4Information Systems Foundations Part Three - The Role Of Design Science

This volume presents papers from the fourth biennial Information Systems Foundation Workshop, held at The Australian National University in Canberra from 2–3 October, 2008. The focus of the workshop was, as for the others in the series, the foundations of Information Systems as an academic discipline. The emphasis in this workshop was on the movement known as ‘Design Science’ and its importance in practical disciplines such as Information Systems. The chapters in the volume provide a critical examination of current design science ideas, with the role of human creativity given special mention. The philosophical underpinnings of design science thinking are also examined. Practically, the volume shows how the design science approach can be used in academic research that leads to artefacts that add value for individuals, organizations and society.

A comparative study was made of design criteria and analytical methods for footings and pile foundations on permafrost employed in U.S.S.R. Design Code SNiP II-18-76 (1977) and U.S. Army Cold Regions Research and Engineering Laboratory Special Report 80-34. The absence of adequate constitutive equations for frozen soils and of rigorous solutions of the boundary problems has made it necessary to incorporate (explicity or implicity) various safety factors in the foundation analyses. From the review it is concluded that the principal difference between these practices is in the assessment and application of appropriate values of safety factors, which leads to a substantial discrepancy in the dimensions and cost of footings and pile foundations in permafrost.

In addition to analyzing, PILEOPT computes an optimal placement of the piles in the foundation. The optimization of the pile foundation layout is based upon minimizing the cost of the piling using a Nelder and Mead procedure within the limitations of pile loads and pile cap displacements specified by the user.

The inability of teachers to timely cover the scheme of work, students' truancy and persistent lateness to school, poor attitude towards teaching and learning, activities of cultism and frequent conflicts among secondary school students in Enugu State prompted this study to determine the administrators' managerial competencies for sustainable human resource management in secondary education in Enugu State. Two specific purposes were formulated and two research questions guided the study. The study adopted a descriptive survey research design. The study population comprised all the 291 secondary school principals in Enugu State. Simple random sampling technique was used to sample 146 principals for the study. The instrument used for data collection was a 19 items researchers' developed instrument titled; "Administrators' Managerial Competencies for Sustainable Human Resource Management Questionnaire" (AMCSHRMQ). The face validation of the instrument was established by three experts, two from the Department of Educational Management and Policy and one from the Department of Educational Foundations (Measurement and Evaluation Unit), Nnamdi Azikiwe University, Awka. The Cronbach alpha was used to determine the reliability of the instrument. Coefficient value of 0.71 was obtained. Data were analyzed using mean and standard deviation. Findings of the study revealed among others that secondary school administrators lack managerial competencies for students' human resource management by not providing counseling services to students regarding their learning process, providing incentives for students to increase their motivation to learn among others. Based on the finding, it was recommended among others that student human resource management should be incorporated and emphasized in the training guide for educational administrators in order to make them develop more suitable students centered policies in their various schools. The persistent and prolonged pitiable state of teachers' job performance leading to poor academic achievement of secondary school students in Ebonyi State has become a source of concern and worry among stakeholders and parents. This could be that instructional supervision is not regularly performed by the principals in order to provide professional guidance and assistance to teachers to enable them improve on their instructional delivery. It therefore becomes necessary to investigate the relationship between principals supervisory techniques and teachers job performance in secondary schools in Ebonyi State. The study was guided by three research questions and three hypotheses were tested at 0.05 level of significance. The study adopted a correlation research design. The study population comprised 4,368 secondary school teachers in Ebonyi State. Stratified proportionate sampling technique was used to sample 1005 respondents from the population of the study. The researchers developed two sets of instruments titled "Principals' Supervisory Techniques Questionnaire (PSTQ)" and "Teachers Job Performance Questionnaire (TJPQ)" were used for data collection. The instrument was subjected to face and content validation by three experts who are lecturers; two in Department of Foundations and the other in Measurement and Evaluation Unit in the Department of Science Education, all from Faulty of Education, Ebonyi State University, Abakaliki. Cronbach alpha was employed for the reliability test and this yielded a coefficient of 0.78, 0.68 and 0.81 for the three parts of PSTQ and 0.78 for TJPQ respectively. Pearson product moment coefficient was used in answering the research questions and t-test was used in testing the hypotheses. The findings of the study revealed among others that there is a high positive correlation between classroom observation techniques and teachers' job performance in secondary schools in Ebonyi State. It also revealed that there was a significant relationship between principals' demonstration techniques and teachers' job performance in secondary schools in Ebonyi State. Based on the findings, conclusion was drawn and it was recommended among others that government should provide opportunity for principals to attend conferences, workshops, seminars and colloquiums on supervisory techniques at least once a year both nationally and internationally for more acquisition of skills and knowledge for effective instructional supervision in order to keep them at par with their foreign counterparts.

John Wesley Powell (1834-1902) was a leading figure in the geological explorations of the West and helped establish the federal U.S. Geological Survey in 1879. He also led the Bureau of Ethnology and advocated for better treatment and study of Native American tribes and culture. He wrote a definitive study of the arid western U.S., advocating for thoughtful irrigation and land management practices. Powell predicted that water rights purchased by corporations, rather than tied to the land, would be a major political and environmental issue. John Wesley Powell was a scientific frontiersman. His life reveals the energetic working of a vigorous and independent personality, full of inspiration, power, and enterprise. He was a founder of major scientific organizations, including the National Geographic Society, Geological Society of America, and the Cosmos Club. Powell lived most of his life in Washington, DC. The memoir was written by William Morris Davis (1850-1934) was a prominent professor of geology, geography, and meteorology at Harvard and knew Powell personally. This little book opens on the eve of the French Revolution. The government is crippled by financial mismanagement, ruled by a King who, in the author's words, is "devoid of both ability and energy," and resented by a tax-oppressed peasantry and a rising middle class. The Revolution escapes the control of its instigators and France is plunged into the Terror and international war. Enter Napoleon, a man with "an enormous capacity for work," who can "get to the root of a matter and master technicalities with great swiftness," but whose "vulgar desire for recognition...and his inability to feel the sufferings of others" ultimately leads to his country's downfall. Davis then presents the careers of Napoleon's successors, including his nephew, Louis Napoleon who, scarcely better than an inept imposter, plunges France in 1870 into the disastrous Franco-Prussian War. In the wake of French defeat, the anti-semitic mass hysteria of the Dreyfus case polarizes French society for over a decade.
