On this edition of No Holds Barred, host Eddie Goldman spoke with investigative journalist, documentary maker, and academic Declan Hill . His new book, "The Insider's Guide to Match-Fixing in Football", has recently been published. In it, he details the latest information on the growing scourge of match-fixing in the world's most popular sport, football (known as soccer in North America), and discussed what can be done to stop it. The lessons in this can be applied directly to the combat sports, which have their own sordid history of corruption and bad governance. We spoke with Declan Hill by phone Tuesday. "What we've come to in the sports world is the globalization of the sports corruption industry," he said. "So, ten years ago, Goldman and Hill would be on the line and would be talking about fixing a boxing match or would be fixing a soccer game in some place. And much of the fixing would be constrained because there wouldn't be enough capacity to get cash down on a small boxing match or a small wrestling thing or a small soccer game. He continued, "Now, the same phenomenon which has hit the music industry or the travel industry or practically any industry that your listeners can think of, has hit what I ironically call the sports corruption industry. So you have these criminals sitting in Singapore or Bangkok or Kuala Lumpur, and they're planning fixing soccer games, ATP tennis, whatever you have, literally halfway around the world. And there's an enormous flow of money traveling around the world fixing these games." He explained how the money being paid to fix these matches is an important part of the business plan of those sports organizations which are carrying out the fixing. He also discussed why this phenomenon of the globalization of the sports corruption industry has largely not reached North America, because of the sports "isolationism" which means that "nobody watches the sports you play" - yet. He predicted that this will change over the next five to ten years. And we discussed how all this applies to the combat sports, including boxing, wrestling, and MMA. We also discussed illegal and legal sports betting and their relation to match-fixing, the battle for better governance of sports organizations, the need for an international sports anti-corruption agency, and much more. Research universities throughout the world are part of a larger effort by nation-states to bolster science and technological innovation and compete economically. The US remains highly competitive as a source of High Tech (HT) innovation because of a number of market positions, many the result of long term investments in institutions such as research universities and in R&D funding, and more broadly influenced by a political culture that has tended to support entrepreneurs and risk taking. In essence, the US was the first mover in pursuing the nexus of science and economic policy. The following essay places universities within this larger political and policy environment by discussing market factors that have influenced knowledge accumulation and HT innovation in the US, their current saliency in the face of globalization, and the growing market position of competitors, such as the EU. The paper also provides observations on major US state-based HT initiatives intended to create or sustain Knowledge Based Economic Areas (KBEAs). Thirteen variables are used to assess the overall comparative ability for creating KBEAs, including the vitality of regional and national research universities, patterns of R&D investment, access to venture capital, intellectual property laws, educational attainment levels of the workforce, access and retention of global labor force, and political interest and forms of government support for promoting science and technology. Among the papers conclusions: There is a large disconnect in US policy related to promoting KBEAs and national competitiveness. Few policymakers, or even the higher education community are aware of stagnant and, in some states, real declines in higher education access and graduation rates relative to economic competitors, that the US is no longer a net importer of high tech goods, or that the US is no longer the number one destination for international students. Combined with global changes in the market for S&T talent, and the significant and increasingly successful effort of competitors to increase the educational attainment of their population, the US's HT advantage is eroding--although there remain a number of strengths, chiefly related to an entrepreneurial culture, more conducive tax advantages for business, a cadre of elite research universities, and the highest concentration of venture capital in the world. But even here, these advantages may wane over the next decade as the world becomes more economically, and educationally, competitive. In the spring of 1957, the Center for Studies in Higher Education (CSHE) at the University of California, Berkeley was formally established as an organized research unit, enabled by an initial grant from the Carnegie Corporation and making it the first academic enterprise in the United States focused on higher education policy issues. Since then, the Center has been an important source for encouraging an international comparative perspective, and this thereby provided a timely scholarly theme for reflecting and projecting the role of higher education in society within a globalizing world. To help celebrate its 50th anniversary, the Center held a one-day conference as an academic and celebratory event and with the intent to facilitate a stimulating discussion on the influences of globalization--past, present, and future--on higher education systems and institutions. A distinguished group of scholars gathered on the Berkeley campus, some 160 participants in total, offering their views on the significant changes confronting higher education and the influence of international models, the global market for students and highly skills labor, high bandwidth networking around the world and the increasing value society places on universities to stimulate both economic growth and socioeconomic mobility. This report is a summation of the symposium proceedings with each presenter given an opportunity to modify and update their comments. It is becoming more and more apparent that globalization processes represent, theoretically as well as practically, a challenge for educational sciences and therefore, it must be addressed within the sphere of education. Accordingly, educational conceptions have to adapt to globalization phenomena and focus more on alternative and innovative educational concepts. The observable phenomena that appear as part of globalization then lead to the following question: Is there still space for educational concepts like emancipation, self-determination, equal opportunities and fairness in distribution, democracy and common sense? The most indispensable tools for the development of equitable and peaceful contemporary education perspectives are a differentiated reflection on globalization phenomena and consequences, an intensive analysis and disclosure to address (global) conflict lines, the questioning of well-established concepts, the formation and embodiment of visions of the global future and the articulation of innovative education concepts. Modern social and political structures and practices have to be reoriented to combat the negative effects of globalization processes through the incorporation of more humane, socially fair and ecological principles. Educational science is sure to make an important contribution in making this a reality.

The profound influence of globalization seems helping outshine the concept of "education" with the more flexible notion of "learning" in the education policies of major transnational organizations. With considerable differences in concepts, all of them are promoting "learning", more specifically LLL (lifelong learning) through their policies. However, there are considerable levels of resistance to that as well. Why then LLL is being projected by the transnational organizations as a part (sometimes ubiquitous) of the solution and a way forward? This multidimensional and ambiguous nature of "learning" in transnational policy arena seeks an analysis and asks: How are different worldviews of "learning" and LLL changes and modifies themselves in the age of globalization? Why is there a paradigm shift form "education" to "learning" within the global policy arena? The purpose of this paper is to explore the changes inside the UNESCO (United Nations Educational, Scientific and Cultural Organization), the EU (European Union), the OECD (Organization of Economic Cooperation and Development) and the WB's (World Bank) policies regarding the concept of LLL in the context of globalization in contemporary time. To analyze the issue critically, this paper takes the help of Jarvis's (2008) theoretical model, as it links globalization and LLL with different entities with necessary flexibilities for analytical inputs.
