The primary focus of this legal education module, fourth of five to be integrated into an 11th grade American history course, is on the problems of maintaining a system of government in which officials who make, change, enforce, and apply laws do not unreasonably interfere with fundamental values and interests of the governed. Understandings, or objectives, consider how officials may interfere with basic interests of citizens in the processes of governing; look at the United States Constitution to identify principles that limit powers of officials for protection of the governed; and examine mechanisms by which offical conformity to principles of the Constitution may be monitored. Narrow Line Seyfert 1 galaxies (NLS1) are very interesting objects which display peculiar properties when compared to their broad line analogues (BLS1). Although well studied in many wavebands, their behaviour at >10 keV is poorly studied and yet important to discriminate between models invoked to explain the complexity observed in the X-ray band. Here we present for the first time high energy observations (17-100 keV) of five NLS1 galaxies (3 bona fide and 2 candidates) detected by INTEGRAL/IBIS and provide for all of them a broad band spectral analysis using data obtained by Swift/XRT below 10 keV. The combined INTEGRAL spectrum is found to be steeper (Gamma=2.6 +/- 0.3) than those of classical Seyfert 1 objects. This is due to a high energy cutoff, which is required in some individual fits as in the average broad band spectrum. The location of this high energy cutoff is at lower energies (E < 60 keV) than typically seen in classical type 1 AGNs; a reflection component may also be present but its value (R < 0.8) is compatible with those seen in standard Seyfert 1s. We do not detect a soft excess in individual objects but only in their cumulative spectrum. Our results suggest a lower plasma temperature for the accreting plasma which combined to the high accretion rates (close to the Eddington rate) point to different nuclear conditions in broad and narrow line Seyfert 1 galaxies, likely related to different evolutionary stages.

Although about a dozen high redshift (z larger than 2) starburst galaxies have been recently detected in the CO lines, spectroscopic detections of molecular gas of very young galaxies are still very difficult. The CO lines are usually optically thick, which limits greatly the increase of emission with redshift, as observed for the dust continuum. However the future instruments (LMT, ALMA, etc..) will allow large progress in this domain, and perspectives are discussed. Computations are based on a simple extrapolation of what is known of starbursting galaxies at lower redshift.

We report the serendipitous discovery of two objects close in projection with fairly strong emission lines at long wavelength (~9190 A). One (A) seems not to be hosted by any galaxy brighter than V(555)=27.5, or I(814)=26.7 (Vega-based 3-sigma limits in 1.0 arcsec diameter apertures), while the other line is associated with a faint (I(814)~24.4) red galaxy (B) offset by 2.7 arcsec and 7 A spectrally. Both lines are broad (FWHM 700 km/s), extended spatially, and have high equivalent widths (W(A,obs)>1225 A, 95% confidence limit; W(B,obs)~150 A). No secondary spectral features are detected for galaxy A. Blue continuum and the marginal detection of a second weak line in the spectrum of galaxy B is consistent with [OII] (the strong line) and MgII (the weak line) at z=1.466. By association, galaxy A is likely at z=1.464, implying a rest-frame equivalent width of the [OII] emission line in excess of 600 A and a projected separation of 30 kpc for the galaxy pair. Conventional wisdom states that isolated emission lines with rest-frame equivalent widths larger than ~200 A are almost exclusively Lyman-alpha. This moderate-redshift discovery therefore compromises recent claims of high-redshift Lyman-alpha emitters for which other criteria (i.e., line profile, associated continuum decrements) are not reported. We discuss observational tests to distinguish Lyman-alpha emitters at high redshift from foreground systems.

The usefulness of LANDSAT data in the planning of transmission line routes was assessed. LANDSAT digital data and image processing techniques, specifically a multi-date supervised classification aproach, were used to develop a land cover map for an agricultural area near Fresno, California. Twenty-six land cover classes were identified, of which twenty classes were agricultural crops. High classification accuracies (greater than 80%) were attained for several classes, including cotton, grain, and vineyards. The primary products generated were 1:24,000, 1:100,000 and 1:250,000 scale maps of the classification and acreage summaries for all land cover classes within four alternate transmission line routes.

