-solid state batteries. Mechanical degradation of the solid electrolyte (SE) is caused by intercalation-induced expansion of the electrode particles, within the constrain of a dense microstructure. A coupled electro-chemo-mechanical model was implemented to quantify the material properties that cause a SE to fracture. The treatment of microstructural details is essential to the understanding of stress-localization phenomena and fracture. A cohesive zone model is employed to simulate the evolution of damage. In the numerical tests, fracture is prevented only if electrode-particle's expansion is lower than 7.5% and the solid-electrolyte's fracture energy higher than $G_c = 4$ J m$^{-2}$. Perhaps counter-intuitively, the analyses show that compliant solid electrolytes (with Young's modulus in the order of E$_{SE} = 15$ GPa) are more prone to micro-cracking. This result, captured by our non-linear kinematics model, contradicts the speculations that sulfide SEs are more suitable for the design of bulk-type batteries than oxide SEs. Mechanical degradation is linked to the battery power-density. Fracture in solid Li-ion conductors represents a barrier for Li transport, and accelerates the decay of rate performance.

A study of the effects on the population failure rate of component failures during the period of transition to steady state is presented. Comparisons between the simulated failure rates and the system failure rate predicted under the present Air Force assumption on an underlying Poisson process are accomplished for various MTBF's and parameters of the Weibull distribution. The decreasing hazard, constant hazard, and increasing hazard functions are studied and presented. The study was performed as a simulation of the transition period using the GASP 2 package developed by Pritsker and Kiviat. Such a simulation package greatly simplifies the required programs necessary to be written. The computer program used in this study is included as part of this paper.

The course of the Russian Revolution gave rise to a social class system and a bureaucratic mode of production that proved to be less advanced than capitalism, and ultimately collapsed due to its internal contradictions beside Western pressures. Here we will present an analysis of this issue .

Liquefaction induced ground failure is responsible for considerable damage to engineering structures during major earthquakes. Only a few empirical models exist for predicting the amount of horizontal displacement resulting from liquefaction, and none has fully addressed both seismic and site factors which influence horizontal displacement. This study compiles case histories of liquefaction induced ground failure and tabulates seismic, geological, topographical, and soil properties that may affect permanent horizontal ground displacement to provide a data set for development of empirical predictive models. Case histories of lateral spreading gleaned from reports on the 1906 San Francisco, 1964 Alaska, 1964 Niigata, 1971 San Fernando, 1979 Imperial Valley, 1983 Nihonkai-Chubu, 1983 Borah Peak, Idaho, and 1987 Superstition Hills earthquakes are compiled. Techniques used to estimate pertinent measures that were not measured or documented in the original studies (e.g. many maximum site accelerations, strong ground motion duration, and thickness of liquefiable sediments) are also presented. Preliminary correlation regression analyses are done on the more pertinent measures to discover their value as predictor (i.e. independent) variables. The duration of strong ground motion and the thickness of the liquefied zone divided by the depth to the top of the liquefied zone are significant predictors of horizontal ground displacement at the 95% confidence level.
