This sampling and analysis plan (SAP) describes procedures developed for the treatability investigation of soil vapor extraction (SVE) at Site S at the McClellan Air Force Base near Sacramento, California. The purpose of the treatability investigation is to develop sufficient field and operational data to assess the applicability of SVE technology in removing site-specific contaminants at the base. Site S is one of 12 waste disposal sites identified as a former fuel and solvent disposal pit. Primary objectives of the sampling and analysis efforts are to: (1) Assess the nature and extent of vadose zone soil contamination; (2) Evaluate the in situ permeability of vadose zone soils; (3) Obtain site-specific field data for design of the pilot-scale SVE system; and (4) Evaluate the effectiveness and implementability of SVE for site remediation and recovery.

The closure and realignment of Fort Douglas, a subinstallation of Fort Carson, Colorado, will result in the reassignment of its functions to other installations. (Fort Carson has, and will continue to provide environmental Support to Fort Douglas). Following closure, approximately 51 acres of the approximately 119-acre Fort Douglas installation will be declared as excess property for public disposal (Figure 1-2). The remaining acreage will be retained by the federal government for use as a military Reserve Center. In preparation for excessing approximately 51 acres of Fort Douglas, the tasks of the EI/AA, as delineated in the Technical Plan, will be performed from the perspective of a property transfer assessment. The property transfer assessment will involve environmental studies consisting of (1) an investigative phase to determine the nature and extent of any areas of environmental concern, (2) a risk assessment phase to characterize risk to human health and the environment, and (3) an alternatives assessment phase to develop and evaluate remedial action alternatives. A Decisions Document will be developed in response to the findings of these studies and in response to public comment.

This report describes semiannual ground-water sampling and chemical analysis of observation wells near the Metropolitan Utilities District (MUD) Platte River West Well Field for at least 2 years for possible contaminants from the former Nebraska Ordinance Plant (NOP) site near Mead, Nebraska. To meet the needs and requirements in providing adequate data and background information, a Sampling and Analysis Plan (SAP) was prepared by the U.S. Geological Survey (USGS), in cooperation with MUD. The SAP consists of two parts: (1) Field Sampling Plan (FSP) and (2) Quality Assurance Project Plan (QAPP). This plan identifies information needed for the PHA. ATSDR-developed public health assessment methodologies and future land use scenario considerations were used to arrive at DGSAP recommendations. This confirmation sampling and analysis plan (SAP) for the Base Exchange (BX) Service Station, Facility 736, Site ST-29, at Patrick Air Force Base (AFB), Florida has been prepared by Parsons Engineering Science, Inc. In December 1988, the Defense Secretary's Commission on Base Realignment and Closure released a report which recommended the Bennett Army National Guard Facility (BANGF) for closure. In March 1989, the U.S. Army Toxic and Hazardous Materials Agency (USATHAMA), since renamed the U.S. Army Environmental Center (USAEC), was assigned the responsibility for centrally managing the Base Realignment and Closure Environmental Restoration Program. As part of this program, sample design plans were prepared by R.L. Stollar & Associates (1991) to support the performance of a Remedial Investigation and Feasibility Study (RI1FS) at BANGF. Subsequent to the initial preparation of the plans, funding was suspended, and the actual RI/FS field work was not conducted. In September 1993, BANGF was selected for inclusion on the Federal Agency Hazardous Waste Compliance Docket. EPA policy requires a preliminary assessment (PA) and, if warranted, a site inspection (SI) be submitted within 18 months of being listed on the docket. This Sampling and Analysis Plan has been prepared to support an SI to meet this requirement.