We present the column densities of heavy-elements and dust depletion studies in twostrong Mg~II absorption systems at $z\sim1.4$ displaying the 2175-{\AA} dust extinction feature. Column densities are measured from low-ionization absorption lines using Apparent Optical Depth Method on the Keck/ESI spectra. We find the dust depletion patterns resemble to that of cold diffuse clouds in the Milky Way (MW). The values, [Fe/Zn]$\approx -1.5$ and [Si/Zn]$

Electromagnetically induced transparency (EIT) on atomic D$_{1}$ line of rubidium is studied using a nanometric-thin cell with atomic vapor column length in the range of L= 400 - 800 nm. It is shown that the reduction of the cell thickness by 4 orders as compared with an ordinary cm-size cell still allows to form an EIT resonance for $L= \lambda$ ($\lambda =794$ nm) with the contrast of up to 40%. Remarkable distinctions of EIT formation in nanometric-thin and ordinary cells are demonstrated. Despite the Dicke effect of strong spectral narrowing and increase of the absorption for $L=$ $\lambda /2$, EIT resonance is observed both in the absorption and the fluorescence spectra for relatively low intensity of the coupling laser. Well resolved splitting of the EIT resonance in moderate magnetic field for $L=$ $\lambda $ can be used for magnetometry with nanometric spatial resolution. The presented theoretical model well describes the observed results.

In this contribution we briefly review the reverberation mapping technique and its results for low and intermidiate luminosity AGNs. Then we present a monitoring campaign of high-luminosity high-redshift quasars which will extend these results by two orders of magnitude, probing the broad-line region size and black hole (BH) mass of luminous AGN at redshift ~2-3.

The first implementation of complete high school, open on-line courses (HOOC) aiming to support the training and basic scientific knowledge of young students from the Liceo Ginnasio Dante Alighieri in Gorizia, Italy, is discussed. Using the open source and automated recording system openEyA, HOOC give a student the opportunity to watch on-line, at their own place and own pace, the same lessons of physics and mathematics held in the classroom. It is found that high school students' have changed the traditional modality of study and their scores have systematically improved since the implementation of this project. In only few months the use by students of the www.OpenDante.it video archive for HOOC has growth from 30% to 97%. Feedback from students and Parents on the use and impact of making HOOC available on the web are encouraging.

Concerns about the cost, availability, and environmental impacts of the generation and distribution of electricity have grown sharply in recent years. In Vermont, decisions about the state's energy future are imminent as the contracts to buy energy come to an end. This case study explores the planning for, and conflict around, the siting of new high-voltage transmission line in Vermont known as the Northwest Reliability Project. The high voltage transmission line (HVTL) is a part of the electric power transmission system that distributes high-capacity electricity. There were numerous interruptions to the transmission line, one of which was caused by the kite getting stuck in the conductor. In the past, interference from kites on the conductor wire has been removed by crawling over it. This conventional method poses safety risks, is high-cost, and is time-consuming. This article describes the development of a flamethrower mounted on an unmanned aerial vehicle (UAV) for kite litter clearing on a high-voltage transmission line is presented. The flamethrower is fitted on the UAV to achieve high-mounted wire. The UAV was controlled using a transmitter and a receiver based on an Arduino. The flamethrower was tested for clearing a kite on the transmission line. The effect of nozzle diameter on flame burst length and the time it takes to burn a kite has been investigated. According to the experiment results, the performance of the flamethrower is highly satisfactory. Based on the component prices and manufacturing costs, the flamethrower has been successfully assembled at a low cost for a total of below $55.

This article is from PLoS ONE , volume 9 . Abstract Previous studies have shown that methionine from root exudates affects the rhizosphere bacterial population involved in soil nitrogen fixation. A transgenic line of Zigongdongdou soybean cultivar (ZD91) that expresses Arabidopsis cystathionine γ-synthase resulting in an increased methionine production was examined for its influence to the rhizosphere bacterial population. Using 16S rRNA gene-based pyrosequencing analysis of the V4 region and DNA extracted from bacterial consortia collected from the rhizosphere of soybean plants grown in an agricultural field at the pod-setting stage, we characterized the populational structure of the bacterial community involved. In total, 87,267 sequences (approximately 10,908 per sample) were analyzed. We found that Acidobacteria, Proteobacteria, Bacteroidetes, Actinobacteria, Chloroflexi, Planctomycetes, Gemmatimonadetes, Firmicutes, and Verrucomicrobia constitute the dominant taxonomic groups in either the ZD91 transgenic line or parental cultivar ZD, and that there was no statistically significant difference in the rhizosphere bacterial community structure between the two cultivars.

