1ERIC ED513487: Opportunity Knocks: Closing The Gaps Between Leaders And The Public On Math, Science, & Technology Education--A Qualitative Research Report On The Kansas City Region

The Kansas City region is in many ways representative of the larger national economy. As with many cities of its size, the largest area of employment, other than in government, is in the healthcare sector. While biomedical research is a major growth area across the nation, Kansas City is also the national leader in the animal healthcare industry, in part because of the impact of major biomedical research organizations such as the Stowers Institute. This has given Kansas City a foothold for future development, and as Peter Levy, the President of the Chamber of Commerce noted, "It may be that the greatest challenge we have given ourselves as a community is to leverage our way up to be one of the leading communities in life sciences research in the country." While these areas of economic development have obvious and strong connections to math, science and technology (MST) education, business leaders we spoke with for this study also emphasized the extent to which more traditional jobs, such as construction, manufacturing and many others, require workers to have a stronger MST background simply because of the increasing role played by technology. Moreover, leaders stress that the kinds of analytic and collaborative skills that MST education inculcates, apart from specific content knowledge, are increasingly important to virtually "all" kinds of work in the modern economy. It's no surprise, then, that improving MST education is a driving concern of the region's leadership. The research summarized in this report was conducted to help inform efforts in the region to improve math, science and technology education and outcomes for all students. It follows up on a national report that identified an "urgency gap" between leaders and parents on the importance of MST education. In 2006, Public Agenda found that public concern about math and science has declined since the mid-1990's, even as concern among experts and leaders has ramped up dramatically. As American students continue to lag behind their international counterparts in MST achievement and as the number of American students pursuing careers in engineering and other MST related fields continues to decline, addressing this urgency gap has become critically important nationally. Does the same pattern apply in the Kansas City region? If so, what might be done about it? (Contains 4 notes.)

The objective of this research by NextGen AeroSciences, LLC is twofold: 1) to deliver an initial "toolbox" of algorithms, agent-based structures, and method descriptions for introducing trajectory agency as a methodology for simulating and analyzing airspace states, including bulk properties of large numbers of heterogeneous 4D aircraft trajectories in a test airspace -- while maintaining or increasing system safety; and 2) to use these tools in a test airspace to identify possible phase transition structure to predict when an airspace will approach the limits of its capacity. These 4D trajectories continuously replan their paths in the presence of noise and uncertainty while optimizing performance measures and performing conflict detection and resolution. In this approach, trajectories are represented as extended objects endowed with pseudopotential, maintaining time and fuel-efficient paths by bending just enough to accommodate separation while remaining inside of performance envelopes. This trajectory-centric approach differs from previous aircraft-centric distributed approaches to deconfliction. The results of this project are the following: 1) we delivered a toolbox of algorithms, agent-based structures and method descriptions as pseudocode; and 2) we corroborated the existence of phase transition structure in simulation with the addition of "early warning" detected prior to "full" airspace. This research suggests that airspace "fullness" can be anticipated and remedied before the airspace becomes unsafe.

The state of university science and engineering research capabilities is considered. Attention is directed to the need for improving and enhancing the research infrastructure, including support for instrumentation, buildings, and other related research facilities. U.S. universities and colleges are encountering severe facilities and instrumentation problems. Federal funding to universities has recently been made in political, rather than peer review, circumstances. Recently, several universities have attempted to alleviate their infrastructural problems through direct solicitation to the Congress, thereby by-passing any peer-group review, which is based on scientific merits of specific proposals, in open competition. Constraints to the research infrastructure in U.S. universities include equipment, space, support personnel, graduate student support, and the ability to handle the information explosion and to translate new information into practice. In addition, universities face increased indirect costs. The attractiveness of an academic career is being diminished by an environment that provides outdated equipment and inadequate laboratory space. Tax incentives to business and equipment grants by the federal government are important catalysts in the development of university-industry research partnerships. (SW)

An assessment of the impact that funding mechanisms had on the productivity and performance of university research is presented in this report. The General Accounting Office (GAO) study focused on five universities that had reputed improvement in program quality. The GAO study concentrated primarily on what funding and other strategies these universities used to improve selected departments and how these departments were able to finance their improvement initiatives. Specific questions examined were whether particular funding mechanisms played a role in helping universities improve program quality and whether two funding mechanisms, i.e., individual project grants and center grants had different effects on the performance of research. It was found that at the five universities GAO visited, the common element in improvement was an explicit commitment from the university to improve quality through increases in internal and/or external funding and personnel changes. Initial funding was necessary for building quality, although it came from a variety of sources. An appendix contains a summary of scientists' responses to selected questions on research funding. This study was conducted to describe a teacher developed high school engineering course, to identify teaching strategies used in the process of delivering math and science literacy through this course, to identify challenges and constraints that occurred during its development and delivery, and to describe the strategies that were used to overcome those obstacles. A case study was conducted using semi-structured interviews with the engineering instructor at Benilde-St. Margaret's in St. Louis Park, Minnesota. In addition, the researcher conducted classroom observations and reviewed instructional materials, teacher lesson plans, and teacher journals. Themes that developed regarding the strategies used to deliver this particular course identified that concepts created its platform for delivery, curricular trial and error was at work, science and engineering competitions were leveraged as a basis for learning activities, project based learning and teaching were employed, there was a clear emphasis on creative thought and work, and the teacher served as a guide rather than the sole "sage". Themes developed regarding the identification of challenges and constraints that occurred during the development and delivery of this engineering course were assessment of student learning was dubious and elusive and stakeholders tended to be uneasy with this new pedagogy. The Army science and technology (S&T) program is conducted both in-house and in external laboratories. The program consists of basic research, applied research, and advanced development, known by their respective budget codes of 6.1, 6.2, and 6.3. All of the interfaces among the in-house laboratories, academia, and industry serve to broaden and strengthen the Army S&T program. DoD sponsorship of the Independent Research and Development (IR&D) program in industry has the same goals. This paper presents the various ways in which the Army laboratories link their work with external laboratories and looks for ways to improve these interfaces, with special emphasis on the IR&D program. The paper begins with a review of some successful interfaces between in-house efforts and those in the private sector. Examples of important interfaces leading to successful development of Army systems are taken from earlier studies. In these references, the close working relationships between Army laboratories, especially the Research, Engineering, and Development Centers, and the contractors that were building the particular systems under review are shown. We then provide important background on the IR&D program, including a discussion of efforts by the other Services to improve their IR&D interface. We also review Service participation in the IR&D program and provide commentary from interviews with selected individuals who have had experience with the IR&D programs. These include personnel from the Army, the Office of the Under Secretary of Defense for Acquisition, Technology and Logistics, other DoD components, and the private sector. The paper concludes with a review of these comments and offers conclusions and recommendations for improving the Army's ability to ally itself more closely with the IR&D program. Appendixes include a list of persons interviewed, IR&D roles and responsibilities in DoD, and a critique of the Defense Technical Information Center (DTIC) IR&D database.