The type, number, and scope of errors on Basic Educational Opportunity Grant (BEOG) program applications were estimated in a replication of a 1976-1977 Internal Revenue Service (IRS) Comparison Study. Information reported on BEOG applicants and IRS income tax returns was compared for various categories of applicants. The study provides information on the impact of major quality control initiatives undertaken by BEOG during the 1978-1979 academic year, preaward validation (PAV), and the revisions to the application processing system edits. BEOG applicant files that were matched with IRS files consist of: 1979-1980 BEOG regular applicants with 1978 IRS file; 1979-1980 BEOG supplemental applicants with 1979 IRS file, and 1978-1979 BEOG quality control study group with 1977 IRS file. The PAV Study objectives center on assessing the relative efficacy of the validation process and the pre-established criteria for selecting applicants most likely to misreport information. Information is included on the logistics and sampling plans (e.g., selection of the preliminary sample, obtaining parents' social security number, finalizing the sample, IRS data extraction, and merging the IRS and BEOG data). The existing background database for Fort Sheridan is insufficient to permit a determination of background concentrations at acceptable statistical confidence levels. This Background Sampling and Analysis Plan (BSAP) is designed to address this issue through the collection of additional background samples at Fort Sheridan to support the statistical analysis and the Baseline Risk Assessment (BRA). Some background data have been collected during previous phases of work at Fort Sheridan and are to be validated according to procedures listed in the Overall Quality Assurance Project Plan (OQAPP) (ESE, 1995). It is anticipated that the data collected under this BSAP will be combined with the validated portion of the previously collected data to constitute the complete background database at Fort Sheridan. The scope of work defined under this BSAP will provide adequate data to permit the objectives of the background sampling to be achieved even if none of the previously collected data pass the independent data validation program. Background Sampling Areas Areas for the collection of background samples were selected by the Base Realignment and Closure (BRAC) Cleanup Team (BCT) during a site visit on July 19, 1994. These areas were selected because they are believed to be unaffected by activities at Fort Sheridan based on a review of available site records and aerial photographs. Ten locations for the collection of background samples have been identified. These locations have been grouped into five areas, based primarily on physical proximity, as follows: Background Area - North; Background Area - East * Background Area - South; Background Area - West; Lake Michigan Bluff Area; Background Surface Water and Sediment Sampling Locations.

In December 1988, the Defense Secretary's Commission on Base Realignment and Closure released a report which recommended the Bennett Army National Guard Facility (BANGF) for closure. In March 1989, the U.S. Army Toxic and Hazardous Materials Agency (USATHAMA), since renamed the U.S. Army Environmental Center (USAEC), was assigned the responsibility for centrally managing the Base Realignment and Closure Environmental Restoration Program. As part of this program, sample design plans were prepared by R.L. Stollar & Associates (1991) to support the performance of a Remedial Investigation and Feasibility Study (Rl/FS) at BANGF. Subsequent to the initial preparation of the plans, funding was suspended, and the actual Rl1FS field work was not conducted. In September 1993, BANGF was selected for inclusion on the Federal Agency Hazardous Waste Compliance Docket. EPA policy requires a preliminary assessment (PA) and, if warranted, a site inspection (51) be submitted within 18 months of being listed on the docket. This Sampling and Analysis Plan has been prepared to support an SI to meet this requirement. This Sampling and Analysis Plan is based on the Rl/FS sample design plan originally developed by R.L. Stollar & Associates in 1991. This 51 Sampling and Analysis Plan has been modified based on the scope of work for a SI of this facility. This document presents the sampling objectives, site history, specifications of equipment, analyses of interest, sample types, and sample locations for the SI. This document and the site specific Health and Safety Plan have been prepared to serve as a field manual during the data collection program.

This Sampling and Analysis Plan (SAP) presents the proposed scope of work to be conducted at Installation Restoration Program (IRP) Site SD-11, Aircraft Ground Equipment (AGE) Maintenance Area, at Beale Air Force Base (AFB), Yuba County, California. The AGE Maintenance Area includes a backfilled underground storage tank (UST) excavation and adjoining property which has been impacted by petroleum hydrocarbon releases to the subsurface. This SAP is intended to guide soil and soil vapor sampling at the AGE Maintenance Area to document the effectiveness of bioventing remediation of petroleum-hydrocarbon-contaminated soils and to support a no further investigation (NFI) recommendation for the three former USTs previously located at the site. This SAP consist of eight sections, including this introduction. Section 2 includes site description, history, and summaries of previous investigations and remediation activities. Section 3 includes the proposed SAP. Section 4 provides a discussion of the criteria that will be used to support a NFI recommendation for the former USTs and petroleum-hydrocarbon-contaminated soils within the AGE Maintenance Area. Analytical results from the sampling activities and recommendations will be presented in a results report as described in Section 5. A proposed schedule for the sampling activities and submittal of the results report is included in Section 6. Section 7 provides points of contact. Section 8 provides references cited in this SAP.

35DTIC ADA303764: Supplemental Field Study, Sampling And Analysis Plan.

