1Microsoft Research Audio 104493: ‘NeuroScholar’, A Practical Solution Addressing Information Overload In Systems-Level Neuroscience

Systems-level neuroscience lacks a formal theoretical structure, relying on argumentation based on experimental findings expressed in the primary literature. Theoretical models may typically be represented as summary diagrams in a paper’s discussion. Within a subject as complex and multifaceted as neuroscience, this lack of formalization leads inevitably to problems of information overload for individual researchers as it is a significant challenge to manage and manipulate large volumes of information from a distributed resource such as the literature and scientists’ own individual records. We present ‘NeuroScholar’, a knowledge base desktop application that specifically targets literature- and laboratory-based information, providing a structured knowledge engineering approach for neuroscience. It provides a general object-oriented data model to encapsulate complex data into entities, and a graph-theoretical approach that represents relations between entities edges between nodes in a graph. The system has frameworks for unit testing, plugins (to embed external applications within NeuroScholar), proxies (to export NeuroScholar’s knowledge management capabilities to external applications) and knowledge acquisition based on questionnaires. Specialized plugins include (a) an annotation mechanism for pdf files (built with Multivalent, a third party library), (b) an electronic laboratory notebook component, (c) an annotation mechanism for vector graphics and (d) NeuARt, a neuroanatomical data viewer based on standard atlases which can also use the proxy framework to act as a standalone neuroanatomical data management tool. The knowledge acquisition subsystem provides an easy way to link free-form document annotation with structured knowledge representations for specific types of experiment. We are applying the system directly in two systems-level neuroscience laboratories, one focused on neuroanatomy, the other on neuroendocrinology. It is anticipated that NeuroScholar may provide a platform for theoretical research in neuroscience by delivering knowledge engineering capabilities directly to experimental scientists to facilitate analysis and communication. ©2005 Microsoft Corporation. Joint Vision 2010 envisions a future where improved information technology will enable operational commanders to accomplish a greater number of operational tasks more quickly. The inherent problem with processing larger volumes of data, faster, is the increased likelihood of the operational commander suffering from various degrees of information overload. Decision making paralysis occurs after an individual becomes information saturated. This phenomena is not unique to the military, and many clues for better information management can be found in the business world on Wall Street. A system for measuring information overload was developed by reviewing the environment in a command center, establishing the similarities between operational commanders and mutual fund managers, and analyzing fund manager information management techniques. Recommendations for reducing information overload in support of achieving the goals of Joint Vision 2010 were also derived.

Information is a valuable resource of Headquarters, Department of the Army (HQDA). This fact is evidenced by HQDA's extensive reporting requirements levied on the field, its many complex management information systems, and its large investment in data processing equipment, software, and personnel. In fact, the primary function of HQDA, as the major planning and resource management activity of the Army, is centered about the acquisition, distribution, processing, storage, use, and dissemination of information. This paper explores the Army's attempts to manage its information systems as a valuable resource; provides a historical perspective on the subject; examines the Army's present information management systems; and, supplies some insight on the future of information resource management in the Army. The paper concludes that in the past three decades the Army's top management has not been sincerly committed to the development of an Information Resource Management program.

