The basic purpose of this handbook is to provide a roadmap through the US Army material acquisition process, emphasizing the actions necessary to ensure that countermeasure and counter-countermeasure considerations are properly integrated into that process. The methodology by which the CM and CCM aspects of a given concept or system may be examined is developed. The interaction of threat information and system/concept requirements development is discussed, and a method for improving the process is suggested. A matrix correlates the organizations and agencies that play a CM/CCM role with the specific events in which those roles are included. Each event-related role is discussed in detail. How product improvement may be used to integrate CCM into an item and the methodology by which this is done is discussed. An example of CM/CCM methodology actually in use is included. (Author)

Written for practitioners rather than policymakers, this document is intended for those who seek to relate educational and training opportunities to local and individual needs; use fresh approaches to integrated services for young people trapped by unemployment, social and economic change, and poor living conditions; and achieve high quality efforts for the lowest cost. An introduction suggests how to use the handbook. Part 1 addresses the situation of young people in transition from school to work, including the importance of better-organized services and programs with a local focus. Seven initiatives in six member states of the European Community are featured. Part 2 discusses education and training for the future, including what is permitted, what is possible, relevant issues and principles, the needs of young people, local delivery of services, coordinating resources and agencies, and the special problems of nonindustrial areas. Part 3 offers a planned approach to providing services in a coordinated and integrated manner. Part 4 takes up national and community policies, mechanisms, guidelines, policy frameworks, and proposals. Part 5 describes the following seven initiatives mentioned in Part 1: (1) Business School/Technical School in Randers, Denmark; (2) Verbundsystem Oberhausen, West Geramny; (3) Missions Locale for the Transition of Young People to Adult and Working Life in Lorient, France; (4) Mission Locale for the Transition of Young People to Adult and Working Life in La Rochelle, France; (5) Cork Vocational Education Committee/An Chomhairle Oiliuna (Comtec), Ireland; (6) Contactcentrum Onderwijs Arbeid Limburg, The Netherlands; and (7) Sussex Training (West), England. This handbook briefly explains the necessity of including measures of soldier performance in forecasts of battlefield system performance. Then it presents a method for calculating estimates of manned system performance in the dimensions of effectiveness How well does it work When it works? and availability How often does it work? The two equations are based on existing approaches for evaluating effectiveness and availability, but are modified to include estimates (based on actual measurements) of the probability of soldier performance satisfying both time and accuracy standards. Data sources (including operational testing) are discussed and the user is led, step-by-step, through the calculations. A calculations. A complete example of both calculations, using hypothetical but realistic data, is presented for the MANPACK Army User Equipment (AUE) of the GPS NAVSTAR system. After both effectiveness and availability calculations are made, use of the equations is demonstrated in an analysis mode for identifying which of the six domains of MANPRINT (manpower, personnel, training, human factors, system safety, and health hazards) may present performance problems. This book was begun when I was a graduate student in applied mathematics at the California Institute of Technology. Being able to integrate functions easily is a skill that is presumed at the graduate level. Yet, some integrals can only be simplified by using clever manipulations. I found it useful to create a list of manipulation techniques. Each technique on this list had a brief description of how the method was used and to what types of integrals it applied. As I learned more techniques they were added to the list. This book is a direct outgrowth of that list. In performing mathematical analysis, analytic evaluation of integrals is often required. Other times, an approximate integration may be more informative than a representation of the exact answer. (The exact representation could, for example, be in the form of an infinite series.) Lastly, a numerical approximation to an integral may be all that is required in some applications.

"Health Technology Assessment (HTA) is defined as a multidisciplinary process that uses explicit methods to determine the value of a health technology at different points in its lifecycle. The purpose is to inform decision-making in order to promote an equitable, efficient, and high-quality health system. The definition reflects that facts and values are intertwined in HTA. This means that HTA should be considered as a type of policy analysis, wherein the assessment of safety, clinical and cost implications of health technologies, as well as their wider ethical, legal, social, organizational, environmental and other implications is conducted from the view that these aspects are closely interrelated, and wherein stakeholders are involved in a more productive way throughout the process of HTA. Acknowledging this holds the potential of conducting assessments of health technologies in a way that supports deliberative democratic decision making. In the 2018-2021 EU Erasmus+ strategic partnerships project “VALues In Doing Assessments ofhealthcare TEchnologies” (VALIDATE), a consortium of seven academic and HTA organizations have developed an approach to HTA that allows for the integration of empirical analysis and normative inquiry. The VALIDATE handbook: an approach on the integration of values in doing assessments of health technologies offers the reader an opportunity to get acquainted with the theoretical considerations and apprehend the associated practical and organizational implications of this approach. It offers those interested in HTA to integrate empirical analysis and normative inquiry in a transparent way."
