1DTIC ADA131579: Soviet Tactics For Warfare At Sea: Two Decades Of Upheaval

Major innovations have changed the shape of Soviet military doctrine over the past decade. Their effects on the Soviet Navy's strategic employment concepts and on its 'operational art' have been discussed at length in the West for several years now. That the Soviet Navy's views on the tactical aspects of warfare at sea have also undergone major changes, however, is much less well appreciated--despite the development of new tactical scenarios and force employment principles by Soviet naval theorists, despite the existence of a large body of Soviet writings dealing with these changes, and, finally, despite the profound impact they have had on contemporary Soviet warship design. This paper will focus primarily on the development of Soviet views on anti-surface warfare (ASUW). The period with which this analysis deals begins in the early 1960s, when Soviet theorists first began to weigh the implications of their Navy's acquisition of nuclear-missile weapons on its tactics. Only a thorough understanding of the issues raised in this debate will enable us to assess the meaning and import of Soviet tactical writings today.

This thesis analyzes the effects of planned U.S. Navy reduction in forces on the career path of Surface Warfare Officers progressing towards Command at Sea. FORECASTER, a Markovian model for forecasting naval officer distributions, was used to conduct steady state and transient analyses of current and planned billet data for FY 1990 - FY 1995. Results of these analyses indicated that a larger portion of officers will be serving in follow-on division officer tours, single (longer) department head tours, and in second (split) tour department head tours. Additionally, both Executive Officer and Commander Command Opportunity will decrease as billet reductions and redistributions are enacted.

An important aspect of the current strategic calculus is the diffusion of technology and proliferation of advanced weaponry, particularly naval: weapon systems. This is of particular concern for the United States Navy, historically the first on-scene and the likely target of any initial challenge to our presence. The Navy's new warfighting doctrine, "...From the Sea" focuses the Navy on these challenges. However, it has not been complimented by "the necessary recapitalization and procurement to make it truly operational. To bridge the gap between the doctrinal concept~ of "...From the Sea" and current capabilities, the Navy must improve its ability to exercise sea control and dominate the littoral battlespace. This will require tough procurement choices and significant investments in mine warfare, advanced military aircraft and state-of-the-art C4I systems. It may also be necessary for the Navy to postpone certain improvements or abandon certain missions in order to refocus and selectively modernize elements of the fleet.

11DTIC ADA386902: Bottom Backscattering Measured In The Adriatic Sea During The Littoral Warfare Advanced Development 00-3 Experiment

Measurements of ocean bottom backscattering were performed at two shallow water sites (Site 2 and Site F) in the Adriatic Sea as part of the Littoral Warfare Advanced Development 00-3 Experiment. Bottom samples revealed a silty clay bottom at Site 2 and a silty sand bottom at Site F. Scattering strengths were obtained at 0.4 to 5 kHz as a function of mean grazing angle. For all measurements, the grazing angle dependence was fit adequately by assuming a dependence of scattering strength (dB) on the sine of the mean grazing angle: mu + 10 log (sin theta). Bottom scattering strengths were low at the two sites. Scattering strengths at Site 2 were well fit using mu = -40 to -45 dB at low frequencies (400 to 1000 Hz), and mu = -35 to -40 dB at mid frequencies (2.5 to 5 kHz). Although expected to be higher, the LF scattering strengths at Site F fell between mu's of -40 and -5O dB.

