The attached memorandum summarizes a recently devised Royal Lao Army defense plan for the Plaine des Jarres to meet the anticipated dry season offensive of the North Vietnamese. The commander of Military Region IIGeneral Vang Pao,formulated the plan which employs the concept of mobile defense in depth and is designed to prevent any decisive Royal Lao Government military defeat in north Laos. The American Ambassador has approved this plan. 2. The defense plan has been prepared in anticipation of heavier attacks in Military Region II by North Vietnamese Army and Pathet Lao forces. All-source reporting indicates enemy forces will increase their offensive activities in north Laos during the 1969- 1970 dry season. cc: Mr. John Holdridge National Security Council 24 December 1969 SUBJECT : Current Defense Plan for the Plaine des Jarres in Operation About Face 1. A comprehensive defense plan for the Plaine des Jarres (PDJ), specifically oriented toward the current Operation About Face sector of Xieng Khouang Province, has been formulated by Royal Lao Army (FAR) Military Region (MR) II commander General Vang Pao. The defense plan has been approved by the Ambassador. The plan in concept is one of mobile defense. It provides for five successive defense lines (see attachment), each of which consists of a series of strategically located terrain features. These critical terrain features will be held as strong points and a mobile reserve composed of infantry, armor and artillery, in coordination with tactical air, will be employed to regain any of the strong points lost due to enemy action. 2. On 18 December, Souvanna Phouma was briefed on the defense plan. The briefing was attended by Ambassador Godley, the U.S. Army Attache representative, FAR Commander-in-Chief, General Ouan Rathikoun, Souvanna's eldest son, a Royal Lao Air Force major who serves as a military aide to his father and CAS. It was noted that the enemy is currently preparing to launch a major counterattack that Vang Pao's current troop disposition could not possibly hold against a major enemy thrust. Vang Pao is also faced with the danger of having many of his troops killed, wounded or captured unless a comprehensive defense plan is implemented which provides for secondary lines of defense and a mobile reserve force to be thrown into the battle when needed. 3. There is no guarantee that Vang Pao will be able to hold the PDJ against a determined enemy offensive. This plan may delay a major enemy offensive, by making the enemy pay as high a price as possible in terms of men and materiel. The plan also offers an orderly withdrawal to fixed positions should the enemy break through. 4. The three mobile reserve battalions envisioned in the defense plan will have to be derived from other FAR military regions, as friendly forces now engaged in MR II have no effective reserve force of their own. It consists of two parts., a speculative apprecia- tion of the world situation, and proposals for policy and action. With us now, Senators Patrick\Leahy of Vermont and Richard\Lugar of Indiana, both members of the Senate Intelligence Committee. Sen. Leahy, as a member of that committee, do you have any indication or any hint that the administration is planning a retaliatory strike? SEN.\PATRICK\LEAHY (D-Vt., Senate Intelligence Committee): Well, I think if there is a planning of one, the last thing that should be done is to discuss it publicly and what's gonna be'done. I think one of the big mistakes after the bombing of our embassy, we talked about retaliation. After the massacre of the Marines, the administration talked again about retaliation. You can't cry wolf in this. You cry wolf, I think it could be argued that you encourage more terrorist things. You don't discourage 'em. If there is gonna be retaliation, then they oughtta' find out to who to retaliate against, and then do it swiftly, surely and talk about it afterward. STAHL: Sen. Lugar, do you think there should be a strike in this case? SEN\RICHARD\LUGAR (R-Ind., Senate Intelligence Committee): If the violators can be found and if we are certain who did it, and that, of course,'is the problem in terms of trying to get into the cells and into the chain of responsibility. And finally, diplomatically to determine if it's. a nation-state affair,-whether we're prepared to take on a nation in addition to specific persons. STAHL: Well, you're both on the intelligence committee, you're all, both suggesting that we don't know who did it. What's wrong with our intelligence? LEAHY: Well, I think when you're, when you're dealing with terrorist groups, especially if it's a small terrorist group,.it's very, very difficult. The expert you had from Georgetown earlier made it clear, 'How do you infiltrate?' We did it at one time with the PLO rather effectively. Doing it now is far more difficult. STAHL: This is the third bombing done in the same fashion. All of us who read about this have been reading the same names over and over--*Fhad lala, *Masawe--these names. Why can't the CIA tell us whether they are involved or not? LUGAR: I think intelligence leads have been followed, but I would just point out, Leslie, that there have been several hundred attacks on diplomats and embassies in the past 10 years. It's not a phenomena of this year, and it's no more a part of this year than any other year. It is important, however, for us to begin tightening further all of our procedures, and that, both administrations, the Carter and the Reagan, have been doing progressively. We've become a good bit more tense and rightly so. STAHL: You know, there have been little bits of information fed out to the media that the administration has been able to prevent some terrorist attacks in Lebanon this year. Have we had some successes, have we penetrated more than they're telling us? LEAHY: There have been, there were preventions in the 10 years I've been here--in the Ford administration, the Carter administration, the Reagan administration. Fortunately., most of those you don't talk about. I .think the issue, though, here, was there adequate security? And there was not adequate security. There an absolute lack of security in the Marines when they were massacred last year. Sniffen Assocbted Pros WASHINGTON - The FBI yester- day charged an East German