Nabokov’s “Signs and Symbols” (1958) is a short story that baffled its readers when it was first published in The New Yorker in 1948 and continues to be an enigma to many readers. The compact style, lack of plot and backstories, and the enigmatic mental disorder of the protagonist largely constitute this enigma, and makes the short story a writerly text open to multiple interpretations. While it has been interpreted from diverse perspectives for the past seventy years, its engagement with the ‘politics of fear’ in Nazi Germany and Cold-War America has not been subjected to critical scrutiny. ‘Politics of fear’ is a theory developed by Wodak (2015) to conceptualize right-wing political discourses and strategies. This paper uses this theory as a critical perspective to analyze how the protagonist’s mental disorder, ‘referential mania,’ reflects the nationalist and divisive right-wing political strategies of German and American populists of World War II and the Cold War. It also compares this portrayal with the reflection of ‘politics of fear’ in “99 Red Balloons” (1985), a protest song produced by Nena in Cold-War Germany.

Al-Shabaab poses a persistent threat in the Horn of Africa, able to mount spectacular transnational attacks such as the siege on the Westgate Mall in Nairobi, Kenya in 2013 and twin suicide bombings in Kampala, Uganda in 2010. Particularly worrying for Western governments is the group’s merger with al-Qaeda, combined with its ability to recruit fighters from Europe and North America. al-Shabaab’s extensive use of propaganda to gain recruits and external support has been well documented. Most studies of al-Shabaab’s propaganda activities are centered on techniques, mediums and themes, with little focus on effectiveness. This study seeks to determine the effectiveness of al-Shabaab’s propaganda by quantitatively evaluating the relationship between propaganda and behaviors linked to the strategic effects sought by al-Shabaab. Statistical analysis is used to determine the significant relationships between al-Shabaab propaganda, target audience behaviors, and desired effects. Results demonstrate that al-Shabaab’s propaganda is statistically ineffective at achieving the desired effect. This research recommends a strategy to counter al-Shabaab propaganda focused on disruption of al-Shabaab’s message dissemination, providing a credible alternative to the group’s propaganda, and highlighting discrepancies between al-Shabaab’s propaganda and the group’s actions.

During this period, almost 70,800 feature stories and news items were analyzed. However, the main purpose of this edition is to provide the reader with an overview of Soviet rhetoric, propaganda slogans, themes and topics directed to Russian military forces during January 1984. This report contains a summary of propaganda themes from the Russian language newspaper Red Star (Krasnaya Zvezda). With a circulation of several million copies, this daily newspaper is the official publication of the Ministry of Defense. In particular, it represents the views and articulates the issues important to the Main Political Administration of the Soviet Army and Navy, which is responsible for the political reliability of all Soviet military forces.

In May 1984, the editors of Krasnayz Zvezda (Red Star), the official publication of the Soviet Ministry of Defense, allocated over 36% of the international and foreign affairs space to activities and events of the United States. The average amount of print space allocated to Washington during the past five years has been 30% percent of the total coverage (in Red Star) for foreign news and commentary. During May, the Kremlin repeatedly underscored the following propaganda themes, slogans and headlines: (1) The hypocrisy and treachery of Washington--Reagan lies about his desire for real arms control. (2) Reagan intensifies and expands his anti-Soviet and anti-communist propaganda campaigns. (3) NATO and the Pentagon expand their PSYWAR campaign against Soviet and Warsaw Pact soldiers. (4) Space adventurism--Reagan accelerates American preparations for Star Wars. (5) More lies from Reagan--The American president (in a television speech) claimed that the United States policy in Central America is fighting communism and Soviet intervention. Of course, this is another lie. (6) Self-appointed protectors--The U.S. has increased the scope and intensity of its hegemonistic activities in the Persian Gulf; and (7) Reagan plans to use the Los Angeles Olympics as a political and anti Soviet tool.

