The concept of a new moving target indicator (MTI) based on the range-doppler coupling properties of chirp, step-chirp, and certain polyphase codes is discussed. The principal feature of the range-doppler coupled MTI is that target blind speeds are eliminated. The polyphase codes must by symmetric for proper operation in a range-doppler coupled MTI. The performance of this MTI is evaluated, and its limitations are identified. (Author)

A method for characterizing radar signatures using ARMA models is developed based on the concept of scattering centers. A parameterization of the ARMA model specific to the radar target identification problem is chosen, and several key improvements to the algorithm, including the use of singular value decomposition and the removal of spurious scattering centers are presented and compared to earlier versions of the algorithm. The resulting algorithm is tested with data taken from a compact range. These tests include comparison of different targets, different aspect angles and frequency ranges, as well as robustness tests on the algorithm and evaluation of performance in noise.

This study is focused on the problem of determining the survival probability of a moving target, which is under attack by a hunter. The target (vehicle, tank, etc.) is moving along a straight line path, which is partially obscured from the hunter by randomly distributed objects (trees, clouds, terrain objects, etc.). The target can be destroyed by the hunter only along the visible segments of the path. Visibility contact between the hunter and the target is needed for tau sub o time units for a shooting trial to occur. In any given shooting trial the probability that the target is destroyed is fixed. If the target survives a shooting trial, another identical trial may be attempted if continuous visibility for tau sub o time units is possible. If the target enters an obscured segment of the path, the shooting trials terminate, until visible segment of length L, its survival probability can be approximated by the negative exponential function exp(-qL), for suitably chosen constant q, 0 q infinity. The problem is that the number of visible segments on the moving path, between two specified points P sub L and P sub U, and their lengths are random variables, whose distributions depend on the characteristics of the random field. This study is based on the model of a random Poisson field of obscuring elements. (kr)

This report presents a program of instruction for the engagement of moving personnel targets with the service rifle. It was designed for use by the Army Training Center to teach Infantry One Station Unit Training (OSUT) soldiers. Instruction is situationally focused. It is oriented for application on existing ranges and facilities at Fort Benning, Georgia, in conjunction with available special training devices. Utilization of the devices described and discussed within the recommended training program will cost effectively increase targets hit on the Defense Test Range (DTR). Instructor requirements remain unchanged, but nominal increases in training time and ammunition requirements are necessary. Detailed lesson outlines and hard copy vu-graphs are included. Those who are specifically involved in the management, support, and oversight of the Synthetic Aperture Radar/Moving Target Indicator (SAR/MTI) should read this report because it discusses why the SAR/MTI program was halted and pending program actions The SAR/MTI is an Army acquisition category III program. The Doppler spectrum of a moving target with arbitrary velocity may entirely situate in a PRF band or span in two neighboring PRF bands. In this paper, we conduct a detailed theoretical analysis on the moving target’s azimuth shift for these two scenarios. According to the derived formulas, one can relocate a moving target with arbitrary velocity to the right position no matter the Doppler ambiguity occurs or not. Procedures for determining the accuracy and time required to score hits of direct fire artillery class main armament, combat vehicles with automatic type main armament, and flexible mounted automatic weapons on combat vehicles, at different vehicle speeds over varying terrain on stationary objects are defined.

This is the third quarterly report, documenting the development of the Automatic Detection and Display Equipment for MTI. The circuit design effort was approximately 80 percent completed at the end of this reporting period. The active filter was analyzed to minimize the effect of component tolerance and variation. A range-delay and range-gating circuit was also developed. The revised cathode-ray tube (crt) power supply, which includes provisions for dynamic focus, was completed and is ready for test. Packaging studies and power estimates indicate that size and power consumption will be better than the specified values.

This is the first quarterly report documenting the development of an Automatic Detection and Display Equipment for Moving Target Indicator (MTI). The equipment will contain 10 range gated channels; each channel containing 10 bandpass filters to cover the audiospectrum. Moving target information will be displayed on 'B' type and doppler displays. An investigation of active filters was undertaken and a preliminary configuration selected for test. This circuit makes use of integrated operational amplifiers. In addition, the S-plane pole position for all 10 bandpass filters was calculated. Effort was also expended on development of a +10,000-VDC power supply for the storage-display tube. A 10-kz, solid-state inverter driving voltage multipliers and rectifiers was selected for test. A small variable transformer was also developed to provide highly efficient adjustment of voltages. An input voltage regulator was developed and, through use of a special configuration, a regulating efficiency of 95% was achieved. Other development work consisted of preliminary test of an integrator- threshold circuit and the target generator and doppler modulator portion of a radar simulator.

