1Principally Polarizable Isogeny Classes Of Abelian Surfaces Over Finite Fields
By Everett W. Howe, Daniel Maisner, Enric Nart and Christophe Ritzenthaler
Let A be an isogeny class of abelian surfaces over F_q with Weil polynomial x^4 + ax^3 + bx^2 + aqx + q^2. We show that A does not contain a surface that has a principal polarization if and only if a^2 - b = q and b < 0 and all prime divisors of b are congruent to 1 modulo 3. We use this result in a forthcoming paper in which we determine which isogeny classes of abelian surfaces over finite fields contain Jacobians.

2Integer Sequences And Matrices Over Finite Fields
By Kent E. Morrison
In this expository article we collect the integer sequences that count several different types of matrices over finite fields and provide references to the Online Encyclopedia of Integer Sequences (OEIS). Section 1 contains the sequences, their generating functions, and examples. Section 2 contains the proofs of the formulas for the coefficients and the generating functions of those sequences if the proofs are not easily available in the literature. The cycle index for matrices is an essential ingredient in most of the derivations.

3Thermodynamics Of The (1,1/2) Ferrimagnet In Finite Magnetic Fields
By K. Maisinger, U. Schollwoeck, S. Brehmer, H. J. Mikeska and S. Yamamoto
We investigate the specific heat and magnetisation of a ferrimagnet with gS=1 and S=1/2 spins in a finite magnetic field using the transfer matrix DMRG down to T=0.025J. Ferromagnetic gapless and antiferromagnetic gapped excitations for H=0 lead to rich thermodynamics for H > 0. While the specific heat is characterized by a generic double peak structure, magnetisation reveals two critical fields, Hc1=1.76(1) and Hc2=3.00(1) with square-root behaviour in the T=0 magnetisation. Simple analytical arguments allow to understand these experimentally accessible findings.

5Finite-Dimensional Representations Of Hyper Loop Algebras Over Non-Algebraically Closed Fields
By Dijana Jakelic and Adriano Moura
We study finite-dimensional representations of hyper loop algebras over non-algebraically closed fields. The main results concern the classification of the irreducible representations, the construction of the Weyl modules, base change, tensor products of irreducible and Weyl modules, and the block decomposition of the underlying abelian category. Several results are interestingly related to the study of irreducible representations of polynomial algebras and Galois theory.

7Rational Points On Certain Hyperelliptic Curves Over Finite Fields
By Maciej Ulas
Let $K$ be a field, $a, b\in K$ and $ab\neq 0$. Let us consider the polynomials $g_{1}(x)=x^n+ax+b, g_{2}(x)=x^n+ax^2+bx$, where $n$ is a fixed positive integer. In this paper we show that for each $k\geq 2$ the hypersurface given by the equation \begin{equation*} S_{k}^{i}: u^2=\prod_{j=1}^{k}g_{i}(x_{j}),\quad i=1, 2. \end{equation*} contains a rational curve. Using the above and Woestijne's recent results \cite{Woe} we show how one can construct a rational point different from the point at infinity on the curves $C_{i}:y^2=g_{i}(x), (i=1, 2)$ defined over a finite field, in polynomial time.

8Leader-following Consensus Of Multi-agent Systems Over Finite Fields
By Xiangru Xu and Yiguang Hong
The leader-following consensus problem of multi-agent systems over finite fields ${\mathbb F}_p$ is considered in this paper. Dynamics of each agent is governed by a linear equation over ${\mathbb F}_p$, where a distributed control protocol is utilized by the followers.Sufficient and/or necessary conditions on system matrices and graph weights in ${\mathbb F}_p$ are provided for the followers to track the leader.

9On The Poncelet Triangle Condition Over Finite Fields
By Jaydeep Chipalkatti
Let ${\mathbf P}^2$ denote the projective plane over a finite field ${\mathbb F}_q$. A pair of nonsingular conics $({\mathcal A}, {\mathcal B})$ in the plane is said to satisfy the Poncelet triangle condition if, considered as conics in ${\mathbf P}^2({\overline{\mathbb F}}_q)$, they intersect transverally and there exists a triangle inscribed in ${\mathcal A}$ and circumscribed around ${\mathcal B}$. It is shown in this article that a randomly chosen pair of conics satisfies the triangle condition with asymptotic probability $1/q$. We also make a conjecture based upon computer experimentation which predicts this probability for tetragons, pentagons and so on up to enneagons.

