This paper discursively analyzes the public conversation around immigration as it intrasects with state and federal policy, particularly in relation to higher education. I take in-state resident tuition policy as a departure point for an effort to explain how "undocumented" and "illegal" subject positions are produced through "intra"-secting policy texts, popular journalism, and presidential campaigns. I illustrate how understandings of students become reified into "undocumented" and/or "illegal" identities. Meanwhile, I pay special attention to the discursive productions made available from policy texts, highlighting the use of discourse analysis in the interrogation of social policy.

A report is given of a series of qualitative studies conducted to clarify the market patterns of career choice and expectation, recruitment and selection, turnover and mobility, and working conditions and career alternatives of public school teachers. A study of the career expectations of noneducation college students was also made. These studies sought to delineate the dynamics undergirding the market forces so that policy makers may have a more effective framework for analyzing and remedying the problems confronting the occupation of teaching. Focus was upon: (1) labor market variables affecting present education students and teachers; (2) the mobility patterns of resigning teachers; and (3) the variables affecting the career choices of noneducation college students in high-demand fields. Over 525 teachers, former teachers, and administrators in school systems and education students, noneducation students, professors, and administrators in universities representing 22 institutions in rural and urban sites in three different southeastern states were interviewed or surveyed. Policy strategies for attracting and retaining effective teachers are suggested. (JD)

This research aims to determine the strengths and weaknesses of the online exams, as well as the aspects that can be evaluated as opportunities and threats, by making a SWOT analysis of the online exams that are frequently used in the distance education process. For this purpose, the study was designed with the case study technique, one of the qualitative research methods. The research data were collected from academics who teach at the university and work in different titles and units. The questions prepared by the researcher, considering the factors related to the SWOT analysis, were presented to the participants as a structured interview form via an online form. Content analysis was used to analyze the data. The collected data indicate that online exams are powerful in terms of low cost, easy assessment, fast, and practicality. On the other hand, online exams have some weaknesses, such as technical problems, internet connection interruptions, difficulty with the exam preparation process, and security issues. Easy access to students and flexibility stand out as opportunities offered by online exams, while cheating was the biggest threat that the participants frequently mentioned.
