The Next Generation Computer Resources (NGCR) Program is a Navy standardization effort designed to fulfill the Navy's needs for standard computer resources while at the same time allowing it to take advantage of commercial products and investments and to field new technology more quickly and effectively. The program is centered around the selection and adoption of open systems standards in several areas, including backplanes, local area networks, operating system, programming support environments, graphics, and database management systems. IDA is providing support to the NGCR Program through participation in the NGCR Operating Systems Standards Working Group (OSSWG), a group chartered to establish commercially based operating system interface standards for use in Navy mission-critical computing systems in the mid-1990s and beyond. This document is a compilation of IDA contributions to the NGCR OSSWG for the time period from January 1989 through September 1991. It includes (1) a record of IDA support of a workshop held on behalf of the NGCR OSSWG, (2) copies of IDA contributions to NGCR OSSWG documents, and (3) copies of presentations given by IDA as a representative of the NGCR OSSWG.

A Collaborative Information Environment (CIE) provides a set of tools for the commander and the warfighters, at all levels, to access a near real-time, fused, accurate picture representing the battlespace. The CIE introduces a variety of capabilities to assist decision-makers by providing a common relevant operational picture and the ability to conduct collaborative planning. Several information systems, currently under development, are being designed to provide improved situational awareness, and offer potential support to the CIE. This thesis research was performed to support U.S. Joint Forces Command (JFCOM), J9, Joint Experimentation Division, as part of their effort to develop new warfighting concepts to support the transition of the military force to the fighting force described in Joint Vision 2020. Ten information systems, identified by JFCOM, were analyzed and compared on a set of criteria that were developed and refined as part of this research. The objective was to compare these information systems on the established criteria to provide a basis for assessing the level of support provided by these systems to the CIE and emerging warfighting concepts. Descriptions of the ten systems are provided along with data that was collated from a variety of sources to conduct the analysis.

Avon Park Air Force Range lacks moving targets for helicopter door gunnery training and proposes to build and operate two remoted target systems on Oscar Range. One is a cart and rail system that moves a silhouette of a vehicle, while the other is a series of pop-up targets that simulate infantry targets. The targets are designed to accommodate door gunnery primarily, ground-to-ground machine gun training secondarily.

This report presents the results of the Distributed Operating System Interoperability Research project sponsored by the Air Force Rome Air Development Center (RADC) from June through September of 1987. The goal was to identify guidelines for developing a future integrated Distributed Operating System (DOS) to support a large Battle Management/Command, Control and Communication (BM/C3) system. The project participants drew upon their experience with existing DOSs to determine the key issues involved in designing a future DOS. After comparing BM/C3 requirements and the status of current DOS research, we concluded that no current DOS designs adequately address BM/C3 requirements and additional research should be focused on meeting BM/C3 needs. In particular, significant research should be directed toward evolving a DOS design that can simultaneously provide: Evolvability, Fault Tolerance, Multi-Level Security and Real-Time Processing Support.

The applicability of objects architecture for designing real-time reactive operating systems is examined through a model of its elements, their relationships and operations. The requirements of creation, deletion and manipulation of objects in a distributed system with a high degree of fault tolerance are introduced and analyzed. Then, the imposition of time constraints is introduced, and its influence on the objects architecture is analyzed. Relationships with other objects and additional fault tolerance relations are considered. Finally, examples of some solutions to fundamental real-time problems are proposed. Developing UASs with autonomous capabilities will enhance local persistent ISR for defending a forward operating location against emerging threats in the 2025 timeframe. These threats will challenge current US C2ISR advantages by being faster, harder to detect, more maneuverable, have greater destructive power, disrupt communications, have greater reach, and create contested operating domains. This future operating environment increases demand for local persistent ISR such that a forward area can detect, identify, and respond to threats in a timely manner to protect friendly forces and sustain operations. UASs with autonomous capabilities present a viable means to fill this demand for increased ISR while overcoming current system limitations brought about by emerging threats and a contested future operating environment. The three proposed UAS concepts included integrating autonomy into current RPA platforms, developing new platforms with modular payloads or adaptable mission sets, and developing a platform designed to support tactical Battle-Management C2 operations. These solutions illustrate how UASs with autonomous capabilities can extend a FOAs defense network of sensors and C2 by physically increasing range, allowing more time to react, as well as improving data processing and exploitation, saving time to execute the kill chain.

This report, the review of experience, documents the historical maintenance experience for both CG-16 and CG-26 Class Navy tactical data systems (NTDS), SWAB group 410. It presents an analysis of the existing maintenance policy and recommends specific maintenance actions and maintenance policy modifications to improve system material condition. (Author)

Currently, the most common space system is the satellite with its associated ground-based support facilities. However, other systems are currently being developed such as the Strategic Defense Initiative (SDI), Space Station, space based radar, anti-satellite weapon, and others. Our difficulty in the cost community is in developing O&S cost estimates for all these systems. As a result HQ Space Command/ACM is in the process of developing a primer on O&S costs for Space Systems. It is intended to provide some guidelines and fundamentals for estimating the O&S cost for space systems; to address the O&S costs associated with space systems; and to present methodologies and factors to estimate the O&S costs. An O&S cost element structure will be developed for space systems. The primer will result in providing cost visibility for space systems for developing budget and life cycle cost estimates and analyses.

The development of Multi‐Processors Systems on Chip (MPSoC) has increased recently due to their high processing speed and low‐power consumption. Software implementation of these systems rely on parallel computing, a different programming paradigm which has not been fully adopted by most of the developers. Real‐Time Operating Systems (RTOS) is one of the most important pieces in an embedded system. Unfortunately, some RTOSs have been mostly released for single processor embedded systems and there are just a few research‐purposes multiprocessor operating systems. This paper explores some alternatives reported in the literature to the implementation of MPSoC operating systems. One of the most promising commercial MPSoC RTOS called FreeRTOS xcore is introduced and described. The characteristics of this MPSoC RTOS are contrasted with those of some other available RTOSs, concluding that FreeRTOS xcore is a suitable operating system for mid‐range multiprocessor systems, where easy and fast implementation is a crucial constraint.