10Products Of Differences In Prime Order Finite Fields

There exists an absolute constant $C$ with the following property. Let $A \subseteq \mathbb{F}_p$ be a set in the prime order finite field with $p$ elements. Suppose that $|A| > C p^{5/8}$. The set \[ (A \pm A)(A \pm A) = \{(a_1 \pm a_2)(a_3 \pm a_4) : a_1,a_2,a_3,a_4 \in A\} \] contains at least $p/2$ elements.

11Circulant Arrays On Cyclic Subgroups Of Finite Fields: Rank Analysis And Construction Of Quasi-Cyclic LDPC Codes
By Li Zhang, Shu Lin, Khaled Abdel-Ghaffar, Zhi Ding and Bo Zhou
This paper consists of three parts. The first part presents a large class of new binary quasi-cyclic (QC)-LDPC codes with girth of at least 6 whose parity-check matrices are constructed based on cyclic subgroups of finite fields. Experimental results show that the codes constructed perform well over the binary-input AWGN channel with iterative decoding using the sum-product algorithm (SPA). The second part analyzes the ranks of the parity-check matrices of codes constructed based on finite fields with characteristic of 2 and gives combinatorial expressions for these ranks. The third part identifies a subclass of constructed QC-LDPC codes that have large minimum distances. Decoding of codes in this subclass with the SPA converges very fast.

12The Artin-Springer Theorem For Quadratic Forms Over Semi-local Rings With Finite Residue Fields
By Stephen Scully
Let $R$ be a commutative and unital semi-local ring in which 2 is invertible. In this note, we show that anisotropic quadratic spaces over $R$ remain anisotropic after base change to any odd-degree finite \'{e}tale extension of $R$. This generalization of the classical Artin-Springer theorem (concerning the situation where $R$ is a field) was previously established in the case where all residue fields of $R$ are infinite by I. Panin and U. Rehmann. The more general result presented here permits to extend a fundamental isotropy criterion of I. Panin and K. Pimenov for quadratic spaces over regular semi-local domains containing a field of characteristic $\neq 2$ to the case where the ring has at least one residue field which is finite.

13On The Mertens Conjecture For Elliptic Curves Over Finite Fields
By Peter Humphries
We introduce an analogue of the Mertens conjecture for elliptic curves over finite fields. Using a result of Waterhouse, we classify the isogeny classes of elliptic curves for which this conjecture holds in terms the size of the finite field and the trace of the Frobenius endomorphism acting on the curve.

14Distance Sets Of Two Subsets Of Vector Spaces Over Finite Fields
By Doowon Koh and Hae-Sang Sun
We investigate the size of the distance set determined by two subsets of finite dimensional vector spaces over finite fields. A lower bound of the size is given explicitly in terms of cardinalities of the two subsets. As a result, we improve upon the results by Rainer Dietmann. In the case that one of the subsets is a product set, we obtain further improvement on the estimate.

15An Alternative Method For Primary Decomposition Of Zero-dimensional Ideals Over Finite Fields
By Yongbin Li
We present an alternative method for computing primary decomposition of zero-dimensional ideals over finite fields. Based upon the further decomposition of the invariant subspace of the Frobenius map acting on the quotient algebra in the algorithm given by S. Gao, D. Wan and M. Wang in 2008, we get an alternative approach to compute all the primary components at once. As one example of our method, an improvement of Berlekamp's algorithm by theoretical considerations which computes the factorization of univariate polynomials over finite fields is also obtained.

16On Curves Over Finite Fields With Many Rational Points
By Rainer Fuhrmann and Fernando Torres
We study arithmetical and geometrical properties of {\it maximal curves}, that is, curves defined over the finite field $\mathbb F_{q^2}$ whose number of $\mathbb F_{q^2}$-rational points reachs the Hasse-Weil upper bound. Under a hypothesis on non-gaps at rational points we prove that maximal curves are $\mathbb F_{q^2}$-isomorphic to $y^q+y=x^m$ for some $m\in \mathbb Z^+$.

17Lower Bounds On The Class Number Of Algebraic Function Fields Defined Over Any Finite Field
By Stéphane Ballet and Robert Rolland
We give lower bounds on the number of effective divisors of degree $\leq g-1$ with respect to the number of places of certain degrees of an algebraic function field of genus $g$ defined over a finite field. We deduce lower bounds and asymptotics for the class number, depending mainly on the number of places of a certain degree. We give examples of towers of algebraic function fields having a large class number.

