In this paper, we set forth a new vision of reinforcement learning developed by us over the past few years, one that yields mathematically rigorous solutions to longstanding important questions that have remained unresolved: (i) how to design reliable, convergent, and robust reinforcement learning algorithms (ii) how to guarantee that reinforcement learning satisfies pre-specified "safety" guarantees, and remains in a stable region of the parameter space (iii) how to design "off-policy" temporal difference learning algorithms in a reliable and stable manner, and finally (iv) how to integrate the study of reinforcement learning into the rich theory of stochastic optimization. In this paper, we provide detailed answers to all these questions using the powerful framework of proximal operators. The key idea that emerges is the use of primal dual spaces connected through the use of a Legendre transform. This allows temporal difference updates to occur in dual spaces, allowing a variety of important technical advantages. The Legendre transform elegantly generalizes past algorithms for solving reinforcement learning problems, such as natural gradient methods, which we show relate closely to the previously unconnected framework of mirror descent methods. Equally importantly, proximal operator theory enables the systematic development of operator splitting methods that show how to safely and reliably decompose complex products of gradients that occur in recent variants of gradient-based temporal difference learning. This key technical innovation makes it possible to finally design "true" stochastic gradient methods for reinforcement learning. Finally, Legendre transforms enable a variety of other benefits, including modeling sparsity and domain geometry. Our work builds extensively on recent work on the convergence of saddle-point algorithms, and on the theory of monotone operators.

A conversation with Jaime Gloshay and Jacklyn M. Roessel from Native Women Lead

Purpose of research. The proposed project aims to understand how local community centre spaces can (or cannot) support the mental health needs of young people from marginalised communities. Today, young people aged 10-25 years living in poverty will die younger and live 18 more years in ill-health than those living in wealthier parts of the UK (The Health Foundation, 2022). Despite landmark reviews (Marmot 2010; 2020), the call for policy action continues to be ignored, and our understanding of this group remains poor. Research into the social determinants of health inequalities and interventions for continued poor health outcomes in our youth is key to a fairer society. A key challenge of non-clinical research is public involvement in research – where ‘hard-to-reach’ young people are not involved. This high need disenfranchised vulnerable group is ‘invisible’ in our current healthcare and education systems, living with existing inequalities and are often implicated with the criminal justice system. This group’s invisibleness in research is not by choice, but by circumstance. Non-involvement from invisible youths perpetuates a cycle of social injustice because no health data means they are poorly understood by the research community and in turn risk receiving inadequate healthcare and educational support – these are aligned with the GCMHW and UN SDG Goals 3, 9, and 10 specifically. Making visible the healthcare access barriers and needs of invisible communities is a social justice priority. Aims. The current aims of the project are three-folds: 1. Using a co-designed battery of health questionnaires, interviews, and focus groups and ‘objective’ and quantitative/qualitative measures of health based on past study methodology (e.g., Raine et al., 2023 heart rate/blood pressure, Niso et al., 2023 wireless neuro headbands for EEG), we will work with participants (young people, social workers) to assess the ‘subjective’ built environment features of local community centres/youth hubs and identify what the hindering/promoting factors are for invisible youths’ health (i.e., mental, physical, social health). 2. Through Aim 1, we will also coproduce a document of best practices with and for invisible youths and third-sector organizations, clinicians, local authorities, and youth workers, to provide a clear guidance / ‘end-of-project report’ for researchers and policymakers on how best to intervene on the growing health disparity in our society. 3. We will disseminate findings in an accessible manner (e.g., multimedia outputs) to maximize youths’ life outcomes and inform current priorities across research disciplines and spaces (e.g., policy, council, and practice) with key stakeholders. Main Research Questions: • What built environment factors promote/hinder young people and key worker’s health (i.e., mental, physical, social) in community centre spaces and youth hubs? • What co-produced solutions (changes) would stakeholders identify as helpful ways to reducing community health disparity? • What avenues of communicating project findings (e.g., improving community spaces to improve young people’s health) are most impactful?

The philosopher Simone Weil defined prayer as \"absolutely unmixed attention.\" The artist Ann Hamilton embodies this notion in her sweeping works of art that bring all the senses together. She uses her hands to create installations that are both visually astounding and surprisingly intimate, and meet a longing many of us share, as she puts it, to be \"alone together.\"

Community, in the policy context, is defined on the basis of fixed in place socio-political unit having residential proximity to the resource or according to state recognized political units. With the boundaries drawn at the village level and the custodial rights of the common lands vested with various departments of the state, it is difficult on the part of the communities to manage such resources. With the advent of participatory forest management powers have been devolved to the communities for protection and use of the resources. Apart from the institutions at the village level, many of the discussions in recent times have focused on the need for nested institutions at various levels to help conserve and protect large landscapes. The need for nested institutions emerges to resolve conflicts and work towards reshaping the boundaries to establish stable governance of the resource. Despite the regulated use of the resources by community institutions, the resources have tended to get degraded gradually. Conservation of large landscapes requires mechanisms to bring in equilibrium the demand and supply within and among the communities in the larger socio-political setting. These institutions in many circumstances feel incapacitated to understand the entire landscapes and assess the quality and the availability of the resources and therefore take decisions based on the "who is right" and not "what is right". The protection and use posits a need for "means" to understand the entire resource base to take decisions effectively. Geographical Information System (GIS) technology is one of the widely used tools to assist in the management of larger landscapes in terms of forest conservation, pastures, water resource management and wildlife management. The integration of both spatial and non-spatial data allow users to efficiently and effectively make well-informed decisions using visual aids and three-dimensional models that simulate the environment. This paper discusses a participatory Geographic Information System (GIS) with community forest management groups in India and the importance of "putting people before technology" in order to make GIS a truly participatory process in landscape management. The process of dialogue can lead to better information and more transparency about community needs, strategies and the problems at stake.

The goal of this project was to construct models for decision making and game theory that can deal with complex state spaces, resource-bounded and cognitively-limited agents, and nnforeseen contingencies in a robust way. A number of advances were made in three areas: 1. A general game-theoretic framework for reasoning about strategic agents performing possibly costly computation was developed. The framework provides psychologically appealing explanations for behavior in well-studied games, such as (such as finitely repeated prisoner's dilemma and rock-paper-scissors). 2. A logic that can capture awareness and knowledge oflack of awareness was developed. The logic subsumes a number of logics introduced earlier. A sounds and complete axiomatization was provided for the logic. 3. A new solution concept, iterated regret mininmization, was defined and characterized. well-studied games.
