The results of five years of development of the inner tracking system of the HERA-B experiment and first experience from the data taking period of the year 2000 are reported. The system contains 184 chambers, covering a sensitive area of about 20 * 20 cm2 each. The detector is based on microstrip gas counters (MSGCs) with diamond like coated (DLC) glass wafers and gas electron multipliers (GEMs). The main problems in the development phase were gas discharges in intense hadron beams and aging in a high radiation dose environment. The observation of gas discharges which damage the electrode structure of the MSGC led to the addition of the GEM as a first amplification step. Spurious sparking at the GEM cannot be avoided completely. It does not affect the GEM itself but can produce secondary damage of the MSGC if the electric field between the GEM and the MSGC is above a threshold depending on operation conditions. We observed that aging does not only depend on the dose but also on the spot size of the irradiated area. Ar-DME mixtures had to be abandoned whereas a mixture of 70% Ar and 30% CO2 showed no serious aging effects up to about 40 mC/cm deposited charge on the anodes. X-ray measurements indicate that the DLC of the MSGC is deteriorated by the gas amplification process. As a consequence, long term gain variations are expected. The Inner Tracker has successfully participated in the data taking at HERA-B during summer 2000.

After college, George LeMieux went on to earn his J.D. cum laude from Georgetown University Law Center in 1994. At Georgetown he received the Vincent G. Panati Award as the graduate with the highest GPA in criminal law courses. After law school, he joined Gunster, a prominent Florida law firm, resident in the firm's Ft. Lauderdale office. George LeMieux and his wife, the former Meike Sigrid Detassis, are the parents of four children: George Maximilian, Taylor Franz, Chase Karlyle, and Madeleine Meike. Max, Taylor, and Chase were born in Tallahassee, FL. Madeleine was born in Washington, DC, while George LeMieux served in the Senate. After college, George LeMieux went on to earn his J.D. cum laude from Georgetown University Law Center in 1994. At Georgetown he received the Vincent G. Panati Award as the graduate with the highest GPA in criminal law courses. After law school, he joined Gunster, a prominent Florida law firm, resident in the firm's Ft. Lauderdale office. George LeMieux and his wife, the former Meike Sigrid Detassis, are the parents of four children: George Maximilian, Taylor Franz, Chase Karlyle, and Madeleine Meike. Max, Taylor, and Chase were born in Tallahassee, FL. Madeleine was born in Washington, DC, while George LeMieux served in the Senate. Inspired by President Ronald Reagan, George LeMieux became active in Republican Party politics at a young age, culminating in his election as chairman of the Broward County Republican Party in 2000. This document contains the transcripts of witness testimony and prepared statements from the Congressional hearing called to explore the impact of the Health Maintenance Organization (HMO) on the health care system and on the elderly in particular. Opening statements are given from Representatives Dan Mica, Matthew Rinaldo, and Lawrence Smith. Testimony is presented from two panels of witnesses. The first panel consists of four Florida citizens who are members of HMO's and who represent the consumer's viewpoint. Also included on panel one are representatives of the Florida Insurance Commission and the Department of Health and Human Services. The second panel of HMO providers includes the president, Doctor's Office, Incorporated; the executive director, Group Health Association of America; the senior vice president for medical affairs, International Medical Centers; the director of administration, Av-Med, Incorporated; and the president and past president of two Florida county medical societies. Additional, brief testimony is included from 25 audience participants. Topics covered include the nature and kinds of problems associated with alternative health care programs including the need for: regulation of HMO's, assurance of quality care, and review of the enrollment and disenrollment process. This article is from Shanghai Archives of Psychiatry , volume 25 . Abstract Summary: Cognitive and depressive disorders are common in elderly Chinese and are becoming an increasingly important public health problem, partly because of the rapid aging of the population. To help address this issue China's national government has funded a major study to establish national standards for the early identification, evaluation and treatment of common psychological disorders in the elderly. The present paper describes the overall methodology of this study. Fifteen centers in eight provinces will recruit representative samples of subjects aged 60 and over, collect a detailed history, conduct a physical and neurological examination, administer a comprehensive battery of psychological tests, and carry out a diagnostic exam using the Structured Clinical Interview for DSM-IV (SCID). These subjects will participate in follow-up evaluations one year and three years after the initial evaluation. Subsamples of subjects with mild cognitive impairment (MCI) and subclinical depression will be enrolled in randomized controlled trials of a cognitive training program (for MCI) or group cognitive behavioral therapy (for subclinical depression). The results of the study will be used to estimate the prevalence of cognitive and affective disorders in the elderly, to develop a standard screening procedure for these conditions that can be promulgated nationally, and to promote the use of specific interventions that can prevent the development of dementia in persons with MCI and the development of depressive episodes in elderly individuals with subclinical depression.

