1NASA Technical Reports Server (NTRS) 20160007551: An Integrated Gate Turnaround Management Concept Leveraging Big Data Analytics For NAS Performance Improvements

\"Gate Turnaround\" plays a key role in the National Air Space (NAS) gate-to-gate performance by receiving aircraft when they reach their destination airport, and delivering aircraft into the NAS upon departing from the gate and subsequent takeoff. The time spent at the gate in meeting the planned departure time is influenced by many factors and often with considerable uncertainties. Uncertainties such as weather, early or late arrivals, disembarking and boarding passengers, unloading/reloading cargo, aircraft logistics/maintenance services and ground handling, traffic in ramp and movement areas for taxi-in and taxi-out, and departure queue management for takeoff are likely encountered on the daily basis. The Integrated Gate Turnaround Management (IGTM) concept is leveraging relevant historical data to support optimization of the gate operations, which include arrival, at the gate, departure based on constraints (e.g., available gates at the arrival, ground crew and equipment for the gate turnaround, and over capacity demand upon departure), and collaborative decision-making. The IGTM concept provides effective information services and decision tools to the stakeholders, such as airline dispatchers, gate agents, airport operators, ramp controllers, and air traffic control (ATC) traffic managers and ground controllers to mitigate uncertainties arising from both nominal and off-nominal airport gate operations. IGTM will provide NAS stakeholders customized decision making tools through a User Interface (UI) by leveraging historical data (Big Data), net-enabled Air Traffic Management (ATM) live data, and analytics according to dependencies among NAS parameters for the stakeholders to manage and optimize the NAS performance in the gate turnaround domain. The application will give stakeholders predictable results based on the past and current NAS performance according to selected decision trees through the UI. The predictable results are generated based on analysis of the unique airport attributes (e.g., runway, taxiway, terminal, and gate configurations and tenants), and combined statistics from past data and live data based on a specific set of ATM concept-of-operations (ConOps) and operational parameters via systems analysis using an analytic network learning model. The IGTM tool will then bound the uncertainties that arise from nominal and off-nominal operational conditions with direct assessment of the gate turnaround status and the impact of a certain operational decision on the NAS performance, and provide a set of recommended actions to optimize the NAS performance by allowing stakeholders to take mitigation actions to reduce uncertainty and time deviation of planned operational events. An IGTM prototype was developed at NASA Ames Simulation Laboratories (SimLabs) to demonstrate the benefits and applicability of the concept. A data network, using the System Wide Information Management (SWIM)-like messaging application using the ActiveMQ message service, was connected to the simulated data warehouse, scheduled flight plans, a fast-time airport simulator, and a graphic UI. A fast-time simulation was integrated with the data warehouse or Big Data/Analytics (BAI), scheduled flight plans from Aeronautical Operational Control AOC, IGTM Controller, and a UI via a SWIM-like data messaging network using the ActiveMQ message service, illustrated in Figure 1, to demonstrate selected use-cases showing the benefits of the IGTM concept on the NAS performance.

During a training scenario in a simulator, performance is measured by evaluating police students’ knowledge of the Norwegian firearms instructions, weapon and communication skills. After the training scenario, participants will answer a survey about how they perceived their level of stress during the scenario.

This is the fourth module in a four-module training package for use in inservice seminars or workshops on performance appraisal and employee development. Module 4 addresses employee feedback and counseling aspects of performance evaluation. Primary emphasis is on use of performance reviews as employee development tools. Two related content areas are stressed: (1) counseling/communication components of performance review and (2) planning and objective-setting process resulting in a clear statement of anticipated employee performance during the subsequent review periods. Those supervisor behaviors leading to more productive performance review sessions are emphasized. The first half of the module presents content (material to be included in a review session) and process (way in which material should be presented). The second half provides participants with opportunity to combine content and process in actual exercises. Role playing material is given. The module includes both instructor and student manuals. The instructor's manual consists of two major parts. Details of Workshop contains the following information: objectives, time needed, agenda and time allocation, resources and materials needed, and bibliography. The second part is the Module Outline for Instructor with copies of transparencies needed. The authors begin by describing difficulties in educational management systems and list three conditions essential for any performance-based teacher education management system: a) there must be a clear discrimination between the values of management systems operators and the management tools and processes; b) objectives and operations of the management system must be clearly specified and these conditions must be set up so that all management decisions are gauged against those objectives and operations; and c) changes in the objectives and operations of that management system should be on the basis of feedback regarding the system's effectiveness. The authors then state that there is a need for a unique management system for PBTE because it is evaluated by primary criteria. Other special needs requiring a special system involve procedures for designing, installing, maintaining, evaluating, and revising the program. Management functions, components, and their relationship are defined. Also listed and discussed are four principles of PBTE management: successive approximation, selective negligence, structure-induced practice, and accumulative feedback. In addition to 10 pragmatic rules of program adoption or "heuristic" for PBTE (including rules such as "work within the rules of existing management systems whenever possible"), a detailed model for PBTE management structures and an evaluation model are presented. 10Transformational Leadership And Employee Performance: A Human Resource Management Perspective

