The object of the Tactical SOA project is to develop, assess and understand the application of technologies and protocols to bring the benefits of Service Oriented Architecture (SOA) to tactical environments, and investigate and quantify the network burden and Quality of Service (QoS) requirements for SOA implementation in a variety of tactical environments. Through baselined experimentation, this effort will determine how far to the tactical edge enterpriselike SOA can be supported, and as necessary, will implement a reduced SOA capability that works effectively in defense networks that provide low data rates and/or high latency.

The mission-unique model that has dominated the DoD satellite Command and Control community is costly and inefficient. It requires repeatedly ?reinventing? established common C2 components for each program, unnecessarily inflating budgets and delivery schedules. The effective utilization of standards is scarce, and proprietary, non-open solutions are commonplace. IT professionals have trumpeted Service Oriented Architectures (SOAs) as the solution to large enterprise situations where multiple, functionally redundant but non-compatible information systems create large recurring development, test, maintenance, and tech refresh costs. This thesis describes the current state of Service Oriented Architectures as related to satellite operations and presents a functional analysis used to classify a set of generic C2 services. By assessing the candidate services? suitability through a SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis, several C2 functionalities are shown to be more ready than others to be presented as services in the short term. Lastly, key enablers are identified, pinpointing the necessary steps for a full and complete transition from the paradigm of costly mission-unique implementations to the common, interoperable, and reusable space C2 SOA called for by DoD senior leaders.

This report describes the work of NATO/RTO IST-061 RTG-027 on Secure Service Oriented Architectures (SOA) Supporting Network Enabled Capabilities. The primary focus of this work has been the creation of a demonstrator for tactical data communication in a combined and joint scenario. In this scenario, Service Oriented Architecture technologies have been used to exchange information such as sensor data among different units belonging to different nations. The report explains how SOA technologies can be used to interoperate legacy systems in a way compliant with requirements identified by the NATO NEC Feasibility Study. Additionally, it provides a generic overview over the concepts of SOA and the technologies used in the demonstrator. The demonstrator itself is described from a conceptual point of view as well as on a more detailed level from the perspective of the individual participating organizations and companies. Finally, the results gained through the work of the group are explained, again from a group level perspective and the point of view of each organization or company. From these results, some recommendations for future NATO activities are drawn.

13DTIC ADA502944: Realizing The Army Net-Centric Data Strategy (ANCDS) In A Service Oriented Architecture (SOA)

Net-Centric Operational Warfare (NCOW) describes how the United States Department of Defense (DoD) will conduct business operations, warfare, and enterprise management in the future. It is based on the information technology (IT) concept of an assured, dynamic, and shared information environment that provides access to trusted information for all users, based on need, independent of time and place. NCOW is an information-enabled concept of operations that generates increased combat power by networking sensors, decision makers, and shooters. This enables shared awareness, increased speed of command, higher tempo of operations, greater lethality, increased survivability, and a degree of self-synchronization. In essence, network-centric warfare translates information superiority into combat power by effectively linking knowledgeable entities in the battlespace. The DoD has mandated that the Global Information Grid (GIG) will be the primary infrastructure capability to support NCOW. Under this directive, all advanced weapons platforms, sensor systems, and command and control centers are eventually to be linked via the GIG. In the DoD vision, implementation of this massive integration effort relies on a Service Oriented Architecture (SOA) model and Net-Centric Data Strategy approach, along with extensive use of the Extensive Markup Language (XML) and other web service standards. This paper attempts to explain in plain language the inter-relationship between the various IT components that will provide the Net-Centric environment and assist the Army in migrating towards the Net-Centric Warfare concept.

The technologies to implement SOA will certainly evolve to address emerging needs, but its concepts will remain. To address those needs and concerns that SOA is potentially being stretched beyond its limits, a significant and coordinated research program is needed. The SEI has developed an SOA Research Agenda with participation from a broad cross-section of the research community. The core of the agenda is a taxonomy that classifies topics into the business, engineering, and operations aspects of service-oriented systems, along with a set of cross-cutting aspects. Based on this taxonomy, the agenda outlines research areas, each of which is identified with its rationale, overview of current research, and delineation of research challenges and gaps. This report outlines the SOA Research Agenda. It also provides detail on specific re-search challenges related to the maintenance and evolution of service-oriented systems. The report concludes with a discussion of next steps in the evolution of the research agenda.

SOA is the premier framework for integrating complex heterogeneous computing systems in business and government. To utilize SOA in sensitive military systems, however, the requirements for multi-level security (MLS) must be addressed. This paper presents a framework for adding MLS capabilities to existing SOA infrastructure. Specifically, it will allow clients in High to securely utilize services in Low. MLS issues including covert channels, release of identity information, and inference attacks are addressed. Our scheme uses the multiple singlelevels (MSL) approach to offer a practical solution that leverages existing technology. It can be deployed immediately without developing and certifying new high assurance MLS components. The MLS-SOA infrastructure can be installed cleanly on top of regular SOA and MLS components. Operations of existing infrastructure, services, and applications will not be affected. Capabilities provided by this scheme can also be applied to other non-MLS settings with similar requirements for separation and anonymity.