18A Class Of Permutation Binomials Over Finite Fields
By Xiang-dong Hou
Let $q>2$ be a prime power and $f={\tt x}^{q-2}+t{\tt x}^{q^2-q-1}$, where $t\in\Bbb F_q^*$. It was recently conjectured that $f$ is a permutation polynomial of $\Bbb F_{q^2}$ if and only if one of the following holds: (i) $t=1$, $q\equiv 1\pmod 4$; (ii) $t=-3$, $q\equiv \pm1\pmod{12}$; (iii) $t=3$, $q\equiv -1\pmod 6$. We confirm this conjecture in the present paper.

19The Freiman--Ruzsa Theorem In Finite Fields
By Chaim Even-Zohar and Shachar Lovett
Let G be a finite abelian group of torsion r and let A be a subset of G. The Freiman--Ruzsa theorem asserts that if |A+A| < K|A| then A is contained in a coset of a subgroup of G of size at most r^{K^4}K^2|A|. It was conjectured by Ruzsa that the subgroup size can be reduced to r^{CK}|A| for some absolute constant C >= 2. This conjecture was verified for r = 2 in a sequence of recent works, which have, in fact, yielded a tight bound. In this work, we establish the same conjecture for any prime torsion.

22Decoding Of Subspace Codes, A Problem Of Schubert Calculus Over Finite Fields
By Joachim Rosenthal and Anna-Lena Trautmann
Schubert calculus provides algebraic tools to solve enumerative problems. There have been several applied problems in systems theory, linear algebra and physics which were studied by means of Schubert calculus. The method is most powerful when the base field is algebraically closed. In this article we first review some of the successes Schubert calculus had in the past. Then we show how the problem of decoding of subspace codes used in random network coding can be formulated as a problem in Schubert calculus. Since for this application the base field has to be assumed to be a finite field new techniques will have to be developed in the future.

23On Permutation Binomials Over Finite Fields
By Mohamed Ayad, Belghaba Kacem and Omar Kihel
Let $\mathbb{F}_{q}$ be the finite field of characteristic $p$ containing $q = p^{r}$ elements and $f(x)=ax^{n} + x^{m}$ a binomial with coefficients in this field. If some conditions on the gcd of $n-m$ an $q-1$ are satisfied then this polynomial does not permute the elements of the field. We prove in particular that if $f(x) = ax^{n} + x^{m}$ permutes $\mathbb{F}_{p}$, where $n>m>0$ and $a \in {\mathbb{F}_{p}}^{*}$, then $p -1 \leq (d -1)d$, where $d = {{gcd}}(n-m,p-1)$, and that this bound of $p$ in term of $d$ only, is sharp. We show as well how to obtain in certain cases a permutation binomial over a subfield of $\mathbb{F}_{q}$ from a permutation binomial over $\mathbb{F}_{q}$.

24Recursive Towers Of Curves Over Finite Fields Using Graph Theory
By Emmanuel Hallouin and Marc Perret
We give a new way to study recursive towers of curves over a finite field, defined from a bottom curve $\Cun$ and a correspondence $\Cdeux$ on $\Cun$.In particular, we study their asymptotic behavior. A close examination of singularities leads to a necessary condition for a tower to be asymptotically good. Then, spectral theory on a directed graph and considerations on the class of $\Cdeux$ in $\NS (\Cun \times \Cun)$ lead to the fact that, under some mild assumptions, a recursive tower which does not reach Drinfeld-Vladut bound cannot be optimal in Tsfasmann-Vladut sense. Results are applied to the Bezerra-Garcia-Stichtenoth tower along the paper for illustration.

25Polarized Pushouts For Finite Fields

Let p: Y--> X be a surjection between schemes projective over the algebraic closure of a finite field. Let L be a line bundle on X such that p^*(L) is globally generated. I give a natural necessary and sufficient condition under which some positive tensor power of L is globally generated. 27Ramdom Walks On Hypergroup Of Circles In Finite Fields
By Le Anh Vinh
In this paper we study random walks on the hypergroup of circles in a finite field of prime order p = 4l + 3. We investigating the behavior of random walks on this hypergroup, the equilibrium distribution and the mixing times. We use two different approaches - comparision of Dirichlet forms (geometric bound of eigenvalues), and coupling methods, to show that the mixing time of random walks on hypergroup of circles is only linear.

