Attached you will find, for your review, a draf t Headquarters Notice describing procedures for the acquisition, installation, and support of Office Automation Systems and Word 2. As you are aware, Wang Laboratories, Inc. was selected as the vendor for Agency standard OAS and WPE. The Office of Data Processing established a Word Processing Branch to serve as the focal point for Agency OAS/WPE information, acquisition, installation, and support. The branch approves all Agency OAS/WPE requests and coordinates customer support activities with the Offices of Logistics, Finance, Security, and Communications, and the contractor. ODP personnel have been working closely with offices and staffs throughout the Agency in an effort to design and establish procedures to provide a responsive and efficient Processing Equipment (OAS/WPE) within the Agency. support structure to satisfy Agency OAS/WPE requirements. The result of these efforts is reflected in the notice. 3. The draft notice provides Agency component management with a DDA-coordinated planning level description of the OAS/WPE acquisition and support process. The information and procedures described have not matured to the extent that the use of a Headquarters Regulation (HR) or Headquarters Handbook (HHB) format would be appropriate. DoD lags the civilian business sector by 5 to 10 years in planning and incorporating new office technologies. Very little coordinated effort to remedy this situation is evident. There is a lack of compatible interfaces among office automation technologies. There is a lack of knowledge on the part of potential users of automation technologies regarding availability and capabilities of these technologies. No quantitative circuit loading projections are available at any level of the MILDEPS or Agencies. There is no DoD-wide planning for office automation. The lack of quantitative requirements and knowledge regarding use of office automation technologies does not permit one to define or determine the impact of office automation technologies on future communication needs. Technical sophistication of office automation equipments has progressed to a point where capabilities represented are highly attractive to the user and certain cost savings are becoming obvious. Users as a group are attracted to the new capabilities offered and are universally 'thinking' in this direction. In some cases, planning has occurred and in some areas system/network installations have been accomplished or are in the planning stage. Many of the users and potential users of these systems and networks are uniformed as to the communications impact and are being guided by the individual equipment manufacturers and network vendors. One possible recommendation to provide a solution to the identified problems is that a working group be formed by DoD to pursue the subject of office automation and resulting communications requirements.

Word processing was the first of various forms of office automation technologies to gain widespread acceptance and usability in the business world. For many, it remains the only form of office automation technology. Office automation, however, is not just word processing, although it does include the function of facilitating and manipulating text. In reality, office automation is not one innovation, or one office system, or one technology, but rather it is the integration of a broad set of office system, information processing and communications technologies. Office automation encompasses a wide span of applications which will be examined individually as well as collectively. Additionally, this thesis will take a cursory look at the problems of implementing an automated office and the possible impact it can have on human office workers. The purpose of this thesis is thus to provide a capsulated examination of what office automation is, what it consists of, what applications are available, and how it can be implemented. (Author)

More than 7 million workers in the United States today use computer-based video display terminals to do word and data processing; an overwhelming number of these workers are women. Women make up most of the occupational groups identified as "administrative support," and they are particularly affected by the changes taking place in the workplace. The impact of new office technologies on clerical work is a subject of great concern to the Women's Bureau of the U.S. Department of Labor. This concern extends to a wide variety of issues posed by the electronic office, including the following: (1) quality and content of the new jobs; (2) wages and status; (3) opportunities for mobility; (4) training and retraining; (5) health and safety factors; (6) equal opportunity aspects; (7) electronic "telework" and remote office work; and (8) the quantity of jobs or clerical employment prospects. Current research suggests that clerical workers often are excluded from the planning and implementation decisions leading to technological change. Although office automation promises greater efficiency and productivity, decision makers should remember that these outcomes are not independent of the people who operate the new equipment. (KC)

Office automation has been credited as a means by which office and organizational productivity can be increased. Incorporation of office automation technology can represent a large investment for any organization. To guarantee the proper allocation of resources, government managers and executives must utilize evaluation techniques which insure that the benefits of a program outweigh the costs. Naval Laboratories have been planning to purchase office automation technology to increases their productivity. To insure that the benefits of office automation can be realized and are cost effective an evaluation method should be developed which quantifies increases in productivity. The purpose of this thesis is to present an evaluation method which provides ostensive and confirmable evidence with regard to productivity changes and the cost/benefit of office automation. The Naval Laboratories Technical Office Automation and Communications System (NALTOACS) Pilot Assessment and the Automated Technical Information Processing System (ATIPS) at Naval Weapons Center, China Lake, California were used as the basis of analysis for the development of the evaluation method.

The objective of this research was to identify, through case study and literature review, guidelines that have been developed and successfully demonstrated in civilian and/or government organizations, through which a foundation can be laid to effectively implement information systems in an Air Force office environment. In particular, how well do these guidelines apply to the office automation efforts of one existing office in the B-1B System Program Office (SPO)? Based on the comparison of the two implementations there were five findings that were determined to be consistent in identifying a successful implementation and could be used to develop effective policies and guidelines. The five findings to the research were: 1) a set of well-defined goals and organizationally accepted success criteria are consistent with successful IS/OA implementation; 2) a highly visible top management is a strong ingredient in a successful IS/OA implementation; 3) the research supports the necessity of establishing a well-regulated and publicized planning process; 4) there appears to be little difference between the commercial implementation and the government implementation; 5) the consideration of user needs and satisfaction acts as a synergistic value to a successful IS/OA effort.

This paper documents the evaluation of three UNIX-based Office Automation software packages. The three products include Applix Aster*x, Clarity Rapport and BBN Slate. A similar effort completed by a MITRE-Washington technical support member is also incorporated, providing additional background information on each of these products and related conclusions. Where the two evaluations were performed on different versions of the products, conflicts have been resolved and explained. Detailed user interface and functional requirements were gathered through interviews with USMC Intelligence Activity Detachment, Quantico analysts and administrators.

Office automation systems are growing both in use and in complexity. The development of a database management system for the office automation environment becomes a high priority, in order to provide an efficient and reliable way to manage the information needs of the office. Therefore, the specification of a database server for the office automation environment becomes a key area of concern. In addition to providing traditional database support, the database server must also provide new database support, so as to meet the unique and many needs of office automation environments. This paper focuses on the characterization and specification of a database server for the office automation environment. It also considers how such a database server can be effectively integrated into the office automation environment. The authors use both intuitive comparisons and queing-theory analyses to evaluate the various integration approaches. Further, they examine an experimental database system, known as the multibackend database system, as a candidate for the database server in the office automation environment.
