The third of five volumes concerned with higher educational planning is divided into two distinct sections--(1) land use planning, and (2) traffic planning. The first section commences with certain definitions and interpretations which are meant to overcome any misunderstandings. Actual land use planning process follows and can be identified by six general stages--(1) the informational input concerning the goals of the institutional programs, financial capabilities of the institution, as well as information regarding its physical requirements, (2) the analysis and interaction of the various planning functions, (3) evaluation and selection of design factors, (4) synthesis of the land use plan, (5) detail design and implementation, and (6) the concept of continuous planning. The traffic planning section discusses various techniques which can be utilized to obtain required data in order to develop a traffic plan. Access, internal circulation, and parking are discussed relative to the daily traffic problem. The traffic studies may provide data which will influence other aspects of the total planning process. Likewise, the location of buildings and other traffic generating facilities on a campus will also have a major bearing on the traffic plan. A section of the development of a traffic plan summarizes the total process. (NI)

The author has identified the following significant results. Multidiscipline team interpretation and mapping of resources for Crook County is complete on 1:250,000 scale enlargements of ERTS imagery and 1:120,000 hi-flight photography. Maps of geology, soils, vegetation-land use and land resources units were interpreted to show limitations, suitabilities, and geologic hazards for land use planning. Mapping of lineaments and structures from ERTS imagery has shown a number of features not previously mapped in Oregon. A multistage timber inventory of Ochoco National Forest was made, using ERTS images as the first stage. Inventory of forest clear-cutting practices was successfully demonstrated with color composites. Soil tonal differences in fallow fields correspond with major soil boundaries in loess-mantled terrain. A digital classification system used for discriminating natural vegetation and geologic material classes was successful in separating most major classes around Newberry Caldera, Mt. Washington, and Big Summit Prairie.

Computer-generated spatial and statistical comparisons of critical land resource data derived from conventional sources, RB-57 photographs, and ERTS images, for an eastern Wisconsin test site, suggest that certain critical land resource data can be mapped from ERTS images on a statewide basis. Comparisons are being developed for ERTS-1 imagery and data from existing land use studies of the four county area of the Mississippi Gulf Coast. ERTS-1 data will be analyzed by computer programs and land use maps will be produced which delineate categories of interest. These computer produced products will be analyzed to determine accuracy and suitability of the data for land use planning compared to the present means of data collection for such studies.

37Spatio Temporal Land Use Land Cover Change Mapping Of Malete Elemere: Implication On Development Planning Of Emerging Communities

The use of Ecosystem and Biodiversity mapping, land use land cover change detection has been advocated in preparation of developmental master plan in towns and cities. Noticeable changes have been observed within Malete Elemere community since the establishment of Kwara State University Malete, yet its spatial pattern and socio ecological implication have not been investigated. This work seek to determine and produce land cover land use change map of Malete Elemere over the last 10 years and post 15 year periods through change detection techniques so as to evaluate the impact of the establishment of Kwara State university on the settlement spatial development. Landsat 7 Enhanced Thematic Mapper Plus (ETM+) satellite images of 2005, 2010 and 2015 of the study area were acquired from USGS at spatial resolution of 30 m. Radiometric correction were applied to all the images using radiance modules in Idrisi32 with radiance spectral value set at DN 0 (Lmin) and 255 (Lmax). An unsupervised classification was carried out on the composite images of bands 4,3,2,1 for all the selected years to identify possible maximum spectral reflectance classes, this was followed by supervised classification using training sample from the field survey from which image to image spatio-temporal changes statistics were extracted. To generate a prediction of LULC changes for 2025, Cellular Automata-Markovian transition estimator (CA-Markov) in Idrisi32 was used. Various Kappa statistics was used to evaluate the performance of prediction with an average K statistics of above 0.83 recorded. The result shows that built up area gained an astronomical increase (180%) between 2005 and 2015 while forest lost significantly (34%) within the same periods, with most of the gains occurring in 2010 and 2015 after the establishment of KWASU. By 2025, two Major growth pole centres will emerge along Malete Elemere Axis and one minor in Jenkunu Omoni Axis which will exert a great stress on infrastructural facilities and may create a chaotic condition if left unattended to.

This study aims to evaluate the urban planning system of land use and road system in Luohu, Shenzhen. Based on remote sensing images, 30 m DEM data, population data, and various urban planning standards, the land use types in the Luohu built-up area are determined through comprehensive analysis and evaluation: a road system that covers the slope, area, area ratio, and intersection spacing of road longitudinal sections, as well as a bus system that covers the density of the bus network, non-linear coefficient, network length, average station spacing, repetition coefficient, and station coverage. The study results show that the overall urban planning of Shenzhen Luohu is incomplete, and the land use, road system, and bus routes in the built-up area are not reasonable enough. Finally, suggestions are proposed to address the shortcomings, such as revitalizing existing land resources and promoting the efficient and intensive use of industrial land.