28Finite Quotients Of Galois Pro-$p$ Groups And Rigid Fields
By Claudio Quadrelli
For a prime number $p$, we show that if two certain canonical finite quotients of a finitely generated Bloch-Kato pro-$p$ group $G$ coincide, then $G$ has a very simple structure, i.e., $G$ is a $p$-adic analytic pro-$p$ group. This result has a remarkable Galois-theoretic consequence: if the two corresponding canonical finite extensions $F^{(3)}/F$ and $F^{\{3\}}/F$ of a field $F$ -- with $F$ containing a primitive $p$-th root of unity -- coincide, then $F$ is $p$-rigid. The proof relies only on group-theoretic tools, and on certain properties of Bloch-Kato pro-$p$ groups.

29Index Bounds For Character Sums With Polynomials Over Finite Fields
By Daqing Wan and Qiang Wang
We provide an index bound for character sums of polynomials over finite fields. This improves the Weil bound for high degree polynomials with small indices, as well as polynomials with large indices that are generated by cyclotomic mappings of small indices. As an application, we also give some general bounds for numbers of solutions of some Artin-Schreier equations and mininum weights of some cyclic codes.

31Finite Ramification For Preimage Fields Of Postcritically Finite Morphisms
By Andrew Bridy, Patrick Ingram, Rafe Jones, Jamie Juul, Alon Levy, Michelle Manes, Simon Rubinstein-Salzedo and Joseph H. Silverman
Given a finite endomorphism $\varphi$ of a variety $X$ defined over the field of fractions $K$ of a Dedekind domain, we study the extension $K(\varphi^{-\infty}(\alpha)) : = \bigcup_{n \geq 1} K(\varphi^{-n}(\alpha))$ generated by the preimages of $\alpha$ under all iterates of $\varphi$. In particular when $\varphi$ is post-critically finite, i.e., there exists a non-empty, Zariski-open $W \subseteq X$ such that $\varphi^{-1}(W) \subseteq W$ and $\varphi : W \to X$ is \'etale, we prove that $K(\varphi^{-\infty}(\alpha))$ is ramified over only finitely many primes of $K$. This provides a large supply of infinite extensions with restricted ramification, and generalizes results of Aitken-Hajir-Maire in the case $X = \mathbb{A}^1$ and Cullinan-Hajir, Jones-Manes in the case $X = \mathbb{P}^1$. Moreover, we conjecture that this finite ramification condition characterizes post-critically finite morphisms, and we give an entirely new result showing this for $X = \mathbb{P}^1$. The proof relies on Faltings' theorem and a local argument.

32On Computing Homology Gradients Over Finite Fields
By Łukasz Grabowski and Thomas Schick
Recently the so-called Atiyah conjecture about l^2-Betti numbers has been disproved. The counterexamples were found using a specific method of computing the spectral measure of a matrix over a complex group ring. We show that in many situations the same method allows to compute homology gradients, i.e. generalizations of l^2-Betti numbers to fields of arbitrary characteristic. As an application we point out that (i) the homology gradient over any field of characteristic different than 2 can be an irrational number, and (ii) there exists a finite CW-complex with the property that the homology gradients of its universal cover taken over different fields have infinitely many different values.

33Some Properties Of Skew Codes Over Finite Fields
By Luis Felipe Tapia Cuitiño and Andrea Luigi Tironi
After recalling the definition of codes as modules over skew polynomial rings, whose multiplication is defined by using an automorphism and a derivation, and some basic facts about them, in the first part of this paper we study some of their main algebraic and geometric properties. Finally, for module skew codes constructed only with an automorphism, we give some BCH type lower bounds for their minimum distance.

34On The Odlyzko-Stanley Enumeration Problem And Waring's Problem Over Finite Fields
By Jiyou Li
We obtain an asymptotic formula on the Odlyzko-Stanley enumeration problem. Let $N_m^*(k,b)$ be the number of $k$-subsets $S\subseteq F_p^*$ such that $\sum_{x\in S}x^m=b$. If $m 0$ such that | N_m^*(k,b)-p^{-1}{p-1 \choose k}|\leq {p^{1-\epsilon}+mk-m \choose k}. In addition, let $\gamma'(m,p)$ denote the distinct Waring's number $(\mod p)$, the smallest positive integer $k$ such that every integer is a sum of m-th powers of $k$-distinct elements $(\mod p)$. The above bound implies that there is a constant $\epsilon(\delta)>0$ such for any prime $p$ and any $m

36On The Generalised Tate Conjecture For Products Of Elliptic Curves Over Finite Fields
By Bruno Kahn
We prove the generalised Tate conjecture for H^3 of products of elliptic curves over finite fields, by slightly modifying an argument of M. Spiess concerning the Tate conjecture. We prove it fully if the elliptic curves run among at most 3 isogeny classes. We also show how things become more intricate from H^4 onwards, for more that 3 isogeny classes.

