A potentially serious gap exists in the preparedness of the public health system to respond to terrorism: risk communication. Unless this system is better structured to provide American citizens with a clear understanding of the potential risks and hazards associated with a terrorist event - particularly a bio-terrorism event - citizens not only run the risk of taking inappropriate protective actions, but also of experiencing increased (and potentially debilitating) levels of fear. In a survey I conducted of public health officials in an eleven state region (which includes my own state, Colorado) I found that significant for improvement exist in their emergency preparedness planning. Of particular concern, is the states' limited risk communication planning. Nonetheless, there was a high level of confidence in the states' perceived level of preparedness to respond and communicate risks during a potential bio-terrorism event.

The efficacy of a self-management program emphasizing self-assessment and self-recording was investigated with a class of nine behaviorally disordered boys (10-13 years old). Following baseline and untrained self-record phases, two training phases in which Ss were reinforced for accurate self-recording were implemented. A final self-record phase followed the training phases. The reliability of the students' self-recording increased through the training phases and maintained at an accurate rate during the final self-record phase. Concurrent decrease in disruptive behavior was demonstrated. Academic response rate did not deteriorate and, in individual cases, showed improvement during the course of the program. (Author/SB)

Irrespective of the nature of organization, management is essential in order to ensure productivity and effectiveness. The process of management includes setting objectives, designing the methods and creating an environment for the application of designed methods in order to achieve the set objectives. The scope of management greatly varies because of the variations in the nature of organization - private, public and voluntary. Both the public and private sectors have a long history of management. The two sectors, on the basis of their distinct nature and role, have chosen different management systems; while the voluntary sector, however, after reaching the identity of the third sector, is still in search of management system of its own. Since NGOs are supposed to be strategic organizations, they face more uncertainty in their environment than any other type of organizations. Besides, there are some distinct characteristics that necessitate distinct management systems for NGOs.

This thesis provides a comparative analysis of the financial management curriculum at the Naval Postgraduate School (NPS) and other graduate public financial management curricula offered in graduate college and university programs throughout the United States. MBA curriculum data were solicited from business schools, MPA curriculum data were obtained from policy school and DoD components were polled for service-sponsored graduate education data. Curricular data are compared and evaluated. The thesis concludes that the financial management curriculum at NPS is a special program that includes the best of both MBA and MPA curricula. The NPS curriculum coverage is uniquely adapted to provide public sector graduate financial management education. No other program offered in the U.S. is better designed to meet the financial management education needs of the Navy and Department of Defense. It meets the requirements of the sponsor, and is a course of study that the Navy can depend on to produce financial managers to handle present and future fiscal challenges.

One of the problems faced by public shipyards is delays in completing maintenance, upgrades, and overhauls on ships. The general trend is for ships to be delivered behind schedule, which impacts the U.S. Naval Fleets operational readiness and increases the overall cost burden of availabilities to the U.S. Navy. This study investigates the current public shipyard architecture, the contracting vehicle utilized to award shipyard availability contracts, and the relationship between the public shipyard permanent workforce and the contingent workforce. The investigation consists of analysis of public shipyard availability data and examination of the current architecture of public shipyards. The result of the analysis is the development of a proposed High-Value-Best-Value (HVBV) system-of-systems approach to managing human capital and contracting efforts in public shipyards. The HVBV system-of-systems approach is intended to increase worker-human capital, including effectiveness and efficiencies, by creating an integrated product team between the permanent and contingent shipyard workforce. Additionally, the HVBV system of systems utilizes the best value contracting approach by selecting the highest performer for the lowest cost, ensuring high performance and minimizing shipyard risk and delays by forcing accountability between the shipyard and the contractor.

This study examined the relationship between management succession and survival of Public Universities in Bayelsa State. The study adopted a cross sectional survey in its investigation of the variables. Primary data was generated through structured, self administered questionnaire. A sample of 268 respondents was calculated using the Taro Yamane’s formula for sample size determination. The reliability of the instrument was achieved by the use of the Cronbach Alpha coefficient with all the items scoring above 0.70. The hypotheses were tested using the Spearman’s Rank Order Correlation Coefficient. The tests were carried out at a 95 confidence interval and a 0.05 level of significance. The study findings revealed that there is a significant relationship between management succession and survival of Public Universities in Bayelsa State. The study concludes that management succession positively influences the survival of Public Universities in Bayelsa State. This implies that effective management succession planning is crucial for ensuring the smooth continuity of leadership and the preservation of institutional stability. When leadership transitions are well managed and carefully executed, it can lead to improved governance, strategic decision making, and overall organizational performance. The study recommends that public universities in Bayelsa State should establish a well defined succession planning strategy that identifies potential successors, assesses their skills and competencies, and provides appropriate training and development opportunities. This study investigated classroom management practices among teachers in public senior secondary schools in Anambra State. Three research questions and hypotheses were formulated to guide the study in line with the stated specific objectives of the study. Descriptive research design of the survey type was adopted and the population of the study comprised 3395 teachers in public senior secondary schools in the six education zones in Anambra State. The sample size consisted of 556 teachers representing 16 of the total population drawn using a stratified sampling technique based on educational zones. The instrument for data collection was the researchers designed 41 item questionnaire tagged “Effective Classroom Management Practices Among Public Senior Secondary School Teachers’ Questionnaire ECMPPSSTQ .” The instrument was validated by three experts and the reliability coefficient of 0.84 was determined using Cronbach alpha. Research questions were answered using mean and standard deviation while t test statistics was used to test null hypotheses at 0.05 level of significance. Findings revealed that teachers in public senior secondary schools in Anambra State are aware of various classroom management practices to a high extent. The study concluded that teachers are conversant with various techniques and strategies to ensure classroom management and control in public secondary schools in Anambra State. The study, therefore, recommended the following among others secondary school teachers should adopt and utilize different classroom management techniques and strategies to ensure class control and enhance students’ academic achievements. Participation by the public in water resources planning has become vital because of the increasing number of citizens who desire to be involved in helping make decisions in local planning. The Cleveland-Akron Wastewater Management Study affects some 3 and 3/4 million people. There are almost 2 and 1/2 million people living today in the Three Rivers Watershed region, another 3/ 4 million living in the western counties where land treatment is possible, and 1/2 million living in the counties where sludge might be used to reclaim trip mined line. These people represent a great variety of interests. Such complexity of size and interest calls for extensive public input. The objective communication between the planner and the many people whose interests are affected by the results of the study. Social, political, and environmental aspects of any planning program are as important as engineering and economic feasibility. It is only through a close working relationship with the local people that the social needs and political realities can be related to the study.

The paper discusses the problem of operation of medical waste management systems in the lubuskie voivodship local government health protection institutions 2007-2011. Based on the conducted research, 65% of the existing health protection institution subordinated to the Marshal Office of lubuskie voivodship presents endogenic changes of waste management systems mainly affected by the financial standing of the medical services sector. / Artykuł podejmuje problematykę funkcjonowania systemów zarządzania gospodarką odpadami medycznymi w wojewódzkich samorządowych jednostkach ochrony zdrowia regionu lubuskiego, w latach 2007-2011. Na podstawie przeprowadzonych badań, wśród 65% funkcjonujących publicznych jednostek ochrony zdrowia podległych Urzędowi Marszałkowskiemu Województwa Lubuskiego, ukazuje endogeniczne zmiany ich systemów gospodarki odpadami determinowanych przede wszystkim kondycją finansową sektora usług medycznych.
