Ob Griechenlandkrise, Nahostkonflikt oder Hunger in Afrika – immer ist schnell die Rede von der Notwendigkeit eines "Marshall-Plans". 70 Jahre nach seiner Erfindung scheint das legendäre Konjunkturprogramm das Musterbeispiel für effiziente Wirtschaftshilfe. Doch stimmt das wirklich? Wie kam es zum Marshall-Plan? Am 5. Juni 1947 schreibt eine Rede Geschichte: US-Außenminister George C. Marshall präsentiert an der Universität Harvard Pläne zur Sanierung der europäischen Wirtschaft. Angesichts der katastrophalen Umstände, so führt er aus, sei es den europäischen Staaten nicht möglich, selbstständig wieder auf die Beine zu kommen. Er sei davon überzeugt, dass der Aufbau eines demokratischen und friedlichen Europas nicht ohne Wirtschaftshilfe gelingen könne. Die USA haben ein großes Interesse an einer stabilen politischen Lage in Europa. Außerdem zielen sie auf den Aufbau zuverlässiger Handelspartnerschaften – Exporte sollen die US-Wirtschaft stützen. Zehn Monate nach der historischen Rede beschließt der US-Kongress das "European Recovery Program (ERP)", bekannt als "Marshall-Plan". Die Summe von 13,3 Milliarden US-Dollar fließt bis 1953 an insgesamt 17 Länder, etwa ein Zehntel davon an Westdeutschland. Welche Auswirkungen hatte der Marshall-Plan wirklich? Die rasante wirtschaftliche Genesung der jungen Bundesrepublik scheint zu belegen, dass der Marshall-Plan wahre Wunder wirkte. Dabei sind es ganz andere Faktoren, die damals greifen. Der Bielefelder Historiker Werner Abelshauser hat in US-Archiven die wirkliche Geschichte des Hilfsprogramms enthüllt. Tatsächlich fließt nicht ein Dollar nach Deutschland. Der Marshall-Plan ist in erster Linie ein Konjunkturprogramm für die lahmende US-Landwirtschaft, flankiert von einer der größten PR-Kampagnen der Geschichte. Die deutsche Wirtschaft wiederum ist viel weniger zerstört, als wir heute glauben – im Grunde bezahlen die Deutschen ihren Wiederaufbau selbst. 70 Jahre später – eine kritische Bilanz Zeitzeugen wie der ehemalige SPD-Vorsitzende Hans-Jochen Vogel oder die frühere Hamburger Justizsenatorin Lore Peschel-Gutzeit schildern ihre persönlichen Erinnerungen an die Stunde Null und die Marshall-Plan-Jahre. Die Aussage von Herr Dr. Vogel: " Alle fingen in der Währungsreform bei Null an stimmt so nicht. Die Ungleichverteilung war von Anfang an CDU-gewollt. In der Währungsreform von 1948 wurden die aus der „Liquidation des Dritten Reiches“ geretteten Vermögen der „großen Familien Flick, Thyssen, Siemens, Bosch, Quandt und Oetker (...) eins zu eins auf Deutsche Mark umgestellt“. Dagegen hatten „mit ihrer Kopfquote von 40 Mark (...) vier Fünftel der Bundesbürger den Wettlauf in die Wohlstandsgesellschaft bereits am Start verloren“. Die US-Erfinder der Reform hatten vorgesehen, dass „auch die Besitzer der Sachwerte einen großen Teil der Kriegsfolgelasten übernehmen sollten“. Auf dem Weg dorthin gab es zahlreiche, teils schwierige und auch unkalkulierbare Entwicklungsschritte: Abkehr von etlichen Beschlüssen des Potsdamer Abkommens, das aus der Krim-Konferenz sich herleitete, die zahlreichen Pläne für die Reform der deutschen Währung, dann der 21. und 24. Juni 1948 mit den Währungsreformen in West und Ost. Die ersten Erhardschen Wirtschafts-Beschlüsse, die Rolle der Sowjets bei der Blockade Berlins, usw., usw., bis dann zur Gründung der BRD und der DDR in 1949. Und es muss deutlich bleiben: der Marshall-Plan war ein Programm, das für ganz Europa gedacht war, nicht nur für die westlichen Staaten. In dieser ARD-Doku müsste viel ergänzt, vervollständigt und Korrigiert werden. Als Politologe und Historiker ist für mich eine solche "Doku" ärgerlich und alles andere als seriöse Geschichte.

