What had the largest influence on General Momyers decisions regarding the acceptance of risk-to-mission for Seventh Air Force during Operation Rolling Thunder?During his time as Seventh Air Force Commander, General William Momyer oversaw US Air Force operations over North Vietnam, South Vietnam, and Laos. However, he operated within tight restraints placed upon Seventh Air Force by his political and military superiors. These restrictions were one of many influences he balanced while commanding operations. The primary influence was political: specifically, how to prevent his forces from causing the Vietnam War to escalate beyond what was politically acceptable. This paper examines various definitions of risk and a few military frameworks for risk mitigation. The resources used to uncover the influences on General Momyer include annual Air Force after-action reports, and primary source and scholarly works about the history of the air war over North Vietnam. In light of General Momyers experiences and the lack of doctrinal recommendations regarding times to accept risk, Joint doctrine should define and explain the concepts of risk-to-mission, risk-to-force, and risk judgment, and tactical level training missions should consider the impact of individual losses inside the theoretical scenario or notional air campaign.

This SRP examines Operation ROLLING THUNDER (1965-1968) bombing campaign in the context of military Principles of War and their applications. It analyzes accomplishment of strategic objectives and future implications for applications of airpower doctrine. It reviews the pre-Vietnam strategic situation, discussing its military, political, social, global, and doctrinal characteristics. It then analyses Operation ROLLING THUNDER by phases, focusing on its controversial aspects. This analysis concludes that Operation ROLLING THUNDER failed to accomplish most of its strategic objectives. It offers several contributing factors to account for this failure. This SRP concludes with examination of the lessons learned about airpower doctrine and of the strategic implications of Operation ROLLING THUNDER for the overall war effort in Vietnam.

History reveals a Janus-faced, nearly schizophrenic military attitude toward technological innovation. Some technologies are stymied by bureaucratic skepticism; others are exuberantly embraced by the organization. The opposing perceptions of skepticism and exuberance that greet military technologies mirror the different interpretations of technology's role in broader society. Thomas Hughes's theory of technological momentum attempted to reconcile two of the disparate perspectives' social constructivism and technological determinism. The theory of technological dislocations advanced by this thesis is a refinement of Hughes's theory and is more reflective of the complex, interdependent relationship that exists between technology and society. Drawing on a single, detailed historical case study that examines the development of air-to-air armament within the US Air Force, post-World War II through Operation Rolling Thunder, this paper illustrates how an unwavering commitment to existing technologies and a fascination with the promise of new technologies often obfuscate an institution's ability to recognize and adapt to an evolving strategic environment. The importance of a keen marketing strategy in outmaneuvering bureaucratic skepticism, the benefits of adopting a strategy of innovative systems integration vice outright systems acquisition, and the need for credible, innovative individuals and courageous commanders who are willing to act on their subordinates' recommendations are all revealed as being critical to successful technological innovation.

Douglas Kennedy of the U.S. Air Force Academy taught a class on Vietnam's War's "Operation Rolling Thunder" air campaign, which took place from 1965-68. He described goals of the campaign, such as destroying North Vietnam's transportation system, but also discussed the limitations put in place to avoid antagonizing other communist powers such as the Soviet Union and the People's Republic of China. During Operation Rolling Thunder, the United States Air Force was unprepared for the introduction of the SA-2 Guideline surface-to-air missile system into the North Vietnamese integrated air defense system (IADS). Following a series of aircraft losses in the summer of 1965, the USAF identified an emerging time critical requirement for a dedicated SAM suppression capability. This thesis will provide background for USAF air operations during Rolling Thunder. Next this thesis will use the Find, Fix, Finish, Exploit, and Analyze (F3EA) targeting methodology as an interpretive model for analyzing the creation, fielding, and tactical employment of USAF Wild Weasel platforms. This thesis will then analyze the structure and effectiveness of the North Vietnamese IADS, and show how mobility tactics and integration drove the requirement for the Wild Weasel platform. This thesis will discuss the initial acquisition and development of the Wild Weasel program up to and including the Wild Weasel III platform (F-105F/G), and then will examine how the operations-intelligence cycle allowed US aircrew to refine their understanding of the capabilities of the North Vietnamese IADS, and its emerging tactics. This thesis will conclude with an assessment of the Wild Weasel program during Rolling Thunder, and recommendations for future offensive counter-air planning and execution.