Abstract Our previous study demonstrated that inhibition of erythropoietin-producing hepatoma cell line-B2 (EphB2) expression resulted in the promotion of cancer growth, with EphB2 acting as a tumor suppressor in pancreatic cancer. Qingyihuaji formula (QYHJ), a traditional Chinese medicine, acts as an independent protective factor for pancreatic cancer patient survival and different patients have shown various responses to QYHJ treatment. In the current study, the different effects on tumor growth inhibition following QYHJ treatment in cells with different levels of EphB2 expression were investigated to reveal the mechanism. A subcutaneously transplanted tumor model using cancer cells with different levels of EphB2 expression were established in vivo and received a four-week QYHJ intervention. Tumor weight inhibitory rate and tumor volume deflation were evaluated. The cell cycle and apoptosis were analyzed by flow cytometry, and reverse transcription polymerase chain reaction and western blot analysis were used to assess mRNA and protein levels. The results showed that the tumor weight inhibitory rate was 31.40, 31.33 and 18.36% in CFPAC-1, CFPAC-1 control RNAi and CFPAC-1 EphB2 RNAi cells following QYHJ treatment, respectively. This article is from PLoS ONE , volume 9 . Abstract Proinflammatory high-density lipoprotein (p-HDL) is a biomarker of cardiovascular disease. Sickle cell disease (SCD) is characterized by chronic states of oxidative stress that many consider to play a role in forming p-HDL. To measure p-HDL, apolipoprotein (apo) B containing lipoproteins are precipitated. Supernatant HDL is incubated with an oxidant/LDL or an oxidant alone and rates of HDL oxidation monitored with dichlorofluorescein (DCFH). Although apoB precipitation is convenient for isolating HDL, the resulting supernatant matrix likely influences HDL oxidation. To determine effects of supernatants on p-HDL measurements we purified HDL from plasma from SCD subjects by anion exchange (AE) chromatography, determined its rate of oxidation relative to supernatant HDL. SCD decreased total cholesterol but not triglycerides or HDL and increased cell-free (cf) hemoglobin (Hb) and xanthine oxidase (XO). HDL isolated by AE-HPLC had lower p-HDL levels than HDL in supernatants after apoB precipitation. XO+xanthine (X) and cf Hb accelerated purified HDL oxidation. Although the plate and AE-HPLC assays both showed p-HDL directly correlated with cf-Hb in SCD plasma, the plate assay yielded p-HDL data that was influenced more by cf-Hb than AE-HPLC generated p-HDL data. The AE-HPLC p-HDL assay reduces the influence of the supernatants and shows that SCD increases p-HDL.

Abstract Biochemical detection (BCD) methods are commonly used to screen plant extracts for specific biological activities in batch assays. Traditionally, bioactives in the most active extracts were identified through time-consuming bio-assay guided fractionation until single active compounds could be isolated. Not only are isolation procedures often tedious, but they could also lead to artifact formation. On-line coupling of BCD assays to high performance liquid chromatography (HPLC) is gaining ground as a high resolution screening technique to overcome problems associated with pre-isolation by measuring the effects of compounds post-column directly after separation. To date, several on-line HPLC-BCD assays, applied to whole plant extracts and mixtures, have been published. In this review the focus will fall on enzyme-based, receptor-based and antioxidant assays.

The ultra-high power transmission line techniques including both failure mechanisms and component design are discussed. Failures resulting from localized regions of heated gas were studied and a more general equation for breakdown was derived to show the effect of the size of the region. Similarly small obstacles produce regions of high field strength; but the presence of these very small regions become evident only at high pressures or with high dielectric strength gases. Among the other subjects reviewed from earlier reports is the experimental study of the factors effecting arc movement in a waveguide. In view of the many advantages of the low loss mode in circular waveguide for ultra-high power levels, a mode transducer and a two section mode filter or suppressor were designed and constructed. The short compact transducer has a bandwidth more than 8 percent and it can handle 25 percent of the peak power of a standard rectangular wave guide. Water cooling is provided for high average power operation. Analysis of mode sup pression as related to failure of waveguide systems indicates that an equivalent one way attenuation of 5 db is a practical value of attenuation for a mode suppressor where high average power levels are involved. Where only high peak powers are involved lower levels of attenuation are sufficient.