Vague military threats reductions in arms manufacturing are forcing new strategic considerations. Gone are the days when America could quickly mobilize and use brute force to overcome the enemy. According to General Fogleman, a new way of war is emerging, one based on technology and airpower. These advantages, he stated, must be exploited to compel an adversary to do our will at the least cost to the United States in lives and resources. Historically, America based its strategy on superior numbers fortified by mass production. In 1943, because industries such as the Kaiser Corporation could build a 10,800-ton Liberty ship every 10 days, the United States launched more than fifteen hundred vessels. During World War II, American industries sent more than 19,200 B-24 Liberators to the front. Today, because fewer corporations are involved in the arms business, some industrial experts surmise that the production miracles of the past are no longer possible. RAND, however, believes that these gaps can be bridged by the extensive use of technologically sophisticated airpower. Their study claims that with concentration on air power, U.S. forces could manage concur rent crises, in say, the Persian Gulf area and Korea. Echoing this theme, General Fogleman believes air power can provide a tremendous leverage to resolve future crises rapidly at low cost. When properly applied in the past, airpower has achieved some great successes. At Normandy, it gained command of the air and thus provided valuable support for the D-day landings. Against Japan, it helped the US take command of the seas and deliver a war ending blow.

Although the disposal of material in the sea is now very restricted, historically, the disposal of unwanted waste in the ocean has been a very common practice in many parts of the world. Due to its immense size the ocean was thought to have an unlimited absorptive capacity, with any dumped waste having only a very localized effect. Moreover, the material would be well away from any human activity. Even for fishing trawlers operating in the early 1970s, a depth over 120 metres was considered as very deep water. Nowadays, however, trawlers work in depths to 1000 metres and material dumped decades before can be accidentally recovered. It is important to know where any hazardous material may lie, both to prevent human contact and to assess the possible ecological consequences. Sea dumping of unwanted Chemical Warfare Agents (CWA) has occurred at many sites around the world. Most of the dumping episodes occurred after the end of World War II when unused war stocks needed disposal. An estimated 300,000 tonnes of CW munitions was dumped in West European and North Atlantic waters. It appears at least 14,634 tons of Chemical Warfare munitions were dumped into Australian seas at the end of World War II by the United States Army and the defence forces of Australia. This figure probably includes the weight of the containers which housed the agent (be it an artillery shell, bomb or storage vessel) and hence the amount of actual chemical agent would be less than 14,634 tons. Records indicate there have been two small dumping episodes of CWA since World War 11, one in 1965 and another in 1970. Dumping can be confirmed in the seas off three states, Queensland, New South Wales and Victoria. Two main dump areas are known, one off Cape Moreton, Queensland and another off Sydney. Some of the CWA was loaded onto disused ships which were scuttled under supervision. The remainder was dumped in containers or as loose shell or bombs. The number of Surface Warfare Officers (111Xs) in a wardroom directly affects the combat readiness and effectiveness of a warship today. Preliminary research indicates that the Sea to SWOS training initiative is seen to have a positive effect on the amount of time it takes an 116X to attain the 111X designation. The initial qualitative analysis highlights a perceived increase in retention and readiness (combat effectiveness) while the quantitative analysis shows additional costs to the Navy Personnel Command and savings in training costs for the Naval Education and Training Command and OPNAV N76, the Surface Warfare Resource Sponsor. This thesis examines the cost-effectiveness of the newly established Sea to SWOS training transformation on the Surface Warfare Officer qualification process. This initiative leverages shipboard on-the-job training experiences and interactive computer-based training replacing previously formalized classroom training. As a result, this initiative significantly alters the Division Officer Sequencing Plan (DOSP). Based on the qualitative data, the transformation to the DOSP in the Surface Warfare Officer qualification process will most likely have a positive effect on retention and the utilization of fully qualified 111X Division Officer resources through earlier numbers of 111X attainment and increased officer personnel readiness.

28DTIC ADA255564: The Effects Of Sea Mining Upon Amphibious Warfare

This study investigates the effects of sea mining upon amphibious warfare. The methodology involves case studies of amphibious assaults conducted at Gallipoli Normandy, Wonson, and the Persian Gulf during Operation Desert Storm. The cases are examined in terms of forces involved, mining conducted, and the effect the mining and mine countermeasures had upon the achievement of surprise in the assault. The study attempts to determine if the determining factor is the level of mine technology, or the size of the forces involved. It emphasizes the importance of rapid and complete mine countermeasures to the achievement of surprise in the amphibious assault. Based upon the four cases studied, the determinant appears to be force levels. At Normandy where levels were adequate, the operation was successful. At Gallipoli and Wonsan the results were either failure or inconclusive. The Persian Gulf study points out that failure would have been the likely result. A recommendation to prevent further deterioration of the mine countermeasures force is presented.