The overall purpose of the supplemental field study (SPS) is to resolve the biomagnification factor (BMF) dispute issue that was raised by the EPA upon its review of the August 1993 draft final integrated endangerment/risk characterization (TEA/RC) report. Work to be conducted in SFS-Phase I involved collecting and analysing biota tissue samples from RMA 'area of dispute' (AOD). A specific area where ecological risk may or may not be present. If the SFS-Phase I indicates that unacceptable risks to biota are likely, then a SFS-Phase II sampling program may be initiated to collect additional tissue and soil data to estimate field BMFD for selected species. This sampling and analysis plan details how field samples will be collected and analyzed for the contaminants of concern in the SFS-Phase I. This report is organized into the following sections and appendices: section 1.0-introduction. Section 2.0-site background information. Section 3.0-field sampling program. Section 4.0-laboratory analysis program. Section 5.0-quality assurance project plan.

Objectives of this work plan are to ensure that monitoring well construction and groundwater sampling and sample custody procedures employed at the 84th U.S. Army Reserve's Training Center are consistent with Donohue's standard guideline and specifications prior to the initiation of onsite activities. This plan will: Document sample frequency, depth, and the geotechnical testing requirements required to properly evaluate site geology; Describe procedures for monitoring well installation and development; Describe the equipment and sampling methods that will be used to obtain groundwater and soil samples: Describe precautions to be taken during collection of groundwater samples which will minimize potential contamination; Outline procedures for documentation of field activities; and Describe the methodology employed for sample labeling, packaging, storage, shipping, and chain-of-custody procedures. Four groundwater monitoring wells will be installed at two location. Each well nest will be comprised of one 20-foot observation well and one 45-foot piezometer. Following development of each newly-installed well, twelve new and existing wells will be sampled to determine groundwater quality.

U.S. Army Woodbridge Research Facility (WRF) was used in the past as a major military communications center and a research and development laboratory where electromagnetic pulse energy was tested on military and other equipment. WRF is presently an inactive facility pursuant to the 1991 Base Realignment and Closure list. Past investigation activities indicate that polychlorinated biphenyl compounds (POBs) are the primary chemicals of concern. WRF is presently in the process of being turned over to the United States Fish and Wildlife Service (USFWS) to be used as a wildlife refuge and training facility. This task calls for provision of the necessary staff and equipment to provide remedial investigation/feasibility study support for the USAEC BRAC Program investigation at WRF. During the past two years, Edwards Air Force Base (AFB) has participated in the Air Force Bioventing Pilot Test Initiative Project. Sponsored by the Air Force Center for Environmental Excellence (AFCEE) at Brooks AFB, Texas, the project included conducting more than 135 in situ bioventing pilot tests at 48 Air Force installations throughout the country. These tests were designed to collect data on the effectiveness of bioventing for the remediation of soil contaminated with fuel hydrocarbons (i.e., JP-4 jet fuel, diesel fuel, gasoline, heating oil, etc.). One-year-long bioventing pilot tests have recently been concluded at three Edwards AFB sites. Based on the results of these one-year tests, in situ bioventing has been effective enough to support closure of the IRP Site 43 Building 1200 Former Diesel underground storage tank (UST) Site.

This report presents the sampling and analysis plan for the hydrogeologic assessment to be conducted at McClellan AFB, California. Objectives of the assessment are characterization of hydrogeologic conditions and further definition of the extent of groundwater contamination beneath McClellan AFB. The primary uses of the data from the assessment will be to determine which areas may require groundwater operable unit remedial investigations and to evaluate groundwater remedial alternatives in future work. The hydrogeologic investigation is intended to: identify geologic and hydrologic characteristics of hydrogeologic units: determine continuity of waterbearing zones and aquitards; more clearly define horizontal and vertical determination. Data obtained from the assessment will provide a framework within which potential groundwater operable units may be determined and more effectively evaluated in the future. The scope of work includes: lithologic and geophysical logging of 19 pilot holes to depths of 360 feet; construction of as many as 51 monitoring wells in 19 well cluster locations; installation of 34 piezometric wells; sampling and analyses of all new monitoring wells; performance of 2 multiple-well and 40 single-well aquifer tests; and evaluation of the effects of local groundwater flow due to on-base water supply wells.

