(Citywide) Background This item pertains to an accompanying agenda item, Consideration of Approval of Cost-Sharing Appropriation for Intelligent Transportation System (ITS Phase IV to be Paid to the Oklahoma Department of Transportation. Phase IV of the Intelligent Transportation System (ITS) consists of replacing traffic signal cabinets, controllers, and associated signal equipment at 19 intersections and 8 school zones in order to bring them into compliance with the National Transportation Communications ITS Protocol (NTCIP). The 19 intersections and school zones will be along 33rd Street from Broadway to I-35, Boulevard from 33rd St to Danforth, Bryant from 15th to Danforth, and Danforth from Bryant to Boulevard. These intersections and school zones will connect to the Traffic Management Center via fiber optic and wireless communications networks. The Surface Transportation Block Grant (STBG) program is a federally funded program administered by the Oklahoma Department of Transportation (ODOT) to improve the condition and performance of any public road. This program has a 5-year project period and has been used to fund many of the previous ITS phases. The estimated costs are as follows: $10,200,000 Federally funded share $4,869,635 City share $15,069,635 Total estimated construction cost Time Frame Payment will be made to ODOT upon Council approval. Issue Approval of the funding agreement is needed in order to proceed with the project which is scheduled to be let for bid by ODOT in October. Assuming a good bid is received, it's anticipated the project will begin prior to the end of calendar year 2024. ODOT is now ready to let the bid in October, and they are requesting payment of $4,869,635.00, which is the City of Edmond's portion of funding for construction to go with the $10,200,000.00 in funding received. Continuous motorization and urbanization around the globe leads to an expansion of population in major cities. Therefore, ever-growing pressure imposed on the existing mass transit systems calls for a better technology, Intelligent Transportation Systems (ITS), to solve many new and demanding management issues. Many studies in the extant ITS literature attempted to address these issues within which various research methodologies were adopted. However, there is very few paper summarized what does optimal control theory (OCT), one of the sharpest tools to tackle management issues in engineering, do in solving these issues. It{\textquoteright}s both important and interesting to answer the following two questions. (1) How does OCT contribute to ITS research objectives? (2) What are the research gaps and possible future research directions? We searched 11 top transportation and control journals and reviewed 41 research articles in ITS area in which OCT was used as the main research methodology. We categorized the articles by four different ways to address our research questions. We can conclude from the review that OCT is widely used to address various aspects of management issues in ITS within which a large portion of the studies aimed to reduce traffic congestion. We also critically discussed these studies and pointed out some possible future research directions towards which OCT can be used.

Cooperative Intelligent Transportation Systems (cITS) are a promising technology to enhance driving safety and efficiency. Vehicles communicate wirelessly with other vehicles and infrastructure, thereby creating a highly dynamic and heterogeneously managed ad-hoc network. It is these network properties that make it a challenging task to protect integrity of the data and guarantee its correctness. A major component is the problem that traditional security mechanisms like PKI-based asymmetric cryptography only exclude outsider attackers that do not possess key material. However, because attackers can be insiders within the network (i.e., possess valid key material), this approach cannot detect all possible attacks. In this survey, we present misbehavior detection mechanisms that can detect such insider attacks based on attacker behavior and information analysis. In contrast to well-known intrusion detection for classical IT systems, these misbehavior detection mechanisms analyze information semantics to detect attacks, which aligns better with highly application-tailored communication protocols foreseen for cITS. In our survey, we provide an extensive introduction to the cITS ecosystem and discuss shortcomings of PKI-based security. We derive and discuss a classification for misbehavior detection mechanisms, provide an in-depth overview of seminal papers on the topic, and highlight open issues and possible future research trends.

Major standardization bodies developed and designed systems that should be used in vehicular ad-hoc networks. The Institute of Electrical and Electronics Engineers (IEEE) in America designed the wireless access in vehicular environments (WAVE) system. The European Telecommunications Standards Institute (ETSI) did come up with the "ITS-G5" system. Those Vehicular Ad-hoc Networks (VANETs) are the basis for Intelligent Transportation Systems (ITSs). They aim to efficiently communicate and provide benefits to people, ranging from improved safety to convenience. But different design and architectural choices lead to different network properties, especially security properties that are fundamentally depending on the networks architecture. To be able to compare different security architectures, different proposed approaches need to be discussed. One problem in current research is the missing focus on different approaches for trust establishment in VANETs. Therefore, this paper surveys different security issues and solutions in VANETs and we furthermore categorize these solutions into three basic trust defining architectures: centralized, decentralized and hybrid. These categories represent how trust is build in a system, i.e., in a centralized, decentralized way or even by combining both opposing approaches to a hybrid solution, which aims to inherit the benefits of both worlds. This survey defines those categories and finds that hybrid approaches are underrepresented in current research efforts.