The college retention rates for underrepresented minorities (URM) in science, technology, engineering, or mathematics (STEM) are lower than other groups. One reason may be that the studies often do not view premature departure from a cultural perspective. This exploratory investigation focused on developing an instrument that employed a cultural perspective to detect differences based on racial/ethnic group affiliation. The instrument derived from the literature is examined using principal components analysis in an attempt to discover the underlying constructs and identify meaningful variables. Multivariate analysis was used for comparing groups. A description of the study is presented and its application with a sample of underrepresented minorities from 15 public and private universities in Ohio. (Contains 6 tables.)

Traditional Chinese Medicine (TCM) appropriate technologies—such as moxibustion, cupping therapy, auricular acupressure, scraping (gua sha), and herbal compresses—are characterized by their simplicity, safety, low cost, and ease of use in clinical nursing practice. These non-invasive and holistic interventions are increasingly valued for their role in symptom management, health maintenance, and chronic disease care. They align well with the growing global interest in integrative and complementary medicine, especially in the context of aging populations and the pursuit of patient-centered care. This project presents a bibliometric analysis of research on TCM appropriate technology in nursing, based on the Web of Science Core Collection. While existing studies have predominantly focused on literature sourced from Chinese-language databases, this study takes a novel international perspective to examine how TCM nursing technologies are represented, researched, and disseminated within the global academic community. Utilizing CiteSpace, Bibliometrix (R package), and Microsoft Excel, the study systematically analyzes publication output, keyword co-occurrence, co-authorship networks, and co-citation patterns. The objective is to identify influential researchers, institutions, and countries, map the intellectual structure of the field, and reveal emerging trends and research frontiers. The findings are expected to offer valuable insights for guiding future research, enhancing academic collaboration, and promoting the global recognition and integration of TCM-based nursing interventions.

This report describes federal funding mechanisms used, including relative magnitudes of support, by the six federal agencies that support most of the scientific research at universities and examines trends of how the use of these mechanisms has changed over time. The six agencies are the National Institutes of Health, the National Science Foundation, the Department of Energy, the Department of Defense, the National Aeronautics and Space Administration, and the Department of Agriculture. The array of mechanisms includes: (1) individual project support; (2) program support; (3) center support; (4) special training needs; (5) major equipment and facilities; and (6) institutional support. For purposes of the report, funding mechanisms are classified as either mechanisms that support research directly or mechanisms that support the infrastructure of research. The report examines the funding of mechanisms used by private foundations and voluntary associations in supporting university research. The data were collected for fiscal year 1984 and are limited to funds obligated by federal agencies for the performance of research at and by a university department, program, center, or other university facility. These hearings focused on a number of bills that, in various degrees, call for new organizational arrangements in the federal government, for a stronger role in technological innovation. The central question addressed was whether the advancement of American technology needs the active participation of the federal government, be it in the currently highly visible, high technology sector or in the more traditional smokestack industries that much of the country relies on. Two of the bills propose the establishment of a new agency to be known respectively as either the National Technology Foundation or the Advanced Technology Foundation. Both bills would create or bring together programs closely related to technology development. They would also establish a number of new programs, but basically they would give a strong push to government support for research and development aimed at fostering technology to the point where commercialization would take over. Two other bills would instead initiate major studies of the entire question of industrial competitiveness. These proposals take the view that decisions should not be made until additional consensus is reached. Other lesiglative proposals would target federal support on technology for the manufacturing sector. Witnesses included congressional representatives, officials of U.S. government agencies, and representatives from industry. (JN)

It features opening statements by Congressman Steven H. Schiff, chairman of the House Subcommittee on Basic Research, Congresswoman Constance A. Morella, chairman of the House Subcommittee on Technology, as well as Congressmen Pete Geren and Curt Weldon. Testimony is included from two panels of witnesses. The first includes: (1) Anthony M. Rutkowski, Executive Director of the Internet Society; (2) Ann Duvall, President of Surf-Watch Software, Inc.; and (3) Steven Heaton, General Counsel and Secretary of Compuserve; all of whom offer background information on the nature and structure of the Internet and an introduction to screening software and other technologies that can assist parents in restricting access to obscene material on the Internet.