This study aims to examine the influence of transformational leadership on employee performance using a human resource management approach.  Transformational leadership, which includes idealized influence, inspirational motivation, intellectual stimulation, and individualized consideration, is believed to enhance employee motivation, innovation, and commitment in achieving organizational goals. The research method employed a quantitative approach through a survey of 150 employees in the service industry sector. Data were analyzed using multiple linear regression to test the relationship between transformational leadership variables and employee performance. The results indicate that transformational leadership has a positive and significant effect on employee performance. These findings highlight the importance of the role of human resource management in developing and implementing transformational leadership styles through training and supportive reward systems. This research provides practical contributions for organizations to improve performance and foster an adaptive and innovative work culture.

This thesis research implements a network traffic query utility for users to monitor the network traffic situations. There are several network traffic situation reports available for users to understand the traffic situation over the network. The network users also can query the network/system status of their respective computer hosts. This information would help users to diagnose the network problems. Realizing the network traffic situation, manager and users can schedule the network applications, reconfigure the network configuration, or reallocate the network resources to improve the network performance and throughput. The Naval Postgraduate School campus network will be used as an example to demonstrate and illustrate the usage of this network traffic query utility.

The use of Performance Based Specifications (PBS) is a major tenet of Acquisition Reform in the Department of Defense (DOD). Technical Data Packages (TDPs) of old are no longer affordable, thus requiring innovation in Defense procurements. From implementation in 1994, the use of PBS is mandatory for new procurements, including block and product improvements of legacy systems. There is concern on the part of materiel developers (Program Managers and TRADOC System Managers) who feel a loss of control and a lessening of their ability to influence the acquisition process. While adapting to this new and still changing environment, materiel developers need tools now that can assist with this process. This paper investigates two risk management options, consistent with the Army implementation plan blueprint for change: toward a national production base, that provide insight to the materiel developer, meet the users requirements and yet do not impede the defense industry. The first technique discussed is the use of systems architecting tools to manage complex systems. The second technique combines activity based costing with systems architecting to produce a technique called activity based risk management.

The main goal of this thesis is to study the performance tradeoffs between parallelism and increased concurrency control overhead during simultaneous user updates of a database. During such updates, a database management system must guarantee that the multiple users do not interfere with each other. The potential advantages of parallelism in accessing a database include the better utilization of computer resources and better response times for users. Those advantages, however, may be offset by the increased use of system resources to insure that there is no interference between the multiple users. In a distributed database, the data is stored on different computer sites connected through some type of network. In a distributed database, increased parallelism is possible during simultaneous database activities. However, the concurrency control overhead may also increase. The simulations modeled a variety of concurrency control algorithms to study the additional tradeoffs in a distributed database. The simulation results indicated that with a high speed network and mostly local database activities, either concurrency control approach is acceptable. As the network becomes slower, the decentralized control algorithms are preferable. If most of the database activities are distributed, however, the primary site approach can take advantage of its global knowledge to better schedule the processing of transactions and thus provide better performance than the decentralized algorithms.

16DTIC AD1014179: Army Justified Initial Production Plan For The Paladin Integrated Management Program But Has Not Resolved Two Vehicle Performance Deficiencies (Redacted)

We determined whether the Army effectively managed the Paladin Integrated Management (PIM) program during the production and deployment phase.Specifically, we evaluated whether program officials justified the low-rate initial production plan and whether test plans and results adequately prepared the program for full-rate production. This report is the first in a series of reports on the Army PIM program, which includes ammunition carriers and projectile-firing armored vehicles, called howitzers, for use in ground combat. During full-rate production, the Army will complete PIM vehicle production. FindingPIM program officials justified their plan to produce 133 initial production vehicles. The plan included 33 test vehicles and 100 production vehiclesthe minimumnecessary to maintain the production line and gradually increase production before full-rate production. Further, PIM program officials initiated system fixes to address seven of the nine performance deficiencies identified by the test community during the system development phase. PIM program officials also updated test plans to evaluate vehicle performance before full-rate production.