Abstract Background: With the advent of percutaneous coronary intervention, specifically the bare metal stent and subsequently, the drug-eluting stent, the scope of interventional cardiology has greatly increased. Aspirin, in combination with a thienopyridine is the present-day cornerstone of oral antiplatelet therapy after coronary artery stent placement. Continuing this chronic antiplatelet therapy, to mitigate a perioperative major adverse cardiac event, can be challenging and remains controversial in patients with a coronary artery stent undergoing non-cardiac surgery. We describe here the rationale for and successful use of an alternate approach to formulating local institutional management protocols for patients with a coronary artery stent, undergoing an elective surgical procedure. Discussion: A recent systematic review identified 11 clinical practice guidelines for the perioperative management of antiplatelet therapy in patients with a coronary stent who need non-cardiac surgery. However, there is significant variance and inadequacy with these current applicable professional society guidelines. Moreover, persistently variable success has been experienced in translating even well-grounded national clinical guidelines into local practice, including in the perioperative setting. Under the auspices of a broadly multidisciplinary institutional task force and applying the Consensus-Oriented Decision-Making model, we created two evidence-informed and local expert opinion-supported standardized clinical assessment and management plans for the preoperative management of antiplatelet therapy in patients with a coronary artery stent. Summary: Patient care can be optimized via evidence-based, yet locally developed and reiterative standardized clinical assessment and management plans for patients with coronary artery stents undergoing surgical procedures. Such standardized clinical assessment and management plans can result in greater consistency in care, providing a positive feedback loop in which the care plan itself can be continuously reevaluated, improved, and brought up to date with the most recent available data and knowledge.

A field experiment was conducted to determine whether a circular bracketing sight mounted on a standard M16A1 rifle could enhance the effectiveness of the weapon in a short-range, quick-fire environment against a moving target. Circular bracket sights of 1.32 and 2.64 ins. in diameter were used. Human silhouette targets appeared moving along a track at 6 mph. at distances of 25 and 50 yds. and remained exposed for approximately 2.5 secs. Subjects were infantrymen who engaged the target (single-shot) with each sight and at each direction of target movement (right-left) and range. An unmodified M16A1 sight was tested by the same subjects for comparison using standard quick-fire techniques. Results showed approximately 150% increase in the single-shot probability using either circular bracketing sight. The advantage of the bracketing sights was especially pronounced at the 50 yd. range/ Subjects preferred the smaller bracketing sight.

Abstract A novel approach to detecting and tracking a moving target using synthetic aperture radar (SAR) images is proposed in this paper. Achieved with the particle filter (PF) based track-before-detect (TBD) algorithm, the approach is capable of detecting and tracking the low signal-to-noise ratio (SNR) moving target with SAR systems, which the traditional track-after-detect (TAD) approach is inadequate for. By incorporating the signal model of the SAR moving target into the algorithm, the ambiguity in target azimuth position and radial velocity is resolved while tracking, which leads directly to the true estimation. With the sub-area substituted for the whole area to calculate the likelihood ratio and a pertinent choice of the number of particles, the computational efficiency is improved with little loss in the detection and tracking performance. The feasibility of the approach is validated and the performance is evaluated with Monte Carlo trials. It is demonstrated that the proposed approach is capable to detect and track a moving target with SNR as low as 7 dB, and outperforms the traditional TAD approach when the SNR is below 14 dB.

A method for determining the optimal or near-optimal search path for the wake of a moving target when the searcher's motion is constrained is presented. The problem uses a Markov action model in discrete time and space for the target and assumes that the searcher is constrained to move only from the currently occupied cell to a specified set of \"neighbor cells\", I(j). First, a discussion of the complexity of the problem is presented. Next, an extension of T.J. Stewart's constrained searcher algorithm is given. Stewart's algorithm uses S.S. Brown's unconstrained searcher algorithm to calculate bounds on the probability of non-detection. An extension of Brown's algorithm to allow the use of a wake detector is also given. Several alternatives to both algorithms are offered and compared. Finally, some further extensions to the algorithms are suggested.