8DTIC ADA529887: Reducing Information Overload In Large Seismic Data Sets

Event catalogs for seismic data can become very large. Furthermore, as researchers collect multiple catalogs and reconcile them into a single catalog that is stored in a relational database, the reconciled set becomes even larger. The sheer number of these events makes searching for relevant events to compare with events of interest problematic. Information overload in this form can lead to the data sets being under-utilized and/or used incorrectly or inconsistently. Thus, efforts have been initiated to research techniques and strategies for helping researchers to make better use of large data sets. In this paper, we present our efforts to do so in two ways: 1) the Event Search Engine, which is a waveform correlation tool and 2) some content analysis tools, which are a combination of custom-built and commercial off-the-shelf tools for accessing, managing, and querying seismic data stored in a relational database. The current Event Search Engine is based on a hierarchical clustering tool known as the dendrogram tool, which is written as a MatSeis graphical user interface. The dendrogram tool allows the user to build dendrogram diagrams for a set of waveforms by controlling phase windowing, down-sampling, filtering, enveloping, and the clustering method (e.g. single linkage, complete linkage, flexible method). It also allows the clustering to be based on two or more stations simultaneously, which is important to bridge gaps in the sparsely recorded event sets anticipated in such a large reconciled event set. Current efforts are focusing on tools to help the researcher winnow the clusters defined using the dendrogram tool down to the minimum optimal identification set. This will become critical as the number of reference events in the reconciled event set continually grows. The dendrogram tool is part of the MatSeis analysis package, which is available on the Nuclear Explosion Monitoring Research & Engineering Program Web Site.

Gaining a detailed and thorough understanding of the modern battle space is vital to the success of any military operation. Military commanders have access to significant quantities of information which originate from disparate and occasionally conflicting sources and systems. Combining this information into a single, coherent view of the environment can be extremely difficult, error prone and time consuming. In this paper we describe the Naval Research Laboratory's Virtual Reality Responsive Workbench (VRRWB) and Dragon software system which together address the problem of battle space visualization. The VRRWB is a stereoscopic 3D interactive graphics system which allows multiple participants to interact in a shared virtual environment and physical space. A graphical representation of the battle space, including the terrain and military assets which lie on it, is displayed on a projection table. Using a six degree of freedom tracked joystick, the user navigates through the environment and interacts, via selection and querying, with the represented assets and the terrain. The system has been successfully deployed in the Hunter Warrior Advanced Warfighting Exercise and the Joint Countermine ACTD Demonstration One. In this paper we describe the system and its capabilities in detail discuss its performance in these two operations, and describe the lessons which have been learned. As a result of the unregulated rise of superfluous interoffice e-mail, employees currently must wade through inboxes glutted with needless information to find the tidbits of valuable data actually needed to perform their jobs. This problem, also known as e-mail overload, creates unnecessary stress, reduces workplace productivity and fundamentally threatens the information superiority of both private and government enterprises. Organizations that try to combat e-mail overload by employing e-mail policies, filters and personal e-mail management techniques often find that these initiatives miss the mark or do very little to reduce the dissemination of superfluous e-mail. This thesis aims to utilize systems thinking to provide a more complete evaluation of the pitfalls associated with the abovementioned performance improvement initiatives, and also to demonstrate the central (but often overlooked) role that balancing feedback and metrics play in systems that have underlying goal-oriented behaviors. This thesis finally proposes an Information Glut Ratio (IGR) that can potentially provide an organization with a basic, tailorable process for measuring, stabilizing and regulating the amount of superfluous information that gluts e-mail inboxes.