In this paper, a solution to resolving current communications difficulties derived from OMFTS, is offered. Its basis is Battlefield Situational Awareness for the commander based on multi-spectrum satellite usage that stresses a primary communications network comprised of high speed data equipment with multiple capabilities. Communications systems must be distributed networks feeding real-time battlefield pictures to all echelons of the assault force down to the level of battalions and ships. Continuous situational awareness must be available in all dimensions. Digital communications networks, capable of processing critical information, will be needed in the amphibious assault. In addition to communications support between the Navy and Marine Corps, full integration of communications systems will be required in the joint environment. Though service-internal communication systems may be difficult to integrate, it is imperative that communications systems across service lines are fully integrated and interoperable. This paper addresses joint operations based on OMFTS and examines the problems encountered, while offering some possible solutions. Future systems research and procurement must be done jointly, across service lines. Cost and funding solutions are not addressed in this paper, and it is realized that these are primary factors when developing future communications systems. However, much of the equipment and technology currently exists and can be procured 'off-the-shelf' to support OMFTS. OMFTS is the future of amphibious warfare. Communications to support command and control during OMFTS has surfaced as the most critical element in executing this new and bold concept.

This color home movie was shot by an American sailor who served aboard the famed aircraft carrier USS Philippine Sea (CVS 47) in WESTPAC, from January to July 1958.. At that time the ship joined the 7th Fleet in antisubmarine warfare exercises and traveled to Hawaii, Philippines, Okinawa, Singapore, Japan, and Hong Kong.  In this era, her anti-submarine air group typically consisted of one squadron with 20 twin-engined Grumman S2F Trackers ASW aircraft, a squadron of HSS-1 Seabat ASW helicopters and a detachment of Douglas AD-5W Skyraider airborne early warning (AEW) aircraft. (A detachment of four McDonnell F2H Banshee fighters was often assigned to protect the other aircraft.) In this particular film, the Skyraiders shown are from Marine squadron VMA 332, and were flown aboard, along with Marine H-19 helicopters and OE light observation planes, just before the ship reached the Philippines. Then, many of the ASW aircraft were unloaded at Subic Bay, and the carrier, along with many recently embarked Marines, sailed off for a 3 week exercise in the S. China Sea. This study investigates the historical basis of maneuver warfare at sea to answer the question: Does the adoption of maneuver warfare by the U.S. Navy improve its ability to carry out its roles and functions in support of the national military strategy? The fundamental maneuver warfare concept examined is that maneuver warfare seeks the psychological defeat of the enemy by destroying his cohesion and will to resist through disruption of his decision cycle by presenting cascading and unexpected threatening situations by assailing his center of gravity at a tempo at which he cannot respond. Two historical case studies are examined at the operational level: the Trafalgar Campaign of 1805 and the Falklands/Malvinas War of 1982. Analysis of both reveals evidence of the application of maneuver warfare concepts. The study concludes that maneuver warfare has a foundation in naval history. Maneuver warfare on both land and sea seek the psychological defeat of the enemy, primarily that of the commander. As such, maneuver warfare is a viable doctrine for the U.S. Navy.