37Existentially Closed Fields With Finite Group Actions
By Daniel Hoffmann and Piotr Kowalski
We study algebraic and model-theoretic properties of existentially closed fields with an action of a fixed finite group. Such fields turn out to be pseudo-algebraically closed in a rather strong sense. We place this work in a more general context of the model theory of fields with a (finite) group scheme action.

39Primitive Transformation Shift Registers Over Finite Fields
By Ambrish Awasthi and Rajendra K Sharma
We consider the problem of existence and enumeration of primitive TSRs of order n over any finite field. Here we prove the existence of primitive TSRs of order two over finite fields of characteristic two and establish an equivalence between primitive TSRs and primitive polynomials of special form. A conjecture regarding the existence of these special type of primitive polynomials is submitted by us along with some experimental verification. Further we have attempted to enumerate primitive TSRs of order two over finite fields of characteristic two. Finally we give a general search algorithm for primitive TSRs of odd order over any finite field and in particular of order two over fields of characteristic two.

40The Cycle Structure Of LFSR With Arbitrary Characteristic Polynomial Over Finite Fields
By Zuling Chang, Martianus Frederic Ezerman, San Ling and Huaxiong Wang
We determine the cycle structure of linear feedback shift register with arbitrary monic characteristic polynomial over any finite field. For each cycle, a method to find a state and a new way to represent the state are proposed.

41On Emerging Fields Of Quantum Chemistry At Finite Temperature
By Liqiang Wei
In this article, we present an emerging field of quantum chemistry at finite temperature. We discuss its recent developments on both theoretical and experimental fronts. We describe and analyze several experimental investigations related to the temperature effects on the structure, electronic spectra,or bond rupture forces for molecules. This includes the study of the temperature impact on the pathway shifts for the protein unfolding by atomic force microscopy, the temperature dependence of the absorption spectra of electrons in solvents, and temperature influence over the intermolecular forces measured by the AFM. On the theoretical side, we review a recent advancement made by the author in the coming fields of quantum chemistry at finite temperature. Starting from Bloch equation, we have derived the sets of hierarchy equations for the reduced density operators in both canonical and grand canonical ensembles. They provide a law according to which the reduced density operators vary in temperature for the identical and interacting many-body particles. By taking the independent particle approximation, we have solved the equation in the case of a grand canonical ensemble, and obtained an eigenequation for the molecular orbitals at finite temperature. The explicit expression for the temperature-dependent Fock operator is also given. They will form a foundation for the study of the molecular electronic structures and their interplay with the finite temperature. Furthermore, we clarify the physics concerning the temperature effect on the electronic structure or processes of molecules which is crucial for both theoretical understanding and computational study. Finally,we summarize our discussion and point out the theoretical and computational issues for the future explorations in the fields of quantum chemistry at finite temperature.

42Elastic Fields Of Stationary And Moving Dislocations In Three Dimensional Finite Samples
By Rodrigo Arias and Fernando Lund
Integral expressions are determined for the elastic displacement and stress fields due to stationary or moving dislocation loops in three dimensional, not necessarily isotropic, finite samples. A line integral representation is found for the stress field, thus satisfying the expectation that stresses should depend on the location of the dislocation loop, but not on the location of surfaces bounded by such loops that are devoid of physical significance. In the stationary case the line integral representation involves a ``vector potential'' that depends on the specific geometry of the sample, through its Green's function: a specific combination of derivatives of the elastic stress produced by the Green's function appropriate for the sample is divergenceless, so it is the curl of this ``vector potential''. This ``vector potential'' is explicitely determined for an isotropic half space and for a thin plate. Earlier specific results in these geometries are recovered as special cases. In the non stationary case a line integral representation can be obtained for the time derivative of the stress field. This, combined with the static result, assures a line integral representation for the time dependent stress field.

