The purpose of the study project was to identify significant evaluation factors which should be considered when planning and conducting an Air Force aircraft qualitative maintainability test and evaluation program at a test site. It was concluded that the most important aspect regarding evaluation factors to consider when planning and conducting a qualitative maintainability test and evaluation is to identify the factors early and plan the evaluation program effectively using them as guides. Once the program is planned, evaluation managers must insure that evaluation personnel are fully aware of the factors to be evaluated and can relate their findings and evaluation results to the qualitative maintainability of the aircraft weapon system in the operational environment. The report of the study project results are intended to serve as an aid and a source of information for personnel responsible for planning and conducting qualitative maintainability test and evaluation programs at test sites.

This report describes BBN efforts to perform site surveys and planning for the installation of ACCAT remote site modules at selected sites; to provide general system architecture and design services for the ACCAT program; and to assist the ARPA staff in the planning, maintenance, and conducting of demonstrations of various ARPA computer and communication technologies.

The purpose of this study was to assist the Wetlands Restoration and Banking Program (MWRP) in developing a science based method for identifying potential restoration sites and functional deficits (water quality, flood storage, and habitat) in a watershed and screening the sites for the potential to meet those deficits. At the August 22, 2023 City Planning Commission meeting, the Commission held a public hearing on a site plan hat would bring an Aldi to the Bay City Road corridor. The plan will return to the Commission for potential approval at a later date. The Commission also opened preliminary discussion on restoration of Ashman and Rodd Streets to two-way traffic and heard public comment on the initiative. This study has attempted to develop methodologies that would aid in establishing characteristics for an on-site and aerial inspection regime required to monitor compliance with the Conventional Forces in Europe (CFE) Treaty. Emphasis was placed on devising methodologies to establish monitoring requirements for NATO to validate data exchange with the former Warsaw Treaty Organization (WTO) before ratification of the CFE Treaty, and on monitoring Soviet declared military sites after ratification and after the reductions in treaty limited equipment (TLE) take place. The study also considered methodologies for assessing aerial inspection regimes to detect sites suspected of being in circumvention of the CFE Treaty.

Efforts are well underway to merge the three major automated explosives safety site planning (ASP) software packages known as ASHS, ESS and MSS. The work began in earnest in January 2009 and is expected to be completed by the end of fiscal year 2011. The project is sponsored by the Department of Defense Explosives Safety Board (DDESB), the Air Force Safety Center (AFSC, Albuquerque, NM) and the Logistics Research and Engineering Directorate (LRED, Picatinny Arsenal, NJ). The work is being executed by the NAVFAC Engineering Service Center (ESC), Targeted GeoSystems (TGS, formerly LESCO) and Integrated Systems Analysts (ISA). The merged software will contain the best of breed features of each software package and provide a streamlined, more efficient method to execute explosives safety site planning in the DoD. Once completed, the software will provide a full capability to site explosives storage, handling and maintenance facilities at existing installations, as well as the layout of combat vehicles/aircraft parking and new facilities in the expeditionary environment. This paper reviews the major objectives of the project, the progress-to-date, and the schedule for completion of the work.

The facilities have conflicting purposes in the available space on the construction site, increasing the transportation flow of facilities, which is the cause of the increase in project construction costs. The research is applied to solve the construction site planning (CSLP) problem that depends on the quadratic assignment model (QAP). The QAP is intended to determine the best way to allocate facilities to locations so that each facility is mapped to only one location. In contrast, every location is mapped to an exact facility to minimize product flow and distance costs. Previously, there were many ways to solve the problem by meta-heuristic method such as (GA), (ACO). This paper proposes a new hybrid algorithm (M-ALOB), to solve the problem (QAP), the goal of the problem is to solve the ground layout problem built by the quadratic assignment problem (QAP). Compare the new hybrid algorithm with previously studied algorithms (GA) and the original algorithm (ALO), giving assessment of advantages and disadvantages when applied to solving discrete problems. (M-ALOB) for stable running results, tested for stability after 30 optimal runs. The optimal outcome in Case Study 1 (M -ALOB) min=688.4 is lower than (GA) is 19.7%. And Case Study 2 (M-ALOB) min = 171,970.19 lower (GA) is 2%. The results showed that (M-ALOB) found the optimal value smaller than the algorithms (GA), (ALO). Solve the problem of arranging facilities on the ground (CLSP) to minimize the workflow, save operating costs of construction projects.

Building Information Modeling (BIM) is changing the way architects and engineers produce and deliver design results, and object-oriented 3D models are now starting to replace traditional 2D drawings during the construction phase. This allows for a number of applications to increase efficiency, such as quantity take-off, cost-estimation, and planning, but it also supports better communication and increased understanding at the construction site by means of detailed 3D models together with various visualization techniques. However, even in projects with a fully BIM-based design, there is one remaining part that is still done primarily using 2D drawings and sketches – the construction site layout plan. In addition to not take advantage of the benefits offered by 3D, it also makes it difficult to integrate site layout planning within the openBIM ecosystem. In this paper we present the design and evaluation of a user-friendly, IFC-compatible software system that supports collaborative, multi-user creation of construction site layout plans using both multi-touch table and immersive VR. By allowing temporary structures, machines, and other components to be easily added and updated it is possible to continuously produce and communicate 3D site layout plans that are aligned with the schedule and supports integration with other BIM-tools