Systems-level neuroscience lacks a formal theoretical structure, relying on argumentation based on experimental findings expressed in the primary literature. Theoretical models may typically be represented as summary diagrams in a paper’s discussion. Within a subject as complex and multifaceted as neuroscience, this lack of formalization leads inevitably to problems of information overload for individual researchers as it is a significant challenge to manage and manipulate large volumes of information from a distributed resource such as the literature and scientists’ own individual records. We present ‘NeuroScholar’, a knowledge base desktop application that specifically targets literature- and laboratory-based information, providing a structured knowledge engineering approach for neuroscience. It provides a general object-oriented data model to encapsulate complex data into entities, and a graph-theoretical approach that represents relations between entities edges between nodes in a graph. The system has frameworks for unit testing, plugins (to embed external applications within NeuroScholar), proxies (to export NeuroScholar’s knowledge management capabilities to external applications) and knowledge acquisition based on questionnaires. Specialized plugins include (a) an annotation mechanism for pdf files (built with Multivalent, a third party library), (b) an electronic laboratory notebook component, (c) an annotation mechanism for vector graphics and (d) NeuARt, a neuroanatomical data viewer based on standard atlases which can also use the proxy framework to act as a standalone neuroanatomical data management tool. The knowledge acquisition subsystem provides an easy way to link free-form document annotation with structured knowledge representations for specific types of experiment. We are applying the system directly in two systems-level neuroscience laboratories, one focused on neuroanatomy, the other on neuroendocrinology. It is anticipated that NeuroScholar may provide a platform for theoretical research in neuroscience by delivering knowledge engineering capabilities directly to experimental scientists to facilitate analysis and communication. ©2005 Microsoft Corporation. We address the appropriate level of information availability in a tactical setting at the small unit level. We examine this issue through a simulation utilizing Agent Based Modeling in a Complex Adaptive Systems Environment. The 'information level' we address is a function of communication range, sensor range, and agent location. By varying the communication capabilities (range) we effectively vary the information available for use by an individual agent in decision-making. We examine the effect of this varying information level on the combat outcome of the unit with a metric of a Loss Exchange Ratio. Our initial results show that there is a significant relationship in terms of combat outcomes that exists between the range of the sensor and the range of the individual soldiers communications capabilities. If our communications capability outdistances our sensors we achieve a greater advantage in battle, and as the communications capabilities increase past this range we see an additional increase in our combat outcome - but only to a certain point at which time the combat outcome deteriorates. In addition, through a 2 variable landscape analysis of fitness profiles we conjecture that the optimal' information level is actually a dynamic quantity determined in some part by what phase of battle a unit is operating in. This work has potential to impact on the future design of combat simulations and hence our analytical abilities to model both new technology and changes to command and control structures.

The increasing volume of information available to the Joint Force Commander (JFC) has resulted in the possibility that the JFC may be overloaded with information. Our technological advances, which have enabled this phenomenal ability to amass and disseminate information, have outpaced our development of doctrine for its handling. An existing piece of doctrine, the CCIR, can be employed in such a manner as to permit the JFC to impose a sense of order on the chaotic information environment. Using CCIR, the JFC can organize an operation from planning to execution with a concise and adaptable format for interpreting the information (and intelligence). The staff can, likewise, organize itself according to the CCIR (and its updates) in order to keep abreast of the JFC's priorities. We must not be fooled by our own technology and seek a solution to this problem that is merely technical. The solution is a method, simple and concise - and it is available now: CCIR.

21Information Overload In Group Communication: From Conversation To Cacophony In The Twitch Chat

Online communication channels, especially social web platforms, are rapidly replacing traditional ones. Online platforms allow users to overcome physical barriers, enabling worldwide participation. However, the power of online communication bears an important negative consequence --- we are exposed to too much information to process. Too many participants, for example, can turn online public spaces into noisy, overcrowded fora where no meaningful conversation can be held. Here we analyze a large dataset of public chat logs from Twitch, a popular video streaming platform, in order to examine how information overload affects online group communication. We measure structural and textual features of conversations such as user output, interaction, and information content per message across a wide range of information loads. Our analysis reveals the existence of a transition from a conversational state to a cacophony --- a state of overload with lower user participation, more copy-pasted messages, and less information per message. Online communication channels, especially social web platforms, are rapidly replacing traditional ones. Online platforms allow users to overcome physical barriers, enabling worldwide participation. However, the power of online communication bears an important negative consequence --- we are exposed to too much information to process. Too many participants, for example, can turn online public spaces into noisy, overcrowded fora where no meaningful conversation can be held. Here we analyze a large dataset of public chat logs from Twitch, a popular video streaming platform, in order to examine how information overload affects online group communication. We measure structural and textual features of conversations such as user output, interaction, and information content per message across a wide range of information loads. Our analysis reveals the existence of a transition from a conversational state to a cacophony --- a state of overload with lower user participation, more copy-pasted messages, and less information per message. These results hold both on average and at the individual level for the majority of users. This study provides a quantitative basis for further studies of the social effects of information overload, and may guide the design of more resilient online communication systems.

