The House Armed Services Committee asked the GAO (General Accounting Office) to examine the HPCC (High Performance Computing and Communications) program in terms of: (1) the effectiveness of the program's management structure in setting goals and measuring progress, and (2) how extensively private industry has been involved in the planning and execution of this program. The HPCC program aims to accelerate the research and development of high performance computers and networks and promote the use of those resources in both the federal government and the private sector. The administration is now broadening the role of the HPCC program in developing new technology in support of the NII (National Information Infrastructure), and industry participation is crucial for the creation of new products and services for the NII. The GAO recommended that the HPCC program develop a detailed technical agenda as a framework for guiding the government's investment in HPCC research. The HPCC budgets are developed without formal guidelines, and a more standardized method for spending could broaden industry support for the program. Private sector participation could be promoted by inviting industry representatives to collaborate on the development of program plans. The Assistant to the President for Science and Technology (Science Advisor) concurred with the GAO's findings and also recommended that a private sector advisory board be established. (DGM)

This paper examines group communication as an infrastructure to support mobility of users, and presents a simple scheme to support user mobility by means of switching a control point between replicated servers. We describe the design and implementation of a set of tools, called Mobile Channel, for use with the ISIS system. Mobile Channel is based on a combination of the two replication schemes: the primary-backup approach and the state machine approach. Mobile Channel implements a reliable one-to-many FIFO channel, in which a mobile client sees a single reliable server; servers, acting as a state machine, see multicast messages from clients. Migrations of mobile clients are handled as an intentional primary switch, and hand-offs or server failures are completely masked to mobile clients. To achieve high performance, servers are replicated at a sliding-window level. Our scheme provides a simple abstraction of migration, eliminates complicated hand-off protocols, provides fault-tolerance and is implemented within the existing group communication mechanism.

This papers addresses requests made by both the U.S. House Armed Services Committee and the U.S. Senate Armed Services Committee for independent assessments of the Department of Defense (DoD) approach to using commercial cloud computing. As of 2015, the Department of Defense (DoD) is taking action to offer a wider selection of commercially owned and operated cloud services to DoD mission owners. DoD has instituted a process to evaluate and issue Provisional Authorizations for cloud service offerings, based on the security controls that the provider implements and the sensitivity level of the data that it intends to host. The timing of DoDs move towards the commercial cloud is reasonable given the risk and assurance requirements of many of its missions. However, the Department could offer better guidance about the risks of cloud computing and what mission owners should consider as they mitigate or avoid those risks. We also recommend that DoD consider allowing its Defense Industrial Base partners to participate in high-sensitivity community cloud infrastructure, thereby increasing the efficiency and utility of those systems.

This work will look into the available cloud models being offered in the market and classify the various forms of cloud. The GLEON Research And PRAGMA Lake Expedition -- GRAPLE -- is a collaborative effort between computer science and lake ecology researchers. It aims to improve our understanding and predictive capacity of the threats to the water quality of our freshwater resources, including climate change. This paper presents GRAPLEr, a distributed computing system used to address the modeling needs of GRAPLE researchers. GRAPLEr integrates and applies overlay virtual network, high-throughput computing, and Web service technologies in a novel way. First, its user-level IP-over-P2P (IPOP) overlay network allows compute and storage resources distributed across independently-administered institutions (including private and public clouds) to be aggregated into a common virtual network, despite the presence of firewalls and network address translators. Second, resources aggregated by the IPOP virtual network run unmodified high-throughput computing middleware (HTCondor) to enable large numbers of model simulations to be executed concurrently across the distributed computing resources. Third, a Web service interface allows end users to submit job requests to the system using client libraries that integrate with the R statistical computing environment. The paper presents the GRAPLEr architecture, describes its implementation and reports on its performance for batches of General Lake Model (GLM) simulations across three cloud infrastructures (University of Florida, CloudLab, and Microsoft Azure).

The proposed system aims at enhancing computational, communicational and annalistic capabilities of road navigation services by merging several independent technologies, namely vision-based embedded navigation systems, prominent Cloud Computing Systems (CCSs) and Vehicular Ad-hoc NETwork (VANET). This work presents our initial investigations by describing the design of a global generic system. The designed system has been experimented with various scenarios of video-based road services. Moreover, the associated architecture has been implemented on a small-scale simulator of an in-vehicle embedded system. The implemented architecture has been experimented in the case of a simulated road service to aid the police agency. The goal of this service is to recognize and track searched individuals and vehicles in a real-time monitoring system remotely connected to moving cars. The presented work demonstrates the potential of our system for efficiently enhancing and diversifying real-time video services in road environments.
