We were delighted to welcome Dr Jo Littler as the next speaker for our Chipping Barnet Labour Presents series. Meritocracy today involves the idea that whatever your social position at birth, society ought to offer enough opportunity and mobility for 'talent' to combine with 'effort' in order to 'rise to the top'. This idea is one of the most prevalent social and cultural tropes of our time, as palpable in the speeches of politicians as in popular culture. In this talk Jo Littler argued that meritocracy is the key cultural means of legitimation for contemporary neoliberal culture - and that whilst it promises opportunity, it in fact creates new forms of social division.

By referring to the theory of semiology, this study aims to present how certain phrases, applications, images, and objects, which are assumed to be unnoticed in the educational process as if they were natural, could be read as signs encrypted with certain ideologically-loaded cultural codes, and to propose semiology as a method for educational studies by means of a sample analysis. Semiological reading means to interpret the objects that surround our visible environment not just with their primary meaning but also based on their cultural codes, their metaphorical meanings. The signs that surround our environment present us with an order of myths that hide political meaning and naturalize this meaning. In this regard, reading signs and making a political analysis or analyzing the ideological codes of myths adds up to the same thing. In this study mythicized discourses within the educational process were analyzed based on the semiological reading approach. In this reference frame, the cover photograph of the Social Sciences Textbook adopted for use by the 5th grade in primary schools under the Ministry of National Education (MNE) during the 2011-2012 school year was analyzed as a sample, taking into consideration the principles of semiological analysis. It was concluded based on the signs included in the image that values recognized as the building blocks of a capitalist economy such as "technology," "industrialization," "progress," "growth," and "enrichment" were transferred through a mythical presentation.

Part II uses a series of case studies to analyse the cultural pull of popular ‘parables of progress’, from reality TV to the super-rich and celebrity CEOs, from social media controversies to the rise of the ‘mumpreneur’. Paying special attention to the role of gender, ‘race’ and class, this book provides new conceptualisations of the meaning of meritocracy in contemporary culture and society.

Cancelled in 2010 due to affordability, the PBMR project had sucked in a staggering R30bn in State investment, employed hundreds of scientists and even created a working prototype at NW University. Theuns Eloff, who was NWU’s vice chancellor at the time; and Andrew Donaldson, then DDG at National Treasury, discuss why the project was canned - and whether the new energy equation justifies revisiting the PBMR idea. It is widely believed that maximum likelihood estimators must be used to provide optimal estimates of power spectra. Since such estimators require require of order N_d^3 operations they are computationally prohibitive for N_d greater than a few tens of thousands. Because of this, a large and inhomogeneous literature exists on approximate methods of power spectrum estimation. These range from manifestly sub-optimal, but computationally fast methods, to near optimal but computationally expensive methods. Furthermore, much of this literature concentrates on the power spectrum estimates rather than the equally important problem of deriving an accurate covariance matrix. In this paper, I consider the problem of estimating the power spectrum of cosmic microwave background (CMB) anisotropies from large data sets. Various analytic results on power spectrum estimators are derived, or collated from the literature, and tested against numerical simulations. An unbiased hybrid estimator is proposed that combines a maximum likelihood estimator at low multipoles and pseudo-C_\ell estimates at high multipoles. The hybrid estimator is computationally fast, nearly optimal over the full range of multipoles, and returns an accurate and nearly diagonal covariance matrix for realistic experimental configurations (provided certain conditions on the noise properties of the experiment are satisfied). It is argued that, in practice, computationally expensive methods that approximate the N_d^3 maximum likelihood solution are unlikely to improve on the hybrid estimator, and may actually perform worse. The results presented here can be generalised to CMB polarization and to power spectrum estimation using other types of data, such as galaxy clustering and weak gravitational lensing.