Abstract The Indian Ocean tsunami (2004) and Hurricane Katrina (2005) reveal the coming of age of the on-line disaster response community. Due to the integration of key geospatial technologies (remote sensing - RS, geographic information systems - GIS, global positioning systems – GPS) and the Internet, on-line disaster response communities have grown. They include the traditional aspects of disaster preparedness, response, recovery, mitigation, and policy as facilitated by governmental agencies and relief response organizations. However, the contribution from the public via the Internet has changed significantly. The on-line disaster response community includes several key characteristics: the ability to donate money quickly and efficiently due to improved Internet security and reliable donation sites; a computer-savvy segment of the public that creates blogs, uploads pictures, and disseminates information – oftentimes faster than government agencies, and message boards to create interactive information exchange in seeking family members and identifying shelters. A critical and novel occurrence is the development of “people as sensors” - networks of government, NGOs, private companies, and the public - to build rapid response databases of the disaster area for various aspects of disaster relief and response using geospatial technologies. This paper examines these networks, their products, and their future potential.

The current method for producing these enveloped alphavirus VLPs by transient gene expression in mammalian cells presents challenges for scalable and robust industrial manufacturing, so the insect cell baculovirus expression vector system was evaluated as an alternative expression technology. Subsequent to recombinant baculovirus infection of Sf21 cells in standard culture media (pH 6.2–6.4), properly processed Chikungunya structural proteins were detected and assembled capsids were observed. However, an increase in culture pH to 6.6–6.8 was necessary to produce detectable concentrations of assembled VLPs. Since this elevated production pH exceeds the optimum for growth medium stability and Sf21 culture, medium modifications were made and a novel insect cell variant (SfBasic) was derived by exposure of Sf21 to elevated culture pH for a prolonged period of time. The high-pH adapted SfBasic insect cell line described herein is capable of maintaining normal cell growth into the typical mammalian cell culture pH range of 7.0–7.2 and produces 11-fold higher Chikungunya VLP yields relative to the parental Sf21 cell line. After scale-up into stirred tank bioreactors, SfBasic derived VLPs were chromatographically purified and shown to be similar in size and structure to a VLP standard derived from transient gene expression in HEK293 cells. Total serum anti-Chikungunya IgG and neutralizing titers from guinea pigs vaccinated with SfBasic derived VLPs or HEK293 derived VLPs were not significantly different with respect to production method, suggesting that this adapted insect cell line and production process could be useful for manufacturing Chikungunya VLPs for use as a vaccine. The adaptation of Sf21 to produce high levels of recombinant protein and VLPs in an elevated pH range may also have applications for other pH-sensitive protein or VLP targets.

Since 9/11, the fire service has experienced a shift and an expansion in the nature of threats and hazards that it faces. Despite advances in the field, firefighters are still losing their lives inside of burning buildings, and they must find new ways of identifying training gaps and improving current training practices. This thesis explores whether emergency incidents connected to low frequency and high risk events contain sufficient warning signs or indicators of imminent catastrophic events, if firefighters could identify them, and if there was a potential of changing decision making and averting a tragedy. In order to create a firm basis for this discovery, this research effort included a detailed analysis of the National Institute for Occupational Safety and Health’s line of duty death reports from the years 2013–2015. The work provided an opportunity to learn from past events and practices and identify successes and failures in the firefighting domain without the bias of being closely involved with the cases or having a specific agenda. Quantitative analysis performed on this data set and the knowledge gleaned from looking at the events after the fact provide a foundation for advising novel training approaches and scenarios that can be used to train both individuals and teams of fire fighters.

