The U.S. Navy, like other Department of Defense services, is challenged to deliver needed capability in an austere budget environment. The Navy Manufacturing Technology Program (ManTech) plays a critical role in the Navy s ability to meet its affordability and performance challenges. The ManTech Program, including the Navy Metalworking Center (NMC), continues to execute an investment strategy that helps key acquisition Program Offices achieve their affordability goals. Our strategy includes the Virginia Class Submarine, DDG 51 Class destroyer, Littoral Combat Ship, CVN Class carrier, and the Joint Strike Fighter. NMC's projects, which are described more fully in this report, reduce total ownership cost by addressing acquisition and life-cycle affordability. For example the Plate Edge Preparation Improvements project is developing a solution for removing surface rust and pre-construction primer from large steel plates that will save up to $7 million on the cost of a modern surface combatant and is 300% faster than the current process. Other projects like Main Propulsion Shaft Taper Inspection will save the naval shipyards $7.5 million in life-cycle refurbishment costs by eliminating the maintenance on gauges currently used and replacing them with white light scanning systems, reducing the labor to perform shaft inspections, and eliminating the need to purchase additional gauges for VCS and CVN.

The Navy Manufacturing Technology Program (ManTech) continues to refine its approach to best meet the needs of the fleet. Our investment strategy, which was initiated in 2004, operates under a platform-centric method of execution that concentrates ManTech resources primarily on key Navy platforms to make a measurable impact. Transition to the industrial base producing key Navy platforms and, ultimately, transition to the fleet is our goal. ManTech resources currently are focused on the following high-priority naval plaffonos: CVN 78, DOG 1000, VIRGINIA-Class Submarines (VCS) and the Littoral Combat Ship (LCS).

On the morning of January 28th, 1986, seven brave NASA astronauts boarded the space shuttle Challenger, eager to carry out mission STS-51-L. But tragically, 73 seconds after the shuttle launched, an O-ring failure caused a catastrophic explosion that resulted in the deaths of all crewmembers on board. In today's episode, we look at this devastating event that changed the history of space travel forever and the frustrating decisions that led to this tragedy.

Alloy 625, a nickel-based alloy, is difficult to form, particularly at room temperature. A Navy Metalworking Center (NMC) project minimized potentially significant schedule delays for the construction of the CVN 78 aircraft carrier by identifying optimal forming practices for Alloy 625 in several critical components as well as by evaluating the corrosion performance of the Alloy 625-to-HSLA (high strength, low alloy) steel welds. Using the project findings, Northrop Grumman Shipbuilding-Newport News (NGSB-NN) was able to form several complex shapes on the first attempt and in sufficient time to support the production schedule for these critical components. The project results minimized the risk of cracking this very expensive material, which would not only delay the production schedule but would also add cost to re-manufacture these shapes. This project supports the efforts to attain the desired benefits of Alloy 625 and to achieve an extended life cycle for Navy ship seawater cooling system designs. NMC worked with an Integrated Project Team (IPT) consisting of NGSB-NN, Naval Surface Warfare Center Carderock Division (NSWCCD), and the Future Aircraft Carriers Program Office to progress this technology.

This four-session discussion guide, intended for use by teachers, students, and the community at large, explores the ethics of intervening or not intervening in conflicts abroad. Inserts provide current information on conflicts in Bosnia, Haiti, North Korea, and Somalia where U.S. military involvement is at issue, but the flexibility of the guide enables groups to include other world conflicts in discussions. The Navy Metalworking Center (NMC) is the Navy's resource for advanced metalworking and manufacturing processes. Its current project portfolio addresses both ManTech's shipbuilding affordability initiative and its platform-centric investment strategy to support CVN-21, DDG 1000, Virginia Class Submarines, and Littoral Combat Ship. Greg Woods, NMC Program Officer; Dan Winterscheidt, NMC Program Director; and NMC staff are working with industry and weapon system Program Offices, and managing 24 projects-the majority of which focus on the needs of shipbuilding affordability. I hope this annual report provides you with a better understanding of NMC and its role in achieving the Navy's goal of reducing ship acquisition costs. Reducing the acquisition cost of current and future platforms is a critical goal of the Navy, and the Navy Metalworking Center helps achieve this goal by developing, maturing, and transitioning advanced manufacturing technologies. For the past several years, NMC has supported the shipbuilding affordability goals of the Virginia Class Submarine, CVN 21, DDG 1000, and Littoral Combat Ship Programs. The 2009 NMC Annual Report provides an excellent opportunity for you to read about NMC's recent technical achievements and implementation successes. Projects involving improved pipe preparation methods, HSLA-80 T-beams, and arc cladding techniques are solving challenging technical issues while providing real cost reduction and cost avoidance. While the Navy Metalworking Center provides tangible solutions to manufacturing issues, I frequently emphasize the importance of concentrating on less tangible, more fundamental principles in order to be successful. Those principles include focusing on client and stakeholder needs; retaining and recruiting the best talent; attaining true integrated project teamwork; and achieving real benefits through technology implementation. In theory, these principles may seem simplistic, even naive. In practice, they are challenging to strive for and even more difficult to execute and master. I am pleased to report that by abiding by these principles, the NMC Program has been rewarded with a number of recent technical and transition successes.