The appropriate placement and employment of these tools within a network is critical to their effectiveness. This presentation proposes and demonstrates the use of a commercial transportation simulation tool to simulate dynamic traffic assignment and rerouting to model route modifications as a result of traffic information.

Timely and reliable dissemination of traffic-related information to drivers is a key property that intelligent transportation systems (ITS) should support. Numerous impediments stemming due to (a) physical factors, such as mobility and speed of vehicles, density of vehicles, characteristics of the wireless radio channel, and power and bit rate of radio transceivers, and (b) cyber issues, such as MAC layer access point associations and address resolutions (ARP), network layer addressing, routing and handoffs, and transport layer retransmissions lead to unpredictability in the timely and reliable dissemination of information to drivers. This paper presents compelling arguments in favor of new research directions in this area that are based on a cyber-physical systems (CPS) perspective. In particular, this paper makes three contributions. First, it considers a vehicle-centric perspective to survey and study the physics-and cyber-imposed impediments to the timely and reliable dissemination of information. Second, it presents a promising CPS solution to overcome a subset of the impediments discovered. Third, it outlines lessons learned indicating the need for more focused research and realistic testbeds. The evaluations presented in the paper are based on simulations conducted in the OMNeT++/INETMANET simulator framework for IEEE 802.11 networks. Lack of open ITS testbeds motivated us to choose simulation as an alternative to conduct our study.

Intelligent Transportation Systems FY 2012 Program Update May 19, 2011

Traffic congestion is a widespread problem. Dynamic traffic routing systems and congestion pricing are getting importance in recent research. Lane prediction and vehicle density estimation is an important component of such systems. We introduce a novel problem of vehicle self-positioning which involves predicting the number of lanes on the road and vehicle's position in those lanes using videos captured by a dashboard camera. We propose an integrated closed-loop approach where we use the presence of vehicles to aid the task of self-positioning and vice-versa. To incorporate multiple factors and high-level semantic knowledge into the solution, we formulate this problem as a Bayesian framework. In the framework, the number of lanes, the vehicle's position in those lanes and the presence of other vehicles are considered as parameters. We also propose a bounding box selection scheme to reduce the number of false detections and increase the computational efficiency. We show that the number of box proposals decreases by a factor of 6 using the selection approach. It also results in large reduction in the number of false detections. The entire approach is tested on real-world videos and is found to give acceptable results.

In paper we offer a report on the results of the comparative analysis of existing concepts of the functioning and development of Smart Logistic. In paper shown that at present ITS is the most developed concept for the implementation of Smart Logistic and, in its essence, approaches the essence of the CPS concept as intelligent automatic (or close to automatic) control systems for physical objects and processes of various nature. Within the framework of the CPS concept, through test studies using various AI methods (GA, ESA, AA and ACAmod), it was determined that the most effective method for optimizing the route of freight traffic is ACAmod, which allows dynamic routing of logistics flows in real time, taking into account the non-stationary dynamics of TF. One of the promising areas for further research, the authors consider the creation of an intelligent system for supporting decisions on transport and logistics management of freight traffic in real time taking into account the influence of external factors of various nature on the transportation processes. The creation of such a system should be based on a modern interpretation of the concept of ITS as a CPS for Smart Logistics. In addition, in this report within the concept of the Cyber-Physical Systems are show the results of determining of the most effective method for optimizing of logistics flows in real time, taking into account the non-stationary dynamics of traffic flows.

In recent years, there has been a significant rise in the number of studies that look at how intelligent transportation systems (ITS) can be used and what role it plays in making roads safer in different countries. Nevertheless, there are still relatively few in-depth quantitative and qualitative analyses published on the topic of ITS's role in ensuring road safety. For this purpose, the main goal of this study is to look at a thorough quantitative and qualitative analysis of how ITS is used in road safety as a part of transportation engineering. In this study, we reviewed the scientific studies done on the use of ITS in studies of road safety from 1990s to 2022. These studies were published in journals or presented at conferences that were part of the Web of Science (WoS) Index. The analysis in this study gives a thorough map of the field, showing how it has changed over time and pointing the way to new areas of research.
