Noting that foreign language requirements have been abolished, reduced, or modified between 1966 and 1971 in over 45 percent of the B.A. degree-granting institutions in the United States, the author probes into the current status and uses of the language laboratory. It is suggested that the widespread decline in language enrollments is due in large measure to a misunderstanding of the function and potential of the language laboratory. Ways in which the laboratory may contribute to the revitalization of language instruction are elaborated. (RL)

Mr. Hastings: In 2005, the European Parliament estimated that there are 12 to 15 million Roma in Europe. And as such, Roma constitutes Europe's largest ethnic minority and unfortunately, they remain one of its most marginalized. This year, we are making the 20th anniversary of the fall of communism - marking the 20th anniversary of the fall of communism. In most respects, that's a very happy anniversary, but in the past 20 years, too few of the fruits of democracy have reached the Romani community. I know there's been some progress. Significantly the lifting of the Iron Curtain has I think improved opportunities of Roma to have better contacts across borders, according Eastern and Western Europe, to work together to meet the challenges that they must face in defending their basic human rights. As a matter of fact, I had an opportunity to witness that firsthand about three months ago in Brussels. It was ironic. We were having a conference on African diaspora issues right next door to the Roma community that was having their conference. Today it seems those challenges are as great as ever. Two months ago in Hungary, Jeno Koka went out his front door to go to work at the same factory he had worked at for decades and was shot to death in front of his own home. His 84-year-old father is a Holocaust survivor.

It’s shaping up to be a contentious summer, with the National People’s Congress Standing Committee set to deliver a decision on Hong Kong’s constitutional reform at the end of August. For the moment, Democrats are still pressing for the opportunity to talk to Beijing’s representatives, who have been talking a lot to their allies. With us in the studio to talk about what's next is veteran democrat Martin Lee. The Hong Kong Book Fair ended on Tuesday, with the organiser the Trade Development Council estimating that over 980,000 people visited. One of the major trends at the show was the movement towards e-books. That may be useful for some of Hong Kong’s publishers of political books, at least those who take a critical line. They say that getting their printed books in shops via local distributors is getting more and more difficult.

Three major concerns affect higher education in the United States: the decline in student population with some curtailment of programs, high inflation rates with constantly rising tuition, and political pressures on public colleges and universities. These factors affect study abroad programs in several ways. Public institutions may experience less decrease in enrollment; they should therefore increase their overseas offerings and show that such programs do not cost more than home campus programs. Private institutions need not curtail programs; they can change them to attract more students. Also, some consolidation of programs can take place to avoid unnecessary duplication. In addition to these considerations, colleges and universities might capitalize on the growing awareness of the need for U.S. citizens to be prepared for growing international interdependence. They could design study abroad programs to meet evolving student needs and interests, make provisions for students in programs other than foreign languages, and then seek ways to administer language proficiency examinations which will bring with them some foreign language certification. This document contains a leader's guide for Recording the Hard Times, a program designed to help young people between the ages of 11 and 15 handle the stress in their lives or the stress of their friends. It notes that the workbook is designed to be used in a group setting while the specific recording sessions are designed to be completed individually. The format should give children a chance to record their feelings while working through an organized plan for coping with a problem. Information is provided on how to organize and conduct a session. Warning signs to help leaders determine when a child is under stress are listed and suicide danger signals are noted. Suggestions are provided for speakers and possible topics.
