The results of this experimentation was incorporated in speech processing algorithms for the remedy of stationary and non-stationary noise using post signal processing of Noise Feature Set Array Extraction techniques. Successful speech capture was demonstrated in noise environments up to 105 dBA using a combination of non-stationary and stationary noise post processing Noise Feature Set Extraction.

This thesis studied Automated Data Processing/Federal Information Processing (ADP/FIP) protest issues brought before the General Sen ices Administration Board of Contract Appeals (GSBCA) over a two-year period. The ADP/FIP acquisition environment and process is presented. Also, the forums for ADP/FIP protests are explored with an understanding of each forum's decision-making criteria developed. The objective of this study was to identify the issues for protest most often faced by Contracting Officers, as well as the issues that are \"favored most\" by the GSBCA. A mathematical model for weighting all protest issues versus Board granted protest issues was developed and used for the ranking and analysis process of this study. Case decisions are sighted as examples in support of the quantitative analysis. The thesis concludes that the solicitation and specification process is the source of mest sustained protests. Further, the contracting officer's selection and evaluation process is basically sound. Finally, this thesis demonstrates the GSBCA 's adherence and demand for upholding the concept of competition. The Board's penchant for competition is sometimes at the expense of other equally sound concepts such as economy and efficiency.

The report discusses fabrication of high technology electronics equipment, particularly digitally based systems, by specifying, designing and fabricating equipments on a fully automated basis. A hypothetical universal machine is proposed, operating under computer netted control, combining developments in the automated design, numerical control, and integrated circuit packaging fields. The intended results include computer-engraved PC boards, computer modified equipment, automatic testing, engineering design change drawings, computer repair and maintenance, and computer-made, fully assembled printed circuits at remote locations.

This paper seeks to make gross estimates of the resource impact on the COMSEC Division in providing security support for Agency information processing facilities abroad. a. Security support to processing facilities. information 25X1 b. Money and manpower requirements to provide engineering and maintenance support to information processing facilities. c. The cost of controlled shipping of information processors. d. The cost of renovations required to bring infor- mation processing facilities up to the requisite level of physical security. e. The estimates take into account two systems: The Clandestine Records Application Field Terminal (CRAFT) and the Class A Station System - Automated (CLASS A). CRAFT provides DDO elements at Headquarters and in the foreign 25X1 field with a word processing and digital storage and retrieval capability. CLASS A is an automated system for field financial accounting and reporting. Both systems are expected to eventually be used as on-line devices in that they will communicate with information processors at Headquarters in real time using the OC backbone communications network. Initially, however, both systems will be used as stand-alone 25X1 processors. 3. Based on recent. decisions with the Office of Security's Information System Security Group, an enhanced level of physical security will have to be applied to information pro- cessing areas; cost considerations, therefore, argue for colocating both terminals in a single area.