The use of tactical unmanned vehicles provides a means to accomplish a wide variety of combat missions without risk to operators' lives and without loss of expensive platforms. In addition, these vehicles offer an opportunity to rapidly field advanced warfighting capabilities at relatively low cost simply by developing payload systems that seamlessly integrate with the vehicle's onboard control network. With the emergence of open control system standards, such as the Joint Architecture for Unmanned Systems (JAUS), the ability to build so-called plug-and-play payloads is approaching reality. To exploit the opportunity of fielding advanced capabilities using unmanned platforms, the Tactical Electronic Warfare Division at NRL is developing an advanced electronic attack (EA) payload for surface ship defense that is suitable for unmanned vehicles like those planned for use with the Littoral Combat Ship. This development, sponsored by the Office of Naval Research, is designed to provide capabilities to counter late-generation sea surface surveillance and targeting radars found in maritime patrol aircraft and multirole fighters, and to provide the capability to attack anti-ship missiles during their initial target survey scans. Used singly, the unmanned vehicles provide a long-duration self-protection countermeasure system. Used in multi-vehicle constellations, the unmanned vehicles with EA payloads can be used to provide an area defense capability over large sectors.

Rudyard Kipling published Stalky & Co. in 1899. Set at an English boarding school in a seaside town on the North Devon coast. (The town, Westward Ho!, is not only unusual in having an exclamation mark, but also in being itself named after a novel, by Charles Kingsley.)<br /><br /> The book is a collection of linked short stories, with some information about the eponymous Stalky's later life. Beetle, one of the main trio, is said to be based on Kipling himself, while Stalky may be based on Lionel Dunsterville. <br /><br /> The stories have elements of the macabre (dead cats), bullying and violence, and hints about sex, making them far from the childish or idealised world of the typical school story. The stories, first published in 1902, are fantastic accounts of how various natural phenomena came about. The original editions of Just So Stories were illustrated with woodcuts by Kipling himself. Each story is accompanied by a poem, in a somewhat ballad style. Many of the stories are addressed to "Best Beloved" (they were first written for Kipling's eldest daughter, Josephine, who had died during an outbreak of influenza in 1899), and throughout they use a comically elevated style inspired by the formal speech of India, full of long and improbable-sounding words, some of them made up. In American Notes, Rudyard Kipling, the Nobel Prize-winning author of the Jungle Book, visits the USA. As the travel-diary of an Anglo-Indian Imperialist visiting the USA, these American Notes offer an interesting view of America in the 1880s.<br /><br />Kipling affects a wide-eyed innocence, and expresses astonishment at features of American life that differ from his own, not least the freedom (and attraction) of American women. The Man Who Would Be King tells the story of two British adventurers in British India who become kings of Kafiristan, a remote part of Afghanistan. It was inspired by the exploits of James Brooke, an Englishman who became the "white Raja" of Sarawak in Borneo, and by the travels of American adventurer Josiah Harlan, who claimed the title Prince of Ghor. <br><br>The story was first published in The Phantom Rickshaw and other Tales (Volume Five of the Indian Railway Library, published by A H Wheeler & Co of Allahabad in 1888). It also appeared in Wee Willie Winkie and Other Stories in 1895, and in numerous later editions of that collection. It is the basis for John Huston’s 1975 film of the same name, starring Sean Connery and Michael Caine as the "kings", and Christopher Plummer as Kipling. The <em>Just So Stories for Little Children</em> are among Kipling's best known and loved works. This recording aims to be the first complete audio book of this title with nothing left out.<br /><br /> The Nobel prize-winning author's enjoyment in playing with the sounds and meanings of words is very evident throughout, and adds to adults' enjoyment of these stories for children. This playfulness is also dramatically present in the plotting. For both reasons these stories been loved by generations of children and adults alike. Because the writing plays with sound and meaning the Just So Stories are best enjoyed when read aloud.<br /><br /> As we all are, Kipling was a child of his time and social setting, so for example in "How the Leopard Got his Spots" he uses what one recent reviewer called "the N word" to refer to the Ethiopian. Each listener will need to examine critically both Kipling's attitudes and their own.<br /><br /> This recording of the <em>Just So Stories</em> by Rudyard Kipling includes Kipling's descriptions of the pictures he drew for the book. <a href="http://www.archive.org/download/JustSoStoriesForLittleChildrenByRudyardKiplingIllustrationsByThe/PictureFile.pdf">These pictures can be found in a PDF file</a> to accompany each chapter. As well as the twelve stories most often published under this title (from the first British edition) it also includes "The Tabu Tale" a thirteenth story (included in the first US edition). The last story Kipling wrote "<a href="http://www.kipling.org.uk/rg_ham1.htm">Ham and the Porcupine</a>" is also a just so story, but has not usually been collected with the others, and perhaps lacks their verve and wordplay. 18Stalky & Co. (More Stories)