Ob im Beruf, im Alltag oder in unserer Freizeit durch Soziale Medien. Die permanente Informationsüberflutung besonders durch digitale Inhalte führt dazu, dass wir echte "Pausen" bzw echt "Ruhe" kaum noch erleben. Grade die sozialen Netzwerke liefern uns eine schnell wechselnde und unendliche Menge an Informationen direkt an unsere Fingerspitzen. Dies kann schnell zu information overload führen und wirkt sich negativ auf unsere kognitiven Kapazitäten aus. Im theoretischen Rahmen des "embedded process model" von Cowan wird mit Hilfe des "irrelevant speech effect", "irrelevant pictures effect", "seductive details effect" und der "changing state hypothesis" theoretisch hergeleitet, wie sich schnell wechselnde, aufmerksamkeits-bindende Stimuli auf die begrenzte Kapazität des Arbeitsgedächtnisses, bzw. des Fokus of Attention des Cowan-Modells auswirken und dazu führen, dass dieser überlastet wird, was sich wiederum negativ auf die kognitive Leistung in einem N-back-Task auswirkt. Loock, K., & Schwabe, L. (2024) zeigen, dass sich induzierter Stress negativ auf einen anschließenden N-back-Task auswirkt. Und auch weiter Studien weisen darauf hin, dass sich kognitive Überlastung und erschöpfte Arbeitsgedächtnisspeicher negativ auf die Leistung in nachfolgenden Kognitionstests auswirken, bzw. die Arbeitsgedächtniskapazität binden. (Van der Linden at al., 2003; Jacquet et al., 2021; Misra & Stokols, 2012). Die Studie untersucht, inwiefern eine 10-minütige Unterbrechung durch soziale Medien (TikTok, Instagram-Threads, YouTube) sich auf die kognitiven Leistungen in einem anschließenden N-back-Task auswirkt. This research project investigates how information overload influences individuals’ political preferences, particularly their support for authoritarian leadership, in an age marked by uncertainty and democratic backsliding. While the digital revolution initially sparked optimism about the rise of well-informed citizens empowered by access to diverse information, recent trends suggest that information overload may have unintended psychological and political consequences. Rather than fostering rational political judgment, excessive and conflicting information can generate cognitive fatigue, anxiety, and heightened uncertainty. Previous research has demonstrated that perceptions of uncertainty are associated with a stronger preference for authoritarian leaders who promise stability and decisive action. However, the role of information overload as an upstream driver of uncertainty and, in turn, leadership preference remains underexplored. This project addresses this gap by integrating these variables into a single experimental framework to examine how exposure to overloaded information environments—characterized by high diversity and/or repetitiveness—affects individuals’ uncertainty and their subsequent leadership preferences. To empirically test these relationships, the study adopts an experimental design in which participants are randomly assigned to different information conditions. The independent variable, information overload, is manipulated along two dimensions: the diversity of information sources and the repetitiveness of the messages. Participants read mock village council meeting minutes discussing immigration issues, varying in source diversity and message repetition. After the exposure, participants complete a survey measuring their perceived uncertainty and their preference for leadership styles, ranging from democratic to authoritarian. The expected outcome of the study is to establish a causal link between information overload and support for authoritarian leadership, mediated by individual-level perceptions of uncertainty. By uncovering this mechanism, the project aims to contribute to broader discussions on how modern information environments shape democratic resilience and leadership preferences in uncertain times.

