3The Impact Of Revolution 5.0 On Digital Government And Public Service Efficiency

This study explores the impact of Revolution 5.0 on public service efficiency in the context of digital governance. The primary aim of the research is to assess how advanced technologies such as Artificial Intelligence (AI), Big Data, and the Internet of Things (IoT) are influencing the performance and efficiency of government services. This study uses a quantitative research approach, employing a descriptive and explanatory design to describe the phenomenon and analyze the relationship between Revolution 5.0 technologies (independent variable) and public service efficiency (dependent variable). Data were collected through a survey administered to 250 respondents, including government employees, State Civil Apparatus (ASN), and the public, using a structured questionnaire with Likert scale items. The findings indicate that the integration of digital technologies significantly enhances administrative efficiency, reduces processing time, and improves public satisfaction with government services. The study contributes valuable insights into the ongoing digital transformation in public administration and provides recommendations for improving digital literacy among civil servants to further optimize service delivery.

7Fiscal Decentralization And The Efficiency Of Public Service Delivery - A Case Study Of Homabay County

This study aims to examine how fiscal decentralization affects the effectiveness of public service delivery in Homabay County. It uses a stochastic frontier method to estimate time-varying efficiency coefficients and investigates the effects of fiscal decentralization on those efficiency coefficients. The results show that, in some cases, fiscal decentralization can increase the effectiveness of public service delivery. Initially, the decentralization process needs appropriate political and institutional conditions or goodwill. Second, it would seem that good outcomes call for a high enough degree of expenditure decentralization. Third, there must be sufficient decentralization of both revenue and expenditure. Lastly, fiscal decentralization could make public service delivery less effective if these conditions are not met. The paper recommends the need for developing countries to adopt fiscal decentralization because it helps subnational governments raise revenues through enhancing tax administration and collection by the government as well as taxpayer compliance. It also supports legislation and policy changes that give subnational governments more fiscal authority.

15Production And Operating Strategies With Focus On The Efficiency Of The Public Service

This study focuses on the strategy for efficiency in production and operation in the services of a people management sector in a public judicial organization. Identified the need to innovate practices to achieve excellence, the U and Contingency Theories were used to reach proposed objectives. The general objective was to study the strategy for efficiency in production and operation in the Department of Personnel Management, and as specific objectives characterize the strategy of efficiency in production and operation, perform the SWOT analysis on the practices of the process operation and suggest innovation for efficiency of the productive process. The question asked was: What is the strategy for efficiency in the results of the production and operation of the services provided? To achieve the objectives and answer the question asked was qualitative research. Data collection was obtained through exploratory research in loco, followed by a descriptive phase through field research, using open interviews and application of query forms. Consequently, SWOT analysis and the DMAIC model were applied to finally suggest innovation. The proposed objectives were reached, where the contingency approach with a behavioral focus and guided leadership was envisaged. The question was answered and the motivation for suggestion of innovations was firmly established in the process of presencing and knowledge management of Theory U. It was concluded that the strategy for efficiency in results should focus on the dynamic organizational complexity, acting in an integrated way, developing abilities of employees until then unincorporated, allowing the evolution of the flow of knowledge management, empowering skills.

This article is from Healthcare Informatics Research , volume 16 . Abstract Objectives: This study sought to find answers to the following questions: 1) Can we predict whether a patient will revisit a healthcare center? 2) Can we anticipate diseases of patients who revisit the center? Methods: For the first question, we applied 5 classification algorithms (decision tree, artificial neural network, logistic regression, Bayesian networks, and Naïve Bayes) and the stacking-bagging method for building classification models. To solve the second question, we performed sequential pattern analysis. Results: We determined: 1) In general, the most influential variables which impact whether a patient of a public healthcare center will revisit it or not are personal burden, insurance bill, period of prescription, age, systolic pressure, name of disease, and postal code. 2) The best plain classification model is dependent on the dataset. 3) Based on average of classification accuracy, the proposed stacking-bagging method outperformed all traditional classification models and our sequential pattern analysis revealed 16 sequential patterns. Conclusions: Classification models and sequential patterns can help public healthcare centers plan and implement healthcare service programs and businesses that are more appropriate to local residents, encouraging them to revisit public health centers.