This small collection puts together stories by Kipling that feature the characters from Stalky & Co. but which for some reason were not included in the book Stalky & Co. Of these the more interesting is the first, "Stalky", which introduces the characters and is full of the humour and understanding of adolescent males and their timeless jostling with adult powers that characterise the stories in Stalky & Co. "Stalky" was the first of the tales to be written, and was published in 1898, so it is difficult to understand how it came to be omitted from the book in 1899. "Regulus", while also full of humour, is a more difficult read in an age when a "proper" classical education is no longer something widely experienced.<br /><br /> There are also other stories that cannot be included here because they are still in copyright:<br /> - "The United Idolators" and "The Propagation of Knowledge" in Debits and Credits (1926)<br /> - "The Satisfaction of a Gentleman" in The Complete Stalky & Co (1929).<br /><br /> There is also another, "Scylla and Charybdis", unpublished in Kipling's day and only made available recently, that although not copyright in the USA, cannot be included because we do not have access to the manuscript, only an edited edition (which itself is subject to copyright).<br /><br /> If you enjoyed Stalky & Co you will probably enjoy these additional stories.(Introduction by Tim Bulkeley)

20Letters of Travel

Three books of travel writing (between them covering the USA, Canada, Japan and Egypt) by the Nobel Prize winning author of the Just So Stories and the Jungle Book. Rudyard Kipling (an Englishman born and raised in India) offers an interesting outsider's view of the places he visits, candid and sharp witted, yet with a deep humanity.<br><br>Letters of Travel comprises three books: From Tideway to Tideway 1892-95 contains pieces first published in the Times covering voyages across north America (USA and Canada) and in Japan; his Letters to the Family first appeared in the Morning Post, while Nash's Magazine was the first publisher of the articles (on Egypt and Sudan) in Egypt of the Magicians.<br><br>Kipling's observations are cast in a wry style that permits, as his work often does, different readings. The unsympathetic reader can hear a banal repetition of the patriarchal, racist and imperialist ideas of the late nineteenth and early twentieth century trotted out. (Or even in his characterisation of the Jewish power behind the pedlar in "The Face of the Desert" a suggestion of something worse.) A more nuanced reading will perceive an amused or wry smile in Kipling's remembering and the human sympathy that infuses all his writing. (US listeners should be warned that in Kipling's day "the N word" was in common use, and he therefore uses it naturally to describe people of Sub-Saharan African ancestry.)<br><br>A paragraph in the "letter" written on Kipling's arrival in Japan might serve as example. It closes: "The father-fisher has it by the pink hind leg, and this time it is tucked away, all but the top-knot, out of sight among umber nets and sepia cordage. Being an Oriental it makes no protest, and the boat scuds out to join the little fleet in the offing." With its flippant tone ("all but the top-knot"), impersonal reference ("it" rather than he or she) and use of racial terms ("Oriental") and stereotypes ("makes no protest") this can be presented as an example of the worst of Victorian Imperialist prejudice.<br><br>And yet... as the fisher family are introduced, not only was "the perfect order and propriety of the housekeeping" noted but mention was made of "a largish Japanese doll, price two shillings and threepence in Bayswater", which turns out to be a baby. At first glance this is merely another example of Western bigotry. Note however the words Kipling uses to show us that this is not in fact a doll: "The doll wakes, turns into a Japanese baby something more valuable than money could buy". The "Japanese doll" is a priceless human child and not a commodity to be bought in Bayswater.<br><br>Perhaps the prejudice is not so much on the surface of Kipling's writing as under the surface of the reader's presuppositions? Time and again wry observation turns the familiar world into something fresh, and reminds the reader of shared humanity with the strange and foreign people being observed. Kipling as a tourist is no mere gawker whether in strange yet familiar Yokohama or in foreign Vermont. (Summary by Tim Bulkeley)

