Within a few years, JPL will be challenged by the most active mission set in history. Concurrently, flight systems are increasingly more complex. Presently, the knowledge to conduct integration and test of spacecraft and large instruments is held by a few key people, each with many years of experience. JPL is in danger of losing a significant amount of this critical expertise, through retirement, during a period when demand for this expertise is rapidly increasing. The most critical issue at hand is to collect and retain this expertise and develop tools that would ensure the ability to successfully perform the integration and test of future spacecraft and large instruments. The proposed solution was to capture and codity a subset of existing knowledge, and to utilize this captured expertise in knowledge-based systems. First year results and activities planned for the second year of this on-going effort are described. Topics discussed include lessons learned in knowledge acquisition and elicitation techniques, life-cycle paradigms, and rapid prototyping of a knowledge-based advisor (Spacecraft Test Assistant) and a hypermedia browser (Test Engineering Browser). The prototype Spacecraft Test Assistant supports a subset of integration and test activities for flight systems. Browser is a hypermedia tool that allows users easy perusal of spacecraft test topics. A knowledge acquisition tool called ConceptFinder which was developed to search through large volumes of data for related concepts is also described and is modified to semi-automate the process of creating hypertext links.

The Themal InfraRed Sensor (TIRS) instrument, set to launch on the Landsat Data Continuity Mission in 2013, features a passively cooled telescope and IR detectors which are actively cooled by a two stage cryocooler. In order to proceed to the instrument level test campaign, at least one full functional test was required, necessitating a thermal vacuum test to sufficiently cool the detectors and demonstrate performance. This was fairly unique in that this test occurred before the Pre Environmental Review, but yielded significant knowledge gains before the planned instrument level test. During the pre-PER test, numerous discrepancies were found between the model and the actual hardware, which were revealed by poor correlation between model predictions and test data. With the inclusion of pseudo-balance points, the test also provided an opportunity to perform a pre-correlation to test data prior to the instrument level test campaign. Various lessons were learned during this test related to modeling and design of both the flight hardware and the Ground Support Equipment and test setup. The lessons learned in the pre-PER test resulted in a better test setup for the nstrument level test and the completion of the final instrument model correlation in a shorter period of time. Upon completion of the correlation, the flight predictions were generated including the full suite of off-nominal cases, including some new cases defined by the spacecraft. For some of these ·new cases, some components now revealed limit exceedances, in particular for a portion of the hardware that could not be tested due to its size and chamber limitations.. Further lessons were learned during the completion of flight predictions. With a correlated detalled instrument model, significant efforts were made to generate a reduced model suitable for observatory level analyses. This proved a major effort both to generate an appropriate network as well as to convert to the final model to the required format and yielded additional lessons learned. In spite of all the challenges encountered by TIRS, the instrument was successfully delivered to the spacecraft and will soon be tested at observatory level in preparation for a successful mission launch.

National Aeronautics and Space Administration (NASA) has developed an on-orbit, adaptable, Software Defined Radio (SDR)Space Telecommunications Radio System (STRS)-based testbed facility to conduct a suite of experiments to advance technologies, reduce risk, and enable future mission capabilities on the International Space Station (ISS). The SCAN Testbed Project will provide NASA, industry, other Government agencies, and academic partners the opportunity to develop and field communications, navigation, and networking technologies in the laboratory and space environment based on reconfigurable, SDR platforms and the STRS Architecture.The SDRs are a new technology for NASA, and the support infrastructure they require is different from legacy, fixed function radios. SDRs offer the ability to reconfigure on-orbit communications by changing software for new waveforms and operating systems to enable new capabilities or fix any anomalies, which was not a previous option. They are not stand alone devices, but required a new approach to effectively control them and flow data. This requires extensive software to be developed to utilize the full potential of these reconfigurable platforms. The paper focuses on development, integration and testing as related to the avionics processor system, and the software required to command, control, monitor, and interact with the SDRs, as well as the other communication payload elements. An extensive effort was required to develop the flight software and meet the NASA requirements for software quality and safety. The flight avionics must be radiation tolerant, and these processors have limited capability in comparison to terrestrial counterparts. A big challenge was that there are three SDRs onboard, and interfacing with multiple SDRs simultaneously complicatesd the effort. The effort also includes ground software, which is a key element for both the command of the payload, and displaying data created by the payload. The verification of the software was an extensive effort. The challenges of specifying a suitable test matrix with reconfigurable systems that offer numerous configurations is highlighted. Since the flight system testing requires methodical, controlled testing that limits risk, a nearly identical ground system to the on-orbit flight system was required to develop the software and write verification procedures before it was installed and tested on the flight system. The development of the SCAN testbed was an accelerated effort to meet launch constraints, and this paper discusses tradeoffs made to balance needed software functionality and still maintain the schedule. Future upgrades are discussed that optimize the avionics and allow experimenters to utilize the SCAN testbed potential.

The goal of this thesis is to explain Cuba’s ability to maintain its autonomy against a large state actor, in this case, the United States. Since the Cuban Revolution in 1959, the United States has pursued the goal of regime change in Cuba, replacing the country’s socialist system with a liberal democratic and capitalist model. U.S. policy has consistently applied economic and political isolation to pressure Cuba to change from autocracy to democracy. Nonetheless, Cuba has successfully defended the regime’s interests and remains a sovereign state recognized by the international community. This thesis argues Cuba has resisted U.S. pressures by using a total defense approach that spans across three areas: civilian support for the regime, a professional military, and international engagement. It is important to note that although the United States continues to pressure Cuba to change its system, the two countries have cooperated in the past when the United States liberalized its foreign policies. As a result, this thesis suggests the goal of isolating Cuba may be less successful than economic and diplomatic engagement, a lesson that could be applied to other non-democratic countries.

After an introduction to the Ole Jerry McAuley Mission in the year 1912, many wonderful stories of destitute alcoholics and addicts making a quick recovery through a surrender to Christ Jesus. The book gives glimpses that the years of the highly esteemed Samuel H. Hadley have allowed for the “Evangelical Podium” to firmly take root in the Mission and is corroding the original purpose (the original purpose of this mission was to provide a place for chronic alcoholics and addicts who had spiritual experiences during incarceration to continue it outside of prison and not end up back at their old haunts after being repeatedly rejected by churches and society). The book tells of the on-goings in the new Ole Jerry McAuley Mission at 316 Water Street, NYC, during the early 1900's. Many things seem to have changed since the 1870's when Jerry McAuley ran the mission. First, anyone was welcome. Second, the years of sobriety touted in this book were two to five, as opposed to the decades and quarter centuries in its earlier times. Thirdly, advertising their mission, or testifying for the mission was the goal as opposed to living a spiritually guided life. The Mormon Battalion was the only religious unit in United States military history in federal service, recruited solely from one religious body and having a religious title as the unit designation. In 1847, as the Mormons were in Iowa heading West, after being driven out of their homes in Nauvoo, Illinois, the U.S. Army requested 500 volunteers to assist in the Mexican-American War effort.