This paper merits being read in its entirety. It pulls together into focus some of the activities of the Soviet Union in the field of international organizations and paints a frightening picture of the success of the Soviet anti-American campaign. It indicates that Soviet organized, Soviet dominated and Soviet penetrated international organizations in various fields appeal to all segments of all societies in different parts of the world according to an apparently planned pattern that produces a crescendo of anti-American sentiment in many areas of the world and in many walks'of life at a time favorable to some important Soviet move in the international field. The paper draws the following conclusions: 1. There is no way to counter these activities and ultimately seize the initiative other than vastly to increase our own utilization of international organizations, movements and groups despite the enormous sums of money and amount of effort that will be required. 2. That "without strongly subsidized and virile inter- national organizations running across the board at the top, the efforts made individually in the various countries will be dissipated by reason of not having an overall consolidated framework to tie into the fight against Communism." It "urges that efforts be renewed for adequate control and financing of those international organizations which are selected for our use or are created for our :purpose." During October 1984, the editors of Krasnaya Zvezda (Red Star), the Russian language newspaper and official publication of the Soviet Ministry of Defense, allocated 27 percent of international and foreign affairs space to activities and events of the United States. The Kremlin continued to distort the following events and/or issues as part of its worldwide disinformation program. In October 1984, 36 percent of Red Star's coverage dealing with the topic of American hegemony and imperialism concerned Reagan's war in Central America and the Caribbean. During the past two years, the Kremlin has repeatedly exploited American political, economic, and military events/actions in Latin America.

The United States Supreme Court case, Meese v. Keene, in which the justices narrowly defined the meaning of the term "political propaganda," failed to address adequately the complexities of the issue. In this case it is necessary to bring together divergent views about communications in the analysis of the legal problem, including historical methods of information control, case law, the arguments in the case, social science findings, and press model research. The case centered on the right of the government to label certain films as "political propaganda." In Meese v. Keene the Court: (1) failed to deal with the questions about persuasion from the body of knowledge that exists; (2) considered some and rejected other "evidence" without regard for the role of theory in science; (3) took a very limited view of social science research as evidence; and (4) did not consider studies on the role of free expression in democracies. The majority in Meese v. Keene took the view that the term "political propaganda" is neutral, but except for the narrow legal fiction of statutory language, this cannot be satisfactory. The dissenters argued that the label burdens discourse without serving a strong governmental interest. Rather than promoting pluralism, the use suggests a singular view of "truth." During this period, over 49,000 feature stories and news items were analyzed. However, the main purpose of this edition is to provide the reader with an overview of Soviet rhetoric, propaganda themes and topics directed to Russian military forces during April 1983. This report contains a summary of propaganda themes from the Russian language newspaper 'Red Star' ('Krasnaya Zvezda'). The feature stories and news items that appear in 'Red Star' are intended to provide daily guidance to the Soviet military political cadre concerning domestic and international issues/events.

For more than five years, Soviet propagandists, media commentators, and high-ranking Soviet officials have been consistent and uncomprising in their tough and demanding rhetoric about the dangerous, warmongering and anti-Soviet policies of the United States government. For over five years, the United States has received an average of 60% of the total negative and/or abusive rhetoric in Red Star devoted to foreign governments. During January 1985, the editors of Krasnaya Zvezda (Red Star), the official publication of the Soviet Ministry of Defense, allocated over 44% of international and foreign affairs space (in Red Star) to topics and events that concerned the United States. The primary purpose of this edition is to provide the reader with an overview of Russian rhetoric, propaganda themes, slogans and topics which have been directed to the military forces of the U.S.S.R. during January 1985. It first examines Soviet perceptions and reporting of international events and then considers Red Star's coverage of Soviet domestic and military topics.

To recount the development of the propaganda analysis movement before and since World War I, this paper reviews the precursors of the movement, traces the propaganda conciousness produced by wartime campaigns and subsequent domestic campaigns, and looks at major obstacles to propaganda analysis produced by social and academic conditions after 1940. The earliest efforts the paper summarizes are those of the "muckrackers," writers such as Upton Sinclair and Ida Tarbell, who exposed abuses in business and government for popular The document then reviews the progenitors of the "concept of crowd psychology," Gustav LeBon and Edward L. Bernays, and then covers wartime persuasion, beginning with the earliest pamphleteering efforts of Great Britain and Germany, and moving through President Wilson's Committee on Public Information (CPI). The paper next covers the postwar and disillusionment and propaganda consciousness that occurred due to the opening of secret diplomatic archives and the discrediting of the CPI. It then explains the successful move into private business by workers formerly of the CPI. The final two sections of the paper recount the history of propaganda analysis as a theme of popular and academic writers, and explains the vicissitudes of propaganda analysis as a field of study. (2) The threat from the ocean depths. The U.S. and NATO are placing more emphasis on (attack) submarine warfare. (3) Tokyo's course towards militarism. Japan becomes a giant nuclear base for U.S. military forces. (4) The Reagan administration plans to turn Israel into an 'unsinkable aircraft carrier' for war in the Middle East. and (5) Formula for nuclear war! Assistant Defense Secretary R. Perl, insists that the U.S. have supremecy in strategic nuclear weapons, and has an anti-satellite system.
