The decision-making literature shows that individuals are sensitive to the information they receive, with different information influencing decisions. However, real-world observations, especially in areas like sustainability policymaking, often reveal limited impact of information on policy outcomes. Beyond existing explanations for the (non)use of information, we previously hypothesised that goal ambiguity might be a key factor. Ambiguous goals allow for flexible interpretation and typically arise in contexts involving trade-offs between multiple objectives, where competing goal dimensions are presented without prioritisation and no clearly optimal solution is apparent. Such ambiguity may prompt decision-makers to rely more heavily on their personal worldviews to clarify their goals and to be more influenced by additional information, ultimately shaping their actions. Our previous experiment supported this hypothesis: both information and worldviews significantly influenced decisions, especially under ambiguous goal conditions. In these cases, worldviews were the strongest factor, while they had little, non-significant impact under clear goals. However, as noted in the literature, there is no clear, explicit, or agreed-upon operationalisation of the goal ambiguity construct. The experiment described in this preregistration aims to replicate our earlier findings and extend them by testing an alternative formulation of goal ambiguity. While the previous study operationalised ambiguity as an unclear overarching goal, the current design also includes a version in which ambiguity is created through the juxtaposition of two conflicting goal dimensions presented without any guidance or prioritisation.