The stories, first published in 1902, are fantastic accounts of how various natural phenomena came about. The original editions of Just So Stories were illustrated with woodcuts by Kipling himself. Each story is accompanied by a poem, in a somewhat ballad style. Many of the stories are addressed to “Best Beloved” (they were first written for Kipling’s eldest daughter, Josephine, who had died during an outbreak of influenza in 1899), and throughout they use a comically elevated style inspired by the formal speech of India, full of long and improbable-sounding words, some of them made up. As a result, it is a delight to read them aloud, and easy to memorize passages from them. they have been recorded several times before but I wanted to enjoy rolling those wonderful words around myself. 'Puck of Pook's Hill' is a fantasy book by Rudyard Kipling, published in 1906, containing a series of short stories set in different periods of English history. It can count both as historical fantasy – since some of the stories told of the past have clear magical elements, and as contemporary fantasy – since it depicts a magical being active and practising his magic in the England of the early 1900s when the book was written.<br /><br />The stories are all narrated to two children living near Burwash, in the area of Kipling's own house Bateman's, by people magically plucked out of history by the elf Puck, or told by Puck himself. (Puck, who refers to himself as "the oldest Old Thing in England", is better known as a character in William Shakespeare's play A Midsummer Night's Dream.) 31France At War: On the Frontier of Civilization

In 1915, as the "Great War" (World War 1) entered its second year Rudyard Kipling made a journalistic tour of the front, visiting French armed forces. By then he was already winner of the Nobel Prize for Literature (the first writer in English to be so honoured). He published his observations in articles in the Daily Telegraph in England, and in the New York Sun. At that stage of the war nationalistic sentiments were running high but the true cost of war was beginning to be understood "at home".<br><br> The collection of journalistic pieces is preceded by a poem, "France", that had been published before the outbreak of war (in 1913) which has a more overblown jingoistic feel to it than the reflections on war itself. The poem does, though, show Kipling's love of France, as well as his sense of the destiny of imperial dreams.<br><br> Kipling himself was an ardent and effective writer of propaganda directed primarily against German treatment of civilians. The "rape of Belgium" in 1914 and the sinking of the Lusitania earlier in 1915 were particularly shocking. In Kipling's eyes such "total war" was a renunciation of civilisation. The heat of his reaction is associated with his militarism. Although not a soldier, Kipling was educated at the United Services College (a school for the sons of officers which prepared students to enter Sandhurst and Dartmouth - the British army and navy officers training establishments). His writing is deeply imbued with notions of military service as honorable and, among civilised people, restrained and governed by rules.<br><br> Kipling encouraged his son John to enlist, and perhaps used his connections to get John enlisted despite poor eyesight and two earlier refusals. John died on 27th September 1915, just ten days after these articles were published (6th -17th September 1915).<br><br> Thus Kipling's account (not least in view of his reputation today as a supporter of British imperialism, and his jingoism) is still interesting one hundred years later as we try to understand our ancestors' experience. 34Village That Voted The Earth Was Flat

Possibly as relevant today as it ever was, this story tells the tale of an English village, Huckley, that is beguiled into voting the Earth was flat. How? And why? That is what this beguiling tale of Kipling's sets out to tell us; how the local Huckley squire, Sir Thomas Ingell, having lured two newspaper proprietors, a reporter and an MP into committing a speeding violation, has the tables turned on him by their making his village (and, thereby, him) an international laughing stock - with the help of Bat Masquerier, music hall proprietor, example of The Totally Amoral Soul and Personal Devil (to quote one of his co-conspirators). The dancing of the Gubby, the totally imaginary Huckley village dance, in the Houses of Parliament serves as a climax and a high spot of the tale.