woman with spying for the Soviet Union and the grandson of a Pulitzer Prize-win- ning American historian with sell- ing U.S. satellite photographs of a Soviet warship to a London military journal. The two were arrested Monday night at airports here and in New York. The cases are unrelated. In the case of the woman, Alice Michelson, an FBI affidavit de- scribed a classic spy operation com- plete with a Soviet "safe house" in New York City, a rendezvous at the Soviet Embassy in Mexico and in- structions to hide recording tape in modified cigarette packs. In the case of Samuel Loring Mori- son, grandson of Samuel Eliot Mori- son, agents said he became bored in a top-secret government position and longed to trade his inside informa- tion for a new job. Michelson, 67, was charged with knowingly receiving classified infor. mation on behalf of the Soviet Union. If convicted, she could receive life in prison. Morison, 40, of Crofton, Md., was charged with selling secret U.S. satel- lite photos of a Soviet aircraft carrier under construction at a Black Sea naval shipyard to Jane's Defense Weekly in London. He was arrested at Dulles International Airport here. While the US. government has on rare occasions, such as the Cuban missile crisis, made public its satel- lite photos, the released pictures are carefully selected and the remainder closely guarded in order to conceal how powerful U.S. overhead cameras really are. Morison's case marked the first time the government has used the espionage statute to charge an indi- vidual who was selling or giving secrets to a corporation. its grandfather won Pulitzer Prizes for biographies of Columbus and John Paul Jones. The elder Mori- son, who died in 1976, taught history at Harvard University from 1915 to 1955 and is widely known for a 15- volume history of the U.S. Navy in World War II and for The Oxford History of the American People. A court affidavit by FBI and naval intelligence agents described Mori- son as dissatisfied with his job as a 'Soviet amphibious ship analyst at the Naval Intelligence Support Center, which he called "a pit." Letters ex- tracted by the FBI from his typewrit- er ribbon showed him soliciting a full-time job with Jane's, the publish- er of authoritative books on military armaments. He was a part-time U.S. editor for Jane's Fighting Ships. The FBI recovered the photos from Jane's and said it found Morison's fingerprint on one. Michelson was arrested at John F. Kennedy International Airport in New York as she was. preparing to leave the country with the classified information, the FBI said. The FBI affidavit in Brooklyn, N.Y., said that on Saturday, Michelson picked up a cigarette pack contain- ing information about confidential government cables from an Army sergeant who was pretending to work for Soviet intelligence agents. In May, the sergeant had flew to Mexico City and met a man named Konstantinov at the Soviet Embassy. On Sept. 15, the sergeant returned to the embassy, the affidavit said, and was told to dictate the contents of confidential cables onto the tapes, then "take out the spools, wrap them up and conceal them" in eight modi- fied cigarette packs. With us now, Senators Patrick\Leahy of Vermont and Richard\Lugar of Indiana, both members of the Senate Intelligence Committee. Sen. Leahy, as a member of that committee, do you have any indication or any hint that the administration is planning a retaliatory strike? SEN.\PATRICK\LEAHY (D-Vt., Senate Intelligence Committee): Well, I think if there is a planning of one, the last thing that should be done is to discuss it publicly and what's gonna Pa'done. I think one of the big mistakes after the bombing of our embassy, we talked about retaliation. After the massacre of the Marines, the administration talked again about retaliation. You can't cry wolf in this. You cry wolf, I think it could be argued that you encourage more terrorist things. You don't discourage 'em. If there is gonna be retaliation, then they oughtta' find out to who to retaliate against, and then do it swiftly, surely and talk about it afterward. STAHL: Sen. Lugar, do you think there should be a strike in this case? SEN\RICHARD\LUGAR (R-Ind., Senate Intelligence Committee): If the violators can be found and if we are certain who did it, and that, of course,'is the problem in terms of trying to get into the cells and into the chain of responsibility. And finally, diplomatically to determine if it's, a nation-state affair,-Whether we're prepared to take on a nation in addition to specific persons. STAHL: Well, you're both on the intelligence committee, you're all, both suggesting that we don't know who did it. What's wrong with our intelligence? LEAHY: Well, I think when you're, when you're dealing with terrorist groups, especially if it's a small terrorist group,.it's very, very difficult. The expert you had from Georgetown earlier made it clear, 'How do you infiltrate?' We did it at one time with the PLO rather effectively. Doing it now is far more difficult. STAHL: This is the third bombing done in the same fashion. All of us who read about this have been reading the same names over and over--*Fhadlala, *Masawe--these names. Why can't the CIA tell us whether they are involved or not? LUGAR: I think intelligence leads have been followed, but I would just point out, Leslie, that there have been several hundred attacks on diplomats and embassies in the past 10 years. It's not a phenomena of this year, and it's no more a part of this year than any other year. It is important, however, for us to begin tightening further all of our procedures,"and that, both administrations, the Carter and the Reagan, have been doing progressively. We've become a good bit more tense and rightly so. STAHL: You know, there have been little bits of information fed out to the media that the administration has been able to prevent some terrorist attacks in Lebanon this year. Have we had some successes, have we penetrated more than they're telling us? LEAHY: There have been, there were preventions in the 10 years I've been here--in the Ford administration, the Carter administration, the Reagan administration. Fortunately., most of those you don't talk about. I think the issue, though, here, was there adequate security? And there was not adequate security.