To The San Francisco Examiner Since Russia’s refusal to permit certain small nations to attend the Paris Conference on the Marshall Plan, a distinct anxiety was expressed by many public men and by the press in general, because no exception was made by Russia for the state of Czecho-Slovakia at least. I think and I hope, that you will agree, that the American people are entitled to clarification in this matter. In the opinion of many the state of Czechoslovakia found itself twice already in its short national existence not only on the winning" side, but on the right side, assisted by circumstances of a blind fortune plus the shrewdest political manipulations and clever propaganda. Today this same Czechoslovakia finds itself on the opposite side of the "right" side, but not because fortune deserted, which persistently and in comprehensibly offered itself to that state for over a quarter century, but Czechoslovakia finds itself on the wrong side, as the inevitable result of the policies adopted and persistently followed by Doctor Benes and his government after the disintegration of Czechoslovakia. This is the policy of opportunism, the policy of selfishness and of greed. It was one thing to profess and advertise democracy and practice tyranny at home and still retain the confidence and friendship of England and America, the two nations not yet permeated by hatred and suspicion and it is another matter to influence by in intrigue and to use the so gained power and prestige of the Soviet Union in order to satisfy utterly selfish aims to the total ruin of another country and then "not to follow" the path laid out and to snub the "eastern" kind of democracy in the hope, that eventually there will be a way found to masquerade with the more “profitable" brand of western democracy. The plain fact is, that the game" so successfully and so long played by Czechoslovakia is ended! It may be unfortunate and tragic for the people of Czechoslovakia, but this time Doctor Benes "truly" has to choose and stick to his choice. One thing western democracy can and should learn from Communism and that is "steadfast loyalty to principle." I have before me an editorial of The Examiner, written on August 19, 1943, titled: "President Benes Bows to Moscow." It is not the first time, when events actually happening reminds one of the clear fore sight of The Examiner and of Its accurate judgment of men, who sometimes are instrumental in bringing forth regrettable events. President Benes of Czechoslovakia is directly responsible for the "present" relationship existing between his country and that of the Soviet Union and he "greatly" helped Hungary also to its present fate. When Doctor Benes wrote in Liberty Magazine (1943) that "the Red menace is merely a convenient instrument of aggression," etc., he was guilty of both ignorance and insincerity. He accused the world of "knowing very little about Soviet Russia," but we can be sure, that he himself only now, after a bitter expert ence is able "to appraise the true nature of the Soviet Union." For almost thirty years Doctor Benes was able to play the fore most democrat of the world. What was his merit? Nothing more, but his "heroic escape" from Bohemia and his abandoning his native land to form a "refugee" government in London, leaving his less fortunate compatriots to hold the bag and face the full brutality of Hitler, while during all these tragic times other "of truly noble democratic character" of many lands died martyr's death by the hundreds! During those fateful years Doc tor Benes and his associates in the comparative safety of London busied themselves in helping Russia create a "barrier," which today separates his country created by America from western Europe and cuts Europe into two noncooperating camps. Continuous successes to fantastic gains made Doctor Benes bold and reckless and he too, as so many before him, overestimated himself. Today and only today he found his master, who will not be satisfied with words and gestures. Today he realizes, that he is not dealing with "trusting and believing" Englishmen and Americans, but with individuals, whose trust is not easily won and not lightly to be taken. Will Doctor Benes be able to play his usual game with Stalin and Molotov? It will be interesting to watch, indeed. His first attempt became his first bitter "fiasco." A. To The San Francisco Examiner; I have read only today the letter of A Nemes which was published in your paper on July 21, 1947. The personal attack by Mr. Nemes on Dr. Edvard Benes, President of Czechoslovakia, is so base and filled with such hatred that it reminds me of very similar attacks by Adolf Hitler and Joseph Goebbels during the dramatic events of the central European crisis in 1938. I am certain that the readers of your paper have realized that Mr. A Nemes has written his lines about Doctor Benes with 99 per cent hatred and with 1 per cent of knowledge of the facts. The help of American public opinion and the American administrations as well as the help of the leaders of the two political parties, Republican and Democratic, extend ed to Dr. Edvard Benes in his struggle for the freedom of the Czechoslovak people during both World Wars was so great and sincere that I don't feel I need to correct Mr. A. Nemes' false statements about Doctor Benes. But I wish to answer Mr. Nemes' false accusation that the Czechoslovak Government professed a policy of opportunism, selfishness, and greed . While Mr. Nemes' old Hungary fought the western Allies in 1914-18 and again led by short-sighted leaders, fought the same western Allies in 1939-45, helping Adolf Hitler, the Czechoslovak people built