Global change, including climate change, poses unique challenges to the Department of Defense (DoD). In particular, coastal military sites, and their associated natural and built infrastructure, operations, and readiness capabilities, are vulnerable to the impacts of rising global sea level and local extreme water level (EWL) events. One way to assess vulnerabilities and impacts is to pose plausible and scientifically credible future conditions, or scenarios, with regard to sea level and EWLs. A multi-agency group conducted a literature synthesis and applied research effort to develop such scenarios. This report and its accompanying scenario database provide regionalized sea level and EWL scenarios for three future time horizons (2035, 2065, and 2100) for 1,774 DoD sites worldwide. The global nature of DoDs presence required a broad and comprehensive approach that to this point has been lacking in similar efforts. These regionalized scenarios were based on five global sea-level rise (SLR) scenarios. The site specific results reflect the fact that SLR is not uniform across the globe. The set of five global SLR scenarios (starting from 1992 and ranging from 0.2 meters to 2.0 meters by 2100) was developed consistent with other efforts of a similar nature that attempt to frame the plausible range of risk of concern to coastal managers. The suite of global scenarios and their associated storylines enable decision-makers to tailor their use of the scenarios to the decision under consideration and other factors. Although the scenarios extend only to the year 2100, for all global scenarios considered, sea levels will continue to rise past 2100. Decision-makers and planners with time horizons that go beyond 2100 should take this into account.

Data analysis from recent acquisition program assessments has identified common characteristics of successful programs and supporting organizations. First and foremost, organizations with successful acquisition processes must embrace risk management throughout the entire product life cycle. While risk management is ingrained within their culture, these organizations take active measures to sustain effective implementation across programs by routinely conducting assessments to maintain currency, applying proven best practices to address specific risks, and using historical lessons learned to improve future performance. These assessment results also revealed characteristics of unsuccessful programs, primarily a lack of understanding and distinction between acquisition and development processes. This confusion resulted in an increase in interface issues as well as observable impacts on product cost, schedule, and quality. As a result of their analysis, the authors conclude that successful acquisition risk management is based on the following: (1) providing educated leadership and a supportive organizational culture, (2) adapting proven best practices in response to specific circumstances, and (3) emphasizing the program environment rather than process maturity.

The Department of Defense (DoD) has an annual budget approaching a half-trillion dollars. A significant portion of that budget is either directly or indirectly affected by Information Technology (IT) Infrastructure modernization initiatives. Nationally, investment in IT infrastructure modernization is about $250 Billion a year, spanning approximately 175,000 projects. Unfortunately, various studies indicate that only 28% are completed on time and on budget-with the number dropping to around 9% for larger companies in 1994, including government programs. By 1998, these numbers had improved, with success rates for larger companies, for example, up to 24%. But, only small organizations have managed to implement more than half of their applications into one integrated system (Smith, 2000; Johnson, 1999, December; Keller, 2006, May 29). The factors driving these numbers are myriad-and include the sheer scope and complexity of infrastructure modernization programs, unstable/undefined requirements, unstable funding, moving target objectives, and evolving threats. As a result, the costs of integration complexity increase exponentially, but yet are almost invariably under estimated. These challenges notwithstanding, one Gartner study asserts that IT asset productivity will drive market capitalization (Gartner, 2002, July). Given the scope, importance and complexity of these projects, reliable, cost- effective, early warning indicators of problems are essential. Yet, classical investment theory provides little guidance for dealing with public-sector investment. The result is a general absence of computationally efficient, predictive models applicable to the analysis of those investments.

During World War II, the United States constructed 84 new ammunition plants. Many of the plants were built before the United States officially entered the war. Because the government lacked sufficient management expertise to run all the plants, private industry was contracted to operate them, creating a new system of government owned, contractor operated (GOCO) ammunition plants. Many of the plants were closed after the war, never to reopen. Others were activated for the Korean conflict, Vietnam, or both, only to be laid away to be ready for some future conflict. The end of the cold war and the absence of credible enemies has caused the United States to once again pare down its ammunition production capability. The production base is supporting a much smaller force than it did in the 1980s. Budget figures for 1996 indicate that active Army strength is down to 495,000 soldiers. The total planned strength for the entire Department of Defense is 1.45 million active duty personnel, down 33 percent from 1987 levels. A smaller active force means less ammunition will be consumed in training and less is needed in the event of war, since ammunition needs are based on the number of weapons available.

