2DTIC ADA442895: New Nuclear Conceptions: How We Have Changed The Way We Think About Nuclear Weapons And Why It Matters

Rational models of national security decision-making would argue that the observed nuclear transformation is simply a reflection of the reduction in superpower tensions. These models would suggest that policy-makers have reversed their assumptions about the international environment and decided that the new threat environment is such that their national interests allow nuclear reductions. Bureaucratic models of decision-making would add that institutional interests have also played an important role in this transformation. While the end of the cold war itself did provide a basis for altering nuclear postures, it is difficult to explain all of the observed nuclear changes based solely on a reduction in superpower tensions and institutional factors. Indeed, a review of the nuclear polices in the US reveals a pattern that is difficult to explain solely in terms of rational interest-driven strategy. This essay argues that an understanding of nuclear policy-making requires the inclusion of a less tangible factor -- a psychological factor -- which we will call the nuclear conception. Such conceptions underlie most nuclear policies and have likely always played a major role in nuclear strategies. The key conclusion of the essay is that the changes currently apparent in the realm of nuclear policy are in part due to the fact that nuclear conceptions are in the process of fundamental change and these changes will have broader implications for US nuclear strategy. This change in conception, while largely sparked by US-Soviet rapprochement, is deeper than the simple suspension of superpower ideological competition.

Military professionals prefer thinking that is rational and analytical, and which helps in the selection of ideas that meet feasibility, acceptability, and suitability criterion. In addition, they prefer to select rational and analytical ideas that have a history of working in similar situations as before. This creates a paradigmatic mode of typical thinking, which is the opposite of deep, reflective, multi-perspective thinking. This field expedient means of just enough thinking to find usual solutions has been so successful, through trial and error, that it takes a deliberate act of will to do original thinking that may take practitioners out of their professional paradigm. It has been so successful that there is great pressure among practitioners to keep doing it precisely because it has been a good way to solve problems that fit within the accepted paradigm of the military profession. In fact, it has made those kinds of problems so solvable that we are increasingly only left with the kinds of hard problems that our paradigmatic thinking is not well suited to handle. However, it is not the paradigmatic way of thinking that is faulty, but rather that when we try to apply it outside of the appropriate context, it begins failing us. The fault is not in the mode of thinking but in its improper application to certain contexts. These contexts are the medium- to ill-structured problems that FM 5-0 introduces to the profession. To meet these types of problems, the military profession is expanding its thinking repertoire to include concepts such as Design, in order to allow its critical and creative thinking to account for problems that fall outside of the assumed context of the military operating parameters. This essay will summarize how cognitive theorists have described critical and creative thinking in general, and how some military practitioners have applied them.

9Are Children ‘Stickier’ Than We Think? How Novelty Shapes Developmental Differences In Visual Attention

Children explore the world differently than adults, using broad attentional strategies that narrow with age. However, conflicting findings suggest children may not be as exploratory as assumed. While eye-tracking research shows younger children exhibit less exploration during scene viewing, these results may be influenced by task demands or the novelty of stimuli. Novelty, which increases exploratory eye movements in adults, has yet to be examined in children. This study investigates eye movements in 4–to 6-year-olds, 8- to 10-year-olds, and adults viewing novel and familiar scenes. By analyzing fixation duration, fixation count, saccade count, and saccade amplitude, we aim to clarify developmental differences in visual exploration and whether novelty enhances or reduces exploration across development. We predict that, in general, younger children (4- to 6-year-olds) will show the most “sticky” attention characterized by longer fixation durations, fewer fixations and saccades, and shorter saccade amplitudes compared to older children (8- to 10-year-olds) and adults. In other words, younger children will be the least exploratory age group at baseline. We expect that attention will become gradually more exploratory with age with relatively shorter fixation durations, more fixations and saccades, and longer saccadic amplitudes for older children (i.e., moderately exploratory) and the shortest fixation durations, most fixations and saccades, and largest saccadic amplitudes for adults (i.e., most exploratory). This pattern of results would replicate Helo et al.’s (2014) findings and confirm that this developmental shift from focused to exploratory attention was not a result of older age groups learning to modify their looking behavior in anticipation of a subsequent recognition task (i.e., task demands), and instead, a characteristic of attention changing with age.

They capture and obscure a persistent social discomfort and prejudice that appears across fields and settings, from pop culture, to airlines, to medicine and beyond. Weight is also a marker for constant abuse, online and offline. When it comes to weight, we have normalized prejudice, moral panic, and shaming, even as we have made such treatment socially unacceptable in relation to other markers.Where does the pathologizing of fat bodies come from? 14DTIC ADA480952: Refining How We Think About Joint Operations: An Effects-based Approach

As the lead agent for the Secretary of Defense for transformation of joint forces to meet these challenges, U.S. Joint Forces Command (USJFCOM) supports the joint community by pursuing a number of transformation-related objectives. One objective being discussed by the Secretary of Defense and other senior leaders in the Department of Defense (DOD) is creating capabilities within an overall framework of shared, knowledge empowered, effects-based operations (EBO). Since 2001, the command has focused on testing and refining the concept while seeking the best ways to implement it. This evolution has included Service participation in joint experimentation, discussions with faculty at mid- and senior-level Service and joint schools, observation of effects-related constructs in action at deployed operational headquarters, and engagement with interagency and multinational partners. This article provides background on an effects-based approach and explains the key elements, highlights their application in current joint operations, and discusses their incorporation in joint doctrine, training, and education. In the interest of providing the bottom line up front, an effects-based approach adds value to traditional joint processes in four areas: 1) improved unified action among military, interagency, multinational, and nongovernmental organizations, 2) an expanded understanding of the operational environment beyond the traditional military battlespace focus, 3) an improved joint planning process that uses effects to clarify the desired endstate conditions in terms of the operational environment, and 4) an enhanced joint assessment process that measures effects attainment rather than just task accomplishment.

