This project deals with development of a man overboard detection and location system for use on documented vessels. Preliminary research indicated that radio (RF) systems offered more potential than sonar. The concept for use of the RF system involves a small transmitter the size of a metal tape rule to be worn by each crewman while on deck. In the event of a fall overboard, the unit automatically begins transmitting which actuates an alarm and serves as a homing device for rescue. The major part of this effort was the demonstration of successful reception of an RF signal from a small prototype man overboard type of transmitter located at varying depths in fresh and salt water. Range for fresh water tests was greater than one mile. Range for salt water was considerably less. A program for development of an operational man overboard system for Great Lakes, inland waters/rivers, and deep sea vessels is discussed. (Author)

Man Overboard! S.S. Lucifer (E) [h2C]

Sink or Swim is a video game that was released in 1993 for the PC under the DOS environment. Developed by Zeppelin Games Limited, it was an action/puzzle game very similar in style to Lemmings. Versions also made their way onto the Amiga and the SNES. The Mega Drive/Genesis and Game Gear versions are known as S.S. Lucifer: Man Overboard! Story Players control Kevin Codner, the aquatic hero. After hearing that the SS Lucifer has suffered some sort of mishap (the exact nature of the incident is not made clear in the game. Somehow the captain is shown pulling the plug from his bath, and a fountain of water shoots up and starts flooding the ship.), Kevin gets into a yellow submarine and begins saving the passengers. Gameplay Each level has a certain number of passengers on it, and a certain quota to save to pass. Kevin must guide the passengers to their level exit, and then make his way to his own exit. There may be obstacles in the way, and there may also be water pouring into the ship's compartment, forcing the player to play quickly. Kevin surrounded by the passengers he has to save. Kevin has explosives at his disposal, allowing him to blast open doors or blast apart cargo crates that are blocking the way. There may be gaps that the passengers need to cross to reach their exit. These may be covered by pulling a simple lever and activating the bridge, but other times Kevin will have to build a bridge from cargo crates. There are conveyor belts and magnetic hoists to help in this task - but the conveyor belts may prevent the passengers from reaching their destination also. Kevin will have to find the correct levers to switch the direction of the belts. The passengers are very stupid - they will walk into fires or off platforms and get themselves killed. Kevin can use his life-boat to give them a little time in the water - but it will not last forever, and if they have not reached a ladder by the time it deflates, they are back where they started - in the freezing water. If they stay there too long, they will die. There are a few jetpacks that passengers can use for instant escape, but never enough. The player must patch up burst pipes spraying scalding steam, prevent passengers from falling into pools of acid, and cover up fires with cargo crates.

This 1953 US Navy Training Film, “Navy Submarine Man Overboard Procedure,” focuses on what precautions can be taken to avoid such an emergency at sea, and if the unthinkable happens, what should be done. The first precaution, we’re told starting at mark  00:52 , is not to let a man on deck unless authorized by the captain. As a vessel cuts through the waves, a cook is denied permission to throw trash overboard while a gunner’s mate is allowed on deck to grease the deck guns. However, the officer of the deck also should have notified the captain that a man was on deck and that a lifeline should’ve been secured. Tragedy strikes at mark  02:05  when the man slips overboard, alarms are sounded, and the ship comes around for a rescue mission. At mark  03:30  the film offers animated scenarios as to how a ship should come about in wind and wave conditions including the “Straight Back Method,” the “Primary Circling Method” (mark  05:19 ), “Secondary Circling Method” (mark  07:17 ), “Y Backing Method” (mark  08:20 ), “Williamson Turn” (mark  09:39 ), “Straight Backing Method” (mark  11:11 ). Each method is followed by re-enactments. By mark  11:40  the film shows us the “man overboard party” waiting to render assistance.  The submarine used in the film is USS Dace (SS-247), a Gato-class submarine which made seven war patrols in the Pacific during WWII. She was briefly re-activated following WWII and eventually became part of the Italian Navy before being scrapped in 1975. This report is a User's Manual which describes the usage of the Man Overboard and the Abandon Ship Simulations discussed in detail in Report No. CG-D-7.78. The simulations provide a means by which rescue boat performance criteria may be determined; they may also be used to evaluate known rescue boat characteristics. Both simulations have a standard use which allow the user to select a set of standard values to serve as a common base for variations in the rescue boat characteristics. The manual describes the usage of the standard simulation as well as the more flexible override mode. This latter mode is intended for the user who may want to investigate special conditions. The simulations provide a method for the user to override the standard values and substitute values of his own design. Separate sections in this report describe the override capability.