In fiscal year 2009, the Department of Defense (DoD) spent nearly $384 billion on contracts. This investment, representing over 70 percent of total government contract spending, highlights the great need to better manage risk in acquisitions. But DoD has not always managed risks effectively: major systems continue to take longer to develop, cost more, and deliver fewer quantities and capabilities than originally planned. In addition, poorly managed growth in services spending has contributed to disappointing program outcomes. DoD weapon system acquisition and contract management have been on GAO's high-risk list for nearly 20 years. This testimony focuses on the following: (1) DoD acquisition planning; (2) contract types and the award process, including bid protests; (3) outcomes of major acquisition programs; and (4) acquisition and contractor workforce management. It also highlights relevant reforms in each area. This statement is based on GAO's body of work on DoD acquisitions and contracting and on GAO's statutory role in issuing bid protest decisions. GAO has made numerous recommendations in prior work but is not making any new recommendations in this testimony.

Risk management strategies have become a recent important research topic to many aerospace organizations as they prepare to develop the revolutionary complex space systems of the future. Future multi-disciplinary complex space systems will make it absolutely essential for organizations to practice a rigorous, comprehensive risk management process, emphasizing thorough systems engineering principles to succeed. Project managers must possess strong leadership skills to direct high quality, cross-disciplinary teams for successfully developing revolutionary space systems that are ever increasing in complexity. Proactive efforts to reduce or eliminate risk throughout a project's lifecycle ideally must be practiced by all technical members in the organization. This paper discusses some of the risk management perspectives that were collected from senior managers and project managers of aerospace and aeronautical organizations by the use of interviews and surveys. Some of the programmatic risks which drive the success or failure of projects are revealed. Key findings lead to a number of insights for organizations to consider for proactively approaching the risks which face current and future complex space systems projects.

Charlotte Turner Smith (1749 – 1806) was an English poet and novelist. Captain John Smith (c. January 1580 – June 21, 1631) Admiral of New England was an English soldier, explorer, and author. He was knighted for his services to Sigismund Bathory, Prince of Transylvania. He is remembered for his role in establishing the first permanent English settlement in North America at Jamestown, Virginia, and his brief association with the Virginia Indian girl Pocahontas during an altercation with the Powhatan Confederacy and her father, Chief Powhatan. He was a leader of the Virginia Colony (based at Jamestown) between September 1608 and August 1609, and led an exploration along the rivers of Virginia and the Chesapeake Bay.<br /><br />His books and maps may have been as important as his deeds, as they encouraged more Englishmen and women to follow the trail he had blazed and to colonize the New World. He gave the name New England to that region, and encouraged people with the comment, "Here every man may be master and owner of his owne labour and land...If he have nothing but his hands, he may...by industrie quickly grow rich."<br /><br />In 1614, Smith returned to the Americas in a voyage to the coasts of Maine and Massachusetts Bay. He named the region "New England". He made two attempts in 1614 and 1615 to return to the same coast. First a storm dismasted his ship. In the second attempt, he was captured by French pirates off the Azores. Smith escaped after weeks of captivity and made his way back to England, where he published an account of his two voyages as A Description of New England. He never left England again. 20Triplanetary, First in the Lensman Series

Triplanetary was first serialized in Amazing Stories in 1934. After the Lensman series became popular, Smith took his Triplanetary story and turned it into the first of the Lensman series, using it as a prequel to give the back story for the protaganists in the Lensmen series. He added 6 new chapters, doubling it in size and it's really a different book from the serialized novel, being published 14 years after the first. It was put into Gutenberg just last year.<br /><br /> The novel covers several episodes in an eons-long eugenics project of the super-intelligences of the Arisia. This alien race is breeding two genetic lines to become the ultimate weapon in Arisia's cosmic war with their arch enemy, the Eddore. The initial chapters cover the Kinnison genetic line during the fall of Atlantis and Nero's (Gharlane of Eddore) reign in Rome. These tales were inserted into the novel following the serialized release, along with chapters covering members of the Kinnison line in World Wars One, Two and Three. The final chapter of Triplanetary tells of the discovery of the inertialess drive that allows faster than light travel. Patrolman Conway Costigan and his friends engage in a space battle with Gray Roger the pirate gangster. This conflict is complicated by the arrival of the technologically superior, extra-Solar, amphibian-like Nevians, resulting in the first interstellar war involving humans. In this story Virgil Samms and Roderick Kinnison, two very important members of the eugenics project, are introduced. They will play the leading roles in the next story, First Lensman. This gifted nature writer who is so good at describing animals and their habitat and habits here gives us a look at many of the fascinating creatures that can be found on the seashore. Starfish, the many types of crabs, shrimp, sea weed and finally something called the Precious Wentletrap which I will allow your imagination to think about for a while. His writing is clear and, as always, easy to read. Note that these are presented as educational 'lessons' on the various animals found near the sea and each lesson or chapter ends with a few questions called 'Exercises' which the student is asked to see if the main points of the chapter are retained.
