The importance of securing lines of communication (LOC) during warfare has been recognized since the time of Sun Tzu and Thucydides. An Army in the field must be consistently resupplied if it is to function effectively. Despite the importance of LOC security, doctrine provides very little guidance for commanders and planners in this area. Many critical lessons concerning LOC security were learned during the Vietnam War; these lessons are being relearned today in Operation Iraqi Freedom (OIF). This monograph examines current LOC security doctrine and the execution of LOC security during the Vietnam War and OIF. The author asserts that the Army is relearning lessons from Vietnam concerning LOC security at the operational level. The Vietnam War and now OIF have both presented some uncommon yet very similar challenges in this respect. The author will explore both of these conflicts to gain a better understanding of insights and knowledge gained concerning LOC security to prevent these lessons from being learned a third time. The research focuses primarily on ground LOC security from port to major logistics bases in a theater of operations or joint operations area. The monograph concludes by recommending the addition of Armored Security Vehicle (ASV) equipped units to every Brigade Combat Team. One of the primary missions assigned these units should be LOC security and convoy escort. It also recommends the creation of a separate field manual for theater-sustaining operations security to fill the current doctrinal void. Finally, to assist in planning for LOC security, the areas of communication, convoy security, regional response forces, and route clearance and maintenance should always be considered.

Two algorithms are presented for targeting strikes in a lines-of- communication (LOC) network. Assuming that the LOC user attempts to achieve a circulation flow at minimum cost, algorithms aim at making such costs as large as possible over time. The effect of targeting strikes is to increase the arc cost functions and decrease the capacities. The strike value of a particular arc is found by calculating a minimum-cost circulation flow and its cost--first, when all arcs are assigned unstruck costs and capacities, and second when struck values are assigned to arcs under consideration--and then performing the indicated arithmetic. Whether it be a case where arc costs are linear functions of flow, or convex-piecewise-linear functions of flow with one break-point, optimal arc selection is approximated by repeated application of the one-strike algorithm.

This paper is primarily a thought process. Many scholarly works and group efforts have pointed clearly to the abysmal condition of the United States Naval Mine Countermeasures (MCM) both in capability and size. The problems which the U S Navy has in this capability stem from two reasons: first, an historic lack of effort in funding a robust MCM capability, and second, there are limitations in the laws of physics which make detection of mines a difficult process. The purpose of this paper is not to split the arrow which has already landed in the center of the Navy's MCM forces, but to stimulate the reader to not view MCM as the Navy problem. There are no quick solutions to the problems. However, the operational commander who reviews the entire process of mine warfare and its countermeasures has a better chance of employing and assisting a Naval force in dealing with this threat. There are two purposes to this paper- first is to show that MCM operations are not just minesweeping/minehunting; second is to suggest that Army, Air Force, and Marine forces may be very useful in keeping the vital choke points in the Sea Lines Of Communication(SLOC) open against Naval mines.

This study examines the influence of operational sustainment, which includes lines of communication, on the conduct of major operations. After a definition of terms, two historical examples are analyzed, the impact of time and space on the conduct of operations - which includes sustainment - is examined, changes since the historical examples are placed in historical perspective, and conclusions and implications drawn. The two historical examples used are MacArthur's return to the Philippines and Slim's return to Burma. In both cases, operations were conducted at the terminus of extended strategic and operational lines of communication. In addition, those lines were restricted by the nature of the geography over which their operations unfolded. In MacArthur's case, the Pacific Ocean became his highway, while in Slim's case, he was forced to reduce sustainment to the minimum due to his operating over very tenuous and restricted LOCs. Time and space are the common bonds between operations throughout history and, despite changing technology, will continue to be the factors which commanders must operate within. The capability to improve performance and to compress the time/space continuum assists in the conduct of operations.

The highway construction program is investigated to outline its development from a low-level nation building effort under USAID to a fully coordinated program involving US contractors, SEABEES, Army engineers, ARVN engineers, other allies, and local contractors. The control of the program in Vietnam is followed as it progressed from USAID to the Construction Directorate, MACV. The basic LOC funding decision in Washington is covered. The construction agencies are enumerated but detailed work assignments are not. The principal accomplishments of the LOC Program are discussed.

Does U.S. military strategy adequately address maritime chokepoints or is there an oversight awaiting an untimely catastrophic event? The importance of sea lines of communication (SLOCs), especially chokepoints, have been constant throughout history. When geopolitical issues associated with SLOCs have been misunderstood or overlooked, the consequences have been severe. The United States needs to ensure that current strategy and resources properly address modern and future SLOC issues. This paper examines SLOC issues and whether or not the United States is properly addressing such issues accordingly.

The purpose of this Coastal and Hydraulics Engineering Technical Note (CHETN) is to document and demonstrate the Rapid Operational Access and Maneuver Support (ROAMS) v2.0 computational scripting/application program interface (API) platform. ROAMS provides improved knowledge of potential lines of communication and vessel routes through hydrodynamic modeling and path optimization under a variety of environmental conditions and input-information qualities/sources. Primary focus of this document is given to the implementation of penalty barrier-based path optimization to provide guidance for subsequent work. The platform additionally provides object-oriented, script-based interaction with principal U.S. Army Corps of Engineers (USACE) hydrodynamic models.

The purpose of this thesis is to determine a tactical concept for securing land lines of communication (LLOC) useable by US military advisors to an underdeveloped nation engaged in fighting an insurgency. In considering the problem, the following elements of that problem were identified: (1) what threat does an insurgent pose to the security of lines of communication? (2) What are the essential elements of a solution to the threat posed by an insurgent? (3) Does current US doctrine provide an acceptable solution? (4) Does the current doctrine of a typical indigenous force provide an acceptable solution? (5) Do typical Indigenous units possess the capability of employing an effective solution? and, (6) What is the solution to the problem? While seeking a solution to this problem, it was assumed that future nations to which the US may provide assistance, involved in an insurgency, will be underdeveloped nations with the same limitations in manpower, training, technology, and economic power an the Vietnamese of today. It was also assumed that a LLOC would be considered secure when: (1) the insurgent was deprived of its use, (2) it was available and useable for long enough periods of time to meet the economic needs of the nation, and (3) protection was provided for key installations along the LLOC so as to prevent their destruction. The writings of the most successful and articulate revolutionaries, General Vo Nguyen Giap, Ernesto "Che" Guevara, and Mao Tse-tung provided the basis for the establishment of a set of strategic goals regarding LLOC security which insurgents feel will provide them with success. These strategic goals are: (1) preserve the guerrilla force, (2) annihilate the enemy, (3) gain and maintain the initiative, (4) provide a supply system for the insurgent, (S) deny the established government the free use of the roads, (6) gain the support of the people.

The ERDC was tasked by the U.S. Marine Corps Systems Command to develop two dust control systems, one for expeditionary use on Forward Area Refueling Points (FARPs) and one for Sustainment use on roads and other large area applications. The project consisted of evaluating various dust palliatives and application equipment under controlled laboratory conditions and during field tests. The products of this effort include equipment recommendations, palliative recommendations, and complete application guidance. This report addresses testing performed to evaluate commercial palliatives and application processes for constructing and maintaining lines-of-communication. Twenty-four test sections were constructed at Douglas, AZ, using both experimental and commercial palliatives for dust abatement. Several application procedures were evaluated in the process as well. Each test section was evaluated at 0, 30, 60, and 90 days after construction. The evaluation consisted of dust particle collection and soil property measurements. Pertinent conclusions from the testing conducted are noted, and recommendations for selecting dust abatement methods and materials are provided.
