The General Secretary of the Communist Party of the Soviet Union (CPSU), Mikhail Gorbachev, is leading an effort to reform the Soviet economy and increase efficiencies throughout the society, the government, and the military. At the same time, he is actively conducting talks with the United States to reduce nuclear forces while making overtures of possible conventional force reductions. This paper seeks to examine the motivation for his conduct in both domestic affairs and foreign policy. It offers a brief glance at the historical development of Soviet strategic culture and how that culture affects the Soviet leadership's use of the non-military instruments of power for national security. Historical and cultural influences have engrained into the Soviet leadership and population the belief that a significant weakening of the military will increase the risks of an armed attack on their country. Such an attack could result in devastation similar to that of World War II. History and culture have taught the Soviet citizen to endure adversity for the sake of a strong military and hence national security. The paper makes the case that the military is the instrument which has made the Soviet Union a global power.

Suppose the Western alliance did publicly proclaim its realization that it had been deceived by communist disinformation, that its policies of detente and arms limitation had been misguided, that the alliance was now united in its determination to face the challenge. What then? It is obvious that there can be no quick solution to an ideological struggle that has continued unabated since 1917. Perhaps there never can be a solution. Perhaps the two camps, each representing a way of life abhorrent to the other, must for all foreseeable time oppose each other. But is this so bad a thing? Is it unthinkable that ideological and political competition should become permanent? Might not open competition between two fundamentally opposed systems be the best way to sort things out? Might not the two systems, in vying with one another, improve each other? There seem to be three possible scenarious around which the history of the next half century will be written. In the first, communism, meeting neither ideological nor political resistance from the West, continues along its present course to disarmament, then to convergence with the West on its own terms, and so to world domination. In the second, the West realizes in time the nature of the communist threat, solves its own national problems, unites the noncommunist world, and adopts a policy of open competition between the two systems; as a result, the peoples of the communist bloc repudiate their leaders and the communist empire disintegrates. The third scenario resembles the second except that both systems remain intact and competition continues for a very long time. And who shall say that unrelenting competition between two opposing systems of government, each secured by the nuclear deterrent, would not prove fruitful? A year ago the world was in a state of euphoria over Gorbachev as a result of his startling foreign policy decisions to pull the Soviet military out of Afghanistan, allow the demise of Communism in Eastern Europe, and give the green light to the reunification of Germany. Chancellor Kohl and others in the West proposed that the West extend a new Marshall Plan to the Soviet Union to ensure the success of Gorbachev's economic reform process perestroika. Twelve months later, in the wake of Gorbachev's bloody crackdown in the Baltic and increasing reliance on conservative, anti-reform forces, some in the West have reversed course and called for taking away Gorbachev's Nobel prize and for a cutoff in all economic aid to the USSR. Gorbachev launched perestroika to revitalize the USSR's stagnating and technologically backward economy. Six years of perestroika, however, have only made the bad economic situation Gorbachev inherited in 1985 even worse. Gorbachev has steadfastly resisted market reforms culminating in his rejection last October of the bold 500-day Shatalin plan for a rapid transition to a market economy. The failure to implement market reforms in the Soviet Union stems mainly from Gorbachev's firm conviction in Communism, the tremendous resistance from the nomenklatura, and from the dismay of the Soviet populace. In the short term, the West appears to have very little direct leverage to encourage market reforms in the USSR. However, an indirect approach involving additional Western economic assistance to Eastern Europe, channeling aid to the reform-minded republics, and letting the International Monetary Fund take the lead in insisting on conditionality for further Western financial assistance could promote the Soviet reform process.

A key aspect of this analysis is the increasingly more certain assumption that the revolutionary changes that have been taking place in the Soviet Union (and most particularly in Eastern Europe) have been the logical consequences of deliberate Soviet policy decisions designed to encourage critical thinking and democratization. Gorbachev is attempting to use theoretical Marxism-Leninism to justify his actions and as such has proscribed a rather broad axis of advance for perestroika. As long as Gorbachev continues to adhere to this policy of justification, his actions--even the seemingly most doctrinally divergent ones--are limited by at least the fundamental tenets of the doctrine. The purpose of this commentary, therefore, is to suggest that Gorbachev has had a grand plan--regardless of the day-to-day control he is able to exert over that plan--and to look for support for the thesis that Gorbachev's plan is justifiable in Marxist-Leninist doctrine.

This paper looks at the equity and efficiency effects of Choice. Specifically studied is the equalization effects in school finance and the collective add-on as proposed by John Chubb abd Terry Moe in Politics, Markets, and America's Schools. Analysed as a system, the educational sector is described as a process whereby the polity reproduces itself. Hence, the control of the sector by state, parental and social interests is considered as the system is set in motion under the Choice proposal. Operating under the principles of best and equal, or inequality and equality, the system expands until it reaches a point of diminishing marginal utility. Because equity and efficiency are difficult to achieve synonomously, the question is raised regarding whether we are underinvesting in our children and whether a common commitment to democratic citizenship should lie at the heart of what education should be about.

This report presents a case study of the investment program to modernize the Soviet textile industry. The work was undertaken as part of a continuing research program in International Economic Policy, the principal focus of which is to explore the connection between international economics and national security issues, within RAND's National Security Research Division. The present report is designed to assist analysts in understanding the actual practice of Soviet industrial modernization under Gorbachev's drive for perestroika by examining the experience in one sector of the economy. In the course of doing so, it identifies issues that may be determinants of the likelihood of success in modernizing more crucial sectors of the economy, particularly machine building. (rrh)

Perestroika is commonly associated with the introduction of a new economic mechanism and the elimination of impediments to economic growth. At the same time emphasis is placed on the importance of “a strong social policy” and the revolutionary role of new thinking. In the process of perestroika we will have to reestablish —on a new foundation!—the economics-politics-culture triad, in which culture is both a highly important condition for the social reforms being carried out in this country and a guarantee of their quality. This collection will give the foreign reader a chance to see for himself what serious changes are occurring in the social awareness of Soviet men and women due to perestroika . How are these changes revealed? The battles of ideas being contested by economists, writers, philosophers, journalists, and ordinary readers responding to the ongoing debate in the newspapers and magazines stem not just from differing interests and perceptions of perestroika, but from discrepancies in the shaping of new thinking itself. Clearly, though, there is a trend towards liberation from dogmatism, bureaucratism, lies and half-truths. People are thinking and eagerly seeking the truth.