**Context** One way to assess people's distribution perception is MIQEs: Mean Interquantile Estimations (Deutsch et al., 2023). Prior studies have shown that participants very reliably give overly linear MIQEs, an effect called Linear Smoothing (Galesic et al., 2012). Linear Smoothing can be explained in several different ways. Two competing explanations for this linearity bias are: 1. A lack of information: Subjects have to little information which could lead to linear judgements via two cognitive processes: Due to the lack of information subjects have problems updating a prior linear expectation. Their final representation of the distribution is biased towards linearity because of this incomplete updating (updating inertia). On the other hand, the lack of information could lead to the use of a heuristic strategy that uses linearity to “fill in the blanks”. In both cases linearity is caused by a lack of information. 2. An excess of information: Subjects receive too much information which leads to information overload. Remembering and using all pieces of information is so difficult that subjects fall back on heuristic processing and use linearity either as an easy “best guess” to represent the distribution or as a shortcut to produce answers for the MIQEs. In both cases, linearity is caused by an excess of information. Own studies trying to test these explanations against each other manipulated the amount of information different groups of participants got before producing MIQEs. No significant differences due to amount of information were found. Additionally, own studies have shown that giving participants feedback about the distribution did not improve MIQEs but did improve frequency estimations. This finding suggests that MIQEs are not based on frequency judgements. --- **Goal** The current experiment will replicate a prior study that found no significant changes due to amount of information. To test the idea that MIQEs indeed are not based on frequency of values we will add a condition in which subjects will give different estimations: frequency estimations. --- **Method** At the beginning of the experiment, subjects will be informed that they will see a sequence of numbers and are told which estimation task they will have to perform (MIQE of Frequency Estimations). They will receive a detailed explanation of the task, see an example distribution, give answers and receive the correct solutions for the example distribution. Afterwards they will then enter three experimental blocks. In each block, subjects will see a sequence of 40 numbers (1s each). The numbers in each block will be the same but in a randomized order. Afterwards we will ask participants to give estimations regarding the distribution (see Manipulation for more Information). --- **Manipulation** Distribution Form: In contrast to our prior study, we will not manipulate distribution form. All participants will see a u-shaped distribution. Measurement: As our first manipulation we will change the measurement after the number presentation. Participants will be asked to either give MIQEs or Frequency Estimations. Information Amount: As our second manipulation, we will manipulate how often we ask for estimations. Group 1 will be asked at the end of the 3rd block only, Group 2 both after the 2nd and 3rd block, and Group 3 after all three blocks. --- **Hypothesis** Different processes make different predictions towards subjects’ MIQEs and frequency judgements: If MIQEs are based on a simple endpoint linearity heuristic due to information overload, then increased learning experience will decrease accuracy of MIQE judgments. However, if MIQEs are based on a memory representation of the distribution, then increased learning experience will increase MIQE accuracy as errors occur due to a lack of information. **Context** One way to assess people's distribution perception is MIQEs: Mean Interquantile Estimations (Deutsch et al., 2023). Prior studies have shown that participants very reliably give overly linear MIQEs, an effect called Linear Smoothing (Galesic et al., 2012). Linear Smoothing can be explained in several different ways. Two competing explanations for this linearity bias are: 1. A lack of information: Subjects have to little information which could lead to linear judgements via two cognitive processes: Due to the lack of information subjects have problems updating a prior linear expectation. Their final representation of the distribution is biased towards linearity because of this incomplete updating (updating inertia). On the other hand, the lack of information could lead to the use of a heuristic strategy that uses linearity to “fill in the blanks”. In both cases linearity is caused by a lack of information. 2. An excess of information: Subjects receive too much information which leads to information overload. Remembering and using all pieces of information is so difficult that subjects fall back on heuristic processing and use linearity either as an easy “best guess” to represent the distribution or as a shortcut to produce answers for the MIQEs. In both cases, linearity is caused by an excess of information. Own studies trying to test these explanations against each other manipulated the amount of information different groups of participants got before producing MIQEs. No significant differences due to amount of information were found. Additionally, own studies have shown that giving participants feedback about the distribution did not improve MIQEs but did improve frequency estimations. This finding suggests that MIQEs are not based on frequency judgements. --- **Goal** The current experiment will replicate a prior study that found no significant changes due to amount of information. I used to be very stressed by information overload. Now I find it liberating.When we first started podcasting over two years ago, we also started giving public talks on how to do and why to do it. Invariably, people would ask: if everyone is creating their own media when am I going to find time to listen to it all?