Reuven Feuerstein, in lecture 4, recounts the theory of mediated learning experience, which he developed. In lecture 5, Mihaly Csikszentmihalyi examines the role of student motivation in literacy learning. In lecture 6, Howard Gardner explains the seven domains of intelligence in his theory of multiple intelligences. Various types of electronic technologies that are being adopted for use in schools are reviewed by Bob Hughes in lecture 7. In lecture 8, Michael Templeton discusses informal education. We have come full circle back to the topic of visualization and the role of the mind's eye and of external visual displays in human thinking. I have tried to survey some of the main tools and processes that seem to be implicated in everyday reasoning -- the kind that carries us through the day, dealing with problems as they arise. The thinking I have described does not look at all like formal logic, and only a little like mathematics. It makes use of a great multitude of inference rules, which are not tautological rules of logic but incorporate much real-world knowledge. It appears to be remarkably unconcerned with questions of sufficiency and necessity. When it deals with quantities, as if often must, it usually handles primarily their ordinal rather than their cardinal properties. For most people, at least, it makes great use of diagrammatic representations, or mental diagrams in the mind's eye, which provide it with powerful inference processes. To compensate for its severe limitations in handling simultaneous relations, it proceeds by successive approximations, and halts when it has satisfied. By the standards of formal logic, it is a jerry-built structure. But it gets us through the day.

        In this early collection of formative essays, acclaimed American philosopher John Dewey argues that the idealistic, realistic, and analytic schools of philosophy fail to take into account the pragmatic and experimental nature of experience - common to science and practical experience, but alien to the abstract theorizing of coherentist and correspondence theories of logic. Here we find the essential groundwork for the mature naturalistic and process-oriented metaphysics that Dewey would elaborate in his later mature works such as Experience and Nature and Logic: The Theory of Inquiry. In his long introduction, Dewey provides a summary and precis of his experimental logic, taking specifically pains to contrast his approach with the emerging analytic logic of Russell and Frege. Chapters 3-6 take aim at the idealistic logic dominant in his time by providing a close reading and critique of the German logician Hermann Lotze. Chapters 7-8 argue for the distinction between acquaintance with an external reality and knowledge of that reality. Rather than disembodied and abstract, Dewey describes a logic arising out of the concrete interactions of organisms embedded within a natural environment.         Part 2 describes Dewey's concept of IMPULSES. They encompass the interaction of one's self with the environment. When the environment encounters problems with one's HABITS, Impulses are the motivating, innate forces which prompt one to modify habits and/or modify the environment. "Nature vs Nurture" explanations of someone's personality are deceptive and fallacious. This stems from the human inclination to CLASSIFY things - practically everything! <br><br> Innate behaviors are a collection of habits which one's culture has solidified as Customs. Most education is not learning but rather training of one's habits to harmonize with local customs. Human nature is plastic, malleable. Customs are, almost by definition, rigid. And, because one's environment is always changing, customs and its supporting habits are continually being tested. Nations disintegrate when their customs grow inflexible. <br><br> A MORAL ACT is one whose effects are fine tune and reorganize habits. Thought arises then when habits are hindered and only impulses are active. <br><br> The basic motor of human nature and conduct is HABIT, not reason or innate instinctive drives. In Dewey's theories of education, he asserts that education should be leading youth away from society's dysfunctional habits. This interaction is the basis for moral and ethical judgments. Dewey writes: "All habits are demands for certain kinds of activity; and they constitute the self.” In other places he also asserts that "Habits are Will." In the third part of the book, Dewey describes how we make ethical judgments (Dramatic Rehearsal) on the occasions which call upon the exercise of intelligence, and the relationship among aims, goals, means and ends, and emotions. In this fourth section he ties together the preceding concepts and conclusions Part 4: Conclusion Section I: The Good of Activity Better and worse; morality a process; evolution and progress; optimism; Epicureanism; making others happy. Section II: Morals are Human Humane morals; natural law and morals; place of science. Section III: What is Freedom? Elements in freedom; capacity in action; novel possibilities; force of desire. Section IV: Morality is Social Conscience and responsibility; social pressure and opportunity; exaggeration of blame; importance of social psychology; category of right; the community of religious symbol. Soloist supplementary note: Very important but sometimes overlooked is his concept in Part 3 of the book of "Dramatic Rehearsal" which to me means: when we are deliberating over a course of action, we don't just tote up an arithmetic series of "if I do THIS, then THIS will happen, and then THIS will happen, etc. and weigh out the pluses and minuses" as a Utilitarian would do. No, what we do, says Dewey, is that at every step of divining what the future will hold, we examine how we FEEL about the situation. For example, if we're planning a chess move, we don't think to ourselves merely "if I make THIS move, I'll weaken my king side, but I'll gain a pawn" No, instead we think "if I make THIS move, I'll weaken my king side {Dang it all to hecky darn! }, but I'll gain a pawn {Yaaaay! hoorah! }".