Combat-related moderate-to-severe traumatic brain injury (CRTBI) is a significant cause of wartime morbidity and mortality. As of August 2014, moderate-to-severe traumatic brain injuries sustained by members of the Department of Defense worldwide since 2000 totaled 32,996 cases. Previously published epidemiologic reviews describe CRTBI management at a strategic level, but they lack tactical patient-specific data required for performance improvement. In addition, scarce data exist regarding prehospital CRTBI care. This is a prospective observational study of consecutive CRTBI casualties presenting to US Role 3 medical facilities. Admission variables including demographics, initial clinical findings, and laboratory results were collected. Head computed tomographic scan findings were noted.

23Human Resource Management Motivational Strategies For Enhancing Business Educators’ Job Performance In Tertiary Institutions In Edo And Delta States, Nigeria

The study assessed human resource management strategies for enhancing employees’ motivation in Edo State. The study was guided by four research questions with a population of 182 business educators in universities in Edo and Delta States. The study employed descriptive survey. Three experts validated the questionnaire with a reliability of. 0.71 obtained using Pearson’s Product Moment Correlation. Descriptive statistics of Mean was used to answer the research questions. From the analysis, it was revealed that employers empowered their employees to very low extent; employers rewarded their employees to high extent; employers redesigned employees’ jobs to low extent, and employers created flexible jobs for their employees to low extent respectively. Consequently, it was recommended that workers should be sufficiently empowered to enhance higher performance and more productive. This will also go a long way to reduce attrition rate, the use of verbal praise, allowing workers’ personal development should be given priority attention by management to enhance higher productivity, and management should redesign tasks/jobs from time to time so as to enhance motivation, job satisfaction, commitment to reduce absenteeism and turnover, among others.

This study examines the effect of information and communication technology ICT on human resource management performance through the mediating role represented by artificial intelligence AI within human resource departments and the IT division. Using survey data including 179 respondents and a factor analysis framework, we find that ICT engagement, as measured by management decision support systems, enterprise resource planning ERP , data access and analysis DAA technologies, process support and improvement PSI technologies, and communication technologies, has a positive and statistically significant effect on human resource management performance. Similarly, we find that artificial intelligence and information and communication technologies are positively associated with human resource management performance. The results imply that companies should do their best to promote and facilitate the engagement of ICT and AI to improve their HRM performance as well as their information system, which will produce positive results for the company structure. India's first experimental communication satellite, APPLE, carried a 12 AH Ni-Cd battery for supplying power during eclipse. Failure to deploy one of the two solar panels resulted in the battery operating in a high temperature environment, around 40 C. This also resulted in the battery being used in diurnal cycles rather than just half yearly eclipse seasons. The management and performance of the battery during its life of two years are described. An attempt to identify the probable degradation mechanisms is also made.

This article is from BMC Health Services Research , volume 14 . Abstract Background: Implementation of World Health Organization case management guidelines for serious childhood illnesses remains a challenge in hospitals in low-income countries. Facilitators of and barriers to implementation of locally adapted clinical practice guidelines (CPGs) have not been explored. Methods: This ethnographic study based on the theory of participatory action research (PAR) was conducted in Kenyatta National Hospital, Kenya’s largest teaching hospital. The primary intervention consisted of dissemination of locally adapted CPGs. The PRECEDE-PROCEED health education model was used as the conceptual framework to guide and examine further reinforcement activities to improve the uptake of the CPGs. Activities focussed on introduction of routine clinical audits and tailored educational sessions. Data were collected by a participant observer who also facilitated the PAR over an eighteen-month period. Naturalistic inquiry was utilized to obtain information from all hospital staff encountered while theoretical sampling allowed in-depth exploration of emerging issues. Data were analysed using interpretive description. Results: Relevance of the CPGs to routine work and emergence of a champion of change facilitated uptake of best-practices. Mobilization of basic resources was relatively easily undertaken while activities that required real intellectual and professional engagement of the senior staff were a challenge. Accomplishments of the PAR were largely with the passive rather than active involvement of the hospital management. Barriers to implementation of best-practices included i) mismatch between the hospital’s vision and reality, ii) poor communication, iii) lack of objective mechanisms for monitoring and evaluating quality of clinical care, iv) limited capacity for planning strategic change, v) limited management skills to introduce and manage change, vi) hierarchical relationships, and vii) inadequate adaptation of the interventions to the local context. Conclusions: Educational interventions, often regarded as ‘quick-fixes’ to improve care in low-income countries, may be necessary but are unlikely to be sufficient to deliver improved services. We propose that an understanding of organizational issues that influence the behaviour of individual health professionals should guide and inform the implementation of best-practices.