up a huge army in the first World War which fought side by side with the American soldiers and in the second World War supplied two armies and a considerable air force operating from England and the Middle East, again on the side of the western Allies. Politically speaking, every step taken during World War II by Dr. Edward Benes and his government in London and even before it was taken was submitted to and approved by the Allies, including the American Government so that Mr. Nemes' accusation of a policy of opportunism, selfishness, and greed is actually an accusation against the American Government and people. But then it may well be that Mr. Nemes' old Hungarian heart would not let him stop even at such an accusation. All the other statements by A. Nemes are not worth answering. Last month, at COP28 in Dubai, the Republic of the Marshall Islands unveiled its sweeping national climate adaptation plan, the multi-year product of government officials interviewing thousands of Marshallese residents across the country's dozens of coral atolls. The plan is ambitious and groundbreaking because it has to be. As John Silk, foreign minister of the Marshall Islands, said in September, \"We call it our national adaptation plan, but it is really our survival plan.\"Lawfare Managing Editor Tyler McBrien sat down with Jake Bittle, a staff writer at Grist who covers climate impacts and adaptation and the author of a recent book about climate migration called \"The Great Displacement,\" about this very plan, which Jake obtained ahead of the annual climate conference. They discussed what makes this particular climate adaptation plan revolutionary, the thorny geopolitics of climate financing, and the unimaginable, unquantifiable loss that might occur should the worst case scenarios come to fruition for the Marshallese. Made in 1951 to promote unity in Western Europe against the Soviet Union and what would become the Warsaw Pact, "The Hour of Choice" presents the post-WWII choice which now lies before the countries of Western Europe. The film gives an historical survey of the old historic European concept of "unity with difference" and emphasizes the present day realization that, in order to survive, Europe must abolish differences and achieve unity. The Marshall Plan, the Schuman Plan, the European Payments Plan, the North Atlantic Treaty Organization (NATO) and the Council of Europe are briefly covered. Through the intervention and help of America, Europe has risen from the waste for the common good. Where once individual countries were very separate, the Marshall plan has helped to open them up in terms of trade and co-operation, and with NATO Europe and North America can co-operate together in the mutual building and strengthening of a united Europe and helping to keep peace. The film reflects on Europe's rich cultural and geographic diversity, its historical divisions, and the enduring aspiration for unity. Despite centuries of conflict, separation, and war, Europeans have shared a common legacy of art, science, and democratic ideals. After the devastation of two world wars, the continent faced a harsh reality: its survival and future prosperity depended on cooperation, not isolation. Victory at Thermopylae is a 1950 film produced and directed by David Kurland that was part of a number of films produced in Europe during the Marshall Plan and shown throughout Europe to “tell the story” of U.S. participation in Europe’s post-war recovery. The film begins with two men walking four oxen pulling a plow through a field. A tractor pulls a plow down a field. Footage shows some of the mountains of Greece, including snow-capped peaks and rocky mountainsides. Farmers use hoes to till the soil (02:22). The film then shows the small town of Anthili with its church (02:55); the village is located between the sea and the famed site of Thermopylae. Footage shows the barren plain around the village—it is left fallow because of its alkali salt levels. Two U.S. jeeps drive through a field, and four Greek farmers watch the American contingent pull up. The Americans, led by Walter Packard, take a sample of the alkali soil (04:15). At a University of Athens laboratory (04:42), Packard tests the soil. The Americans sit with the president of Anthili and talk with the townspeople about how to use rice to remove the alkali salt (05:19). The Americans and a few Greek men survey the surrounding fields (06:28). Heavy equipment from the Greek Ministry of Agriculture dig earth, as do men from the village, creating irrigation canals and ditches. A dragline excavator helps dig an irrigation canal. Irrigation water is pumped out of the fields’ irrigation system and down to the sea (07:44). The rice paddies are flooded (08:13), and a man wades through the water tossing rice. Three farmers sit on the side of a canal and wait to see if the rice will grow. There is a good shot of the young rice plants (08:57), followed by a panoramic shot of the fields of mature plants. The paddies are drained, and salt lines on the canal walls show the successful leaching of the salt (09:38). Two men examine the rice crop. Several of the town’s farmers walk along a village street (10:11). A combine harvester drives through the field, harvesting the rice (10:31). Men walk behind the harvester and haul off the sacks of rice once filled. Two men load the bagged rice onto a wagon. There is a good shot of Anthili (11:20) and footage of women standing around a group of younger women dancing to celebrate the harvest. A dozen men sit around a table outside of what appears to be a café (12:28), next to a new street sign named in honor of Walter Packard.