We have generated a set of far-ultraviolet stellar libraries using spectra of OB and Wolf-Rayet stars in the Galaxy and the Large and Small Magellanic Cloud. The spectra were collected with the Far Ultraviolet Spectroscopic Explorer and cover a wavelength range from 1003.1 to 1182.7A at a resolution of 0.127A. The libraries extend from the earliest O- to late-O and early-B stars for the Magellanic Cloud and Galactic libraries, respectively. Attention is paid to the complex blending of stellar and interstellar lines, which can be significant, especially in models using Galactic stars. The most severe contamination is due to molecular hydrogen. Using a simple model for the H$_2$ line strength, we were able to remove the molecular hydrogen lines in a subset of Magellanic Cloud stars. Variations of the photospheric and wind features of CIII 1176, OVI 1032, 1038, PV 1118, 1128, and SIV 1063, 1073, 1074 are discussed as a function of temperature and luminosity class. The spectral libraries were implemented into the LavalSB and Starburst99 packages and used to compute a standard set of synthetic spectra of star-forming galaxies. Representative spectra are presented for various initial mass functions and star formation histories. The valid parameter space is confined to the youngest ages of less than 10 Myr for an instantaneous burst, prior to the age when incompleteness of spectral types in the libraries sets in. For a continuous burst at solar metallicity, the parameter space is not limited. The suite of models is useful for interpreting the restframe far-ultraviolet in local and high-redshift galaxies.

Since most high- and intermediate-mass protostars are at great distance and form in clusters, high linear resolution observations are needed to investigate their physical properties. To study the gas in the innermost region around the protostars in the proto-cluster IRAS 05358+3543, we observed the source in several transitions of methanol and other molecular species with the Plateau de Bure Interferometer and the Submillimeter Array, reaching a linear resolution of 1100 AU. We determine the kinetic temperature of the gas around the protostars through an LVG and LTE analysis of their molecular emission; the column densities of CH3OH, CH3CN and SO2 are also derived. We compute the effective potential for the phase of the Wilson line at high temperature in the standard model to one loop order. Besides the trivial vacua, there are metastable states in the direction of $U(1)$ hypercharge. Assuming that the universe starts out in such a metastable state at the Planck scale, it easily persists to the time of the electroweak phase transition, which then proceeds by an unusual mechanism. All remnants of the metastable state evaporate about the time of the $QCD$ phase transition.

We discuss the identification and kinematics of intrinsic narrow-line absorbers in three QSOs. The line-of-sight ejection velocities in the confirmed intrinsic systems range from 1500 to 51,000 km/s. The ratio of ejection velocity to line width, V/Delta-V, in these systems ranges from ~3 to 60, in marked contrast to the BALs where typically V/Delta-V ~ 1. We speculate on the possible relationship between the BAL and narrow-line absorbers. Like the BALs, intrinsic narrow-line systems appear to be rare, but the outflows that cause them might be common if they cover a small fraction of the sky as seen from the QSO.

Optical velocimetry has led to the detection of more than 500 planets to date and there is a strong effort to push m/s velocimetry to the near-infrared to access cooler and lighter stars. The presence of numerous telluric absorption lines in the nIR brings an important challenge. As the star's barycentric velocity varies through the year, the telluric absorption lines effectively varies in velocity relative to the star's spectrum by the same amount leading to important systematic RV offsets. We present a novel principal component analysis-based approach for telluric line subtraction and demonstrated its effectiveness with archival HARPS data for GJ436 and {\tau} Ceti, over parts of the R-band that contain strong telluric absorption lines. The main results are: 1) a better RV accuracy with excluding only a few percentage of the domain, 2) better use of the entire spectrum to measure RV and 3) a higher telescope time efficency by using A0V telluric standard from telescope archive.

We use archival UV absorption-line data from HST/STIS to statistically analyse the absorption characteristics of the high-velocity clouds (HVCs) in the Galactic halo towards more than 40 extragalactic background sources. We determine absorption covering fractions of low- and intermediate ions (OI, CII, SiIII, MgII, FeII, SiIII, CIV, and SiIV) in the range fc = 0.20 - 0.70. For detailed analysis we concentrate on SiII absorption components in HVCs, for which we investigate the distribution of column densities, b-values, and radial velocities. Combining information for SiII and MgII, and using a geometrical HVC model we investigate the contribution of HVCs to the absorption cross section of strong MgII absorbers in the local Universe. We estimate that the Galactic HVCs would contribute on average ~52 % to the total strong MgII cross section of the Milky Way, if our Galaxy were to be observed from an exterior vantage point. We further estimate that the mean projected covering fraction of strong MgII absorption in the Milky Way halo and disc from an exterior vantage point is fc(sMgII) = 0.31 for a halo radius of R = 61 kpc. These numbers, together with the observed number density of strong MgII absorbers at low redshift, indicate that the contribution of infalling gas clouds (i.e., HVC analogues) in the halos of Milky Way-type galaxies to the cross section of strong MgII absorbers is
