This hearing was called to examine the current status and relevance of the foreign student tracking system in the United States in the context of the events of September 11, 2001 and the passage of the PATRIOT Act, which authorized funds to expand the foreign student tracking system. An opening statement by George W. Gekas, Chairman of the House Subcommittee on Immigration, Border Security, and Claims, Committee of the Judiciary, was followed by testimony from four witnesses: (1) Janis Sposato, Assistant Deputy, Executive Associate Commissioner for the Immigration Services Division, Immigration and Naturalization Service; (2) Glenn A. Fine, Inspector General, U.S. Department of Justice; (3) Catheryn D. Cotton, Director of the International Office, Duke University; and (4) Terry W. Hartle, Senior Vice President, Government and Public Affairs, American Council on Education. The prepared statement of each witness follows their oral testimony. An appendix contains a statement prepared by a foreign students' association. (SLD)