44Source And Channel Polarization Over Finite Fields And Reed-Solomon Matrix
By Ryuhei Mori and Toshiyuki Tanaka
Polarization phenomenon over any finite field $\mathbb{F}_{q}$ with size $q$ being a power of a prime is considered. This problem is a generalization of the original proposal of channel polarization by Arikan for the binary field, as well as its extension to a prime field by Sasoglu, Telatar, and Arikan. In this paper, a necessary and sufficient condition of a matrix over a finite field $\mathbb{F}_q$ is shown under which any source and channel are polarized. Furthermore, the result of the speed of polarization for the binary alphabet obtained by Arikan and Telatar is generalized to arbitrary finite field. It is also shown that the asymptotic error probability of polar codes is improved by using the Reed-Solomon matrix, which can be regarded as a natural generalization of the $2\times 2$ binary matrix used in the original proposal by Arikan

47Applications Of Finite Fields To Dynamical Systems And Reverse Engineering Problems
By Maria A. Avino-Diaz, Edward Green and Oscar Moreno
We present a mathematical model: dynamical systems over finite sets (DSF), and we show that Boolean and discrete genetic models are special cases of DFS. In this paper, we prove that a function defined over finite sets with different number of elements can be represented as a polynomial function over a finite field. Given the data of a function defined over different finite sets, we describe an algorithm to obtain all the polynomial functions associated to this data. As a consequence, all the functions defined in a regulatory network can be represented as a polynomial function in one variable or in several variables over a finite field. We apply these results to study the reverse engineering problem.

48Restriction And Kakeya Phenomena For Finite Fields
By Gerd Mockenhaupt and Terence Tao
The restriction and Kakeya problems in Euclidean space have received much attention in the last few decades, and are related to many problems in harmonic analysis, PDE, and number theory. In this paper we initiate the study of these problems on finite fields. The restriction problem then becomes a question about general bounds for certain types of exponential sums, while the Kakeya problem has an algebraic geometry flavor, asking for the extent to which lines in different directions can overlap. In many cases the Euclidean arguments carry over easily to the finite setting (and are in fact somewhat cleaner), but there are some new phenomena in the finite case which deserve closer study.

49Analogues Of The Balog--Wooley Decomposition For Subsets Of Finite Fields And Character Sums With Convolutions
By Oliver Roche-Newton, Igor Shparlinski and Arne Winterhof
Balog and Wooley have recently proved that any subset $A$ of either real numbers or of a prime finite field can be decomposed into two parts $U$ and $V$, one of small additive energy and the other of small multiplicative energy. In the case of arbitrary finite fields, we obtain an analogue that under some natural restrictions for a rational function $f$ both the additive energies of $U$ and $f(V)$ are small. Our method is based on bounds of character sums which leads to the restriction $\# A > q^{1/2}$ where $q$ is the field size. The bound is optimal, up to logarithmic factors, when $\# A \geq q^{9/13}$. Using $f(X)=X^{-1}$ we apply this result to estimate some triple additive and multiplicative character sums involving three sets with convolutions $ab+ac+bc$ with variables $a,b,c$ running through three arbitrary subsets of a finite field.

50Irreducibility And R-th Root Finding Over Finite Fields
By Vishwas Bhargava, Gábor Ivanyos, Rajat Mittal and Nitin Saxena
Constructing $r$-th nonresidue over a finite field is a fundamental computational problem. A related problem is to construct an irreducible polynomial of degree $r^e$ (where $r$ is a prime) over a given finite field $\mathbb{F}_q$ of characteristic $p$ (equivalently, constructing the bigger field $\mathbb{F}_{q^{r^e}}$). Both these problems have famous randomized algorithms but the derandomization is an open question. We give some new connections between these two problems and their variants. In 1897, Stickelberger proved that if a polynomial has an odd number of even degree factors, then its discriminant is a quadratic nonresidue in the field. We give an extension of Stickelberger's Lemma; we construct $r$-th nonresidues from a polynomial $f$ for which there is a $d$, such that, $r|d$ and $r\nmid\,$#(irreducible factor of $f(x)$ of degree $d$). Our theorem has the following interesting consequences: (1) we can construct $\mathbb{F}_{q^m}$ in deterministic poly(deg($f$),$m\log q$)-time if $m$ is an $r$-power and $f$ is known; (2) we can find $r$-th roots in $\mathbb{F}_{p^m}$ in deterministic poly($m\log p$)-time if $r$ is constant and $r|\gcd(m,p-1)$. We also discuss a conjecture significantly weaker than the Generalized Riemann hypothesis to get a deterministic poly-time algorithm for $r$-th root finding.