This report presents the sampling and analysis plan for the hydrogeologic assessment to be conducted at McClellan AFB, California. Objectives of the assessment are characterization of hydrogeologic conditions and further definition of the extent of groundwater contamination beneath McClellan AFB. The primary uses of the data from the assessment will be to determine which areas may require groundwater operable unit remedial investigations and to evaluate groundwater remedial alternatives in future work. The hydrogeologic investigation is intended to: identify geologic and hydrologic characteristics of hydrogeologic units: determine continuity of waterbearing zones and aquitards; more clearly define horizontal and vertical determination. Data obtained from the assessment will provide a framework within which potential groundwater operable units may be determined and more effectively evaluated in the future. The scope of work includes: lithologic and geophysical logging of 19 pilot holes to depths of 360 feet; construction of as many as 51 monitoring wells in 19 well cluster locations; installation of 34 piezometric wells; sampling and analyses of all new monitoring wells; performance of 2 multiple-well and 40 single-well aquifer tests; and evaluation of the effects of local groundwater flow due to on-base water supply wells.

U.S. Army Woodbridge Research Facility (WRF) was used in the past as a major military communications center and a research and development laboratory where electromagnetic pulse energy was tested on military and other equipment. RF is presently an inactive facility on the Base Realignment and Closure (BRAC) list. Past investigation activities indicate that PCBs are a primary chemical of concern. The WRF is presently in the process of being turned over to the USFWS to be used as a wildlife refuge and training facility. This task calls for provision of the necessary staff and equipment to provide remedial investigation/ feasibility support for the USAEC BRAC Program investigation at WRF. The scope of work includes Focused Feasibility studies, Remedial Investigations, Feasibility studies, ecological assessments, risk assessments, proposed plans, RODS and community relations support. This Technical and Sampling/Analysis Plan (T & S/A) supports the environmental studies to be completed by EA Engineering, Science and Technology, Inc. (EA) at specific sites located within the area identified for Base Closure at Fort Meade, Maryland. EA is conducting this work for the U.S. Army Toxic and Hazardous Materials Agency (USATHAMA) under Contract No. DAAAl5-88-D-0005, Modification 000102. This Plan in conjunction with separate Safety and Health, Resource and Data Management, and Quality Assurance Plans form the framework upon which this project will be conducted. Fort Meade has been a permanent U.S. Army installation since 1917. It is located on approximately 13,000 acres in northwestern Anne Arundel County, Maryland. In December, 1988, the Secretary of Defense's Commission issued a Base Closure and Realignment and this report identified 9,000 acres for closure and realignment. Fort Meade is situated almost equidistant between Baltimore, Maryland and Washington, D.C. (Figure 1-1). Figure 1-2 is a map of the Fort Meade area and can be found in the back pocket of this plan. This figure shows the division between the Cantonment area and the land identified for closure plus the relative locations of- the sites to be studied during this project. The Cantonment area, which occupies the northernmost one-third of the installation contains administrative, recreational and housing facilities. The Base Closure Parcel (BCP) encompasses the southernmost two-thirds of the installation. This area is largely wooded and contains the active sanitary landfill, an inactive clean fill dump, three inactive sanitary/rubble fill areas, Tipton Airfield, numerous underground storage tank sites, four water supply wells and associated distribution system. This confirmation sampling and analysis plan (SAP) is intended to guide soil, soil gas, and groundwater sampling at Spill Site No. 1 to document the effectiveness of bioventing for the remediation of petroleum-hydrocarbon-contaminated soils and to provide data for a risk-based assessment of contaminants remaining in site soils and groundwater. Spill Site No. 1 is the location of a release of jet fuel from former underground storage tanks (USTs) and/or associated product piping. The site is part of a solid waste management unit (SWMU) that includes the former UST system fuel pipeline and several other sites. Closure activities for this entire SWMU will be performed by Haliburton NUS (HNUS) at a later date. The objective of the confirmation sampling described in this SAP is to document the effectiveness of soil remediation at Spill Site No. 1 and to demonstrate compliance with ASTM (1995) RBCA guidance for future site closure. The proposed confirmation sampling described in Section 4 targets vadose zone soils, soil gas, and groundwater in the vicinity of former Pumphouse No. 4. Soil and groundwater data will be used to prepare a streamlined risk-based assessment of remaining petroleum hydrocarbon contamination at the site, and groundwater data also will be used to evaluate the rate of natural chemical attenuation occurring in groundwater. The sampling effort is being performed as part of the AFCEE Extended Bioventing project. It is anticipated that analytical results will support an Air Force-directed no-further-response-action-planned (NFPAP) decision for this site. This SAP consists of nine sections, including this introduction.