Six well-trained subjects reported their visual perceptions both during and following rotation while observing a moving target in the dark and in a lighted room. The subjects were rotated at speeds varying from 2 to 15 rpm both to the right and left, while the target described a circular path 2 meters distant and 15 degrees above the level of the subjects' eyes. The subjects were asked to give a qualitative description of their own sensations of rotation and of the apparent movement of the movement of the model plane during and following rotation. When a subject was accelerated to 15 rpm in the dark, there was a rapid displacement of the target in the opposite direction, although, at the same time, as a result of nystagmus the target appeared motionless. This paradox made it necessary for the subjects to distinguish between rate of motion and amount of displacement. As the target went by on successive rotations, it appeared to pass more rapidly until, after approximately 30 seconds, the subject felt himself to be stationary while the target rotated rapidly around him. Similar results occurred at slower speeds or rotation. The post-rotation phenomena were stronger, since the deceleration was more rapid. These phenomena which did not occur in a lighted room can be considered as a summation of the effects of real motion of the target, vestibular nystagmus, and the subjects' sensations of their own motion.

This report presents the maximum likelihood approach to nonmoving resolved/partially resolved target extraction from correlated images that can be extended to the underresolved, weak target case by restructuring the basic problem development in terms of the inherent two-dimensional aspects found in most remotely sensed images. The report also outlines the research required to extend application of the restructured development to an optimum processing approach for detecting stationary or slowly moving targets in clutter.

The optimal detection of a three-dimensional moving target calls for the classical technique of matched filtering. If a target is modeled as a moving point source with unknown velocity, then the velocity alone determines the shape of the observed signal. Thus, target velocity is a parameter that completely characterizes the matched filter. We will designate these types of matched filters to be the assumed velocity filters (AVFs) to emphasize the velocity parameter. Like most matched filtering techniques where the signal parameters range in a continuum, the AVF must be implemented suboptimally by quantizing the velocity space. In this report we will use a loss factor that measures the average loss of signal-to-noise ratio (SNR) at the output of the matched filter due to mismatch of filter parameters. The loss factor can be used as a criterion for partitioning the velocity space. We will show that, with a fixed loss factor, the number of filters required for coverage increases linearly as the span of the two-dimensional velocity space increases quadratically. The rate of increase is further reduced when the loss factor is made proportional to expected target angular speed.

We present an unsupervised algorithm for detection of moving targets in highly dynamic scenes. These are scenes whose background is subject to stochastic motion, due to the presence of multiple moving objects (crowds), water, trees swaying in the wind, etc. The algorithm is inspired by biological vision. Target detection is posed as a problem of center-surround saliency, which aims to identify the locations of the visual field of maximal contrast with the background. Contrast is defined in terms of both appearance and motion dynamics, and measured using mutual information between stochastic models, known as dynamic textures, which can account for complex motion. This enables very robust target detection in the classes of scenes which have traditionally proven most adverse to tracking. Extensive tests in the context of dynamic background subtraction have shown significantly superior performance to previous techniques.

As the nature of warfare has shifted from a conventional approach to more guerilla type warfare, intelligence has become more important than at any other time in the history of the United States Military. With the stochastic nature of intelligence gathering, it is almost impossible to know with any degree of certainty where and when the next piece of information that could possibly change the course of the battle or war will be obtained. US intelligence gathering assets have long been plagued with using useless measures of performance rather than measures of effectiveness to determine their worth. This research uses a value focused thinking approach to determine the effectiveness of a specific capability or asset. Specifically, it looks at Ground Moving Target Indicator onboard the E-8C Joint Surveillance Target Attack Radar System. This research attempts to provide a model to a decision maker so he or she will know in advance the approximate value of information they will receive from a particular asset or capability before the asset is ever deployed into the area of responsibility.

This article is from Perspectives in Clinical Research , volume 2 . Abstract Quality of clinical trials depends on data integrity and subject protection. Globalization, outsourcing and increasing complexicity of clinical trials have made the target of achieving global quality challenging. The quality, as judged by regulatory inspections of the investigator sites, sponsors/contract research organizations and Institutional Review Board, has been of concern to the US Food and Drug Administration, as there has been hardly any change in frequency and nature of common deficiencies. To meet the regulatory expectations, the sponsors need to improve quality by developing systems with specific standards for each clinical trial process. The quality systems include: personnel roles and responsibilities, training, policies and procedures, quality assurance and auditing, document management, record retention, and reporting and corrective and preventive action. With an objective to improve quality, the FDA has planned new inspection approaches such as risk-based inspections, surveillance inspections, real-time oversight, and audit of sponsor quality systems. The FDA has partnered with Duke University for Clinical Trials Transformation Initiative, which will conduct research projects on design principles, data quality and quantity including monitoring, study start-up, and adverse event reporting. These recent initiatives will go a long way in improving quality of clinical trials.
