1Data Warehousing And Data Quality For A Spatial Decision Support System.

This research investigates the problems inherent in Decision Support Systems (DSS) that depend on the quality and accuracy of legacy information as the basis for decision making. A Spatial Decision Support System (SDSS) was developed at Naval Postgraduate School to analyze the comparative desirability of Army Reserve Unit locations. The Army Reserve Installation Evaluation System (ARIES) integrates a GIS mapping engine and a decision model solver in a flexible environment that leverages operational legacy database information for decision-making. Data quality problems from legacy sources motivated the development of a data migration plan to transform the source data into an architecture optimized for the ARIES SDSS application. This research developed a prototype Data Migration Tool (DMT) to extract the relevant source data into a centralized repository for the SDSS with an acceptable degree of data quality to support SDSS outcomes. Six data quality attributes were identified: accuracy, completeness, consistency, timeliness, uniqueness, and validity. The ARIES DMT focused on data validity and developed techniques for measuring and enforcing data validity. The DMT also specified individual responsibilities for data administration, development of data retrieval routines, and data quality assessment. Significant system performance enhancements resulted from implementation of the DMT by leveraging the spatial aspects of the underlying repository through geographic queries that efficiently localized subsets of the data files. Additional performance enhancements were obtained through the use of data warehousing techniques

Developing cultural information into cultural knowledge for military operations is predominantly an intelligence activity that takes place within the Military Decision Making Process. The products of such efforts are routinely classified and unusable by the tactical war fighter. The Actionable Cultural Understanding for Support to Tactical Operations (ACUSTO) research effort was undertaken to provide a product for enhanced cultural understanding that will be accessible to the tactical war fighter. This is done by combining spatial and explicit content analysis of open source news media to provide cultural understanding in the operational environment that can be disseminated down to the lowest tactical level. The development of actionable intelligence for counterinsurgency parallels the study of civilian criminal events (widely covered in open source media) and can exploit the methodological approaches that emphasize spatially explicit information. Crime research is conducted at aggregate levels, which implies the aggregation of a series of points representing events to areas representing higher scales. This work focused on data quality in point pattern analysis, and on the effect that different levels of data accuracy and precision have on policy recommendations.

Spatial data is playing an emerging role in new technologies such as web and mobile mapping and Geographic Information Systems (GIS). Important decisions in political, social and many other aspects of modern human life are being made using location data. Decision makers in many countries are exploiting spatial databases for collecting information, analyzing them and planning for the future. In fact, not every spatial database is suitable for this type of application. Inaccuracy, imprecision and other deficiencies are present in location data just as any other type of data and may have a negative impact on credibility of any action taken based on unrefined information. So we need a method for evaluating the quality of spatial data and separating usable data from misleading data which leads to weak decisions. On the other hand, spatial databases are usually huge in size and therefore working with this type of data has a negative impact on efficiency. To improve the efficiency of working with spatial big data, we need a method for shrinking the volume of data. Sampling is one of these methods, but its negative effects on the quality of data are inevitable. In this paper we are trying to show and assess this change in quality of spatial data that is a consequence of sampling. We used this approach for evaluating the quality of sampled spatial data related to mobile user trajectories in China which are available in a well-known spatial database. The results show that sample-based control of data quality will increase the query performance significantly, without losing too much accuracy. Based on this results some future improvements are pointed out which will help to process location-based queries faster than before and to make more accurate location-based decisions in limited times.

11Evaluating The Quality Of Spatial Data For The Analysis Of Climate Variability In The Coastal Region Of Nigeria

ABSTRACT The lack of truly reliable data for climate change analyses and prediction presents challenges in climate modeling. Needed data are required to be hydrologically/statistically reliable to be useful for hydrological, meteorological, climate change, and estimation studies. Thus, data quality and homogeneity screening are preliminary analyses. In this study, the homogeneity of the climatic data used for analyses of climate variability was conducted in the coastal region of Nigeria. Climatic Research Unit (CRU 0.5× 0.5) gridded monthly climatic data for sixty years (1956- 2016) for nine states of the coastal region of Nigeria obtained from internet sources were validated with the Nigerian Meteorological Agency (NiMet) data to assure adequacy for use. The data were tested for normality using the Shapiro-Wilk (S-W) test, D’Agostino-Pearson omnibus test, and skewness test. Four homogeneity test methods were applied to 257 locations in the nine states of the coastal region of Nigeria and they include Pettit’s, Standard Normal Homogeneity Test (SNHT), Buishand’s and Von Neumann Ratio (VNR) tests. The results of the validity analysis indicated that the CRU data are very reliable and thus justified their use for the further analysis carried out in the study. Also, the results obtained indicated that CRU climatic data series were normally distributed and parametric methods could be used in further analysis of the data. Rainfall data homogeneity was detected for Bayelsa, Delta, Edo, Lagos, Ogun, and Ondo states and inhomogeneity for Akwa Ibom, Cross Rivers, and Rivers States. Also, temperature data inhomogeneity was detected for all the states in the study area.

The Army Materiel Command (AMC) is the Army's principal materiel developer. AMC accomplishes its mission through nine major subordinate commands that direct the activities of numerous depots, arsenals, ammunition plants, laboratories, test activities, and procurement operations. AMC installations account for more than 5 million acres of U.S. military land. Many AMC installations use Geographic Information Systems (GIS) for installation management. As with any management tool, GIS requires good data and information on which to base management decisions. In June 1998, the AMC Spatial Data Quality Control Project was initiated to support the stewardship of military land by enhancing the quality of data used for decision making. During the course of the project, knowledge gaps were identified related to Global Positioning System (GPS) use and GIS data management. This Technical Note discusses a short course developed to support training for the greatest number of AMC installations at the lowest cost possible. To minimize the conflicts in scheduling training and to minimize travel costs for training, a CD-ROM computer-based training tool was developed. The tool uses text to portray the information.
