As part of the NATO Round-Robin Test program using explosives from one source, the US (ARRADCOM) performed a series of tests on five BICT-furnished explosives. The explosives tested were PETN, RDX, HMX, tetryl and TNT. A series of impact tests were conducted utilizing the 50% Bruceton, the Picatinny Arsenal 10% point and the full run-down test methods. Additional tests, including melting point, chemical analysis, vacuum stability test, explosion temperature, DTA/TGA, DSC, IR, NMR and particle size distribution, were conducted. For impact sensitivity and thermal sensitivity, relative rankings for the explosives were determined.

This study makes a comparison of LIBS emission from molecular species in plasmas produced from organic residues on a non-metallic substrate by both a 5 ns Nd:YAG laser (1064 nm) and a 40 fs Ti:Sapphire laser (800 nm) in air and argon atmospheres. The organic samples analyzed had varying amounts of carbon, nitrogen, hydrogen, and oxygen in their molecular structure. The characterization was based on the atomic carbon, hydrogen, nitrogen, and oxygen lines as well as the diatomic species CN (Beta sq Sigma+ - Chi sq Sigma+) and the C2 (d3 Pi(g) - a3 Pi(u)). Principal Component Analysis (PCA) was used to identify similarities of the organic analyte via the emission spectra. The corresponding Receiver Operating Characteristics (ROC) curves show the limitations of the PCA model for the nanosecond regime in air.

Objectives of this project included the preparation of novel chemical explosive compounds capable of producing biocidal products of explosion (particularly hydrogen fluoride) as well as one or more explosive formulations suitable for determination of their feasibility as effective agent defeat weapon components. Such new formulations could provide significantly better airborne-agent neutralization/defeat capabilities than existing high-explosive, thermobaric, and high-temperature incendiary payloads by employing chemical kill mechanisms with high efficiency.

A differential thermal analysis apparatus has been designed and constructed at the Naval Propellant Plant for use in studying either ground (2.5 g) or right-cylinder (1/2 to 2 in.) propellant samples. Heating rate is 0.50 + or - 0.02 C/minute. One feature of this apparatus is the aluminum-foil-covered asbestos oven with a blow-off top. This top plus the fact that the sample holders reduce to dust upon detonation make the replacement of the oven an extremely rare occurrence. Should the oven have to be replaced, however, the cost is only about $100.00.

Monitored natural attenuation (MNA) is a remedial alternative for explosives contaminated groundwater at sites where a decline in contaminant mass can be demonstrated to occur at a rate sufficient to ensure the protection of potential receptors. MNA is not a no action alternative, but requires careful characterization of the site hydrogeology and contaminant distribution, long-term monitoring of groundwater, and groundwater modeling to conceptualize the contaminant plume and to predict future migration and attenuation. MNA in the context of the demonstration described here does not include intervention to promote natural processes.

A study was conducted to experimentally evaluate the maximum acceptable pre-extraction analytical holding, times (MHTs) for three nitroaromatic compounds and two nitramines in soil. Three spiked soils and a field-contaminated soil were utilized in the study.Analytes investigated were HMX, RDX, TNB, TNT and 2,4-DNT, all at the low microgram/gram level. Subsamples of each soil were extracted with acetonitrile in an ultrasonic bath after being held for periods of 0, 3, 7, 14, 28 and 56 days at either room temperature (22 deg C), under refrigeration (2 deg C) or frozen (-15 deg C). Extracts were analyzed by RP-HPLC. The two nitramines, HMX and RDX, were stable over the entire period for all soils under all storage temperatures. For the three nitroaromatics (TNB, TNT and 2,4-DNT) the results were very different, in that all three analytes rapidly degraded in spiked soils at room temperature, more slowly degraded under refrigerator temperature and remained quite stable when frozen. Of the three, TNB degraded most rapidly, followed by TNT and 2,4-DNT. The degradation at room temperature and in the refrigerator was much faster for one soil than for the others. Even when frozen there was a small loss of 2,4-DNT in the soil showing the most rapid degradation. For the field-contaminated soil, the nitroaromatics were much more stable, even at room temperature, although some degradation occurred. Because of the large stability difference between fortified and field-contaminated soils, the efficacy of using fortified soils to estimate -MHTs is discussed. The hydrodynamic theory of Part I should permit the calculation of the detonation velocity of an explosive if the following information were available: composition, heat of formation, density, and equation of state of the products. Unfortunately no completely satisfactory a priori equation of state data are available for these high temperatures and pressures. However, an approximate form of the equation of state (Becker) Is available containing one unknown constant (which is a function of the composition of the products, and of the temperature, but is independent of pressure). This constant is of the nature of Covolume. If this covolume could be calculated for a given composition of the products, the detonation velocity of a new explosive could then be obtained using only known or readily obtainable data, in most cases.

The feasibility of developing a prototype water deluge system capable of extinguishing fires in bulk flake explosives after a 60-lb detonation was demonstrated using off-the-shelf commercially available components. The basic elements of the system include: (1) a fast response UV fire detection tube and logic circuit, (2) a rupture disk water valve, (3) water piping, and (4) spray nozzles. The water deluge system was actuated less than 20 ms after 60-lb detonation located 25 ft from the detector. Narrow stream nozzles were used with each nozzles protecting 3 ft wide area ranging from 15 to 45 ft from the nozzle assembly. No blast damage was sustained by the prototype system in full-scale tests. Bench-scale studies included measurement of flame spread rates for flake TNT and evaluation of the UV detector tube sensitivity to TNT and Composition-B fires. The cost of a prototype system was estimated and it is concluded that substantial cost savings may result by the development of advanced technology components.