Abstract Background:: Standardized patient (SP) can serve as a valuable tool to measure the physician performance in actual clinical settings, but it has not been validated for obesity/overweight disorders. This study has been conducted to describe the process of creating reliable and valid SPs for evaluation of general-practitioners’ management of obesity/overweight in Iran. Materials and Methods:: A total of 6 obese/overweight volunteers (potential SPs) took part in training. Three scenarios, along with corresponding checklists including 102 items representing different aspects of diagnosis and treatment of obesity/overweight, were developed by an expert group. The SPs were trained using role playing method. During this part, one of the SPs failed. The SPs’ portrayal of their respective scenario was online watched in another room and the checklist filled independently by the physician, research assistant and other SPs. Abstract Background:: Standardized patient (SP) can serve as a valuable tool to measure the physician performance in actual clinical settings, but it has not been validated for obesity/overweight disorders. This study has been conducted to describe the process of creating reliable and valid SPs for evaluation of general-practitioners’ management of obesity/overweight in Iran. Materials and Methods:: A total of 6 obese/overweight volunteers (potential SPs) took part in training. Three scenarios, along with corresponding checklists including 102 items representing different aspects of diagnosis and treatment of obesity/overweight, were developed by an expert group. The SPs were trained using role playing method. During this part, one of the SPs failed. The SPs’ portrayal of their respective scenario was online watched in another room and the checklist filled independently by the physician, research assistant and other SPs. The Cooperative Biological Engagement Program (CBEP) within the Department of Defense (DoD) is part of the larger Cooperative Threat Reduction (CTR) program that was initiated at the end of the Cold War. While CTR began in the former Soviet Union (FSU), it has now has expanded beyond its Cold War legacy to address current biological threats of mutual interest to the United States and 20 partner countries in different regions around the world. As the program has evolved since its inception two decades ago, so too have its content and approaches to performance measurement. Congress has shown particular interest in encouraging DoD to improve CTR assessments. Legislation for fiscal year 2010, for example, called on DoD to develop metrics for assessing CTR programs and on the National Academy of Sciences (NAS) to assess DoD's efforts. CBEP leaders approached the RAND National Defense Research Institute to build on existing work related to measurement of program performance, develop a comprehensive evaluation framework, and recommend metrics for assessing and communicating CBEP progress toward program goals. This report details the work we carried out between February and October 2013, including our methods, findings, recommendations, and guidance for implementing and aggregating the recommended metrics.

40DTIC ADA543431: Forecast Error Metrics For Navy Inventory Management Performance

This research establishes metrics for determining overall Navy secondary inventory forecasting accuracy when compared to actual demands at the Naval Inventory Control Point (NAVICP). Specifically, two performance metrics are introduced: the average performance index (API) and the median absolute deviation performance index (MPI). API measures forecasting accuracy of secondary inventory when compared against demand or forecast performance over a four-quarter period. MPI measures the quarterly variability of forecast errors over the same period. The API and MPI metrics allow for the identification of poorly forecasted NAVICP secondary inventory items. The metrics can be applied to entire inventories or subsets of items based on type, demand, or cost. In addition, the API metric can be used to show overall inventory performance, providing NAVICP with a graphical means to assess forecasting performance improvements (or degradations) over time. The new forecasting accuracy methods developed in this research will allow the Navy to continually gauge the overall health of their inventory management practices and provide a method for improving forecasting accuracy. Additionally, they will assist NAVICP in complying with DoD directives that require NAVICP to monitor and continually develop improvements to inventory management practices.

Open burn (OB)/open detonation (OD) activities are necessary to destroy unserviceable, unstable, or unusable munitions and explosives. Munitions must be demilitarized or destroyed depending on their lifespan and other requirements. There are commercial demilitarization options available, but most of these cannot sustain the volume and sometimes the specific requirements for munitions destruction. Therefore, commercial demilitarization can be costly and inflexible. The Department of Defense (DoD) operates about a hundred OB/OD areas. These areas are usually located at fixed locations on installations. These locations may be limited to one type of operation (i.e., burning of propellants during training activities), or they may be used for multiple operations (i.e., to destroy many types of explosives, pyrotechnics, and propellants). Due to the relatively small area that OB/OD areas cover, there is a high probability of explosives contamination in the soil. Currently there is no in situ or remote alternative for management of soils on OB/OD areas. Addressing the problem of OB/OD areas acting as source zones for mobile contaminants using existing, ex situ remediation technologies will far exceed resources available for facility or range management and is currently not practiced. The objective of this demonstration was to evaluate and develop a management technology to control active OD area contaminant mobility and promote contaminant degradation that is low cost and minimally resource intensive. The demonstration identified and implemented lime amendment methods for explosives transformation and metals stabilization. The results from this study will improve OB/OD area design and operations and may result in sustainable management practices. The application of the proposed technology could supersede the need for intensive characterization and result in relatively short-term degradation of explosives (hexahydro-1,3,5-trinitro-1,3,5-triazine [RDX], 1,3,5,7-tetranitro-1,3,