Approximately 20% of all the USAF aviators are now over the age of 40. Over 60% of the U.S. civilian airline pilots are over the age of 40. Because of the age 60 rule, these pilots must retire when they reach 60 years of age. We decided to look at what are the ocular/visual problems that brought our senior USAF aviators to the Consultation Service at the USAF School of Aerospace Medicine at Brooks AFB, Texas. The Consultation Service evaluates all USAF aviators who have a medical problem that threatens their flight status. Following a through medical workup, our staff makes a recommendation to the USAF Surgeon Generals Office. This might be grounding, further treatment, a waiver to return to flight status or change in flight status. (1)

This subcommittee report focuses on various units within the social structure to determine the role they play and how best to support these units in efforts to alleviate conditions resulting in social problems. The testimony highlights problems in public programs related to foster care, adoption, and juvenile justice along with the problems of latch key children that are detailed in an appendix. Family problems that contribute to social problems such as low income are described and the long term effects of stress on families is discussed. The materials contain descriptions by witnesses about the effectiveness of several specific programs related to child and family welfare and the potential role of community agencies in service delivery. This is a 1984 annual Senate report on aging which examines the health, income, employment, housing, and assistance problems of older people. In a preface, Senators Heinz and Glenn note the following significant events of l984: (1) Congress reauthorized the Older Americans Act; (2) a strong economy with low inflation helped Social Security and Medicare avoid financial difficulties; (3) health care costs are still increasing dramatically and will continue to do so with increasing percentages of older Americans; (4) subgroups of the elderly including the sick, very old, minorities, and widows still suffer high poverty rates; and (5) reassessment of the Social Security, Medicare, Medicaid and Older Americans Act programs will occur in 1985. The main text of the document is divided into five parts. Part I, Retirement Income, includes chapters on Social Security, employee pensions, taxes and savings, and employment. Part II, Low-Income Assistance Programs, contains chapters on supplemental security income and food stamps. Chapters in Part III, Health, deal with health care and long-term care. Chapters in Part IV, Housing, examine housing programs and energy assistance and weatherization. Part V, Social Services, contains chapters on the Older Americans Act; social, community, and legal services; personal safety and consumer issues; and civil liberties. These sections include discussions, statistics, tables, and graphs. A section of supplemental materials includes a list of 1984 hearings and witnesses, a list of committee prints and reports printed by the committee in 1984, names of committee staff members, and a publications list. Carolyn Epstein, the assistant executive director of SAGE, a community-based agency providing social services to the elderly, calls for a coordinated care system for Alzheimer victims and caregivers. Phillip H. Pearlman, director of the Union County Division on Aging, discusses his division's present activities regarding Alzheimer's disease, the unmet needs, and future roles. Kenneth L. Davis, professor of psychiatry and pharmacology at Mount Sinai School of Medicine, discusses research on developing a drug treatment for Alzheimer's disease, and Murray Feldberg, the coordinator of the Alzheimer's Disease Project at the Veterans Administration Medical Center in Lyons, New Jersey, discusses his center's program for Alzheimer's disease patients. Few people are conditioned in the middle years to cope with the prospect of old age and retirement. If public libraries could act as the liaison in this transition, perhaps more people would be prepared to lead productive lives after age 65. Public libraries set aside sections for children and young adults but fail to do the same for the elderly. This age group has very little to occupy their time or mind after retirement, and many regress to the point of turning their energy inward, which can result in psychosomatic disorders, death wishes, or depression. This energy could be channeled into continued education, pursuit of a new interest, or interchange of knowledge. The public library could and would be the most logical coordinator of such a program. A bibliography is inserted at the end of each chapter with a glossary and list of available literature appended. (DS)

This document contains witness testimonies and prepared statements from the Congressional hearing called to examine problems in the partnership of Medicare and Health Maintenance Organizations (HMO's). Opening statements are included from committee chairman Claude Pepper and from Representative Lawrence J. Smith. Two panels of witnesses address the problems of HMO's and Medicare. Members of the first panel, consisting of attorneys from Legal Services of Greater Miami, Inc., and from the National Health Law Program, Inc., and a daughter of former HMO members, cite examples of problems encountered by clients and family members while trying to use HMO or Medicare services. Also testifying is the associate director of the Human Resources Division, General Accounting Office (GAO), who reports findings from the GAO investigation of the Health Care Financing Administration's (HCFA) oversight of four demonstration projects in Florida and recommends improvements in government management and oversight efforts. The second panel, presenting the Federal response to the GAO report, consists of three representatives from the Department of Health and Human Services: the administrator and a special assistant from the HCFA and the director of the Office of Health Maintenance Organizations. Problems discussed include processing time involved in enrollments and disenrollments of Medicare beneficiaries, the susceptibility to errors of the HCFA's system for coordinating payments to physicians and hospitals, and errors in claim payments. The appendices contain the GAO report, "Problems in Administering Medicare's Health Maintenanace Organization Demonstration Projects in Florida," and additional materials submitted for the record. The testimony provided in these hearings addresses the most fundamental problem facing older Americans today, i.e., economic security. The report discusses the results of expanding social services and income transfer programs to reduce poverty, and examines ways to increase older adults' economic self-sufficiency through expanded employment options and the Social Security systems. Federal health programs and long-term care issues, energy assistance programs, and social services are also discussed. Other topics covered in the report focus on housing, consumer issues, results of the White House Conference on Aging, crime, elder abuse, and lifelong learning. The appendices in part 2 contain supplementary reports from the Federal Council on Aging and various federal departments and agencies. (JAC)