The primary objective of this task was to evaluate the technical-and cost effectiveness of advanced oxidation processes (AOP), specifically UV/Oxidation (UVIOX) in remediating groundwaters containing 2,4,6-trinitrotoluene (TNT) and other nitroaromatics by performing a pilot-scale demonstration. In addition to evaluating the effectiveness of UV/OX methods, USAEC wanted to identify the cost parameters associated with each of the commercially available processes for the treatment of explosives and assess the adequacy of bench-scale testing data for predicting full-scale equipment requirements. All four of the UV/OX processes evaluated achieved the treatment criteria for mT and mB on one or more days of the demonstration. There was considerable variation in the consistency with which the processes met these criteria, It was also concluded that, based on this demonstration, routine bench-scale testing is inadequate for providing sufficient data for accurate design, siting, and costing for full-scale UV/OX systems for remediating explosives-contaminated groundwater.

Ion Mobility Spectrometry (IMS) is currently being successfully applied to the problem of on-line trace detection of plastic and other explosives in airports and other facilities. The methods of sample retrieval primarily consist of batch sampling for particulate residue on a filter card for introduction into the IMS. The sample is desorbed into the IMS using air as the carrier and negative ions of the explosives are detected, some as an adduct with a reagent ion such as Cl(-). Based on studies and tests conducted by different airport authorities, this method seems to work well for low vapor pressure explosives such as RDX and PETN, as well as TNT that are highly adsorptive and can be found in nanogram quantities on contaminated surfaces. Recently, the changing terrorist threat and the adoption of new marking agents for plastic explosives has meant that the sample introduction and analysis capabilities of the IMS must be enhanced in order to keep up with other detector developments. The IMS has sufficient analytical resolution for a few threat compounds but the IMS Plasmogram becomes increasingly more difficult to interpret when the sample mixture gets more complex.

A great deal of work has been done to characterize field initiation effects in explosives and to understand them on the basis of the fundamental electronic, decomposition and conductivity properties of the materials. It has been difficult to relate experiments using single crystals (easiest to reproduce and understand) to experiments on pressed pellets and powders. Results of recent studies, reported here, indicate that contact and surface effects are central to understanding the electric field initiation of explosives and to relating the results of experiments performed under different conditions and on different sample forms. The results are directly relevant to a number of novel fuzing device applications (e.g., fuzes that require more than one stimulus to fire), and to safety against electrical and electrostatic hazards in the storage and handling of munitions.

The United Kingdom and Australian Explosives Storage and Transport Committees have a mutual interest in gaining a greater understanding of the effects of the accidental initiation of small quantities (50kg) of explosives in small buildings, for example ready use magazines and processing facilities. The current UK, NATO and Australian Prescriptions advise the use of default distances considered to contain the debris and fragmentation effects from significantly greater quantities. This leads to the uneconomic use of assets or, at times, precludes their use entirely. A programme of work has been commenced under the terms of an Anglo-Australian Memorandum of Understanding to investigate the debris throw from explosions in typical Australian and UK brick wall buildings with concrete and frangible roofs. This paper presents the results of the first half of this trials programme completed in May 1995 and an overview of the second half completed in May 1996. In the programme the debris throw from the detonation of charges of 25kg and 50kg in single and double (cavity) brick wall buildings with frangible and concrete roofs has been determined. The velocity and distribution of debris with and without the influence of a traverse are reported.

Trace explosives residues of CL20 (hexanitrohexazaisowurtzitane) and RDX (hexahydro-1,3,5-hexanitro-1,3,5-triazine) are measured in real-time by surface laser photofragmentation-fragment detection (SPFFD) spectroscopy at ambient conditions. A 248-nm laser photofragments the target residue on a substrate, and a 226-nm laser ionizes the resulting NO fragment by resonance-enhanced multiphoton ionization by means of its A-X (0,0) transitions near 226 nm. We investigate the effects of laser wavelength and energy, delay between photofragmentation and ionization lasers, and residue concentration on signal intensity. A signal-to-noise analysis yields a limit of detection of 7.1 ng/cm2 for CL20 and 1.4 ng/cm2 for RDX at 1atm and 298K.

A feasibility study was undertaken to determine whether dogs can be trained to discriminate the odor of commercial dynamite (straight nitroglycerin dynamite and ammonium nitrate dynamite), black powder and the plastic explosives, C3 and C4. Initial discrimination training established hexachloroethane as a practical surrogate odor. Transfer to the various explosives proved relatively easy. Search behavior, both on- and off-leash appropriate for searching buildings, was developed. At the conclusion of the effort, five trained dogs were delivered to the Land Warfare Laboratory.

Past internal blast testing within an eight-scale loads model of a multi-bay containment structure has provided a data base for both reflected internal blast loads and long-terms gas phase pressures within a strong containment structure. These data are analyzed to determine TNT equivalence for internal blast loading, and separate values for TNT equivalence for gas phase pressures, for two plastic-bonded explosives, PBX-9404 and PBX-9502. Different values are obtained for the two phases of the internal blast loading, and both differ from values which would be estimated on the basis of heats of explosion relative to TNT.
